İşletmelerin yatırım yapması, üretim gerçekleştirmesi,
istihdam yaratması çok önemli. Ancak kurumların, firmaların
mali ve idari performanslarını artırabilmeleri için iç
mekanizmayı iyi çalıştırması, otokontrol sistemini harekete
geçirmesi büyük önem taşıyor. İşte bu noktada iç denetim
konusu öne çıkıyor.
İç denetim konusu, Türkiye’de yaklaşık 20 yıllık bir geçmişe
sahip. Ancak dünyadaki geçmişi bir hayli eski tarihlere
dayanıyor. Nitekim Uluslararası İç Denetçiler Enstitüsü, 1941
yılında kuruldu. IIA’nın aralarında Türkiye’nin de bulunduğu
170’den fazla ülke ve bölgeden 180 binden fazla üyesi var.
It is very important for business enterprises to make
investment and production and to create employment
opportunities. However, it is also greatly important for
companies and corporations to operate their internal
mechanisms well and to activate an auto-control system for
enhancing their financial and administrative performance.
Internal audit comes to the forefront at this point.
Internal audit has a past of approximately 20 years in Turkey.
However, it dates back to fairly old times in the world. As a
matter of fact, the Institute of Internal Auditors is founded in
1941. Presently, IIA has more than 180 thousand members
from more than 170 countries and territories, including Turkey.

bir bilgi, etki ve nüfuz birikimi yarattı.
Uluslararası İç Denetçiler Enstitüsü
(IIA), iç denetim mesleğinin en çok
tanınan ve en yaygın kabul gören
savunmanı ve eğitmenidir ve iç denetim
mesleği için standartlar, kılavuzlar ve
sertifikalar sağlayan bir kurumdur.
1941 yılında kurulmuş bulunan IIA,
bugün, 170’den fazla ülke ve bölgeden
180.000’den fazla üyeye hizmet ediyor.
Sürekli gelişmekte olan IIA, iç denetim

KÜRESEL BİR MESLEK HALİNE GELDİ
Değerli Okurlar,
İç Denetçiler Enstitüsü (IIA)’nün hikâyesi, kurucularımızın
New York şehrinde bir araya geldikleri tarih olan 1941 yılında
başladı. Orada, IIA için bugün de geçerli olan Paylaşarak İlerlemek
mottosuyla modern iç denetimin temelleri atılarak faaliyete
başlandı.
IIA, 75 yıl boyunca iç denetim mesleğine kılavuzluk ederek
mesleğin ilerlemesi ve gelişmesi için bir katalizör görevi gördü.
Başlangıçta iç denetçiler, geriye dönük bir görüş – yani bir
kurumun attığı yanlış adımları incelemeye ve gelecekte aynı
hataları tekrarlamaması için yapması gerekenlere odaklanan bir
bakış- sunuyorlardı. Sonrasında iç denetçiler, kurumlara içgörüler
– yani bir şeyin neden ve nasıl meydana geldiğinin farkında
olunması ve anlaşılmasına dayanan görüşler - sunmaya başladılar.
Bugün ise, öngörüler – yani kurumların önlerindeki fırsat ve
imkânların yanı sıra karşılaşabilecekleri zorlukları da öngören
stratejik bir bakış - sunan bir konuma geldik. Bugün, doğru
zamanda doğru kararlar vermek isteyen pek çok üst düzey yönetici
ve paydaş için ihtiyaç duydukları bilgileri sağlayan güvenilir
danışmanlarız.
IIA, bugüne kadar, iç denetim mesleğine yönelik dinamik
liderlik, rehberlik ve eğitim imkanları sunmuş ve bu yolla da,
çalıştıkları kurumlara değer katmaları ve en yüksek kalitede
hizmet sunmaları için bu mesleği icra edenleri desteklemiştir.
Bugün 170’i aşkın ülkede ve bölgede 180.000’i aşkın üyemiz
bulunuyor. İç denetim mesleği gerçek anlamda küresel bir meslek
haline geldi ve IIA’nın başarısı üyelerimizin profesyonelliklerinin,

ve iç denetime yönelik talebi artırmaya devam edecektir.

Dear Readers,
The story of The Institute of Internal Auditors (IIA) began in
1941 when our founders met in New York City. There, modern
internal auditing got its start with the motto The IIA lives by today,
Progress Through Sharing.
For 75 years, The IIA has guided the internal audit profession,
serving as a catalyst for the profession’s advancement and
evolution. In the beginning, internal auditors offered hindsight
— a look into an organization’s missteps and how it might avoid
those mistakes in the future. Internal auditors eventually began to
offer insight — an appreciation and understanding for why and
how something happens. Now, we’ve evolved into a profession
that offers foresight — a strategic look forward that anticipates
the challenges and opportunities that lie ahead. Today, we are the
trusted advisers of senior executives and stakeholders who rely on
us to provide them with the understanding they need to make the
right decisions, at the right time.
Throughout its history, The IIA has provided dynamic
leadership, guidance, and education for the internal audit
profession, thereby empowering practitioners to provide value
and the highest quality services for their organizations. We now
have more than 180,000 members in more than 170 countries
and territories. Internal auditing has evolved into a truly

IIA - Uluslararası İç Denetçiler Enstitüsü 75. yılını kutlamaya
hazırlanıyor. Bunun sevinç ve gurunu yaşarken, asırlık bir meslek örgütü
olmanın son çeyreğine gireceğimiz bu dönüm noktasında, küresel meslek
ailemizin kurumsal kimliği olan IIA, mesleğimizin küresel geleceği için
güvence oluşturuyor. IIA, iç denetim mesleğinde liderlik, mükemmellik,
gelişme, sertifikasyon ve profesyonellik çabaları ile 75 yıldır mesleğimize
üstün hizmetler sunuyor. Özverili çalışmalarıyla kendilerini mesleğe

it, in this historic moment of entrance to the last quarter of being a
professional organization of a century old, the IIA, as the corporate

global future of our profession. With its efforts focused on leadership,
perfection, development, certification and professionalism in internal
auditing profession, the IIA is offering superior services to our
profession since 75 years. I am expressing my gratitude towards all
IIA leaders, board and committee members, and employees who have
dedicated themselves to their profession through their selfless works.
Offering its services and continuously developing since 75 years, the IIA
is an indispensable partner in development and enhancement of internal
auditing profession.
The professional organization process initiated by us in order to exist
in the future, or to put it differently, in order to “Manage the Change”
under guidance of the IIA, provides the assurance of being a “decent

Tüm dünyada yaşanan gelişmeler ve artan riskler kurumsal yaşamda
iç denetime olan ihtiyacı giderek artırıyor. İç denetimin global örgütü
IIA, 75 yıldır iç denetimin ve iç denetçilerin gelişmesine liderlik ediyor. İç
denetim standartları, sertifikasyon sınavları ve diğer hizmetleri sayesinde
kurumlar risklerini daha etkili bir şekilde yönetme imkanına sahip oluyor.
IIA’in Türkiye’deki temsilcisi olan Türkiye İç Denetim Enstitüsü de
(TİDE) 20 yılı aşkın süredir “meslekte mükemmelliğin küresel paydaşı
olmak” vizyonuyla Türkiye’deki ve bölge ülkelerinde iç denetimin ve iç
denetçilerin gelişmesine yönelik çok boyutlu faaliyetler yürütüyor. TİDE
tarafından projelendirilen ve hayata geçirilen ulusal ve uluslararası
nitelikte birçok kurumsal değer bulunuyor. Bu faaliyetler ulusal
ve uluslararası nitelikte değer yarattığı gibi, üniversiteli gençlere,

Developments and increasing risks in the world are gradually
increasing the need of internal audit in corporate and business life.
The IIA, global organization of internal auditing profession, is leading
the development of internal audit and internal auditors since 75 years.
Today, thanks to its internal audit standards, certification exams and
other services, the organizations can manage and handle their risks more
effectively.
The Institute of Internal Auditing – Turkey (TIDE), as the
representative of the IIA in Turkey, is, since more than 20 years,
carrying out multidimensional activities aimed at development of
internal audit and internal auditors both in Turkey and in the regional
countries with its vision of “being a global stakeholder of perfection in
profession”. There are many national and international corporate values,
which are projected and implemented by TIDE. These activities do
not only create national and international values, but also add value to
university students, academicians, corporations and our country. Also

Global meslek örgütümüz Uluslararası İç Denetçiler Enstitüsü IIA’in,
bu yıl kuruluşunun 75.yılını kutluyor olması tüm meslekdaşlarımızda ayrı
bir gurur ve heyecan yaratıyor. Bugün mesleğin küresel sesi olan IIA,
aynı zamanda dünya çapında lider kurum durumunda.
Bu 75 yıllık sürede iç denetim mesleği, önemli gelişmeler kaydetti.
Güvence hizmetlerinin kapsamını genişletti, güvenilir danışman olma
rolünü üstlendi. Jenerik kontrol listelerinin kullanıldığı, sadece hata
bulmaya odaklanan yaklaşım mazide kaldı. Kurumsal yönetimin artan
önemi, mesleğin çıtasını da yükseltti. Değişimin hızı arttıkça, kurumsal
gereksinim ve hedeflere cevap vermek için iç denetimden daha
esnek ve yenilikçi olması konusunda beklentiler arttı. Risk Yönetimi,
Kurumsal Yönetim, Uyum (GRC) kavramları iş dünyasının gündemine
oturdu. Bu konularda gerek güvence veren, gerekse danışmanlık yapan
meslektaşlarımızdan beklentilerin arttığı ve giderek artacağı önümüzdeki
dönemde, meslek örgütlerinin rolü ve önemi daha da artıyor.
Türkiye İç Denetim Enstitüsü (TİDE), gerek meslektaşlarımızın,
gerekse mesleğimizin küresel gelişimine katkıda bulunmak amacıyla,
global meslek örgütümüz ile birlikte 20 yıldır özverili çalışmalar
yürütüyor.
Our global professional organization, the Institute of Internal Auditors
(IIA) is celebrating its 75th anniversary this year, and this creates pride
and excitement in all our colleagues. Today, the IIA is both the global
voice of our profession and its global leader.
During this process of 75 years, internal auditing profession recorded
important developments. The scope of assurance services is expanded,
and it assumed the role of a reliable advisor. An approach focused only
on finding a mistake, and using generic check lists belong to past days.
Importance of corporate governance increased, and the bar of the
profession is raised and set higher.
As the speed of change increases, expectations from the internal
audit to be more flexible and innovative in order to respond to the
corporate requirements and goals have also increased. Governance, Risk
Management and Compliance (GRC) are in the agenda of the business
world. Expectations from both our colleagues giving assurance services
and our colleagues giving advice in connection therewith are increasing
and will continue to increase, and in parallel the role and importance of
professional organizations will further increase.
With a view to making greater contributions to global development of
both our colleagues and our profession, the Institute of Internal Auditing
– Turkey (TIDE) is performing selfless works and activities together
with our global professional organization since 20 years.

IIA’in 2016’da 75. yılını büyük bir gururla kutlamak için birçok
nedeni vardır. IIA, iç denetim mesleğinin global düzeyde tanınmasını
ve içeriğinin oluşmasını sağladı. İç denetim profesyonellerinin mesleki
donanımlarının artırılmasına yönelik sertifika programları ve mesleki
rehberlik uygulamaları ile IIA, iç denetim mesleğinin yönlendiricisi
olmanın haklı gururunu taşıyor. İç denetim mesleğinin global düzeyde
savunuculuğunu yapan IIA, Birleşmiş Milletler’den Dünya Bankası’na,
INTOSAI’den Avrupa Birliği’ne kadar bir çok uluslararası oluşumun
iç denetime yönelik düzenlemelerinin temel referans kaynağı olmayı
başardı.
Türkiye İç Denetim Enstitüsü de ülkemizde IIA’in felsefe ve misyonunu
tamamen bünyesine kazandırarak aynı yoldan başarıyla ilerliyor.
Düzenlediği eğitimler ve sertifika sınavları ile ülkemizde nitelikli ve
uluslararası standartlarda iç denetim profesyonellerinin yetişmesine
ve mesleğin, uluslararası standartlara ulaşmasında TİDE’nin çok büyük
katkısı vardır. Gerek mesleğin tanıtımı, gerekse yayınları dolayısıyla
IIA’in çok sayıda özel ödülüne layık görülen TİDE, IIA’in profesyonel
çizgisini izleyerek IIA’in dünya genelinde yaşadığı haklı gururun bir
paydaşı ve katkı sağlayıcısı olmanın onurunu yaşıyor. IIA’in 75., TİDE’nin
ise 20. yılının tüm meslek camiamıza hayırlı olmasını diliyorum.

The IIA has many reasons to celebrate its 75th anniversary in 2016
with a great pride. IIA has made the internal audit a globally recognized
profession and formed its contents. With its certificate programs and
professional guidance applications aimed at increasing the professional
knowledge and skills of internal audit professionals, IIA is taking
justified pride of guiding the internal auditing profession. Being a global
advocate of internal auditing profession, IIA has succeeded in becoming
the basic reference source for internal audit regulations of many
international organizations from the United Nations to the World Bank
and from INTOSAI to the European Union.
The Institute of Internal Auditing – Turkey is also successfully
making its own way in our country through full integration with the
philosophy and mission of IIA. TIDE has so far made great contributions
to the achievement of international standards by the internal auditing
profession, and the training of qualified internal audit professionals at
international standards in our country through its training activities
and certification exams. Having so far been deemed worthy of many
special awards of the IIA due to both promotion of the profession and
its publications, and remaining in the professional line of the IIA, TIDE
is feeling proud of being a stakeholder and contributor of the justified
pride of the IIA all over the world. I congratulate all my colleagues for
the 75th anniversary of the IIA and the 20th anniversary of TIDE.

TİDE’NİN ESERİDİR
DEVELOPMENTS IN OUR PROFESSION ARE THE ACHIEVEMENTS OF TIDE…
İç denetim dünyada olduğu kadar ülkemizde de çok ilerleme kaydetti
ve hali hazırda da gelişiyor. Meslek adına tüm bu gelişme, ilerleme ve
tanınma neredeyse tamamı TİDE’nin eseridir. TİDE’den bir kaynak olarak
faydalanmanın yanı sıra Kurucu Başkanımız Ali Kamil Uzun üstadın
yönlendirmesi ile TİDE içinde bir şeyler yapma fırsatım oldu. Yönetim
Kurullarında, sertifikasyon komitesinde görev aldım. Başkan olarak da
hizmet verdiğim TİDE serüveni hala devam ediyor.
TİDE, IIA ile birlikte iç denetim mesleğinin geliştirilmesi,
yaygınlaştırılması ve tanıtımı için değer yaratıyor. İş, meslek ve
akademik dünyada verdiği hizmetlerle IIA’in imkan ve fırsatlarını
ülkemize kazandıran TİDE, 20 yılı aşkın birikimi ile de IIA için katkı
sunuyor. Mesleki standartlar, sertifikasyon, mesleki ve akademik gelişim
faaliyetlerinde IIA ve TİDE sinerji yaratıyorlar. Bu sene 75. yılını
kutlayacak olan IIA ile, 20 yıldan uzun süredir iç denetimin ülkemizdeki
meslek örgütü ve IIA’in Türkiye içindeki ortağı olan TİDE, gerçekten
önemli işler başardı ve başarmaya devam ediyor. Nice 75 yıllara!

Just like the whole world, internal audit has so far made a good
progress and is currently continuing to develop in our country as well.
Almost all of these developments and progresses and this recognition
of our profession are the achievements of TIDE. I have not only
benefited from TIDE as a source, but also I have had the chance to
play a role in TIDE under guidance of the master Ali Kamil Uzun, our
Founding Chairman. I have taken part in the Board of Directors and the
certification committee, and have also served as a chairman, and my
TIDE adventure is still ongoing.
Jointly with IIA, TIDE is creating value for development, promotion
and popularization of internal auditing profession. Besides bringing the
IIA’s opportunities and services to our country through its activities
addressing the business, professional and academic worlds, TIDE is also
contributing to IIA with its past experience of more than 20 years. IIA
and TIDE are creating synergy in professional standards, certification,
and professional and academic development activities. Both the IIA,
getting prepared to celebrate its 75th anniversary this year, and TIDE,
being the professional organization of internal audit in our country and
the partner of IIA in Turkey since more than 20 years, have so far made
and are continuing to make great accomplishments. Happy 75th years
and many more to come!
