IPC – Sabancı University – Stiftung Mercator Initiative Inaugural Event
On February 1, 2012, after months of hard work and planning, the partnership between Istanbul Policy Center
(IPC) and Stiftung Mercator officially kicked off with an intellectually stimulating discussion on “Policy Challenges
for Turkey and the EU: A 2012 Perspective.” The event, at the Sakıp Sabancı Museum in Istanbul, highlighted the
IPC - Sabancı University - Stiftung Mercator Initiative—the heart of the partnership, which focuses on three core
thematic areas of cooperation: climate change, EU/German-Turkish relations, and education.
The event opened with the warm welcoming remarks from Güler Sabancı, Chairman of the Board of Trustees of
Sabancı University, who emphasized the importance of the Initiative for the future of Turkish-German relations.
Nihat Berker, President of Sabancı University, spoke next, and stressed the significance of the German-Turkish
youth exchange programs co-organized by Stiftung Mecator and Sabancı University. Fuat Keyman, Director of IPC,
combined both sentiments in stating that “this partnership will be built on the subjects of living together, social
policies, and climate change. We want to contribute to the NGOs especially on the subject of climate change, and
provide scholarships for the young scholars who are immersed in the three core areas of the Initiative. We will hold
comparative studies on climate change, renewable energy, and contemporary trends of the urban transformation in
key German and Turkish cities.”
The objective of the IPC - Sabancı University - Stiftung Mercator Initiative is to strengthen the academic, political
and social ties between Turkey and Germany as well as Turkey and Europe through the facilitation of excellent scientific research and hands-on policy work. It is based on the affirmation that in an increasingly globalized world, the
acquisition of knowledge and the exchange of people and ideas are the preconditions to jointly prepare for the challenges of the twenty-first century. The partnership hopes to achieve these goals through a number of initiatives, but
most notably the Mercator-IPC Fellowship Program.
The Mercator-IPC Fellowship program will provide aspiring and seasoned researchers with generous grants to advance their research interests and contribute strongly to Initiative’s work in climate change, EU/German-Turkish
relations, and education. The goal of the fellowship program is to attract international scholars and practitioners
who specialize in the three thematic areas of cooperation to conduct research in Turkey. The fellows, to that effect,
will share their outputs with the public under the IPC - Sabancı University - Stiftung Mercator banner. Since the
program intends to contribute to the greater good of public, the research interests of academic community, and the
knowledge of policy circles, all projects will be designed to include a public outreach element. Fellows are jointly
chosen by the jury formed by the Istanbul Policy Center - Sabancı University - Stiftung Mercator Initiative. The fellowships will last a period of six to twelve months and include a stipend, costs for travel, and a family allowance.
According to the Mercator-IPC Fellowship Coordinator Daniel Grütjen, the Fellowship Program Coordinator, the
three areas of research were chosen because “each of the three thematic areas comprises socio-economic and political issues of global importance which cannot be solved by individual nation states. As such, the Initiative and its fellowship program highlight the necessity of international cooperation and the will to learn from each other in order
to prepare for a common future in Europe and the world.”
When looking at the long term goals and expectations of the partnership, Grütjen remarked, “In the long run, the
partnership and the fellowship will have a significant impact on German-Turkish and European-Turkish relations.
So far there are no institutions in Germany, and very few in Europe, that fund projects of post-doc scholars and
practitioners with a deeper interest in Turkey. The result is a superficial public debate on issues related to Turkey.
Here, the Initiative steps in. In order to ensure its socio-political impact, all fellows have to launch a project designed
for public outreach. In addition to enhancing the academic debate on Turkey, the outreach project directly targets
decision makers in politics, economy and culture, as well as the media and the broader public. This is necessary to
provide objective images of Turkey in Germany and Europe and vice versa. Only through these concerted efforts
and facts-oriented research can we overcome the prejudice in each society.”

Strengthening Turkey’s Checks and Balances System through Constitutional Reform
One of IPC’s most critical projects this year was the report “Strengthening Turkey’s Checks
and Balances System through Constitutional Reform.” It was organized in collaboration
with the National Democratic Institute (headquartered in Washington, D.C.). The report
was designed to analyze three important areas of checks and balances within the Turkish
government. The three focal areas were the judiciary, parliament, and political parties/
electoral system. Fuat Keyman directed the project, Mithat Sancar focused on the judiciary,
Ersin Kalaycıoğlu chaired the team on parliament, Ali Yaşar Sarıbay led the deliberations
on political parties and the electoral system, and Meltem Ersoy was the senior project
assistant, conducting research as well as compiling, categorizing and synthesizing the data
from the meetings and interviews. The finished report contained 100 recommendations
from over 120 participants, of which 80 percent were consensus between all members. It
was presented to President Abdullah Gül and the heads of the Parliament. When asked about the project and its data
gathering process, IPC Director Fuat Keyman said, “The debate on judicial reform was the most fundamental and
had the highest tension.” “The nature of the report was to create proposals that all Turkish people can agree upon,”
Keyman acknowledged. “The outcome is not political, rather it is a document by the Turkish people free of ideology,
free from one party’s opinions, for the good of all Turkey.”
The process of compiling the report involved three different parts. In the fall, IPC held two day long conferences in
order to discuss the key issues raised regarding checks and balances within the context of the current constitutional
reform. The first meeting included current members of the four parties represented in parliament and members
from Turkish civil society. The second meeting involved experienced MPs and academics that have specialized
in one of the three specific areas. Each conference considered the three areas of focus, which led to discussions,
agreements on reform measures, and highlighted specific areas where there was still disagreement on practical
reforms. The second process was interviewing people critical in policy change within Turkey. This included
members of civil society not available at the conferences as well as members of smaller political parties not
represented in the Parliament. The third process was an academic analysis of best practices of checks and balances
in other countries. It also considered previously conducted research that compared different parliaments and
their effective systems of checks and balances. The report emphasized that although there are good examples from
other countries, it is important to take them into the context of the Turkish government, and consider the gradual
integration of new policies.
Consensus points were highlighted with clear reform recommendations in the report. The proposals of the
individual parties as well as members of civil society were given an equal voice and represented comprehensively
throughout the report. Rather than analyze and design a policy, the emphasis was placed on putting all of the
discussion, consensus, and disagreement on constitutional reform in one place. The day-long conferences also gave
the government and civil society a platform to discuss such reforms. Keyman, Sancar, Sarıbay, and Kalaycıoğlu then
presented the report to President Abdullah Gül, Cemil Çiçek, the Speaker of the Turkish Parliament and the MPs
involved in drafting the new constitution in the last week of February.
IPC-Sabancı University Conflict Resolution Simulation

Istanbul Policy Center (IPC), in conjunction with Sabancı University, organized a simulation of the Cyprus
negotiations by Sabancı University students on February 25, 2012 at the Marmara Hotel in Taksim. The simulation
was the last session of the Istanbul Conference on Mediation entitled “Enhancing Peace through Mediation New
Actors, Fresh Approaches, Bold Initiatives,” a two-day conference hosted by the Turkish Foreign Ministry. The
summit began on the previous day and was attended by approximately 250 foreign ministers, local and foreign
experts, academics, civil society representatives, and UN officials. During the conference, a wide range of issues
on different aspects of mediation were discussed in a broad framework, including the future of Istanbul as an
international mediation hub.
The simulation, prepared by Sabancı University Professor
and IPC Senior Fellow Meltem Müftüler-Baç and Sabancı
University Professors Teri Murphy and Emre Hatipoğlu, was
carried out by 34 students from Sabancı University’s European
Studies (MA), Social and Political Sciences (BA), Political
Science (MA, PhD) and Conflict Analysis and Resolution
(MA) programs. The purpose of the simulation was to have
the students develop a deeper understanding of confidence
building measures and the interworking of the mediation
process as a whole. To accomplish this, traditional top-down
approaches to mediation were supplanted with cross-stitching,
a mediation tool designed for confidence building between
parties by encouraging representatives from different segments of society to share their perspectives and their view
of human security and needs with various segments from all parties. The students were divided into three teams
representing the international community, Turkish Cypriots, and Greek Cypriots, with each team having two
facilitators. After days of preparation, it was conducted in two separate phases: the first, a five hour session was held
at the IPC headquarters in Karaköy; and the second, a one hour session took place at the Marmara Hotel.
In the first phase, the teams were divided into their respective groups and asked to articulate their groups’ interests
and concerns. After a brief caucus, representatives from the various sectors of Turkish and Greek Cypriot society
joined the international community delegation, and voiced their main areas of contention regarding a negotiated
settlement, and their perspectives of the conflict. These areas of contention were grouped together into three main
categories: governance; de-militarization; and reconciliation. It was during these negotiations that proposals were
put forth. Each group drafted at least one proposal to be considered during the final phase at the Marmara Hotel.
The second phase of the simulation commenced with speeches by the Minister of Foreign Affairs Ahmet Davutoğlu
and the President of the UN General Assembly Nassir Abdulaziz Al-Nasser decrying the importance of mediation.
The Turkish foreign minister stressed the importance of understanding each side’s point of view and psychology for
the successful resolution of a conflict. Davutoğlu underscored the role of exercises like the one organized by Sabancı
students and faculty in better preparing future leaders to take on the peaceful settlements of complex issues like
Cyprus.

Sabancı University students took the floor next. Reconvening in their original teams, the participants read out
and negotiated the proposals drafted during the previous stage. The performance of the students provided a short
demonstration of the day’s accomplishments and was much lauded by a high-profile audience of dignitaries and
experts. Student feedback was extremely positive, with a richer understanding of the challenges of international
diplomacy, a realization of how vested interests clash, the value of cross-stitching in confidence building, and the
need for skilled facilitators to help generate a positive and constructive environment being the most common
remarks.
The previous sessions of the conference also highlighted the significance of, and the need to expand mediation
efforts. The first day of the conference consisted of speeches and presentations by experts in mediation and
encompassed four sessions: “Increasing Relevance of Non-Governmental Actors in Conflict Resolution”; “UN’s
Evolving Role in Mediation”; “Addressing the Coordination and Capacity Building Challengers”; and “Alternative
Approaches to Mediation”. In this regard, the increasing relevance of non-governmental actors in conflict resolution
and the coordination and capacity building challenges associated with that were thoroughly examined. Moreover,
the idea of UN regional offices on mediation was discussed. With this in mind, it was addressed that Istanbul
will be an ideal preference for such an Office, for both political and geographical reasons as well as logistical and
organizational experience.

IPC Director Fuat Keyman, Senior Fellow Ersin Kalaycıoğlu introduce IPC’s new report on
Constitutional reform
IPC Director Fuat Keyman and Senior Fellow Ersin Kalaycıoğlu, with Ali Yaşar
Sarıbay of Uludağ University and Mithat Sancar of Hacettepe University published
a timely report on the hotly-debated constitutional reform process. Titled
“Strengthening Turkey’s Checks and Balances System through Constitutional
Reform,” the report provides a rare roadmap for improvement of legislature,
political party laws, and judiciary through the ongoing constitutional reform
process. At the newsmaker of the report, Kalaycıoğlu said, “There is no
fundamental doctrine, no ideology. When we set off on the path of adopting a new
constitution, we must first ask what sort of democracy we want: liberal democracy
or representative democracy? What sort of Turkey do we envision in the twentyfirst century so we can build its institutions accordingly? This is the key point.
Before we decide on what we want, all the related issues, the Kurdish issue, etc.,
remain irrelevant, because they may keep us busy in endless debates.” Keyman
added, “Political parties should not worry about themselves and rather give the
priority to Turkey and its future. The idea of ‘whose constitution’ makes things
complicated. This was the prevailing message of all the parties we have talked
with, and even President Abdullah Gül agrees with this statement.”
In addition, Keyman met with the Ambassadors of 24 EU member states in Ankara in March and presented the key
findings of the report. Keyman asserted that the ownership of the new Constitution must belong to all Turkish people,
and not just to one political ideology or party. He said that the declaration of principal freedoms in the Constitution
would not be enough. The amendments should be accompanied by institutional reforms. “It is absolutely crucial,”
Keyman stressed, “that the 10 percent electoral vote threshold be lifted for the solution of the Kurdish issue.”

Kemal Derviş chairs council at the World Economic Forum in
Davos
IPC senior Advisor Kemal Derviş chaired a special international council
on employment and social protection organized by the World Economic
Forum, and the report of the group, entitled "The Case for an Integrated
Model of Growth, Employment and Social Protection" was much discussed
at the winter meeting in Davos. In addition, he participated as lead panelist
with Daniel Gros, Director of Center for European Policy Studies (CEPS)
in a special inaugural event that launched not only the IPC-Sabancı
University-Stiftung Mercator Initiative, but also the collaboration between
CEPS and IPC on a joint research program on February 1, 2012 in Istanbul.
Derviş also commented prolifically on the political and economic implications of the Arab Spring in numerous
journal articles and opeds. In an article featured in the 2011 Year End Series of Project Syndicate, the IPC senior
scholar wrote, “While the yearning for dignity, freedom of expression, and real democratic participation was the
driving force underlying the Arab revolutions, economic discontent played a vital role, and economic factors will
help to determine how the transition into the Arab world unfolds.”
Korel Göymen was conferred upon the title Emeritus Professor
IPC Senior Fellow Korel Göymen was bestowed the distinguished honor of
Professor Emeritus for his dedication and service to Sabancı University shortly
before the year’s end in 2011. Furthermore, on November 18-19, 2011 Göymen
organized and chaired a timely symposium on “The International Role of Think
Tanks in Policy Formation,” with the generous support of the Friedrich Naumann
Foundation. Göymen’s following comment sets the course on the function and
moral responsibility of a think tank to public: “There is nothing wrong with think
tanks taking a side on issues as long as they are not engaged in disinformation
deliberately and as long as they do not disseminate false information to cause others harm and to support the
policies of a ruling party.”
Göymen also was a speaker and chair at the conference “Sustainable Cities in Turkey” organized by International
Regional Center in Istanbul on November 15. He said, “In order to successfully tackle environmental challenges in
Turkey, we have to complete the transition from classic public administration to governance, by empowering local
government and institutions of civil society.” Ahmet Evin brings the notable Kronberg Talks to Istanbul
As a long-time participant in the Bertelsmann Foundation’s Kronberg Talks series,
IPC Senior Scholar Ahmet Evin arranged for the 14th Kronberg Talks to be held
in Istanbul on May 14-16, 2012, and helped secure IPC’s contribution as a coorganizer. This year’s talks concentrated on the political transformation sweeping
across the Mediterranean and an effective EU-Turkish approach to support this
process. The event featured state dignitaries from Europe and Turkey, as well as
high-profile participants from government, diplomacy, academia, civil society and
the media.
Evin’s involvement was also critical in the organization of Central European University’s Center for EU Enlargement
Studies (CENS) and IPC’s workshop on January 12 and 13 at CEU entitled “Turkey and EU Enlargement: Prospects

and Policies” within the project “Reclaiming impetus – Seeking EU-Turkey Convergence in Three Policy Areas.” He
also presented a paper at the workshop on “Turkey’s Energy Policy and the EU’s Energy Demand: Convergence or
Divergence.”
Ayşe Kadıoğlu discusses the future of Turkish-Greek relations at a joint Oxford-Bahçeşehir University
conference
IPC Senior Scholar Ayşe Kadıoğlu participated in several significant conferences and
panels during winter 2011 and spring 2012. She chaired a panel at the “Conference on
New Directions for Turkish-Greek Engagement in the Middle East and Balkans” organized
by Oxford University and Bahçeşehir University in Istanbul on September 27, 2011. She
spoke in a panel on “Europe’s Future: Constitutional or Populist Democracy” at the Forum
2000 Conference in Prague on October 10, 2011. Kadıoğlu attended the Conference on
Diyarbakır Armenians organized by the Hrant Dink Foundation on November 12-13,
2011. At the “Turkish Foreign Policy in Middle East Legal Studies Seminar” of the Yale
Law in Istanbul, she gave a lunch talk on January 14th. She was the Keynote Lecturer at the
“Council of Europe Democracy Debate” in Strasbourg on March 16, 2012.
Meltem Müftüler-Baç presents paper on the 53rd Annual ISA convention
Meltem Müftüler-Baç, IPC Senior Fellow and Jean Monnet Chair in European integration
at Sabancı University was invited to the EUSA/ECPR Workshop Global crises and the EU
Response and presented her paper titled “The EU’s next enlargement: A new momentum to
overcome the crisis” in Munich on March 16, 2012. She also participated in the 53rd Annual
convention of the International Studies Association and delivered her paper titled “The
Turkish foreign policy challenges in the Arab spring” on April 1-4, 2012.
Senem Aydın Düzgit speaks on lingering misperceptions in Europe on Turkey
IPC Adjunct Fellow Senem Aydın Düzgit spoke at the conference, “Ignorance, Fear and Prejudice: Do Europeans
Get Turkey?” organized by the European Stability Initiative (ESI) and Istanbul Bilgi University in Istanbul on
November 15, 2011. Düzgit was also a guest speaker at “Speaking Europe Abroad: Institutional Cooperation and the
Making of EU’s Discourse.” This event was organized by the Université Libre de Bruxelles, in Brussels on February
14-15, 2012. She published the article “Lost in Europeanization? The Western Balkans and Turkey” with Gergana
Noutcheva in West European Politics in January 2012.
Kamil Yılmaz foresees a fast-spreading debt crisis in Europe and beyond
IPC Adjunct Fellow Kamil Yilmaz sheds light on the metastasizing financial crisis in Europe in an influential
article published on www.voxeu.org. “The banks in the EU and Switzerland are tightly connected in a state of high
volatility,” cautions Yılmaz. “There is not much time left for the European leaders to get their act together and come
up with a once-and-for-all solution before the debt crisis spreads from the periphery to the core, bringing down
many European banks on the way.”

Yılmaz also participated in a debate on the Greek Economic Crisis and its impact on the European and Turkish
economies on March 2, 2012 at the TV program Siyaset Akademisi (The Academy of Politics) on TRT Türk. He
attended “Arab Awakening and the Role of the EU-Med Partnership,” a FEMISE Annual Conference in Marseille on
December 15-16 and “The Transformation of the Global Production Chains and Turkey Conference”, organized by
Koç University-TUSIAD Economic Research Forum on March 2.
Umut Özkırımlı Analyzes the Implications of the Utoya Shootings
IPC Adjunct Fellow Umut Özkırımlı remarked in a short piece he wrote for opendemocracy.net on nationalism in
Europe after the Utoya shootings. Özkırımlı in his thought-provoking article asserted that “the sick man of Europe
in the early twenty-first century is Europe itself. Europe needs to engage in serious soul-searching and reflect on
its own identity and the values it wishes to uphold and promote.” He further noted that such a process has already
begun in the Middle East. Özkırımlı also hosted the “Modern Turkey Seminar Series” at the Center for Middle
Eastern Studies at Lund University in Fall 2011. Moreover he participated in the international conference on “The
Turkish Phenomenon – The Development of Society” at the Italian Center for Peace in the Middle East (CIPMO) in
Milan on October 10, 2011.
Bahri Yılmaz organized German-Turkish Round Table on International Affairs 2011
IPC Senior Fellow Bahri Yılmaz organized The German-Turkish Round Table, granted by Robert Bosch Foundation
on December 15-16, 2011 at the SWP in Berlin. 35 experts from Turkey and Germany were brought together to
discuss the potential for a German-Turkish dialogue on international challenges. The Round Table is an initiative
that seeks to build bridges and promote dialogue between Germany and Turkey in areas of mutual international
political and economic concerns.
This year German-Turkish Round Table focused on a very timely topic “The Arab spring: Chances and challenges
for the cooperation between Germany (EU) and Turkey in the transformation process.” The conference aimed to
bring into perspective and grasp different aspects of the transformation process, and the potential opportunities for
Turkey and Germany/EU to work together on the transformation of the Arab world.
Candid critique of the media hype in Turkey by Joost Lagendijk
IPC Senior Adviser Joost Lagendijk gave a speech entitled “Perception and Representation
of Turkey and the EU” at the Bosphorus Conference on October 22, 2011, and discussed the
impact of the “EU Enlargement on Turkey” at the Clingendael Institute in the Netherlands
on November 29. Lagendijk also published a prestigious article in the book Democracy,
Islam & Secularism in Turkey under the title “Turkey’s Accession to the European Union
and the Role of the Justice and Development Party.” Lagendijk also gave an interview with
Habertürk newspaper regarding the sensationalism that dominates the Turkish media.
During the interview, Lagendijk expressed empathy for the Turkish public. “If I were
Turkish,” Lagendijk said, “I would go nuts” when faced with such hype on a regular basis.
İzak Atiyas anticipates “Constraints on Economic Growth in Turkey”
IPC Senior Fellow İzak Atiyas, with his colleague Ozan Bakış, wrote a widely quoted report
for TÜSİAD entitled “Türkiye’de Büyümenin Kısıtları: Bir Önceliklendirme Çalışması”
(Constraints on Economic Growth in Turkey: A Study in Prioritization). Atiyas also
participated as a speaker at the conference entitled “The Condition of Energy Markets in the
10th Anniversary of the Energy Market Regulatory Authority: Competition, Investment,
Risks and Expectations” at the Marriott Hotel in Ankara on November 22, 2011.

The IPC-Bruegel Dialogue on the Future of the Euro Zone
September 16, 2011
On September 16, Jean Pisani-Ferry, Director of Brussels based think-tank Bruegel, joined IPC Director Fuat
Keyman, IPC Senior Adviser Kemal Derviş, and other leading Turkish economists for a roundtable meeting where
he gave a presentation titled “The Euro Crisis: Developments and Responses.” The response to the Greek crisis was
at the heart of the discussion, as well as its ramifications for the future of the common currency area. Book Launch: Yorgo Hacıdimitriadis’in Aşkale - Erzurum Günlüğü
October 18, 2011
IPC hosted the book launch for Yorgo Hacıdimitriadis’in Aşkale - Erzurum Günlüğü, by Professor Ayhan Aktar of the
Bilgi University at the IPC Karaköy headquarters on October 18, 2011. Moderated by Senior Fellow Ayşe Kadıoğlu,
the event featured a lively discussion with the book’s author on the not-so-distant Turkish history of forced
relocations, its victims and perpetrators.
Modern Turkey Seminars: “Of Models and Beacons—Sweden, Turkey and the Middle East”
November 3-4, 2011
Istanbul Policy Center and Center for Middle Eastern Studies at Lund University co-hosted a two-day roundtable
meeting to assess the feasibility of a joint project on the democratization of the awakening Arab nations. At the
heart of the discussion was the possibility for the dissemination of the Turkish and Nordic experiences in good
governance, sustainable economic policies, human and resource development in the Middle East and North Africa.
IPC Director Fuat Keyman and Research Coordinator Onur Sazak represented IPC. The workshop adjourned with
a pledge to sign a framework agreement to solidify the collaboration between IPC and CMES, which was signed into
force in January 2012.
The International Conference on the Role of Think Tanks in Policy Formation
November 18-19, 2011
Senior Fellow Korel Göymen organized “The International Conference on the Role of Think Tanks in Policy
Formation” in Istanbul on November 18-19. IPC Director Fuat Keyman was a panelist on the landscape of think
tanks in Turkey, while IPC Senior Scholars Ersin Kalaycıoğlu and Ahmet Evin each facilitated a session throughout
the event. The discussions ranged from good governance in Turkey to think tanks as the agents of change in
complex societies. There were multiple panel discussions as well as lectures by prominent members of Turkish and
European civil society. Important participants included Fuat Keyman, Üstün Ergüder (Education Reform Initiative),
Sabri Sayarı (Sabancı University), Michael Emerson (Center for European Policy Studies), and Hugh Pope
(International Crisis Group). The presentations will be compiled into a book on the same topic.

Experts Meeting on Contemporary Turkish Studies
December 8-9, 2011
A joint initiative by IPC and Stiftung Mercator, the “Experts Meeting on Contemporary Turkish Studies” was
held in Essen on December 8-9, 2012. The purpose of the meeting was to come up with proposals about fostering

IPC Senior Fellow Bahri Yılmaz organized The German-Turkish Round Table, granted by Robert Bosch Foundation
on the 15-16 th of December 2011 at the SWP in Berlin. 35 experts from Turkey and Germany were brought
together to discuss “The Arab spring: Chances and challenges for the cooperation between Germany (EU) and
Turkey in the transformation process.” The Round Table is an initiative that seeks to build bridges and promote
dialogue between Germany and Turkey in areas of mutual international political and economic concerns.
Book Launch: Azınlık: Türk Bağlamında Azınlık Kavramına Çapraz Bakışlar

IPC hosted a book launch on January 9, 2012 at its Karaköy headquarters for Azınlık: Türk Bağlamında Azınlık
Kavramına Çapraz Bakışlar, written by Samim Akgönül of History and Political Science at Strasbourg University.
Senior Fellow Ayşe Kadıoğlu moderated the roundtable while Cengiz Aktar from Bahçeşehir University and İlay Örs
from Bilgi University commented on Akgönül’s latest work on minorities in the French, Greek and Turkish contexts.
In his book, Akgönül penetrates deep into the conceptual meaning of minority and offers a fresh perspective on its
perception in Turkey. Azınlık is a successful comparative analysis, studying non-Muslims in Turkey, as well as Muslim Turks in Greece and France, through the lens of religion.
The Turkey Nexus on Turkish Modernization and Strategic Choices
January 10, 2012
In collaboration with Nexus Forum, Istanbul Policy Center Senior Scholar Ahmet Evin organized the workshop on
January 10 in Istanbul. It was the first of a cycle of open discussions among corporate executives and policy makers on Turkey’s economic policy and developments in energy and infrastructure. It highlighted some key issues to
be overcome in order to step up the country’s modernization and facilitate foreign investments, chief among which
productivity and the regulatory environment. The three main topics of discussion were Turkey’s future energy balance, the need for consolidating institutions across the board, and how to manage the predicted economic slowdown.
Roundtable with the Honorable Mevlüt Çavuşoğlu
January 11, 2012
IPC Senior Fellow Ayşe Kadıoğlu moderated the off-the-record roundtable at IPC Karaköy Headquarters. Former
President of the Parliamentary Assembly of the Council of Europe Mevlüt Çavuşoğlu and 26 guests discussed the
next period of Turkish-European relations, the role of the Council of Europe on current issues, and the Presidency
of Mr. Çavuşoğlu as well as Turkish foreign policy. Mr. Çavuşoğlu answered questions on Turkey’s place within the
Council and its policies regarding newer topics such as the crisis in Greece and the Arab Spring.

The ASPEN European Dialogue Conference
March 2-4, 2012
IPC in conjunction with the Aspen Institute Italia hosted the second Aspen Bosphorus Dialogue entitled “Double
Transition: Economics and Politics across Europe and the Mediterranean” on March 2-4, 2012 in Istanbul. The
participants of the conference discussed the overarching issues resulting from the relationship between the various
actors in, as well as the transformation taking place throughout the region. The discussion over the future of the
Eurozone highlighted the varying perspectives on how to address fiscal and budgetary issues, regulation of the
banking system and disparities in competitiveness. It was observed that the current crisis has led the EU to become
more introverted, while the role of Turkey is growing in importance. At this junction, the participants stressed the
crucial need for new and pragmatic forms of cooperation between Brussels and Ankara on key issues such as energy,
immigration, and security. In regard to the upheavals throughout the region, it was expressed that evolving states,
rather than finding role models, such as Turkey, to emulate, countries of the region need to develop sensible solutions based on their own specific social and economic circumstances. In attendance were Turkish Foreign Minister
Ahmet Davutoğlu, Turkish Economy Minister Ali Babacan, Italian Foreign Minister Giulio Terzi di Sant’Agata, and
Swedish Foreign Minister Carl Bildt.
Free Speech in Turkey and the World with Timothy Garton Ash
April 5, 2012
IPC hosted a rare event that provided a closer look into the “Free Speech in Turkey and the World.” The renowned
academic and public intellectual Timothy Garton Ash, who is also a professor at the University of Oxford and a regular contributor to the Guardian and the New York Review of Books, delivered the keynote speech. Ash elaborated
on the impediments to the freedom of speech in Turkey and around the globe, and he shared his insight on removing those obstacles. IPC Senior Fellow Ayşe Kadıoğlu, who put together this timely event, chaired the expert panel,
which featured Hasan Cemal (Milliyet), Yasemin İnceoğlu (Galatasaray University), and Halil Berktay (Sabancı
University), and Kerem Öktem (Oxford University). The panel focused not only on the actual limits to free speech in
Turkey, but also included a theoretical debate on the possible limits to free speech. The “Turkey Free Speech Debate”
also introduced a new Oxford-based website on this issue. The website can be accessed at freespeechdebate.com.
The Eighth Annual Sakıp Sabancı Lecture
May 2, 2012
On May 2, 2012, Istanbul Policy Center and the Brookings Institution co-organized the Eighth Annual Sakıp
Sabancı Lecture, which featured a keynote speech by Zbigniew Brzezinski, National Security Adviser to former U.S.
President Jimmy Carter and co-chair of the Center for Strategic and International Studies Advisory Board. Entitled
“The West and Turkey: Their Role in Shaping Wider Global Architecture,” Brzezinski’s lecture delved into the recent developments in the region vis-à-vis the Arab Spring and its implications for Turkey and its Transatlantic relations. The Sabancı University students joined in the conference from Istanbul via video link. Moderated by Meltem
Müftüler-Baç, IPC Senior Fellow and Sabancı University Professor, the thought-provoking questions by the students
kindled a lively debate among participants in Washington and Istanbul.

IPC hosted Young Leaders Conference on May 13, 2012 at its Karaköy Headquarters, organized by the American
Council on Germany, along with the Atlantik Bruecke and the US Council on Italy. This year the conference on
“Mediterranean Bridges” took place in Istanbul May 12 - 13. Young Leaders from Germany, Italy, Turkey, the United
States and North Africa were the participants of the two-day conference. They attended fruitful discussions on
“Roots of Crisis: Political and Economic Effects of Turmoil in the Middle East,” “The Energy Equation: The Global
Impact of Oil and Gas Flows, the Iran Sanctions and Pipeline Issues,” “The Influence of New Media and Digital
Technologies,” and “Looking into the Future: Demography, Democracy and Prosperity.”
14th Kronberg Talks: Europe Turkey and the Mediterranean – Fostering Cooperation and
Strengthening Relations
May 14–16, 2012
IPC, in tandem with the Bertelsmann Stiftung in Germany, hosted the 14th Kronberg Talks at the Sakıp
Sabancı Museum in Istanbul from May 14–16, 2012. The theme of the conference was “Europe, Turkey and the
Mediterranean – Fostering Cooperation and Strengthening Relations.” In light of the recent developments in Iran,
Syria, Iraq and the region as a whole, the talks explored Turkey’s role in the Arab transformation process, its unique
position to act as a mediator in regional conflicts, and ascertained Turkish-EU common interests, such as migration
and integration.

PUBLICATIONS
“Strengthening Turkey’s Checks and Balances System through Constitutional Reform”
IPC in collaboration with NDI produced the report “Strengthening the System of Checks and Balances.” The
report was designed to highlight important elements of checks and balances necessary in Turkish government. The
report contained over 100 recommendations to politicians, with consensus on 80 percent of the issues discussed.
The report was presented to the heads of parliament and government—including the President of Turkey and the
Speaker of the Turkish Grand National Assembly—at the end of February and will be translated into English in
order to engender international discussion.
“Turkish Modernization and Strategic Choices”
Drafted by IPC Senior Fellow Ahmet Evin and Research Coordinator Onur Sazak, “Turkish Modernization and
Strategic Choices” arose from the January 10 event, The Turkey Nexus, at the Sakıp Sabancı Museum in Emirgan,
Istanbul. The Report emphasized the three areas discussed at the event: Turkey’s future energy balance, the need
for consolidating institutions across the board, and how to manage the predicted economic slowdown. It also
emphasized future topics of discussion, such as Turkey’s economic priorities, foreign investment, and the expansion
of Turkish business abroad.
Turkey and Its Neighbors: Foreign Policy in Transition
Senior Scholar Ahmet Evin co-edited the book Turkey and Its Neighbors: Foreign Policy in Transition and published a
chapter on “Energy and Turkey’s Neighborhood.” The book discusses Turkey’s relations with its Black Sea neighbors,
Turkish energy policy, and Turkey as a possible model of democratization for other Muslim polities.
Karşılaştırmalı Siyasal Sistemler
Senior scholar Ersin Kalaycioglu co-edited the book Karşılaştırmalı Siyasal Sistemler (Eskişehir: Anadolu
Üniversitesi, AÖF Yayınları, 2011). The book featured articles on comparative political systems.
“Istanbul: Megacity Straddling Two Continents”
Senior Scholar Korel Göymen wrote an article for Urban Research and Practice called “Istanbul: Mega-city
Straddling Two Continents.” The article discusses the potential hindrances of economic growth, focusing on the
constraints on human capital development, deficiencies in local government and the need for an integrated strategic
planning system.
“Better to Give than to Receive: Forecast-Based Measurement of Volatility Spillovers”
Adjunct Scholar Kamil Yilmaz co-wrote two articles with F. X. Diebold “Better to Give than to Receive: ForecastBased Measurement of Volatility Spillovers,” in the International Journal of Forecasting January-March 2012,
and “Measuring Financial Asset Return and Volatility Spillovers, with Application to Global Equity Markets,” in
Economic Journal. Both were technical reports about volatility spillovers.

“How Turkish Taboos Perpetuate Immaturity”
IPC Senior Scholar Ayşe Kadıoğlu wrote an essay for the website freespeechdebate.com entitled, “How Turkish
Taboos Perpetuate Immaturity”. The article, posted in February 2012, discusses Kadıoğlu’s experience growing up
in Turkey where socially and legally imposed taboos entrap citizens “in a state of immaturity”. This essay was also
published in the Guardian on April 18, 2012.
Another Empire? A Decade of Turkey’s Foreign Policy Under the Justice and Development Party
Another Empire? A Decade of Turkey’s Foreign Policy Under the Justice and Development Party is the title for the
forthcoming book by IPC Senior Scholar Ayşe Kadıoğlu, Kerem Öktem, and Mehmet Karlı. Being published by Istanbul
Bilgi University Press in 2012, the book looks at the socio-political implications for Turkey after a decade of the AKP
rule.
“The Era of Dominant Party Politics”
IPC Director Fuat Keyman and Senior Scholar Meltem Müftüler-Baç had their most recent collaborative effort, “The Era of
Dominant Party Politics,” published in the Journal of Democracy in January 2012. The article discusses the new dynamics
in Turkish politics and challenges the AKP government faces after its 2011 electoral victory.
“The Accession Games: A Comparison of Three Limited Information Negotiation Designs”
IPC Senior Scholar Meltem Müftüler-Baç co-authored with Arzu Kıbrıs an article entitled, “The Accession Games:
A Comparison of Three Limited Information Negotiation Designs” that was published International Studies
Perspectives in November 2011.
De Turken Komen Eraan! (The Turks Are Coming!)
De Turken Komen Eraan! (The Turks Are Coming!) is the newest book by IPC Senior Scholar Joost Lagendijk, and his
wife Neuin Sungur. The book, released in May 2012, is intended for non-academics and gives a short summary of
Turkey’s history, cultural and society.
“Turkish Foreign Policy in the Transatlantic Context: From Soft Power to Smart Power”
IPC Director Fuat Keyman and Research Coordinator Onur Sazak wrote the article “Turkish Foreign Policy in the
Transatlantic Context: From Soft Power to Smart Power” which will be published by the Strategic Research Center
of the Turkish Foreign Ministry in Spring/Summer 2012. The article discussed the implications of Turkey’s regional
leadership and its Transatlantic role for the developments in the region. It went on to elaborate Turkey’s soft power
in the region, opportunities to convert it into smart power and what the future of Turkish foreign policy with the
Middle East will look like.

Likeminds
Senior Fellow Bahri Yılmaz is organizing the “Likeminds – German-Turkish Junior Expert
Initiative” by Robert Bosch Stiftung, the Europeans Academy of Berlin, and IPC. The
program aims to strengthen ties between young German and Turkish top performers, also
to intensify practical and topic-oriented exchange of ideas, experience, and understanding.
There were meetings in October and March, where the young leaders visited key offices
of Turkish bureaucracy, decision makers, diplomats, representatives of civil society and
businesses. They explored a few of the vital challenges to Turkish and German foreign
policy in the wake of Turkey’s frozen relations with the European Union. Young Turkey – Young America Exchange Program 2012
IPC and the Atlantic Council of the United States are excited to conduct another Young Turkey – Young American
Program this upcoming summer. As in the past, a select group of young professionals from Turkey will travel to the
United States and participate in programs that permit them to visit various locations and institutions throughout
the country, allowing them to experience cultural and social nuances that will enhance their ability to create new
networks and modes of cooperation as future leaders of Turkey. Their counterparts from the United States will
then travel to Turkey to engage themselves at influential think-tanks and government institutions where they will
tackle intriguing topics such as Turkish Foreign Policy, Turkish Economy, Turkish-US relations, and the Arab
transformation. Armed with these new insights, the participants, working in groups, will be asked to propose a longterm project that will foster a sustainable exchange between Turkey and the United States. In a new phase to the
Young Turkey – Young American Program, the winning proposal will be awarded a 10,000 USD grant to implement
their project.

Meltem Müftüler-Baç, IPC Senior Fellow and Jean Monnet Chair in European integration started her work under
TRANSWORLD, 7th Framework project supported by the European Commission and coordinated by the Institute
of International Affairs in Rome. IPC Director Fuat Keyman and Senior Fellow Meltem Müftüler-Baç participated in
the kick-off conference for the project held in Rome on April 19-20, 2012. Meltem Müftüler-Baç heads the Sabanci
team for the project.

Yağmur Başak Göne
Administrative Assistant
Yağmur Başak Göne is the Project Administrative Assistant at IPC. She is graduated from
Enka High School and received her B.A in Economics from State University of New York
Binghamton. She has a minor in Sociology. Göne has interned in Garanti Bank and TAV
Headquarters. She also played in Turkish National Tennis Team between 2002-2005.
Daniel Grütjen
Fellowship Coordinator
Daniel Grütjen is the coordinator of the Mercator Fellowship Program. He holds a degree in
political science from Otto-Suhr-Department at Free University Berlin. Currently, he is enrolled
in the department’s PhD program. In his academic research and publications he is focused on
the transformation of the Turkish welfare state and health care system. He is the co-founder
of Network Turkey - Academic Community for Turkish Studies and the chairman of its legal
entity Netzwerk Türkei e.V. In this role he has initiated and co-organized more than 30 events
and co-published more than 15 papers focusing on Turkey and German-Turkish relations. Furthermore, he is
founder and co-curator of the German-Turkish exhibition “Erinnerungen an eine neue Heimat/Yeni memleketten
anılar,” which has been shown in more than 15 venues around Germany and Turkey.
Özgül Kızıldağ
Administrative Assistant
Özgül Kızıldağ received her undergraduate degree in Public Relations from Istanbul Bilgi University in 2007. She
worked at Istanbul Bilgi University for four years prior to her current post at Istanbul Policy Center. Since October
2011, Kızıldağ has been an Administrative Assistant at IPC.
Meryem Kösehasanoğulları
Financial and Administrative Affairs Specialist
Meryem Kösehasanoğulları obtained her B.A. degree in Sabancı University, Social and Political
Sciences and M.A. in Sabancı University, European Studies. Between November 2008 and January 2010, she supported Istanbul Policy Center in projects and administrative affairs. During
2010-2012, she worked in Istanbul Chamber of Commerce, EU & International Cooperation
Department. In 2012, she rejoined IPC as Financial and Administrative Affairs Specialist.
Stephen Pinkstaff
Intern
Stephen Pinkstaff recently graduated from University of Malta’s Mediterranean Academy for
Diplomatic Studies (MEDAC) with a MA in Conflict Resolution and Mediterranean Security,
and will graduate in May from George Mason University’s School for Conflict Analysis and
Resolution (S-CAR) with a MS in Conflict Analysis and Resolution. His dissertation was entitled: “Structural Violence, Radical Power and the United Nations: How the Security Council
Shifts Attitudes, Expectations, and Presuppositions in the International Community about the
Gulf Conflict, 1990-2003”. Stephen has worked on projects in the conflict studies field; he has helped with the organization of IPC sponsored conferences and assisted graduate students from Sabancı University’s Conflict Analysis
and Resolution program with publishing their work through the IPC.

Rebecca Stewart is a research intern from the United States. She received her bachelor’s degree
in political science at Northwestern University in 2011. She interned at the Intermediate Court
of Appeals in Hawaii before coming to IPC. She has been assisting in background research,
English editing, and project development within IPC.
Yasemin Berrak Tuna
Assistant to the Fellowship Coordinator
Yasemin Berrak Tuna received her undergraduate degree in Political Science and International
Relations from Boğaziçi University in 2010. She studied at Science Po Bordeaux as Erasmus
student in 2008. She holds her master’s degree in Sociology and Political Institutions from
Sorbonne University in Paris where she studied with the TEV – French Embassy Scholarship.
During her studies, she worked as an intern and volunteer in various organisations such as
NGOs, television channels, newspapers, publishing houses and industrial firms. She joined IPC in March 2012.
Cana Tülüş
Research and Administrative Affairs Officer
Cana Tülüş received her undergraduate degree in Political Science and International Relations
from Boğaziçi University in 2009. She worked on a project focusing on the processes of
‘othering’ and discrimination in Turkey and specifically worked on Alevis and Romans. During
her BA, she worked in Cumhuriyet Newspaper, NTV and the Turkish National Assembly as an
intern for short periods. She held her MA degree in European Studies from Sabancı University
and worked on her Project on “Turkey and the European Union; Historical Evolution of the Relations and the
Current Situation”. Before joining IPC in January 2012, she worked at Tohum Autism Foundation for 18 months
as Projects Assistant and Deputy Projects Specialist. She is one of “EU Communication Volunteers” of the Turkish
Ministry of EU Affairs.
Naz Yücel
Intern
Naz Yücel is a research intern at IPC. She earned her Bachelor’s degree at Boston University,
completing a major in International Relations and a minor in Economics. Her research focuses
on the Middle Eastern politics, political Islam and Turkey’s role in the region. Prior to interning
at IPC, Yücel also interned at EDAM (Economy and Foreign Policy Research Center) and CSIS
(Center for Strategic and International Studies). She will be continuing her education to attain a
graduate degree in Middle Eastern studies.

Aylar süren çalışma ve planlamalar sonucunda İstanbul Politikalar Merkezi (İPM) ve Stiftung Mercator ortaklığının
açılışı “Türkiye ve AB için Siyasa Zorlukları: Bir 2012 Perspektifi” isimli panelle gerçekleştirildi. İstanbul’da Sakıp
Sabancı Müzesi’nde düzenlenen etkinlikte, iklim değişikliği, Türkiye-Almanya-AB ilişkileri ve eğitim işbirliği
alanlarında yürütülecek İPM – Sabancı Üniversitesi- Stiftung Mercator Girişimi anlatıldı.
Panelin açılışında konuşan Sabancı Üniversitesi Mütevelli Heyeti Başkanı Güler Sabancı, Girişimin gelecekte TürkAlman ilişkileri üzerindeki etkisi üzerinde durdu. Sabancı Üniversitesi Rektörü Nihat Berker, Stiftung Mercator
ve Sabancı Üniversitesi’nin ortaklaşa düzenleyeceği Alman-Türk gençlik değişim programlarının önemini belirtti.
İPM Direktörü Fuat Keyman iki duruşu birleştirdi ve işbirliğinin kapsamıyla ilgili şunları kaydetti: “Birlikte yaşama,
sosyal politikalar, iklim değişikliği gibi konuların üzerinde duracağız. Özellikle iklim değişikliği konusunda sivil
toplum örgütlerine ve üç işbirliği alanında çalışan gençlere katkı sağlamak istiyoruz. Almanya’dan bir kentle
Türkiye’den bir kent seçeceğiz ve bu kentler üzerinde iklim değişikliği, yenilenebilir enerji, yeni kentsel yaşam gibi
birçok konuda karşılaştırmalı çalışmalarımız da olacak.”
İPM – Sabancı Üniversitesi – Stiftung Mercator Girişimi, bilimsel araştırma ve çalışmalarla Türkiye-Almanya ve
aynı zamanda Türkiye-Avrupa arasındaki akademik, politik ve sosyal bağları güçlendirmeyi hedefliyor. Girişim, 21.
Yüzyılın zorluklarına birlikte hazırlanmak için küreselleşen dünyada bilgi edinme, insan ve fikir değişiminin bir

araştırma çıktılarını İPM-Sabancı Üniversitesi-Stiftung Mercator Girişimi kurumsal kimliği altında kamuoyuyla
paylaşmalarını sağlamaktır. Program; kamu yararına, akademik topluluğun araştırma ve ilgi alanlarına katkı
vermeye, karar alıcıların bilgilendirilmesine büyük önem atfetmektedir. Bu nedenle, Girişim bünyesinde
hazırlanacak ve uygulanacak tüm projelerin topluma arz edilecek yönleri olacak ve erişilebilirliği sağlanacaktır.

Mercator-İPM Burs Programı Koordinatörü Daniel Grütjen, araştırma alanlarının seçimi hakkında, “Bu üç
araştırma alanı devletlerin kendi başına çözemeyecekleri küresel düzeyde önemli olan sosyo-ekonomik ve siyasi
konuları kapsamaktadır. Girişim ve burs programı, Avrupa ve dünya için ortak bir gelecek yaratmak adına
uluslararası işbirliğine gereksinimi ve birbirimizin deneyimlerinden yararlanmamız gerektiğini vurgulamaktadır”
diyor.
İşbirliğinin uzun dönemdeki hedef ve beklentilerine bakıldığında, Grütjen, “Uzun vadede, işbirliği ve burs
programının, Almanya-Türkiye ve Avrupa-Türkiye ilişkilerine önemli etkileri olacağını” söylüyor ve şöyle devam
ediyor: “Bugüne kadar Türkiye’ye derin bir ilgisi olan akademisyen ve araştırmacılara yönelik doktora sonrası
destekler Almanya’da hiç bulunmazken Avrupa’da sınırlı sayıda kalmıştır. Bunun sonuçları, Türkiye’yle ilgili
konularda çok sık rastladığımız yüzeysel tartışmalar ve bilgilerdir. Girişim bunu ortadan kaldırmak için harekete
geçiyor. Girişimin sosyo-politik etkisinin sağlanması için tüm bursiyerlerin, çalışmalarının toplum üzerindeki
etkilerini önemseyerek, projelerini geliştirmeleri teşvik edilmektedir. Türkiye’yi konu alan akademik tartışmaların
içerik ve nitelik bakımından zenginleştirilmesinin yanı sıra proje; siyasi, ekonomik ve kültürel düzeyde kara alıcıları
ve aynı zamanda medya ve geniş kitleleri etkilemeyi hedeflemektedir. Bu hedef, hem Almanya ve Avrupa genelinde
Türkiye hakkındaki hem de Türkiye’de Avrupa’ya yönelik tarafsız imajın yaratılması için gereklidir. Ancak bu çaba ve
sonuç odaklı çalışmalar neticesinde toplumların aklındaki önyargılar kırılabilir.”

Anayasa Reformu Aracılığı ile Türkiye’de Denge ve Denetleme Sisteminin Güçlendirilmesi
İPM’nin bu yıl gerçekleştirdiği en önemli projelerden biri “Anayasa Reformu Aracılığı ile Türkiye’de Denge ve
Denetleme Sisteminin Güçlendirilmesi” raporu oldu. Rapor, merkezi Washington, D.C.’de bulunan National
Democtaric Institute’la birlikte hazırlandı. Rapor, devlet erklerinin üç önemli denge-denetleme alanını incelemek
üzere tasarlandı. Bu üç alan yargı, yasama, siyasi parti ve seçim sistemi olarak belirlendi. İPM Direktörü Fuat
Keyman’ın yönetimini üstlendiği projede, Hacettepe Üniversitesi öğretim üyesi Mithat Sancar yargıyla ilgili
çalışmaları, İPM Yürütme Kurulu Üyesi Ersin Kalaycıoğlu yasama reformuyla ilgili araştırmaları, Uludağ
Üniversitesi Öğretim Üyesi Ali Yaşar Sarıbay siyasi parti ve seçim sistemine ilişkin çalışma ve toplantıları
yürüttü. İPM araştırma asistanlarından Meltem Ersoy Proje Asistanı olarak araştırmanın yanı sıra, toplantı ve
görüşmelerdeki verilerin gruplandırılması ve sentezinden sorumluydu. 120 katılımcının yaklaşık 100 önerisi
ışığında oluşturulan raporda, önerilerin yüzde 80’i üzerinde uzlaşma sağlandı. Rapor, Cumhurbaşkanı Abdullah
Gül’e, Türkiye Büyük Millet Meclisi Başkanı Cemil Çiçek’e ve Uzlaşma Komisyonu üyelerine sunuldu. Proje, veri
toplama ve çalışma gruplarıyla ilgili Keyman, “ En ciddi ve yüksek tansiyonlu tartışmalar Yargı Reformu grubunda
yaşandı” dedi. “Raporun temelinde Türkiye halkının üzerinde uzlaşacağı önerilerin yaratılması” olduğunu söyleyen
Keyman, yeni Anayasa’nın tek bir siyasi duruşun ürünü değil, ideolojiden ve parti görüşünden arınmış ve toplumun
bütününün çıkarlarını gözeten ve koruyan bir haklar manzumesi olması gerektiğini hatırlattı.
Raporu derleme süreci üç farklı aşamada gerçekleşti. Sonbaharda, İPM, Anayasa reform süreci çerçevesinde
denge denetleme konularının konuşulması amacıyla üç çalışma grubundan oluşan iki çalıştay düzenledi. İlk
toplantıya mecliste bulunan dört siyasi partiden bazı milletvekilleri ve çeşitli sivil toplum örgütü temsilcileri katıldı.
İkinci toplantıya mecliste uzun yıllar görev yapmış emekli milletvekilleri, üst düzey bürokratlar ve her üç alanda
uzmanlaşan akademisyenler katıldı. Her iki çalıştayda da reform ölçütleri üzerine tartışıldı, anlaşıldı ve üzerine
anlaşma sağlanamayan siyasi reform alanları tanımlandı. İkinci aşamada ise Türkiye’de siyasi farklılaşma için önemli
kişilerle görüşüldü. Konferanslara katılmayan fakat etkili sivil toplum üyeleri ve mecliste temsil edilmeyen partilerin
temsilcileriyle görüşüldü. Üçüncü aşamada diğer ülkelerdeki denge-denetleme sistemi konusunda iyi örneklerin
bilimsel incelemesi yapıldı. İnceleme daha önce farklı meclislerin ve denge-denetleme sistemlerinin karşılaştırmasını
yapan araştırmalar da içerdi. Rapor, diğer ülkelerdeki iyi örneklere dikkat çekmekle birlikte, bu örneklerin
Türkiye’deki yönetim sistemine uyarlanmasının ve yeni politikaların uygulanmasının önemini vurguluyor.
Üzerinde anlaşmaya varılan noktalar reform önerileri şeklinde raporda yer aldı. Kişisel görüşlere ve sivil
topluma eşit söz hakkı verildi ve sivil toplum örgütlerinin önerileri raporda belirtildi. Çalışmanın amacı,
politika analizi ve yapımının yanısıra anayasa reformu üzerine yapılan tartışmaların, buradan çıkan uzlaşıların
ve muhalif düşüncelerin derlenmesiydi. Çalıştaylar, hükümet ve sivil toplum temsilcilerinin reformlar üzerine
serbestçe tartışabilecekleri bir platform sağladılar. Şubat ayında Keyman, Sancar, Sarıbay ve Kalaycıoğlu raporu
Cumhurbaşkanı Abdullah Gül, Türkiye Büyük Millet Meclisi Başkanı Cemil Çiçek ve uzlaşma komisyonundaki
milletvekilleriyle paylaştılar.
İPM-Sabancı Üniversitesi Uyuşmazlık Analizi ve Çözümü Simülasyonu
İstanbul Politikalar Merkezi (İPM), Sabancı Üniversitesi’yle birlikte, 25 Şubat 2012 günü Taksim’deki the Marmara
Hotel’de Sabancı Üniversitesi öğrencilerinin katılımıyla Kıbrıs barış müzakereleri üzerine bir simülasyon düzenledi.
Simülasyon "Arabuluculuk Yoluyla Barışın Geliştirilmesi: Yeni Aktörler, Yeni Yaklaşımlar, Cesur Girişimler”
başlığıyla T.C. Dışişleri Bakanlığı’nın düzenlediği iki günlük İstanbul Arabuluculuk Konferansı’nın son bölümünü
oluşturdu. Konferansın ilk gününde dışişleri bakanları, yerel ve yabancı uzmanlar, akademisyenler, sivil toplum
temsilcileri ve BM yetkililerinden oluşan yaklaşık 250 kişi toplantıya katıldı. İstanbul’un gelecek dönemde
arabuluculuk merkezi olması da dahil olmak üzere toplantıda arabuluculuğun tüm yönleri geniş bir yelpazede
tartışıldı.

programları, Sosyal ve Siyaset Bilimi lisans, Siyaset Bilimi
yüksek lisans ve doktora programlarında öğrenim gören
34 öğrenci katıldı. Öğrencilerin güven artırıcı önlemleri
derinlemesine kavraması ve arabuluculuk aşamalarının
tümüne hakim olması simülasyonun en önemli amaçları
arasındaydı. Geleneksel yukarıdan aşağıya arabuluculuk
yaklaşımının üstesinden gelmek amacıyla kişilere ait görüşleri
sunmak, insan güvenliği ve farklı kesimlerin gereksinimlerini
paylaşmak için toplumun faklı kesimlerinden temsilciler teşvik
edilerek bir arabuluculuk yöntemi tasarlandı. Her takımın
iki yöneticisi olmak üzere öğrenciler uluslararası toplumu,
Kıbrıslı Türkleri ve Kıbrıslı Rumları temsil etmek üzere üç gruba ayrıldılar. Günlerce süren hazırlık aşaması sonrası
simülasyon İPM Karaköy ofisinde gerçekleşen 5 saatlik 1. oturum ve Marmara Hotel’de gerçekleşen 1 saatlik 2.
oturum olmak üzere iki aşamada uygulandı.
İlk oturumda takımlar gruplarına ayrıldı ve gruplarının talep ve itirazlarını paylaştılar. Özet bir toplantı sonrasında
Türk ve Rum kesiminin farklı sektörlerinden gelen temsilciler, uluslararası toplum delegasyonuyla bir araya geldi
ve anlaşma için kendi tartışma alanlarını belirterek sorun üzerine görüşlerini paylaştılar. Bu tartışma alanları
yönetişim, askeri güçten arındırma ve uzlaşma olmak üzere üç kategoride gruplandırıldı. Her grup Marmara
Hotel’de gerçekleşen 2. oturum için en az bir öneri hazırladı.
Simülasyonun ikinci oturumu Dışişleri Bakanı Ahmet Davutoğlu ve BM Genel Kurul Başkanı Nasır Abdülaziz
El Nasır’ın, arabuluculuğun önemi hakkındaki konuşmalarıyla başladı. Dışişleri Bakanı Davutoğlu, iki tarafın
duruşunu ve psikolojisini anlamanın çatışmanın başarılı bir şekilde çözülmesi için ne kadar önemli olduğunu
vurguladı. Davutoğlu, Sabancı Üniversitesi öğrencilerinin ve öğretim üyelerinin düzenlediği bu egzersiz ve
benzerlerinin, Kıbrıs süreci gibi karmaşık sorunlara barışçı çözümler üretmede yeni liderlerin yetişmesine katkı
sağlamaları açısından büyük önem taşıdıklarının altını çizdi.
Davutoğlu’nun konuşmasının hemen ardından simulasyona başlayan öğrenciler, 1. oturumda hazırladıkları
önerileri sunduktan sonra müzakerelere geçtiler. Aynı zamanda çalışmalarının kısa özetini yansıttıkları bu çalışma,
öğrencileri izleyen üst düzey devlet adamları ve saygın uzmanlardan oluşan dinleyici grubunun beğenisini

topladı. Öğrencilerden gelen geribildirimler, simulasyona katılanların, diplomasinin zorluklarını daha iyi anlama;
çıkarların nasıl çatıştığını görme; güven inşa etmenin zorlukları ve olumlu, yapıcı bir ortam yaratmak için yetenekli
yöneticilere duyulan ihtiyaç konularında önemli deneyimler kazandıklarını gösterdi.
Konferansın önceki oturumunda arabuluculuk girişimlerinin ve bu girişimleri yaygınlaştırmanın öneminin altı
çizilmişti. Konferansın ilk gününde arabuluculuk uzmanlarının konuşma ve sunuları gerçekleşmiş, dört oturumda
“Çatışmaların Çözümünde Sivil Toplum Aktörlerinin Gelişen Önemi”; "Uzlaşma’da BM’nin Gelişen Rolü”;
"Koordinasyon ve Kapasite Geliştirme Sorunları”; ve "Arabuluculukta Alternatif Yaklaşımlar" tartışılmıştı. Bu
bağlamda, çatışma çözümünde sivil toplum aktörlerinin artan önemi ve zorluklara karşı koordinasyon ve kapasite
artırma konuları derinlemesine irdelendi. Dahası, BM’nin arabuluculuk sağlayan bölgesel temsilciliklerinin
yaygınlaştırılması tartışıldı. Uzmanlar, İstanbul’un yalnızca politik ve coğrafi konumu değil aynı zamanda lojistik
ve organizasyonel avantajları açısından iyi bir merkez olabileceğini belirttiler.
ARAŞTIRMACILARIN FAALİYETLERİ
İPM Direktörü Fuat Keyman ve Yürütme Kurulu Üyesi Ersin Kalaycıoğlu İPM’nin Anayasa Reform
Raporu’nu Tanıttı
İPM Direktörü Fuat Keyman ve Yürütme Kurulu Üyesi Ersin Kalaycıoğlu, Uludağ
Üniversitesi öğretim üyesi Ali Yaşar Sarıbay ve Hacettepe Üniversitesi öğretim
üyesi Mithat Sancar’la, son günlerin en önemli gündem maddesi olan Anayasa
reform sürecini değerlendiren “Anayasa Reformu Aracılığı ile Türkiye’de Denge ve
Denetleme Sisteminin Güçlendirilmesi” raporunu hazırladılar. Rapor, Anayasa
reformu sürecinde yasama, siyasi parti tüzüğü ve yargının güçlendirilmesi üzerine
bir yol haritası niteliği taşıyor. Gerek raporun lansman etkinliklerinde gerekse
basında Kalaycıoğlu’nun şu sözleri üzerinde çok duruldu: “Yeni Anayasanın
uygulaması yolunda, öncelikle ne tür bir demokrasi istediğimizi sorgulamamız
gerekmektedir, liberal demokrasi mi istiyoruz, temsili demokrasi mi? 21. Yüzyılda
nasıl bir Türkiye tasavvur ediyoruz ki buna göre kurumlar inşa edelim? Asıl
önemli nokta budur. Önce neyi istediğimizi değil… Kürt meselesi gibi ilişkili
konulara ilgisiz kalınıyor ki bu bizi bitmeyecek tartışmalarla meşgul edecektir.”
Keyman ise “Siyasi partiler kendilerinden korkmamalı ve dahası Türkiye ve onun
geleceğine öncelik vermeliler. ‘Kimin Anayasası’ görüşü süreci karmaşık hale
getiriyor. Bu görüş görüştüğümüz kişilerin öncelikli mesajı, hatta Cumhurbaşkanı
Abdullah Gül de bu görüşe katılıyor” şeklinde konuştu.
Keyman, ek olarak Mart ayında Ankara’da 24 AB ülkesi büyükelçisiyle görüşerek raporun ana bulgularını
kendileriyle paylaştı. Keyman, yeni Anayasa’nın tüm Türkiye'ye ait olması, sadece tek parti ya da siyasi görüşü
yansıtmaması gerektiğini belirtti. Anayasa’da temel özgürlüklere yer verilmesinin yeterli olmayacağını değinen
Keyman, değişikliklerin kurumsal reformlarla desteklenmesi gerektiğini savundu. Keyman, “Kürt sorununun
çözümü için yüzde 10’luk seçim barajının kaldırılması”nın önemini vurguladı.
Kemal Derviş Davos’ta düzenlenen Dünya Ekonomik Forumu’nda Uluslararası İstihdam ve Sosyal
Güvenlik Kurulu’nu yönetti
İPM Kıdemli Danışmanı Kemal Derviş Dünya Ekonomik Forumu’nun Uluslararası İstihdam ve Sosyal Güvenlik
Kurulu’nu yönetti ve bu grubun hazırladığı “ The Case for an Integrated Model of Growth, Employment and Social
Protection” raporuna Davos toplantısında geniş yer verildi. Davos zirvesinin hemen ardından, Derviş, Centre for

European Policy Studies (CEPS) Direktörü Daniel Gros’la birlikte 1 Şubat
2012 günü İstanbul’da geçekleşen ve aynı zamanda CEPS ve İPM ortak
araştırma programının başlangıcı sayılan İPM-Sabancı Üniversitesi-Stiftung
Mercator Girişimi açılış etkinliğine panelist olarak katıldı.
Derviş, ayrıca Arap Baharı’nın siyasi ve ekonomik etkileri üzerine birçok
makale ve yorum yazısı kaleme aldı. Project Syndicate’in 2011 Year End
Series (2011 Yılsonu Yazı Dizisi) için yazdığı analizde, İPM Danışmanı şu
noktayı vurguluyor: “Arap devrimlerinin altında yatan itici gücün haysiyete,
ifade özgürlüğüne ve gerçek demokratik katılıma duyulan özlem olmasına rağmen ekonomik hoşnutsuzluk hayati
bir rol oynamıştır ve ekonomik faktörler Arap dünyasının dönüşümünü etkilemeye yardım edecektir”.
Korel Göymen Emeritus Öğretim Üyesi unvanını aldı
2011’in son günlerinde, bilime, topluma ve Sabancı Üniversitesi’ne eşsiz hizmetlerinden ötürü İPM Yürütme Kurulu Üyesi Korel Göymen’e Emeritus Öğretim
Üyesi unvanı verildi. 18-19 Kasım 2011 tarihlerinde Göymen, Friedrich Naumann Vakfı’nın desteğiyle “The International Role of Think Tanks in Policy
Formation” konulu bir sempozyum düzenledi ve yönetti. Göymen’in konferans
sırasında yaptığı şu analiz, düşünce kuruluşlarının rolü ve topluma karşı ahlaki
sorumlulukları açısından yol gösterici olmuştur: “Dezenformasyon yoluyla
başkalarına zarar vermedikleri ve iktidar partisinin çıkarlarını korumak ve
artırmak adına yanlış bilgiler yaymadıkları sürece düşünce kuruluşları herhangi bir konuda taraf olabilirler.”
Göymen, ayrıca 15 Kasım 2011’de İstanbul’da International Regional Center’ın organize ettiği “Sustainable Cities in
Turkey” isimli konferansı yönetti. Göymen, “Türkiye’de çevre sorunlarının başarıyla üstesinden gelmek için yerel
yönetim ve sivil toplum kuruluşlarını güçlendirerek geleneksel kamu yönetiminden yönetişime geçişi sağlamalıyız”
dedi.
14. Kronberg Konuşmaları Ahmet Evin’in girişimiyle bu yıl İstanbul’da yapıldı
Bertelsmann Vakfı’nın yıllık Kronberg Konuşmaları’nın 14’üncüsü bu yıl
İstanbul’da gerçekleşti. Uzun yıllardır bu konferansa katılan İPM Yürütme Kurulu
Üyesi Ahmet Evin’in daveti ve Bertelsmann Vakfı – İstanbul Politikalar Merkezi
işbirliğiyle Sabancı Üniversitesi Sakıp Sabancı Müzesi ve Pera Palace’ta 14-16
Mayıs 2012 tarihlerinde gerçekleşen 14. Kronberg Konuşmaları’nda Akdeniz
bölgesini saran değişim ve AB-Türkiye’nin bu sürece ortak katkıları tartışıldı.
Etkinliğe, Avrupa ve Türkiye’den devlet adamlarının yanı sıra hükümet, diplomasi,
akademi, sivil toplum ve medyadan üst düzey temsilciler katıldı.
12 ve 13 Ocak’ta CEU’da “Reclaiming impetus – Seeking EU-Turkey Convergence in Three Policy Areas” isimli
proje kapsamında Central European Üniversitesi’nin AB Genişleme Çalışmaları (CENS) ve İPM desteğiyle
gerçekleşen “Turkey and EU Enlargement: Prospects and Policies” çalıştayına İPM Yürütme Kurulu Üyeleri Meltem
Müftüler-Baç ve Ahmet Evin birlikte katıldılar. Evin, ayrıca “Turkey’s Energy Policy and the EU’s Energy Demand:
Convergence or Divergence” isimli çalıştayda makalesini sundu.

Ayşe Kadıoğlu Oxford ve Bahçeşehir üniversitelerinin “Türk- Yunan İlişkilerinin
Geleceği” konulu ortak konferansında konuşma yaptı
İPM Yürütme Kurulu Üyesi Ayşe Kadıoğlu, 2011 kışı ve 2012 baharında birçok önemli
konferans ve panele katıldı. Kadıoğlu, Oxford ve Bahçeşehir Üniversiteleri ortaklığında 27
Eylül 2011’de İstanbul’da gerçekleşen “Balkanlar ve Orta Doğu Bağlamında Türk-Yunan
İlişkilerinde Yeni Yönelimler” konulu konferansa konuşmacı olarak katıldı. 10 Ekim 2011
günü Prag’da Forum 2000 Konferansı’nda gerçekleşen “Europe’s Future: Constitutional
or Populist Democracy” isimli panele katıldı. Hrant Dink Vakfı'nın 12-13 Kasım 2011
tarihlerinde organize ettikleri Diyarbakırlı Ermeniler Konferansı’na konuşmacı olarak davet

Senem Aydın Düzgit Avrupa’da Türkiye’yle ilgili yanılgıları tartışıyor
İPM araştırmacılarından Senem Aydin Düzgit, European Stability Initiative (ESI) ve İstanbul Bilgi Üniversitesi’nin

İPM Araştırmacılarından Kamil Yılmaz Avrupa’da mali kriz üzerine yazdığı makalesi www.voxeu.org’da yayınlandı.
Yılmaz, “Avrupa ve İsviçre bankaları yüksek belirsizlik durumuna sıkı sıkıya bağlı” uyarısında bulundu ve ekledi:
“Avrupa liderlerinin birlikte harekete geçmeleri ve tüm Avrupa bankalarını aşağıya çeken borç krizinin merkezden
çevreye sıçramasını önlemek ve kalıcı çözüm bulmaları için çok vakti kalmadı.”

Umut Özkırımlı Utoya Katliamı Gerekçelerini Araştırdı
İPM Yürütme Kurulu Üyesi Umut Özkırımlı opendemocracy.net’te Utoya Katliamı sonrası Avrupa’da milliyetçilik
üzerine kısa bir makale yayınladı. Ses getiren yazıda Özkırımlı “21. Yüzyılın başında Avrupa’nın hasta adamı
Avrupa’nın kendisidir. Avrupa ruhsal arayışıyla meşgul olmalı ve kendi kimliğini ve destekleyeceği ve teşvik edeceği
değerlerini yansıtmalıdır” açıklamasında bulundu. Buna benzer bir sürecin Orta Doğu’da başladığını belirten
Özkırımlı ayrıca Sonbahar 2011’de Lund Üniversitesi Orta Doğu Çalışmaları Merkezi’nde “Modern Turkey Seminar
Series”e ev sahipliği yaptı. 10 Ekim 2011’de Milan’da Italian Center for Peace in the Middle East (CIPMO)’in “The
Turkish Phenomenon – The Development of Society” uluslararası konferansına katıldı.
Bahri Yılmaz’ın Uluslararası İlişkiler üzerine Alman-Türk Yuvarlakmasa Toplantısı 2011
Bahri Yılmaz, Robert Bosch Vakfı desteği ile 15-16 Aralık 2012 tarihlerinde Berlin’de gerçekleşen German-Turkish
Round Table organize etti. Türkiye ve Almanya’dan 35 uzmanın katıldığı yuvarlakmasa toplanısı uluslararası
ilişkilerde olası Alman-Türk diyaloğu tartışıldı. Toplantı, ortak uluslararası siyaset ve ekonomik endişeler
alanlarında Almanya ve Türkiye arasındaki köprülerin kurulması ve diyaloğun artırılmasını amaçlıyor.
2011 yılı toplantısı “The Arab Spring: Chances and challenges for the cooperation between Germany (EU) and
Turkey in the transformation process” başlığında düzenlendi. Bakış açılarını geliştirmeyi ve farklı geçiş süreçlerini
anlamayı amaçlandığı konferansta Arap dünyasında yaşanan gelişmelere karşı Tükiye Almanya ve AB’nin olası ortak
çalışmaları üzerinde duruldu.
Joost Lagendijk’ın Türkiye’de Medya Aldatmacası Eleştirisi
İPM Danışmanı Joost Lagendijk, 22 Ekim 2011’de Boğaziçi Konferansı kapsamında
“Perception and Representation of Turkey and the EU” ve 29 Kasım’da Hollanda Clingendael
Enstitüsü’nde “EU Enlargement on Turkey” etkisi konusunda konuştu. Lagendijk Democracy,
Islam & Secularism in Turkey kitabında “Turkey’s Accession to the European Union and
the Role of the Justice and Development Party” isimli makalesi yayınlandı. Lagendijk Türk
medyasına hâkim olan hassasiyet üzerine Habertürk gazetesine röportaj verdi. Röportajda
Lagendijk Türk halkıyla kurduğu empatiyi vurguladı. Türkiye’de insanların sürekli olarak bu
aldatmacayla karşı karşıya kaldıklarını belirterek, “herhalde Türk olsam delirirdim” dedi.
İzak Atiyas “Türkiye’de Ekonomik Büyümenin Kısıtları”
İPM Kıdemli Araştırmacısı İzak Atiyas, Ozan Bakış’la birlikte “Türkiye’de Büyümenin
Kısıtları: Bir Önceliklendirme Çalışması” ismiyle yankı bulan TUSİAD raporunu kaleme
aldı. Atiyas ayrıca 22 Kasım 2011 günü Ankara Marriot Hotel’de gerçekleşen “Enerji
Piyasası Düzenleme Kurumu’nun 10. Yılında Enerji Piyasaları: Yatırım, Rekabet, Riskler ve
Beklentiler Konferansı”na katıldı.

İstanbul Politikalar Merkezi ve Lund Üniversitesi Orta Doğu Çalışmaları Merkezi, Arap ülkelerindeki uyanış ve
demokratikleşme hakkında ortak bir projenin uygulanabilirliği üzerine iki günlük yuvarlak masa toplantısı organize
etti. Tartışmanın temelinde iyi yönetişim, sürdürülebilir kalkınma politikaları, Orta Doğu ve Kuzey Afrika’da
insan ve kaynak gelişimi üzerine Türk ve İsveç deneyimlerinin yaygınlaştırılması olasılığı üzerinde duruldu. İPM
Direktörü Fuat Keyman ve Araştırma Koordinatörü Onur Sazak etkinlikte İPM’yi temsil ettiler. Çalıştay, Ocak
2012’de imzalanan İPM ve CMES arasındaki ortaklık çerçevesine zemin oluşturdu.

İPM Yürütme Kurulu Üyesi Korel Göymen, 18-19 Kasım’da İstanbul’da “The International Conference on the
Role of Think Tanks in Policy Formation” temalı bir toplantı düzenledi. İPM Direktörü Fuat Keyman, Türkiye’de
düşünce kuruluşlarının durumu konulu panelde, İPM Kıdemli Araştırmacıları Ersin Kalaycıoğlu ve Ahmet Evin
etkinlik boyunca oturumlara katıldılar. Konferans boyunca, Türkiye’de iyi yönetişimden düşünce kuruluşlarının
karma toplumlarda değişimin temsilcisi olmasına kadar çeşitli konular tartışıldı. Türkiye ve Avrupa sivil toplum
temsilcilerinin katılımıyla çeşitli panel ve dersler gerçekleştirildi. Bu etkinliklere Fuat Keyman, Üstün Ergüder
(Eğitim Reformu Girişimi), Sabri Sayarı (Sabancı Üniversitesi), Michael Emerson (Center for European Policy
Studies) ve Hugh Pope (International Crisis Group) gibi önemli isimler katıldılar. Sunular aynı başlıkta bir kitap
olarak derlenmektedir.

Turkish Studies” toplantısı gerçekleştirildi. Toplantıda Almanya’da çağdaş Türk çalışmalarının geliştirilmesi ve bu
alandaki projelerin teşvik edilmesiyle ilgili beyin fırtınası yapıldı. İPM Direktörü Fuat Keyman ve Yürütme Kurulu

Nexus Konferansları Serisi—Türkiye Nexus’u: Turkish Modernization and Strategic Choices

İstanbul Politikalar Merkezi Yürütme Kurulu Üyesi Ahmet Evin, Nexus Forum ortaklığıyla 10 Ocak’ta İstanbul’da
“Türkiye’nin Modernizasyonu ve Stratejik Seçimler” konulu önemli bir strateji toplantısı düzenledi. Etkinlik,
Türkiye’nin enerji güvenliği ve altyapısını konu alan, ekonomi ve kalkınma politikalarını irdeleyen çalıştaylar
dizisinin ilk bölümünü oluşturdu. Toplantıya, çok sayıda aktif ve emekli üst düzey bürokrat, işadamı, diplomat
ve düşünce kuruluşu temsilcisi katıldı. Toplantıda, üretkenlik ve düzenleyici ortam başta olmak üzere, ülkenin
modernleşmesi ve yabancı yatırımların kolaylaştırılması konularında kaydedilmesi gereken ilerlemelerin altı çizildi. Türkiye’nin enerji dengesi, güçlü kurumlara ihtiyaç ve dünyayı etkileyen mali istikrarsızlığın nasıl üzerinden
gelineceği konuları toplantının üç ana başlığını oluşturdu.

İPM Yürütme Kurulu Üyesi Ayşe Kadıoğlu’nun başkanlığını yaptığı oturumda Avrupa Konseyi Parlamenter
Meclisi eski başkanı Mevlüt Çavuşoğlu, Türkiye-Avrupa ilişkilerinin gelecek dönemini ele aldı. Karaköy İletişim
Merkezi’nde düzenlenen ve 30’a yakın STK ve basın temsilcilerinin katıldığı toplantıda, Çavuşoğlu, güncel
uluslararası uyuşmazlıkları, bu uyuşmazlıkların çözümünde Avrupa Konseyi’nin rolü ve başkanlık döneminde

gerçekleştirdiği icraatları değerlendirdi. Çavuşoğlu ayrıca Türk dış politikası hakkındaki görüşlerini paylaştı.
Çavuşoğlu, Konsey içerisinde Türkiye’nin yeri, Yunanistan’ın borç krizi ve Arap Baharı gibi güncel gelişmelere
Türkiye’nin tepkisini ölçen soruları yanıtladı.
ASPEN Avrupa Diyaloğu Konferansı
2-4 Mart 2012
İPM, İtalyan Aspen Enstitüsü’yle birlikte ikinci Aspen Bosphorus Dialogue kapsamında “Double Transition:
Economics and Politics across Europe and the Mediterranean” başlıklı konferansı 2-4 Mart 2012’de İstanbul’da
gerçekleştirdi. Katılımcılar, çeşitli aktörlerin ilişkisinden doğan konuların yanı sıra bölgede meydana gelen değişim
üzerine tartıştılar. Euro bölgesinin geleceğini konu alan tartışmada mali ve ödenek sorunlarının nasıl çözüleceği;
banka sisteminin düzenlenmesi ve rekabette eşitsizlik gibi konularda çeşitli görüşler sunuldu. Toplantıda,
Türkiye’nin öneminin artmasına rağmen, süregelen krizin AB’nin daha fazla içine kapanmasına neden olduğu
belirtildi. Katılımcılar, enerji, göç ve güvenlik gibi önemli konularda Brüksel ve Ankara’nın yeni ve hangi şekilde
gerçekleşecek işbirliğine gerek duyulduğunun altını çizdiler. Bölge genelindeki ayaklanmalar hakkında, Türkiye
gibi rol model bulmak yerine bölgedeki ülkelerin kendi sosyal ve ekonomik şartlarına bakarak kalıcı çözümler
üretmeleri gerektiği üzerinde duruldu. Türkiye Dışişleri Bakanı Ahmet Davutoğlu, Ekonomi Bakanı Ali Babacan,
İtalya Dışişleri Bakanı Giulio Terzi di Sant’Agata ve İsveç Dışişleri Bakanı Carl Bildt gibi önemli isimler toplantıya
katıldılar.

İPM “Free Speech in Turkey and the World” konusundaki etkinliğe ev sahipliği yaptı. Oxford Üniversitesi öğretim
üyesi, Guardian ve New York Review of Books yazarı, saygın akademisyen ve aydın Timothy Garton Ash panele
konuşmacı olarak katıldı. Ash, Türkiye’de ve dünya çapında ifade özgürlüğü önündeki engellere ayrıntısıyla değindi
ve bu engelleri kaldırma yolları üzerinde durdu. İPM Yürütme Kurulu Üyesi Ayşe Kadıoğlu’nun yönettiği panele
ayrıca Milliyet Gazetesi yazarı Hasan Cemal, Galatasaray Üniversitesi öğretim üyesi Yasemin İnceoğlu, Sabancı
Üniversitesi öğretim üyesi Halil Berktay ve Oxford Üniversitesi öğretim üyesi Kerem Öktem katıldılar. Panelde
yalnızca Türkiye’de ifade özgürlüğünün sınırları değil, ifade özgürlüğünün olası sınırlandırılmaları üzerine de

West and Turkey: Their Role in Shaping Wider Global Architecture” başlıklı konuşmasında Brzezinski, bölgedeki güncel gelişmeleri değerlendirdi; Arap Baharı’nın Türkiye ile Transatlantik ilişkileri üzerindeki etkisiyle ilgili
görüşlerini paylaştı. Sabancı Üniversitesi öğrencileri konferansa İstanbul’dan video ağı üzerinden canlı bağlandılar.

“Akdeniz Köprüleri” konusunda Genç Liderler Konferansı
12-13 Mayıs 2012
İPM, 13 Mayıs 2012 tarihinde Karaköy merkezinde American Council on Germany’nin Atlantik Bruecke ve US
Council on Italy ile organize ettiği konferansa ev sahipliği yaptı. Bu yılki konferans “Mediterranean Bridges” başlığı
altında 12-13 Mayıs tarihlerinde İstanbul’da gerçekleşti. İki gün süren konferansa Almanya, İtalya, Türkiye, Amerika
Birleşik Devletleri ve Kuzey Afrika’dan gelen genç liderler katıldılar. Katılımcılar “Roots of Crisis: Political and
Economic Effects of Turmoil in the Middle East,” “The Energy Equation: The Global Impact of Oil and Gas Flows,
the Iran Sanctions and Pipeline Issues,” “The Influence of New Media and Digital Technologies,” ve “Looking into
the Future: Demography, Democracy and Prosperity” konularını tartıştılar.
14. Kronberg Konuşmaları: Avrupa, Türkiye ve Akdeniz – İşbirliğinin Teşviki ve İlişkilerin

İPM ve Alman Bertelsmann Vakfı’nın ortaklaşa düzendikleri 14. Kronberg Tartışmaları 14-16 Mayıs’ta İstanbul’daki
Sakıp Sabancı Müzesi’nde ve Pera Palace’ta gerçekleşti. “Europe, Turkey and the Mediterranean – Fostering
Cooperation and Strengthening Relations” konferansın teması oldu. Suriye, İran ve Irak’taki güncel gelişmeler
ışığında Türkiye’nin Arap Baharı’ndaki etkisi, bölgesel çatışmalardaki arabuluculuk rolü, güç ve bütünleşme gibi
Türkiye-AB ortak çıkarlarını belirleyen konular tartışıldı.

İPM, NDI ortaklığıyla “Anayasa Reformu Aracılığı ile Türkiye’de Denge ve Denetleme Sisteminin Güçlendirilmesi”
raporunu yayınladı. Rapor, Türk hükümeti için denge ve denetleme unsurlarına dikkat çekiyor. Raporda,
tartışılan konular üzerine yüzde 80’lik uzlaşı sonucunda, siyasilere yönelik 100 öneri sunuldu. Şubat ayı sonunda
Cumhurbaşkanı Abdullah Gül ve Türkiye Büyük Millet Meclisi Başkanı Cemil Çiçek de dahil olmak üzere yasama
ve yürütme temsilcilerine sunulan rapor İngilizceye çevrilerek uluslararası düzeyde tartışmaya sunulacak.
“Turkish Modernization and Strategic Choices”
Ahmet Evin ve Onur Sazak, 10 Ocak’ta Sakıp Sabancı Müzesi’nde gerçekleştirilen Turkey Nexus etkinliği sonrasında
“Turkish Modernization and Strategic Choices” isimli toplantı raporunu kaleme aldılar. Raporda, tartışmanın üç ana
başlığını oluşturan Türkiye’nin enerji dengesi, güçlü kurumlara ihtiyaç ve Avrupa’daki mali krizin Türkiye üzerindeki
olası etkileri konuşuldu. Türkiye’nin ekonomik öncelikleri, nitelikli yabancı yatırım ve Türkiye’nin uluslararası iş
ilişkilerinin güçlendirilmesi de raporda ayrıca yer aldı.

Ahmet Evin, Turkey and Its Neighbors: Foreign Policy in Transition isimli kitabı derledi ve “Energy and Turkey’s
Neighborhood” bölümünü yayınladı. Kitap, Türkiye’nin Karadeniz bölgesindeki komşularıyla ilişkileri, enerji
politikası ve diğer Müslüman bölgelere olası bir demokrasi modeli olması konularını içeriyor.

De Turken Komen Eraan! (Türkler Geliyor!) Joost Lagendijk ve eşi Nevin Sungur’un son kitabı. Mayıs 2012’de
basılacak kitapta akademisyen olmayan kişilere yönelik ve Türkiye’nin tarih, kültür ve toplumu üzerine özet bilgi
içeriyor.
“Turkish Foreign Policy in the Transatlantic Context: From Soft Power to Smart Power”
Fuat Keyman ve Onur Sazak, Türkiye Dışişleri Bakanlığı’nın Stratejik Araştırma Merkezi tarafından İlkbahar/Yaz
2012 döneminde yayınlanmak üzere “Turkish Foreign Policy in the Transatlantic Context: From Soft Power to
Smart Power” isimli makaleyi kaleme aldılar. Makale, Türkiye’nin bölgesel liderliği ve bölgedeki gelişmelere yönelik
Transatlantik ittifakının etkilerini irdeliyor. Makalede ayrıca Türkiye’nin bölgedeki yumuşak gücü, bunu akıllı güce
dönüştürme olanakları ve gelecekte Türkiye’nin Orta Doğu için dış politikasının nasıl olacağı inceleniyor.

Ortak Akıllar
Bahri Yılmaz, Robert Bosch Vakfı, Europeans Academy of Berlin ve İPM işbirliğiyle
“Ortak Akıllar – Alman-Türk Genç Uzmanlar Girişimi (Likeminds – German-Turkish
Junior Expert Initiative)” organize ediyor. Program, Alman ve Türk gençler arasındaki
bağı güçlendirmenin yanı sıra pratik ve konu odaklı fikir, deneyim ve anlayış değişimini
hedeflemektedir. Ekim ve Mart aylarında gerçekleşen toplantılarda genç liderler Türk
bürokrasisi, karar alıcıları, diplomatları, sivil toplum ve iş dünyası temsilcilerini ziyaret
etti. Genç liderler, Türkiye’nin Avrupa Birliği ilişkilerini askıya aldığı süreçte Türk ve
Alman dış politikasının zorluklarını inceleme fırsatı buldular.
Genç Türkiye – Genç Amerika Değişim Programı 2012
İPM ve Atlantik Konseyi önümüzdeki yaz yenisi gerçekleşecek Genç Türkiye – Genç Amerika Değişim Programı
için heyecan duyuyor. Daha önce olduğu gibi Türkiye’den seçilecek genç profesyonel grubu ABD’ye gidecek ve ülke
çapında birçok bölgeyi ve kurumu ziyaret edeceği programlara katılacak, gelecekteki Türk liderleri olarak kültürel
ve sosyal ayrıntıları görerek ilişki yaratma ve işbirliği kurma yeteneklerini artıracaklar. Amerikalı akranları ise
daha sonra Türkiye’ye gelecek ve Türk Dış Politikası, Türkiye Ekonomisi, Türkiye-ABD ilişkileri ve Arap dönüşümü
gibi ilginç konuları ele alacakları etkili düşünce kuruluşları ve devlet kurumlarını görme fırsatı bulacaklar. Bu yeni
deneyimleri kazanan katılımcıların gruplar halinde çalışarak Türk ve Amerika arasında sürdürülebilir değişimi
destekleyecek uzun dönemli bir proje sunmaları istenecek. Yeni dönem Genç Türkiye - Genç Amerika Programı’nın
en başarılı seçilen projesi uygulama için 10.000 Amerikan dolarıyla ödüllendirilecek.
7.ÇP: Transworld
İPM Yürütme Kurulu Üyesi ve Sabancı Üniversitesi Avrupa entegrasyonu Jean Monnet Kürsüsü Başkanı Meltem
Müftüler-Baç, Avrupa Komisyonu tarafından desteklenen ve Roma’daki Institute of International Affairs’la koordine
edilen 7. Çerçeve Programı projesi TRANSWORLD çalışmasını başlattı. İPM Direktörü Fuat Keyman ve MüftülerBaç 19-20 Nisan 2012 tarhilerinde Roma’da düzenlenen açılış konferansına katıldılar. Meltem Müftüler-Baç projenin
Sabancı takımını yönetmektedir.

Yağmur Başak Göne
İdari Asistan
Yağmur Başak Göne, İPM’ye Mart 2012’de Proje İdari Asistanı olarak katıldı. Enka Lisesi’nden
mezun olduktan sonra lisans eğitimini State University of New York Binghamton Ekonomi
alanında tamamlayan Göne, Sosyoloji dalında yan anadal yaptı. 2010 Temmuz- Ağustos ayında
Garanti Bankası ve 2011 Temmuz-Ağustos ayında TAV Holding’de staj yaptı. Aynı zamanda
2002-2005 yılları arasında Türk Tenis Milli Takımında görev aldı.
Daniel Grütjen
İPM-Mercator Burs Programı Koordinatörü
Daniel Grütjen Mercator Burs Programı Direktörüdür. Berlin’deki Free Üniversitesi OttoSuhr Bölümü’nde siyaset bilimi çalışan Grütjen’in aynı bölümde doktorası devam etmektedir.
Akademik araştırma ve yayınları Türk refah devleti ve sağlık sisteminin dönüşümü üzerinedir.
Grütjen Network Turkey - Academic Community for Turkish Studies kurucu ortağı ve onun
yasal birimi Netzwerk Türkei e.V başkanıdır. Bu kapsamda 30’dan fazla etkinlik organize etmiş
ve Türkiye ve Türk-Alman ilişkilerini inceleyen 15’ten fazla makale kaleme almıştır. Grütjen
ayrıca Almanya ve Türkiye çapında 15’ten fazla mekanda sergilenen Alman-Türk Sergisi ‘Erinnerungen an eine neue
Heimat/Yeni memleketten anılar’ın kurucusu ve eş-sorumlusudur.
Özgül Kızıldağ
İdari Asistan
Özgül Kızıldağ 2007 yılında İstanbul Bilgi Üniversitesi, Halkla İlişkiler bölümünden mezun oldu. Mezun olduktan
bir süre sonra, İstanbul Bilgi Üniversitesi’nde çalıştı. Ekim 2011’de Sabancı Üniversitesi’ne katıldı. Şu anda İstanbul
Politikalar Merkezi’nde idari asistan olarak çalışmaktadır.
Meryem Kösehasanoğulları
Mali ve İdari İşler Sorumlusu
Meryem Kösehasanoğulları lisans eğitimini Sabancı Üniversitesi, Sosyal ve Politik Bilimler
programında tamamladıktan sonra yüksek lisans derecesini Sabancı Üniversitesi, Avrupa
Çalışmaları programından aldı. Kasım 2008-Ocak 2010 tarihleri arasında İstanbul Politikalar
Merkezi’ne proje ve idari işlerde destek verdi. 2010-2012 yılları arasında İstanbul Ticaret Odası,
AB & Uluslararası İşbirliği Şubesi’nde çalıştı. Ocak 2012 tarihi itibariyle İPM'de İdari İşler
Sorumlusu olarak görevine devam etmektedir.
Stephen Pinkstaff
Stajyer
Stephen Pinkstaff yakın zamanda Malta Üniversitesi Mediterranean Academy for Diplomatic
Studies (MEDAC) programında Çatışma Analizi ve Çözümü ve Akdeniz’de Güvenlik yüksek
lisans derecesini aldı. Mayıs ayında George Mason Üniversitesi’nin Çatışma Analizi ve
Çözümü bölümünden ikinci yüksek lisans derecesini alacaktır. Pinkstaff tezini “Structural
Violence, Radical Power and the United Nations: How the Security Council Shifts Attitudes,
Expectations, and Presuppositions in the International Community about the Gulf Conflict,
1990-2003” konusunda yazdı. Stephen Pinkstaff çatışma analizi ve çözümü konularında projelere destek vermekte,
İPM’nin konferans organizasyonlarını desteklemekte ve Çatışma Analizi ve Çözümü bölümünde okuyan Sabancı
Üniversitesi öğrencilerinin İPM yardımıyla yayınlayacağı çalışmalarına yardımcı olmaktadır.

Rebecca Stewart
Stajyer
Rebecca Stewart siyaset bilimi lisans diplomasını 2011 yılında Northwestern Üniversitesi’nden
aldı. İPM’ye katılmadan önce, Havai’deki Intermediate Court of Appeals’ta staj yaptı. İPM’de
arkaplan araştırması, İngilizce düzeltme ve proje geliştirilmesi konularında çalışmaktadır.
Yasemin Berrak Tuna
IPM-Mercator Burs Programı Koordinatörü Asistanı
Yasemin Berrak Tuna 2010 yılında Boğaziçi Üniversitesi Siyaset Bilimi ve Uluslararası
İlişkiler bölümünden mezun oldu. 2008 yılında Erasmus programıyla bir dönem Science Po
Bordeaux’da okudu. TEV – Fransız Büyükelçiliği bursunu alarak Sorbonne Üniversitesi’nde
Sosyoloji ve Politik Kurumlar üzerine yüksek lisans yaptı. Eğitim hayatı boyunca sivil toplum
örgütleri, televizyon kanalları, gazeteler, yayınevleri ve özel şirketler gibi çeşitli kurumlarda
stajyer ve gönüllü olarak çalıştı. 2012 Mart ayında Proje Asistanı olarak İPM’ye katıldı.
Cana Tülüş
Araştırma ve İdari İşler Görevlisi
Cana Tülüş Boğaziçi Üniversitesi Siyaset Bilimi ve Uluslararası İlişkiler Bölümü’nden 2009
yılında mezun oldu ve Türkiye’de ötekileştirme süreçlerini konu alan bir proje kapsamında
Aleviler ve Romanlar üzerine çalıştı. Lisans öğrenimi süresince Cumhuriyet Gazetesi, NTV
ve TBMM’de kısa süreli stajyer olarak çalıştı. Sabancı Üniversitesi’nde Avrupa Çalışmaları
alanında yüksek lisans yaptı ve projesini “AB-Türkiye; İlişkilerin Tarihsel Gelişimi ve Bugünü”
konusunda verdi. Ocak 2012’de İPM’ye katılmadan önce Tohum Otizm Vakfı’nda Projeler
Asistanı ve Projeler Uzman Yardımcısı olarak 18 ay çalıştı. Tülüş, Avrupa Birliği Bakanlığı’nın 1. dönem “AB İletişim
Gönüllüsü”dür.
Naz Yücel
Stajyer
Naz Yücel İPM’de stajyer olarak çalıştı. Lisans eğitimini Boston Üniversitesi’nde uluslararası
ilişkiler dalında ana dal ve ekonomi dalında yan dal yaparak tamamladı. İlgi alanlarını
Orta Doğu politikası, politik İslam ve Türkiye’nin bölgedeki rolü oluşturmaktadır. İPM’ye
katılmadan önce EDAM (Ekonomi ve Diş Politika Araştırma Merkezi) ve CSIS’te (Center
for Strategic and International Studies) stajyer olarak görev almıştır. Eğitimine Orta Doğu
araştırmaları alanında yüksek lisans yaparak devam edecektir.
