FOREWORD
øúgücü maliyeti verileri, bir ülkenin iúgücü
piyasas politikalarnn yönlendirilmesineyardmc
olacak önemli bir kaynaktr. Ücretli çalúan
istihdam etmenin iúverene maliyetini ortaya
çkarmaya yönelik çalúmalar, sadece iúgücü
maliyeti düzeyi konusunda de÷il, iúgücü maliyeti
unsurlarnn pay ve zaman içindeki geliúimi
konusunda da tahmin üretirler.
Labour cost data is a fundamental source in
facilitating to orient labour market policies. Studies
on cost of employment to the employer do not only
measure the level of labour cost but also provide
estimates on the components of labour cost and
on the direction of changes of this level.
Kurumumuz tarafndan, ülkemizde istihdam
edilenlerin iúverene maliyetini ve bu maliyet
unsurlarnn toplam içindeki payna iliúkin tahminler
sunmay hedefleyen øúgücü Maliyeti Araútrmas
2004 ve 2008 yllar için uygulanarak sonuçlar
daha önce açklanmútr. 2012 øúgücü Maliyeti
Araútrmas, iúgücü maliyetinin düzeyi, yaps ve
geliúimi konusunda, iúyerinin özellikleri ayrmnda
bilgi vermek üzere baúlatlan bu serinin üçüncü
uygulamasdr.
Labour cost survey aiming at to present
estimates on labour cost of employer and
components of labour cost was carried out and
published by Turkish Statistical Institute for the
reference years of 2004 and 2008. Labour Cost
Survey 2012 is the third application of this series
started to give estimates on the level, structure
and development of labour cost by the
characteristics of establishment.

ve P-S sektörleri kapsanarak gerçekleútirilmiútir.

Labour cost surveys will be implemented
regularly at four yearly intervals timely with
European Union countries. 2012 application was
implemented covering the B-S sections (excluding
O) of the European Union Economic Activity
Classification (NACE Rev.2). Persons employed
as wage and salary earners in the local units of
enterprises employing 10 and more employees
are covered in the labour cost surveys.

verileri ve ücret, kazanç, sosyal güvenlik ödemeleri
gibi iúgücü maliyetinin bileúenlerine iliúkin veriler,
iúletme büyüklü÷ü ve ekonomik faaliyet gibi baz
iúyeri özellikleri ayrmnda sunulmaktadr.
Estimation on labour cost and components of
labour cost like wage, earnings and social security
payments for the year of 2012 are provided in this
publication by the characteristics of establishment
like size of the enterprise and economic activity.

1. Introduction
Ücretli çalúan istihdam etmenin iúverene maliyetine iliúkin
veriler, konusu iúgücü piyasas olan karar alclar ve
araútrmaclar için oldu÷u kadar yurt içi ve yurt dú yatrmclar
için de önem taúmaktadr. øúgücü maliyeti bileúenleri
konusunda yeterli detayda tahmin üretmek üzere Avrupa Birli÷i
uyum çalúmalar gözönünde bulundurularak iúgücü maliyeti
konusunda yapsal bir çalúmann 2004 ylndan itibaren düzenli
olarak dört ylda bir uygulanmasna karar verilmiútir. Bu
kapsamda gerçekleútirilen serinin üçüncü anketi 2012 yln
referans almútr.
Data on cost of employment to the employer hold key for
not only decision makers and researchers working on labour
market and also domestic and foreign investors. Although
several surveys provide information on labour cost in a broad
sense, they could not meet the data needs as they were not
designed to provide estimations by the level of components of
labour cost. Subsequently, the data need on this subject and
the harmonization need with the European Union were taken
into account and it was decided to implement a four yearly
structural survey on labour cost from the year 2004 on regular
basis. In this context third application of this series was realized
based on 2012 reference year

bilgiler iúyerlerinde söz konusu yllarda ücret karúl÷ çalúan
kiúilerin elde etti÷i ücret ve kazanç ile iúverenin ücretli
çalútrd÷ kiúiler adna katland÷ di÷er maliyetlere iliúkindir.
Information gathered through Labour Cost Survey 2012
was based on the record of establishments. It pertained to
wages and earnings and other cost of employees, worked in
the establishments within the coverage of the survey, incurred
by the employer.

TÜøK tarafndan iúgücü maliyeti konusunda gerçekleútirilen
ilk ba÷msz araútrma 2004 øúgücü Maliyeti Araútrmasdr.
Di÷er uygulamalar 2008 ve 2012 yllarn referans alarak
gerçekleútirilmiútir.
The first survey carried out by TurkStat dedicated to the
labour cost was the Labour Cost Survey 2004. The second and
third surveys were implemented 2008 and 2012 respectively.
3. Amaç
3. Purpose
øúgücü maliyeti araútrmas ile, ülkemizde istihdam
edilenlerin iúverene toplam maliyetini ve bu maliyet unsurlarnn
toplam içindeki payn belirlemek, iúgücü maliyeti ve ayrntsna
duyulan veri ihtiyacn karúlamak, uluslararas standartlarda ve
ülke koúullarna uygun veri derlemek amaçlanmaktadr. Bu
amaç ile iúgücü maliyeti araútrmasnn dört yllk periyotlarla
Avrupa Birli÷i ülkeleri ile eú anl olarak uygulanmas
hedeflenmiútir.
The purpose of the labour cost surveys is to give
information on total labour cost of employment to the employer
and shares of these cost items within total labour cost, to meet
the demands on labour cost data and to produce estimations in
accordance with international standards and country conditions.
Therefore, it is aimed to conduct labour cost surveys in four
yearly intervals simultaneously with European Union countries.

Co÷rafi kapsam: Türkiye genelinde tüm bölgeler örnek seçimi
için kapsama dahil edilmiútir.
Geographical coverage: All regions of Turkey are included in
the sample selection process.
Sektörel kapsam: 2012 øúgücü Maliyeti Araútrmas'nda
Avrupa Toplulu÷unda Ekonomik Faaliyetlerin østatistiki
Snflamasna (NACE Rev.2) göre B-N ve P-S aras tüm
sektörler kapsanmútr.
Sectoral coverage: In the 2012 Labour Cost Survey, all
sectors between B-N and P-S sectors of the Statistical
Classification of Economic Activities in the European
Community (NACE Rev. 2) were covered.
Kapsanan kitle: Sektörel kapsam dahilinde 10 ve daha fazla
çalúana sahip giriúimlere (iúletme) ba÷l tüm yerel birimler
(iúyeri) araútrma kapsamndadr.
Population coverage: All establishments (local units) of
enterprises employing 10 and more employees whose
economic activities involve the included sections of economic
activities are covered.

Explanation
Kapsanan kiúiler: Yukarda belirtilen iúyerlerinde referans
ylnda ücret karúl÷ çalúan ücretli, maaúl, stajyer ve çrak
olarak istihdam edilen kiúilerdir. Araútrmada kar pay karúl÷
çalúan iúyeri sahibi ve ortaklar ile ücretsiz olarak çalúan kiúiler
kapsanmamaktadr.
Persons covered: All employees who work for wage as
employee, trainee or apprentice employed in establishments
described above were covered in the survey. Employers and
partners who work for profit share and unpaid family workers
were not covered in the survey.
Yayn tablolar, homojenli÷in sa÷lanmas için, çrak ve stajyerler
hariç olarak hazrlanmútr.
Publication tables correspond to the employees other than
apprentices and trainees to ensure the homogeneity.

uygulamalar ile Avrupa Birli÷i østatistik Ofisi’nin ilgili
düzenlemeleri dikkate alnarak hazrlanmú ve pilot çalúmalarla
alanda denenmiútir. Araútrma soru ka÷d dört bölümden
oluúmaktadr. Bunlar: Bölüm A: øúyerine øliúkin Genel Bilgiler,
Bölüm B: øúyerinde Ücretli Çalúan Kiúi Says ve Çalúma
Saatlerine øliúkin Bilgiler, Bölüm C: øúgücü Maliyeti Kalemleri ve
Bölüm D: Ücret Karúl÷nda Çalúan Çrak ve Stajyerlere øliúkin
Bilgiler'dir.
The questionnaire of the labour cost survey was prepared
by taking into account the needs of data users and producers
on the labour market, views of the experts on the subject and
applications of the other countries together with the concerned
regulations of the European Union Statistical Institute. The
questionnaire has four main parts; Part A: General Information
on Establishment, Part B: Information on the Number of
Employees and Hours Worked, Part C: Labour Cost Items and
Part D: Information on the Paid Apprentices and Trainees.

Örnekleme çerçevesi: 2011 yl iú kaytlarnda bulunan
kapsam dahilindeki tüm yerel birimler 2012 yl øúgücü Maliyeti
Araútrmas’nda örnekleme çerçevesi olarak kullanlmútr.
Sampling framework: All local units in the 2011 business
registers within the context of survey coverage were used as
sampling framework in Labour Cost Survey 2012
Örnekleme birimi: øúyeri (yerel birim) örnekleme birimi olarak
tanmlanmútr.
Sampling unit: Establishment (local unit) is defined as the
sampling unit.
Örnekleme yöntemi: øúgücü maliyeti araútrmalar, yerel birim
baznda, yerel birimin bulundu÷u bölge, yerel birimin ba÷l
oldu÷u giriúimin büyüklü÷ü ve yerel birimin ekonomik faaliyeti
ayrmnda tahmin vermek üzere planlanmaktadr.
Sampling method: Sampling method of labour cost surveys
was designed to produce estimations on region of the local unit
the size of the enterprise that the local unit is associated and
the economic activity of the local unit.
2012 øúgücü Maliyeti Araútrmas’nda iúyerlerinin seçimi için
tabakal basit tesadüfi örnekleme yöntemi kullanlmútr. Örnek
hacmi istenilen düzeyde tahmin üretilmesini sa÷layacak kriterler
dikkate alnarak belirlenmiútir. Örnek hacminin da÷tm,
østatistiki Bölge Birimleri Snflamasna göre 1. düzeyde bölge,
iki basamakl NACE Rev. 2 ve yerel birimlerin ba÷l oldu÷u
giriúimlerin çalúan saysna göre belirlenen büyüklük gruplar
düzeyinde uzlaúk da÷tm yöntemi ile yaplmútr. Araútrma,
tüm Türkiye’de, 10 ve daha fazla çalúan bulunan iúletmelere
ba÷l iúyerlerinden seçilen 22 883 iúyerinde uygulanmú, 17 806
iúyerinden kullanlabilir durumda cevap alnmútr.
Simple random stratified sampling method was employed
in the selection of establishments in Labour Cost Survey 2012.
Sample size was determined based on the criteria for
producing estimation at required level. The distribution of
sample size was realized by the compromise allocation method
on the level of Classification of Statistical Region Units-Level 1,
NACE Rev.2 two digit level and size classes of enterprises of
which local units are associated. The survey was held in
selected 22 883 local units associated with the enterprises with
10 and more employees. The number of local units answering
the questionnaire as inquired was 17 806.

boyutu; øBBS 1. düzeye göre yerel birimin bulundu÷u bölge,
yerel birimin ba÷l oldu÷u giriúimin büyüklü÷ü ve yerel birimin

faaliyeti olarak belirlenmiútir.
Estimation level: The estimation level of the Labour Cost
Survey 2012 was decided as the region of the local unit by SRE
Level 1, the size of the enterprise that the local unit is
associated and economic activity of the local unit by NACE
Rev.2 two digit level.

2012 as reference period and the survey will be repeated in
four yearly intervals.

Enterprise: Enterprise is an organization producing commodity
and rendering services by exploiting its first level of authority on
decision making. Enterprise may have one or more activities.
The relationship between an enterprise and an establishment
may be defined as follows. An enterprise corresponds to the
combination of local units. In case there is no establishment
associated with an enterprise, the establishment and the
enterprise refer to the same organizational structure.

school, hospital etc.

The results of Labour Cost Survey 2012 provide
information on working hours, wage, earnings, labour cost,
components of labour cost, components of earnings and
components of social security payments by the
characteristics of establishments. Evaluation of survey results
necessitates taking into account the sectoral and population
coverage of the survey. Employees in all local units of
enterprises employing 10 and more employees were covered
in the survey. As it is stated in explanations part, publication
tables correspond to the employees other than apprentices
and trainees to ensure the homogeneity.
2012 araútırmasında kapsanan sektörler itibariyle, ücretli
çalıúanların en yo÷un olarak bulundukları sektörün %34,1 ile
imalat sektörü oldu÷u gözlenmektedir. økinci en yo÷un sektör
ise %19,1 ile toptan ve perakende ticaret; motorlu kara
taúıtlarının ve motosikletlerin onarımı faaliyetidir (Tablo 1 ve
Grafik 1).
The manufacturing sector had the highest share of the
employees with 34,1% of the employees within the sectors
covered in the survey in 2012 application. Wholesale and
retail trade; repair of motor vehicles and motorcycles
followed this sector with 19,1% (Table 1 and Graphic 1).
2012 yılında haftalık fiili çalıúma süresinin 42,5 saate
karúılık geldi÷i ve aylık ücreti ödenen sürenin 199 saat oldu÷u
görülmektedir. Bu süreler harf düzeyinde ekonomik faaliyet
ayrımında incelendi÷inde, haftalık fiili çalıúma süresi için en
yüksek de÷erin 43,7 saat ile konaklama ve yiyecek hizmeti
faaliyetleri sektöründe, en düúük de÷erin ise 38,1 saat ile
finans ve sigorta faaliyetleri sektöründe oldu÷u gözlenmiútir.

Actual weekly working hours were found to be 42,5
hours and monthly paid hours were found to be 199 hours in
2012. When these indicators were examined by section level
of economic activity, the highest figures for actual weekly
working hours were found in accommodation and food
service activities sector with 43,7 hours. The lowest figures
for actual weekly working hours were found in financial and
insurance activities sector with 38,1 hours. (Table 1 and
Graphic 2 and 3).

TL olarak tahmin edilmiútir. Aylık ortalama iúgücü maliyeti, harf
düzeyinde ekonomik faaliyet kolu ayrımında incelendi÷inde, en

faaliyetleri sektöründe oldu÷u görülmektedir. Bu sektörü 6 032
TL ile bilgi ve iletiúim sektörü izlemektedir. En düúük iúgücü
maliyeti 1 716 TL ile ødari ve destek hizmet faaliyetleri
sektöründe iken bu sektörü 1 874 TL ile inúaat sektörü takip
etmektedir (Tablo 1 ve Grafik 4).
Monthly average labour cost was estimated as 2 680 TL
for the reference year 2012. As the monthly average labour
cost was investigated by section level of economic activity of
the establishment, the highest labour cost was observed in
financial and insurance activities economic activity with 6 418
TL. This sector was followed by information and
communication sector with 6 032 TL. While the lowest
monthly average labour cost pertained to the administrative
and support service activities sector with 1 716 TL, this
sector was followed by construction sector with 1 874 TL
(Table 1 and Graphic 4).
Kazancın bileúenleri; çalıúılan ve çalıúılmayan süreler için
yapılan ödemeler (ücret), düzensiz ödemeler, ayni yardım
ödemeleri ve iúveren tarafından ücretli çalıúanların tasarruf
sandıklarına yapılan ödemelerdir. 2012 yılında kazancın
%82,5’ini çalıúılan süreler için yapılan ödemeler, %8,9'unu ise

As the components of labour cost is listed as gross
earnings, social security payments and other labour cost
payments, it was observed that the greatest share within

ödemeleri bileúenleri harf düzeyinde ekonomik faaliyet kolu
ayrımında incelendi÷inde, gönüllü ödemeler payının en yüksek
oldu÷u sektörün %5,9 ile finans ve sigorta faaliyetleri sektörü
oldu÷u, kıdem ve ihbar tazminatı ödemeleri payının en yüksek
oldu÷u sektörün ise %28,2 ile madencilik ve taú ocakçılı÷ı
sektörü oldu÷u görülmektedir (Tablo 4 ve Grafik 7).
Statutory social security payments, voluntary social
security payments, severance and termination payments and
other social security payments constitute the components of
social security payments. The greatest share within social
security payments pertained to the statutory payments with
82,4% in 2012 while the share of voluntary payments was
only 1,7%. The share of severance and termination payments
was estimated as 14,1% and the share of other social
security payments was estimated as 1,8%. As the
components of social security payments were explored by
section level of economic activity, the highest share of
voluntary payments was found in financial and insurance
activities sector with 5,9 % while the highest share of
severance and termination payments was found in mining
and quarrying sector with 28,2% (Table 4 and Graphic 7).

As the monthly average labour cost was investigated by
the size group of enterprises, the highest monthly average
labour cost was observed in enterprises with 1000 and more
employees and were equal to 4 972 TL in 2012. The
enterprises which had the lowest monthly average labour
cost was observed in enterprises with 10-49 employees and
it was equal to 1 744 TL (Table 5 and Graphic 8).

iúyerlerinde aylık ortalama iúgücü maliyeti 4 709 TL olarak, bu
kapsamda olmayan iúyerlerinde aylık ortalama iúgücü maliyeti
2 429 TL olarak tahmin edilmiútir (Tablo 5 ve Grafik 9).
It was observed that whether the establishment was
covered directly or indirectly by collective agreement had
effects on the labour cost. 11% of the employees working in
the covered local units of enterprises with 10 and more
employees work in the establishments covered by collective
agreement. It was observed that employees working in the
establishments covered by collective agreement were
concentrated in large scale enterprises and vice versa. The
monthly average labour cost in the establishments covered
by collective agreement was 4 709 TL while it was 2 429 TL
in the ones not covered by the collective agreement in 2012
(Table 5 and Graphic 9).

As the distribution of employees covered by this study
was explored by Classification of Statistical Region Units
Level 1, it was observed that the highest percentage
belonged to Istanbul Region with 39,9%. The lowest share of
the employees found in Northeast Anatolia by 0,8%. As the
monthly average labour cost was investigated by

observed that the highest monthly average labour cost was in
Istanbul Region with 3 149 TL and it is followed by East
Marmara Region with 2 973 TL in 2012. The lowest monthly
average labour cost was obtained in East Blacksea Region
