With the results, it has proven that the countries have educational institutions instead of the executive departments, has more effectiveness on the management systems with local education boards/associations/committees/councils. Turkish Education Management system has the weaknesses on the educational success and (low) economic indicators because the system is a centrally managed and all the powers given to my manager. It has been seen that when the management system has the participation in the management approach, the desired goals achieved easier and more economical. In participatory management systems, governance, common sense, transparency, accountability, participation, democratization, effectiveness, efficiency and sustainability principles comes to the fore, which makes it easier to achieve the desired results. The democratic life internalized, and it increases social welfare. QR Suphi Turhan 2 EĞİTİM KURUMLARININ MÜDÜRLÜKLER YERİNE YEREL EĞİTİM YÖNETİM KURULLARI İLE YÖNETİLMESİ ÖZET Araştırma PISA sınav sonuçları ve Gayri Safi Yurtiçi Hasıla’sı (GSYİH) OECD ortalaması üzerinde olan ülkelerin eğitim yönetim sisteminin incelenmesini ve Türk eğitim yönetim sistemi ile karşılaştırılarak ortaya çıkan farklılıkların bir analizini ve Türk Eğitim Yönetim sistemi için yeni yapısal değişiklik önerilerini içermektedir. Araştırmada doküman inceleme (bilimsel eserler, raporlar, WEB siteleri ve MEB verileri) yoluyla istenen olgulara erişilmek istenmiştir. Elde edilen bulgulara göre hem PISA sınavlarında hem de GSYİH’sı OECD ortalamalarının üzerinde olan ülkelerin eğitim yönetim sistemlerini yerelleştirdiği, eğitim kurumu yöneticiliklerini müdürlükler yerine yerel eğitim kurul/birlik/komite/konsey gibi yönetişim, ortak akıl, birlikte hareket etme ve ortak değerlere sahip çıkmanın en etkin ve etkili bir şekilde kullanıldığı yönetim sistemlerine dönüştürdükleri görülmüştür. Türk Eğitim Sistemi’nin de merkezden yönetilen ve tüm yetkilerim müdürlüklere verildiği bir sistemle yönetildiği ve eğitsel başarı ve ekonomik göstergelerin çok düşük olduğu görülmektedir. Katılımlı yönetim anlayışlarının hâkim olduğu yönetim sistemlerinde istenilen hedeflere ulaşmanın daha kolay ve daha ekonomik olduğu sonucu ortaya çıkmıştır. Katılımlı yönetimlerde yönetişim, ortak akıl, saydamlık, hesap verebilirlik, katılımcılık, demokratiklik, etkililik, etkinlik ve sürdürülebilirlik ilkeleri ön plana çıkmakta bu da istenilen sonuçlara ulaşmayı kolaylaşmaktadır. Demokratik yaşam içselleşmekte, toplumsal refah artmaktadır. Anahtar Kelimeler: Eğitim, Yerel Yönetim Kurulları, Yönetişim, Katılım, Müdürlük INTRODUCTION Turkish education and education management system are conducted on the basis of the Constitution of Turkey (10, 24, 42, 62, 130 and 131 of the Convention), Laws Organizing Education, Government Programs, Development Plans, National Education Councils (Balci, 2013, p.2) International Contracts, regulations, directives and circulars. This legal basis is shaping the education from pre-school up to higher levels (No. 430 Education Association Law, Ministry of Education of the Organization and Duties of the Decree Law (Cabinet Decision: 25/8 / 2011- 2011/652), 1739 National Education Basic Law No. 222 Primary Education Law, No. 2547 Higher Education Law). According to Decree No. 652 of the Ministry of Education (MEB) center, it is composed of provincial and Abroad Organization. Central Organization Ministers consists of the ministers connected to Higher Education, Private Office, the Board of Education, Guidance and Control Department, Ministry Counsellor, Press and Public Relations Department, the Internal Audit Unit of the Presidency and Undersecretary. 5 Undersecretary Deputy are connected to the Undersecretary. Undersecretary consists of offices linked to vice Provincial National Education Directorate in the countryside consists of the District Directorate of Education and school-institution Directorates (Balcı, 2013, s.7,8). “Educational management is a specialized area of public administration” (Taymaz, 2000, s.17). The structure of Educational Management has a top-down and centralized approach decided by the Organization and Duties of the Ministry of National Education. “Education policy is determined by the centralized organization” (Balcı, 2013, s.27). Decisions are taken at the top organization and it is applied to the lower organizations. Training managers are selected with the top-down decision taken by the ministry. Generally, organizations consists of " directors". Director assignment is done according to the rules and procedures laid down in laws and regulations and are often political. “School principals have the status of civil servants carrying more bureaucratic procedures” (Açıkalın, 1998, s.5). Decisions are usually taken by managers and implemented. It is not possible to have conscious upbringing of future generations by the decisions that have been taken by individuals alone. This is a structural problem, and structural problems cannot be solved by changing the name (such as school leaders instead of the directors of the school It is time to move on to more structural problems than the technical problems on our educational system. It has become a necessity in education management system to qualify the structure to a more modern and democratic participation. Managing the Education institutions by Local Education Boards will solve the structural problems. The education management system has been localized in those countries that has over average score in PISA and over average OECD. Educational institutions are governed by the Local Education Board of Directors. Their educational management organizations consists of local boards of education stakeholders. Education governance structures has an approach based on the principles of governance, common wisdom, transparency, accountability, participation, democratization, effectiveness, efficiency and sustainability. This approach has not only contributed to educational and economical improvements, but also contributed to the democratization of the countries. There is ongoing peace and prosperity in these countries when compared to the others on worldwide. The countries that have the associated organizations in their management system are in the top 20 in rankings. PISA exam averages, OECD averages are on the Table 1. Gross domestic products (GDP) are also over the average of OECD (indicated on Table 1). These indicators are the most appropriate samples to show added value of education to the economy. It is obvious that the higher education level is key to economic development. The management approach created with common wisdom has brought success and prosperity. MATERIALS AND METHODS Educational managements with one man authorized system (directorate) and with topdown assignments lowers the quality of education and leads to economic growth slowdown. The research is concerned with the success of countries that has been achieved in the learning management system. The universe and sample: The OECD countries (36) that had entered the PISA exams is defined as the universe. The average results of PISA exams and the countries with the gross domestic product over the OECD average has been defined as sample. Method: “The research model is the general screening model and makes relational screenings” (Karasar, 2014, s.77, 78). It includes an analysis of the written and visual materials containing information about the targeted cases which are going to be researched by reviewing the documents. Taking into account the strengths and limitations of the document review to eliminate potential bias, it is supported by numerical data and conclusions of the report prepared by impartial institutions. RESULTS AND REVIEWS Appointments from the top powers conferred on one man are the main reasons of the decline of the quality in education and training. The top-down appointments and decisions made by those who have the only power is one of the reasons why the quality of education drops. Values have been rounded. The countries that mentioned in Table 2 have participatory approach management systems. These countries has founded their management systems through using conceptual tools such as Education Committee, Education Council, the Local Education Councils, District Education Commission / Board. In these democratized boards, it has been assured that the people are in the management system. And they define the education as investment in people”. The management structure created by the investments made in this field provides the desired success and prosperity. This structure has led to a rise in the OECD average in both per person gross domestic national product and PISA exam. “It has been seen as another data that the young people who are successful in PISA exams has not only academic success but also feel more individual, believes more in social togetherness and trust plus more active in civil society organizations” (Şirin & Vatanartıran, 2014, s.60). Local boards are composed of people chosen by the selection of education stakeholders. Education is managed by the common opinion and decisions of stakeholders. On Table 2, France, Britain and Japan have a centralized approach. However they did localize the educational institutions. Others have localized the country and the educational administration together. Many of them adopted federal, self-governing, autonomous, cantonal, regional, etc. management approaches. Education management systems of these countries are localized, all educational institutions are managed by the local education boards. In countries (Table 2) Higher Education is managed by an autonomous committee and there is a National Education Ministry. (Gülcan, 2010, s 200). Education management systems of these countries, which have over average score list of the PISA and GDP, consist of the structures such as committees, commissions, associations, councils, committees. DISCUSSION AND CONCLUSIONS “PISA is not only academic achievement, but also serves as a preliminary indicator function for economic and democratic development. Therefore, Turkey has to have trained young people to a much better level to capture the social welfare of the world and to overcome the middle income trap” (Şirin & Vatanartıran, 2014, s.60). “In order to achieve this, education system have to be revised based on the data and reforms must be made in the light of this data” (Şirin & Vatanartıran, 2014, s.60). Management approach with director which is left to one person with top-down assignment should be abandoned immediately. Education management system should be localized and decisions should have broad participation. Decentralization spreads democracy in society. De-centralization and democratization of the management systems will provide a contribution to all sections of society. By establishing a close relationship between education and democracy will also makes the democracy internalized and more qualified. Therefore, public participation will be ensured and education will improve the quality of education. "Local Training Board" should be created and the directorate system of educational administration should be discarded. Decisions should be based on a majority vote or consensus basis. The decisions taken at the Provincial Training School should be parallel with the Board's decision. Local Training Boards of education should consist of stakeholders (teachers, students, parents, universities, trade unions, NGO representatives and local government representatives). A participatory system should be created within the subunits: Board outside Supervisory Board, Curriculum Development Committee, Student Council, Parent Association, Review Boards etc. “People should learn to work in an environment where there are conflicting requests instead of a precise control under a single administrator's” (Hammer, 1998, Sayı:15 s.8). Education develops by building on quality experiences (Dewey, 2014, s.32). Every experience is parallel with the environmental possibilities. Experience is the local possibilities. Therefore, participation driven by local dynamics in the education system will make it easier to gain the desired quality education. Maddeleri), Eğitim Öğretimi Düzenleyen Yasalar, Hükümet Programları, Kalkınma Planları, Milli Eğitim Şuraları (Balcı, 2013, s.2), Uluslararası Sözleşmeler, yönetmelikler, yönerge ve genelgeler esas alınarak gerçekleştirilmektedir. Bu yasal dayanaklar okul öncesi eğitiminden yükseköğretime kadar eğitim kademelerini (430 Sayılı Öğretim Birliği Kanunu, Millî Eğitim Bakanlığının Teşkilat ve Görevleri Hakkında Kanun Hükmünde Kararname (Bakanlar Kurulu Kararı: 25/8/2011- 2011/652 ), 1739 Sayılı Milli Eğitim Temel Kanunu, 222 Sayılı İlköğretim ve Eğitim Kanunu, 2547 Sayılı Yükseköğretim Kanunu) şekillendirmiştir. 652 sayılı kararnameye göre Milli Eğitim Bakanlığı (MEB) Merkez, Taşra ve Yurt Dışı Teşkilatı'ndan oluşmaktadır. Merkez Teşkilatı Bakan, bakana bağlı Yükseköğretim Kurulu, Özel Kalem Müdürlüğü, Talim ve Terbiye Kurulu, Rehberlik ve Denetim Başkanlığı, Bakanlık Müşavirliği, Basın ve Halkla İlişkiler Müşavirliği, İç Denetim Birimi Başkanlığı ve Müsteşardan oluşmaktadır. Müsteşara bağlı 5 Müsteşar Yardımcılığı vardır. Müsteşar yardımcılıklarına bağlı müdürlüklerden oluşmaktadır. Taşrada İl Milli Eğitim Müdürlükleri buna bağlı İlçe Milli Eğitim Müdürlükleri ve Okul-Kurum Müdürlüklerinden oluşmaktadır (Balcı, 2013, s.7,8). “Eğitim yönetimi kamu yönetiminin özel bir alanıdır” (Taymaz, 2000, s.17). Eğitim yönetim yapısı Millî Eğitim Bakanlığının Teşkilat ve Görevleri Hakkında Kanun Hükmünde Kararname oluşturulan teşkilatlanma ile yukarıdan aşağıya oluşturulan merkezi bir yapıdadır. Eğitim politikaları merkezden belirlenmektedir (Balcı, 2013, s.27). Kararlar üstte alınır ve alt birimlere uygulanır. Eğitim yöneticileri bakanlığın aldığı tepeden inme kararlarla seçilmektedir. Genelde “müdürlükler” şeklinde yapılanmış bir teşkilatlanma vardır. Müdür atamaları kanun ve yönetmeliklerde belirtilen usul ve esaslara göre yapılır ve genellikle siyasaldır. Okul müdürleri daha çok bürokratik işlemleri yürüten memur statüsündedir (Açıkalın, 1998, s.5). Kararlar genellikle müdürler tarafından alınır ve uygulanır. Eğitim bir bakanın, genel müdürün, valinin, il milli eğitim müdürünün ya da okul müdürünün tek başına karar vererek yönetilip yönlendiremeyeceği kadar önemli bir olgudur. Gelecek nesillerin doğru ve bilinçli yetiştirilmesi, kişilerin tek başına verdiği kararlarla mümkün Türk Dünyası Eğitim Araştırmaları Dergisi, Yıl: 1, Sayı: 1, Nisan 2016, s. 1-11 Suphi Turhan 8 değildir. Bu yapısal bir sorundur ve yapısal sorunlar da isim değiştirilerek çözülemez (Okul müdürlüğü yerine okul lideri demek gibi…). Eğitim sistemimiz ile ilgili sorunların çözümü için teknik sorunlardan çok yapısal sorunlara el atma zamanı gelmiştir. Eğitim Yönetim sistemimizi daha çağdaş ve demokratik katılımlı bir yapıya kavuşturmamamız bir zorunluluk haline gelmiştir. Eğitim kurumlarının Yerel Eğitim Yönetim Kurulları ile yönetilmesi, yapısal sorunları çözecektir. PISA sınavlarında OECD ortalamaları üzerinde başarı sağlamış ülkeler eğitim yönetim sistemini yerelleştirmiştir. Eğitim kurumları Yerel Eğitim Yönetim Kurulları ile yönetilmektedirler. Yerel yönetim kurulları eğitim paydaşlarından oluşmaktadır. Eğitim yönetim yapıları yönetişim, ortak akıl, saydamlık, hesap verebilirlik, katılımcılık, demokratiklik, etkililik, etkinlik ve sürdürülebilirlik ilkelerini dayalı bir anlayışına sahiptir. Bu anlayış eğitimsel ve ekonomik gelişimlerine katkı sunmuş, oluşturulan demokratik yapılanma ülkelerinin demokratikleşmesine de katkı sunmuştur. Dünya ölçeğinde bakıldığında bu ülkelerde hem refah hem de iç huzur hâkimdir. Eğitim yönetim sistemini katılımlı yönetim kurulları ile yöneten ülkeler, sınavlarındaki başarı sıralamasında ilk 20 içinde bulunmakta ve PISA sınav ortalamaları OECD ortalamalarının (Tablo 1) üzerindedir. Gayri safi yurtiçi hasılaları da (GSYİH- Gross domestic product (GDP)) OECD ortalamalarının (Tablo 1) üzerindedir. Bu göstergeler eğitimin ekonomiye oluşturduğu katma değere en uygun örneklerdir. Gelişmiş eğitim gelişmiş ekonomi ilişkisi ortadadır. Ortak akıl, yönetişim anlayışı ile oluşturulan eğitim yönetim sistemi başarı ve refahı getirmiştir. MATERYAL VE METOTLAR Eğitim yönetiminin tepeden atamalarla, tek adama verilen yetkilerle (müdür) yönetilmesi eğitim ve öğretimin niteliğini düşmesine ve ekonomik kalkınmanın yavaşlamasına sebep olmaktadır. Araştırma bu konunun irdelenmesini ve eğitim ve ekonomik gelişmişlik alanında başarı elde etmiş ülkelerin eğitim yönetim sistemini irdelemektedir. Evren ve Örneklem: PISA sınavlarına giren tüm OECD (36) ülkeleri evren olarak alınmıştır. PISA sınav ortalamaları ve OECD ülkeleri içinde gayri safi yurtiçi hasılası OECD ortalamaları üzerinde olan ülkeler (16) örneklem olarak seçilmiştir. Yöntem: “Araştırmanın modeli genel tarama modelidir İlişkisel taramalar yapılmaktadır” (Karasar, 2014, s.77,78). Doküman inceleme yoluyla araştırılması hedeflenen olgular hakkında bilgi içeren yazılı ve görsel materyallerin analizini kapsar. Doküman incelemenin güçlü ve sınırlılıkları dikkate alınarak olası yanlılıkların ortadan kaldırılması için sayısal veriler ve tarafsız kurumlarca hazırlanan rapor sonuçları ile desteklenmiştir. Raporlar MEB, PISA ve OECD raporları ve ilgili web sitelerinin incelenmesini içermektedir. BULGULAR ve YORUM Eğitim yönetiminin tepeden atamalarla, tek adama verilen yetkilerle yönetilmesi eğitim ve öğretimin niteliğini düşmesinin sebeplerindendir. (müdür) Türkiye’de eğitim yönetim sistemi tepeden inme kararlarla yöneticilerin atandığı bir yapıya sahiptir. Atanan kişiler kararları tek başlarına vererek eğitimi yönetmektedirler. Müdür ne derse o anlayışı hâkimdir. Eğitim yönetimi alanında alan yazında yapılan taramalar sonucunda tablo 1'de belirtilen ülkelerin hepsinin eğitim yönetim sistemlerini yerelleştirdiği, yerelleştirdiği eğitim yönetim sistemini müdürlükler yerine yönetim kurulları oluşturarak yönettiği tespit edilmiştir. Eğitim yönetimini kurullarla yönetilen ülkeler PISA sınavlarındaki başarı sıralamasında ilk 20 içinde bulunmakta ve PISA sınavı başarı ortalamaları OECD ortalamalarının (Tablo 1) üzerindedir. Gayri safi yurtiçi hasılaları da OECD ortalamalarının (Tablo 1) üzerindedir. Bu göstergeler eğitimin ekonomiye oluşturduğu katma değere en uygun örneklerdir. Ortak akıl ve yönetişim anlayışı ile oluşturulan eğitim yönetim sistemi başarı ve refahı getirmiştir. Tablo 2’de adı geçen ülkelerin hepsinde çeşitli isimler altında eğitim yönetimleri katılımcı bir anlayışla yönetilmektedir. Bu ülkeler; Eğitim Komiteleri, Eğitim Konseyleri, Yerel Eğitim Kurulları, Bölge Eğitim Komisyonu/Kurulu, Eğitim Birlikleri vb gibi kavramsal araçlar kullanılarak yönetim sistemlerini oluşturmuşlardır. Bu demokratik kurullarda yerel halkın katılımı esas alınmıştır. Yani yerelleştirilmiştir. Yerelleşen demokrasi siyasal olmaktan çok ampirik kökenli sosyolojik ve epistemolojik bir kavram olarak belirir, bireysel ve toplumsal özgürlüğü yüceltir (Bakır, 2014, s.38). Eğitimle ekonomi arasında ilişkiler ve eğitimin ekonomiye sağladığı olumlu katkılardan dolayı iktisat bilimiyle uğraşanlar söz konusu ilişkiyi "insan gücü sermayesi” olarak kullanmışlar ve eğitimi “insana yapılan yatırım” olarak görmüşlerdir (Gümüş ve Şişman, 2014, s.16). Eğitim uzun vadeli bir yatırımdır, aynı zamanda getirisi en yüksek yatırım alanlarından biridir. (Gümüş ve Şişman, 2014, s.16,17). Bu alana yapılan yatırımlarla oluşturulan yönetim yapıları istenilen başarı ve refahı sağlamaktadır. Bu yapı hem PISA sınavlarında hem de OECD kişi başı gayri safi yurtiçi milli hâsılalarında OECD ortalamalarının üstüne çıkmasına sebep olmuştur. PISA'da başarı gösteren gençlerin yalnızca akademik alanda başarılı olmakla kalmayıp aynı zamanda sivil toplum örgütlerine daha aktif olarak katıldıkları, kendilerini birey, özne olarak gördükleri ve toplumsal beraberliğe ve güvene daha fazla inandıkları da bir başka veri olarak ortaya çıkmaktadır (Şirin & Vatanartıran, 2014, s.60). Yerel yönetim kurulları eğitim paydaşlarından seçim yoluyla seçilmiş kişilerden oluşmaktadır. Paydaşların ortak görüşleri ve kararları ile eğitim yönetilmektedir. Tablo 2’de Fransa, İngiltere ve Japonya merkeziyetçi bir anlayışa sahiptir. Ancak eğitim kurumlarını yerelleştirmiştirler. Diğerleri ülke ve eğitim yönetimlerini yerelleştirmiştir. Birçoğu federal, özerk, otonom, kanton, bölgesel vb yönetim anlayışını benimsemişlerdir. Bu ülkelerin eğitim yönetim sistemleri yerelleşmiş ve hepsinde eğitim kurumları yerel eğitim kurulları ile yönetilmektedir. Tablo 2’deki ülkelerde Yüksek Öğretim özerk bir kurul tarafından yönetilmekte ve Ulusal bir Eğitim Bankalığı vardır. (Gülcan, 2010, s 200). PISA ve GSYİH sıralamalarında OECD ülkeleri içinde ortalamaları OECD üzerinde olan bu ülkelerin eğitim yönetim sistemleri aşağıdaki belirtilen kurul, komisyon, birlik, konsey, komite vb gibi yapılardan oluşmaktadır. TARTIŞMA VE SONUÇLAR PISA yalnızca akademik başarı değil aynı zamanda ekonomik ve demokratik gelişmişlik için de bir ön gösterge işlevi görmektedir. Dolayısıyla Türkiye dünyada hedeflediği toplumsal refah düzeyini yakalamak ve orta gelir tuzağını aşmak için genç nüfusunu şimdiye kadar olduğundan çok daha iyi seviyede eğitmek zorundadır. (Şirin & Vatanartıran, 2014, s.60). Bunu başarmak için de eğitim sisteminin "veriye dayalı olarak" gözden geçirilmesi ve bu veriler ışığında reformlar yapılması zorunludur. (Şirin & Vatanartıran, 2014, s.60). Mevcut tepeden atama ile tek kişiye bırakılan müdürlüklerle yönetim anlayışı hemen terk edilmelidir. Eğitim yönetim sistemi yerelleştirilmeli ve kararlara geniş katılım sağlanmalıdır. Yerelleşme, demokrasinin topluma yaygınlaştırılmasıdır. Eğitim kurumlarının yönetiminin demokratik sistemlerle yönetilmesi ve yerelleşmesi toplumun tüm kesimlerinin demokrasi anlayışına da katkı sunacaktır. Demokrasi ve eğitim arasında sıkı bir ilişki kurularak demokrasinin içselleşmesi de sağlanmış olacaktır. Dolaysıyla eğitime halkın katılımı sağlanacak ve eğitim kalitesini arttıracaktır. Eğitim yönetiminde müdürlük sisteminden vazgeçilmeli ve “Yerel Eğitim Yönetim Kurulları” oluşturulmalıdır. Bu kurullar çeşitli isimler altında toplanabilir. İl Eğitim Konseyi, İl/İlçe Eğitim Danışma ve Denetim Kurulu, Okul Yönetim Kurulu, Okul Öğretmenler Kurulu, Türk Dünyası Eğitim Araştırmaları Dergisi, Yıl: 1, Sayı: 1, Nisan 2016, s. 1-11 Suphi Turhan 10 Bölge Eğitim Kurulu vb. Kararlar oy çokluğu veya oybirliği esasına göre alınmalıdır. Okullarda alınan kararlar İl Eğitim Kurulunun kararlarına paralellik göstermelidir. Yerel Eğitim Kurulları eğitim paydaşlarından (Öğretmen, Öğrenci, Veli, Üniversite, Sendika, Sivil Toplum Örgütü Temsilcileri Ve Yerel Yönetim Temsilcileri) oluşmalıdır. Yönetim Kurulu dışında Denetleme Kurulu, Program Geliştirme Kurulu, Öğrenci Konseyi, Veliler Birliği, Değerlendirme Kurulları vb alt birimleri de bünyesinde oluşturarak katılımlı bir sistem oluşturulmalıdır. İnsanlar, tek bir yöneticinin kesin kontrolü altında çalışmayı değil, birbiri ile çelişen isteklerin olduğu bir ortamda iş yapmayı öğrenmelidirler (Hammer, 1998, Sayı:15 s.8). Eğitim nitelikli deneyimler üzerine inşa edilerek gelişir (Dewey, 2014, s.32). Her deneyim içinde bulunulan çevre imkânları doğrultusundadır. Deneyimi yerel olanaklar oluşturmaktadır. Bu nedenle eğitim sisteminin katılımlı yerel dinamiklerle yürütülmesi eğitimde istenilen niteliklerin kazandırılmasını kolaylaştıracaktır.
