ANNOUNCEMENT FOR THE MEETING
A meeting is planned to be held in Ayanclk Public Training Center between the hours 10:0014:00 on 14.10.2009. with the attendance of iLK ELEKTRiK ENERJi (iLK POWER
ENERGY) in order for the exchange of ideas and views concerning the potential effects of the
Ayancik HES (Hydroelectric Power Plant) power capacity of which is 15,6 MW
All people living in the region are invited to the meeting.
We hope that maximum attention will be paid concerning the attendance for the meeting and
announce this meeting with all due respect.

REPORT
The introduction and public availability meeting concerning the Ayanclk HES ( Hydroelectric
power plant) Project which is carried out under our commitment was held by iLK
ELEKTRiK ENERJi URETiM SAN. Tic. A.S. ( iLK POWER ENERGY GENERATION
IND. TRA. INC. CO.) in Ayanclk Public Training Center between the hours 10:00 - 14:00 on
14.10.2009. The first stage of the meeting was started with informing the public on the
project and the meeting was continued with question-answer sessions and at the last stage of
the meeting was ended with the complaints of the attendants and the resolutions to be
provided for these complaints. The signature list of the people who attended the meeting is
enclosed.

MEETING REPORT
Mr. Ersin Taranoglu has acknowledged all attendants of the introduction meeting of the
Ayanclk HES ( Hydroelectric power plant) Project which was held between the hours 10:00 14:00 on 14.10.2009 and has individually introduced his colleagues working for this project
and after the introduction he has underlined the importance and significance of this type of
projects and also the advantegous contributions of these projects to the Turkish Economy and
he has put forward that: It is possible to observe from the reports of the related departments
of the Turkish republic such as Dsi (Public Waterworks Administration) and other
institutions that million metercubes of water flowing from the rivers and streams of our
country is directly flowing down to the seas without being utilized. As a matter of fact, a part
of this water is used as fresh water or used for irrigation however this amount is not higher
than the 10-15% of our running waters. However, if regulators can be provided on these rivers
which can regulate the flood flows of the rivers for a period of 50 or 100 years, the water at
definite flow rates can be taken and utilized for the energy production and the devastation
caused by water can be prevented.
He also added that; the employees of the "iLK ENERJi" are the most accurate source of
information for the people and they are always ready for informing all our citizens. It has been
rumoured that this HES ( Hydroelectric power plant) Project does not even have a project
draft due to the misleadings coming from wrong sources of information. In this respect he has
defined that he had brought the employees who have carried out the drilling works of the
projects and the other project based works in order to prevent this misleading.
Pursuant to this speech the attendants have individually took the floor and explained their
demands related with the project.

The attendans have generally asked the reason why the materials flowing from the
slopes causing landslips are pouring to these locations and defined that these lansslips
have not been prevented by taking the necessary precautions and added that if
transportation had been done these landslips would not have occured and the owned
(with title deed) lands would not have been left underwater and they asked what
precuations can be taken. These demands have been claimed by:
Mehmet Can, Headman of the Cevizli Village
Murat Atay has defined that no route to the channel fields has been left during the
establishment of trapeze channel and demanded a new route.
Dogan Erdal has asked why the power plant has been constructed here and added that
couldn't it be constructed in a front location.
Mukaddes Aksoy, has wondered whether this project really had a <;ED (environmental
impact assessment report) and defined that 500.000 m3 material has been
unnecessarily poured into the environment and also wondered if the life line support is
provided for the rivers.
Alaattin Sansoy has claimed that the materials poured to the stream beds are
covering the beds and this problem must be solved as soon as possible.

Mr. Ersin Taranoglu has answered all these questions as followed:
The mentioned
hydroelectric power plant will operate in winter months and a trapeze channel of 5.5 kms will
be constructed in order for uniform operation of the plant and the water needed for uniform
operation of the 3 tribunes will be stored in this channel and the soil left after digging will be
used for constructing a new service road to the trapeze channel and explained that
transporation is a cheaper process when compared to the expropriation. On the other hand he
told that the damages given would be covered as soon as possible and every precaustion
would be taken immediately.

that the village roads were deteriorated during the trasnsportation and this problem must be
solved immediately.
Upon these speeches, Mr. Ersin Taranoglu has answered the questions again and explained
that he would also answer all petitions submitted.
Lastly, Mr. Ersin Taranoglu has acknowledged all attendants of the meeting and announced
that the meeting is over.
