Competition Rules and Technical Information
IAAF Regulations which have been in force since 01 January 2005 and the
Black Sea Games Statute are valid in the Black Sea Games Athletics
Competitions.
According to the Black Sea Games Statute, athletics competitions shall be
played with at least the participation of 6 countries.
If any problem which is not mentioned here occurs shall be dealt with as
follows:
- Black Sea Games Statute shall be valid
- For technical problems IAAF Rules shall be valid.

All competitors must be born in 1990 – 1991-1992.
4.2. Competition rules
Apart from relays, an athlete can participate in maximum two disciplines.
In competitions, only one athlete from each country can participate in
competitions on behalf of the team.
A country can enter 3 athletes in an event on condition that quotas shall
not be exceeded. The second and third athletes entered in an event shall
be considered as “out of competition”. In running competitions, separate
series shall be formed for the athletes in “out of competition status”.
Each country has the right to enter their athletes in maximum 3
disciplines in “out of competition status”.
“Out of competition” results shall be evaluated separately from team
rankings.
Each country can form only one relay team (maximum 6 athletes’ names
shall be listed and four of them shall be entered in the race)
4.3. Competition Management
4.3.1. International Technical Delegate
Competitions will be conducted under the supervision of Technical
Delegate appointed by the International Federation.
4.3.2. Competition Technical Board
Turkish Athletics Federation is responsible for the technical organization
and conduct of athletics competitions.

4.4. Technical Information
In triple jump, the distance between the pool and the stepping line shall
be 9-11 m for girls and 11-13 for boys.
In Medley Relay, the first 300 meter shall be run in lanes. The run order
shall be 100m.-200m.-300m.-400m. The first 100 meter of 800 meter
shall be in lanes.

4.5. Drawing of lots
Drawing of lots shall take place under the supervision of the IAAF
Technical Delegate and in the presence of the official representatives of
the participating teams during the Technical Meeting at 16:00 on July 4,
2007.
4.6. Scoring System
Each Country shall enter only one athlete for each discipline.

7.1 Entries
Entries to the First Black Sea Games shall be done in four steps as
follows:

First entry forms were received from the related countries on 19 January
2007.

Second entry forms will be received on 09 March 2007.
7.1.3. Entries by number and name (Final entries)
In Final entry forms, the countries shall inform both their numbers and
names of the participants by 08 June 2007.
7.1.4. Entry confirmation
Entry confirmation shall be done during the technical meeting of each
sport.
7.2. Technical Meetings
The Team Leaders Meeting for athletics competitions shall be held at
16:00 on 04 July 2007 in the Akçaabat Sebat Sport Facilities. Two
representatives shall participate in the Meeting.
Detailed information shall be sent later.
8.
Jury of Referees
The Technical Delegate to be appointed by IAAF shall be the Head of the
Jury. Apart from him, IAAF delegate and Turkish Athletics Federation’s
delegate shall be in the jury.
Jury members shall participate in the Technical Meeting.
National referees shall be appointed in the events.
9.
Arbitration and Protests
IAAF Regulations and Black Sea Games Statute are valid in the Black Sea
Games Athletics Competitions.
9.1. Appeals
An athlete has the right to appeal orally. The appeal should be judged
according to IAAF Rule 146.

Protests should be submitted to the jury in 30 minutes after the official
result is announced.
10.
Anti-doping
During the Games, doping tests shall be carried out randomly. Moreover,
blood and EPO analysis shall be done.
11. Medical Services
Necessary medical services shall be supplied at the following venues
during the Games:
1. At the competition venues
2. At the training venues
3. At the Games Village
12. Medal Ceremonies
First 3 ranking athletes shall get medals. First three ranked teams shall
get cups. Other participants shall get diplomas.
