TürkMMMB HAKKINDA
Türk Müşavir Mühendisler ve Mimarlar Birliği (TürkMMMB), 25 Nisan 1980 tarihinde kurulan ve merkez ofisi Ankara’da
olan bir sivil toplum örgütüdür.
1987 yılında Müşavir Mühendisler Uluslararası Federasyonu-FIDIC'e ve 2001 yılında Avrupa Müşavir Mühendislik
Birlikleri Federasyonu-EFCA'ya üye olunmuştur ve her iki federasyonun da Türkiye'deki tek temsilcisi TürkMMMB’dir.
Uluslararası kabul görmüş tanımıyla ve FIDIC standartlarıyla bağımsız müşavir mühendislik yapan firmaların bir araya
geldiği çatı kuruluşu olan Birliğimiz, teknik müşavirlik sektörünün farklı alanlarında deneyimli 200’e yakın üyeye sahiptir.
TürkMMMB olarak Birliğimiz, müşavir mühendislik ve mimarlık mesleğinin ilerlemesi, gelişmesi ve toplum içinde
anlaşılması, saygınlığının artması için girişimlerde bulunmayı, hizmet tanımlarının yasa, yönetmelik ve şartnamelerde
doğru ve etkin biçimde yer almasının sağlanmasını, yurt içinde ve yurt dışında iş olanakları yaratılması ve
geliştirilmesini, üyelerimizin tanıtımı için girişimlerde bulunmayı, teknik müşavirliğin ve kuruluşlarının gelişmesi için
diğer sivil mesleki örgütler, kamu kurumları ve özel kuruluşlarla işbirliği ve ortak çalışmalar yapmayı amaçlamaktadır.
TürkMMMB; topluma ve üyelerine yararlı olacak, ileri teknoloji kullanımını sağlayarak projeler geliştirip, uygulamakta;
Eğitim ve gelişim amaçlı konferans, sempozyum, panel, açık oturum, forum, fuar ve sergi gibi etkinlikler düzenlemekte;
Üyelerinin katılımı ile çalışma grupları oluşturarak ilgili konularda incelemeler ve araştırmalar yapmakta; Çalışma konuları
ile ilgili tanıtım dokümanlarını yayımlamakta; Sektöre dair haberlerin, duyuruların, birlik faaliyetlerinin yer aldığı e-bülten
hazırlayarak üyelerine sunmakta; sektörün tüm ilgili birimlerine ücretsiz olarak üç ayda bir yayımladığı tm-dergi’yi
ulaştırmakta; Teknik Müşavirlik sektörü ile ilgili düzenleme, yönetmelikler üzerine Birlik üyelerinden aldığı görüşleri
yetkili mercilere iletmektedir.
ABOUT ATCEA
ATCEA - Association of Turkish Consulting Engineers and Architects was founded in the year 1980, central office of
which is located in Ankara/Turkey. It became the member of FIDIC - International Federation of Consulting Engineers
in the year 1987 and EFCA - European Federation of Engineering Consultancy Associations in the year 2001. ATCEA, at
present is the only representative of both federations in Turkey.
The members of the Association are individual consultants or consultancy companies, all being completely
independent. ATCEA at present has got 176 members, highly experienced in consultancy services of both
superstructures and infrastructures, in the country and abroad.
The association works for raising the image of consultants in the country, for making the consultancy services known to
public and private clients, for improving public legislation relevant to consultancy services, for building the capacities of
its members and for increasing exportation of their services.
ATCEA co-operates with the other share holders of the construction industry both at national or international arena;
namely, construction contractors, product suppliers, other relevant NGO’s etc. when required.
Among ATCEA’s activities are; annual conferences-symposia-discussion panels, preparation of original publications,
distribution of FIDIC and EFCA publications, training courses, studies and researches on consultancy issues and routine
member services.

CEMAL AKÇA – TürkMMMB Başkanı
1955 Yılında Bursa’nın Keles ilçesinde doğdu. İlköğrenimini burada tamamladıktan sonra parasız yatılı sınavları ile Arifiye Öğretmen
Okuluna girdi. Yedi sene sonunda Arifiye Öğretmen Lisesi olan okulunu bitirerek üniversite sınavlarına girmeye hak kazandı. Bir yıl
Bursa İktisadi ve Ticari İlimler Akademisinde okuduktan sonra1975 yılında İstanbul Devlet Mimarlık ve Mühendislik Akademisi Gece
bölümüne girerek okul ile birlikte meslek yaşamına atılmış oldu. Zor ve açılıp kapanan okul yıllarından sonra 1981 yılında mezun oldu
ve aynı yıl Okulun (Yıldız Teknik Üniversitesi) Yapı Anabilim Dalında yüksek lisans yapmaya başladı. Aynı yıllarda tasarım mühendisi
olarak serbest meslek hayatına atıldı ve Mimar Sinan Üniversitesinde Statik dersleri verdi. 1984 yılında askerliğinin bitişinden sonra
tamamen Danışmanlık ve Tasarım mühendisliği hayatına başladı. Kendi kurduğu, Ortak ve Yönetim Kurulu Başkanı olarak görev
yaptığı CEMA Mühendislik ve Proje A.Ş. de halen çalışmaya devam etmektedir.Meslek hayatının ilk yıllarında endüstriyel yapılar
üzerinde çalışan Cemal Akça, daha sonraki yıllarda altyapı tasarımlarına yönelerek çok disiplinli (multidisipliner) bir yapı oluşturdu.
Tasarım Şirketi olarak kentsel ölçekte altyapı planlaması ve danışmanlık hizmetleri yanında danışmanlık firması olarak da spor
tesisleri, alışveriş merkezleri gibi görevler üstlenmektedir. 32. dönem (1990–1992) ve 37. dönem(2000–2002) İnşaat Mühendisleri
Odası İstanbul Şubesi Yönetim Kurulu üyesi olarak görev yaptı. 38. Dönem (2002–2004) dönem İnşaat Mühendisleri Odası merkez
ikinci başkan görevini ve çeşitli kurullarında çalıştı. TürkMMMB 2004–2006 ve 2006–2008 dönemlerinde yönetim kurulu başkan
yardımcılığı görevini üslendi, 2010-2012 yıllarında aynı Birliğin Başkanlığını yaptı. Evli ve bir çocuk sahibidir.
CEMAL AKÇA – ATCEA President
Mr. Akca was born in Keles-Bursa in the year 1955. After completing the elementary school in Keles, he graduated from Arifiye
Trachers’ Training High School .He attended Bursa Academy of Economy and Trade for a year and in the year 1975, he continued
his education in the State Academy of Architecture and Engineering in Istanbul. He graduated in the year 1981 as a Civil Engineer,
after which he acquired a masters degree in the University of Yıldız, in Istanbul. Mr. Akça at the same time established his own
Consultancy company for rendering engineering design services and also gave structural engineering lectures in the University of
Mimar Sinan. After the military service, he got involved only with consultancy assignments in his company. He still works in and
manages his Consultancy company CEMA Engineering Co. Inc. In the early years he concentrated on industrial facilities, but then
shifted to infrastructure and established a multi-disciplinary constitution. At present, apart from urban planning and other
consultancy services, he renders consultancy services for shopping centers and sports facilities as well. He worked as a board
member in the Istanbul Branch of TR Chamber of Civil Engineers in the years 1990-1992 and 2000-2002 and afterwards took the
responsibility as the Deputy President in the same chamber. Before he was elected as the President of ATCEA – Association of
Turkish Consulting Engineers and Architects for the term 2010-2012, he was a board member in the Association in the years 20042006 and 2006-2008. Mr Akca is married and has got a son.

Bölümü’nden mezun oldu. 1979 yılında GEN–TES Mühendislik Ltd. Şti’ni kurdu,1990 yılında halen Yönetim Kurulu Başkanlığı görevini
sürdürdüğü ODTM Teknik Müşavirlik A.Ş’nin kurucu ortakları arasında yer aldı. 1996–2000 yılları arasında Türk Müşavir Mühendisler
ve Mimarlar Birliği başkanlığını üstlendi. Müşavir Mühendisler Uluslararası Federasyonu FIDIC’in Yönetim Kurulu üyeliğine 1996 yılında
seçildi ve bu görevini dört yıl sürdürdü. Çölaşan, söz konusu dünya Mühendislik federasyonunun 1913 yılındaki kuruluşundan bu yana
seçilen tek Türk ve tek kadın Yönetim Kurulu Üyesi’dir. Halen yönetmekte olduğu GEN-TES ve ODTM müşavirlik şirketlerinin
bünyesinde mühendislik tasarımları ile, kontrolluk, sözleşme yönetimi ve müşavir seçim mevzuatı danışmanlığı hizmetleri vermektedir.

She graduated from TED Ankara College High School and from the Mechanical Engineering Department of METU- Middle East
Technical University in Ankara, Turkey. Ms. Colasan established GEN–TES Engineering Ltd. In 1979 and afterwards became one of
the founder partners of ODTM - Middle East Technical Consult Inc. as well, in the year 1990. She was elected as the President of
ATCEA - Association of Turkish Consulting Engineers & Architects for the term 1996-2000. She was then nominated for the Executive
Committee of FIDIC – International Federation of Consulting Engineers and was elected in 1996 for a four-year term. She is the
only elected female and only elected Turkish EC member in FIDIC since the Federation’s establishment in the year 1913. Apart from
her professional services in the firms GEN-TES and ODTM as a company manager, designer for buildings, site supervisor, contract
manager and consultant for selection of consultants; Ms. Colasan at present also renders voluntary services in TOBB-Union of Stock
Exchanges and Commodities of Turkey as the Chairperson of the Technical Consultancy Assembly; in ATCEA as the Vice President; in
FIDIC as the member of the Business Practices Committee and as the Chairperson of the Quality Based Consultant Selection Task
Force and in EFCA-European Consultancy Companies’ Federation as a member of the European Public Market Committee. She is the
main author of the book “FIDIC Guidelines For The Selection of Consultants” and chair of the authors of “FIDIC-Quality Based
Consultant Selection”. Her more than hundred technical and non-technical articles and a book named “Etiquette For Today’s YouthTomorrow’s Adults” have been published. She has two children.

Graduated from Civil Engineering Department of Middle East Technical University (METU) in 1976 and received his master’s degree
in 1980 from the same university. He worked as an assistant in Civil Engineering Department in METU between 1976-1977. He was
assigned as Project Manager to overseas and NATO projects when he was with GEMAŞ between 1977-1987.
In 1987, he founded TMA Mühendislik Ltd. Şti with two colleagues. Participated in most of the projects undertaken by the firm as
either Project Manager or Senior designer. As a partner of TMA Mühendislik Ltd. Şti., he is responsible for the management of
numerous projects both in Turkey and abroad. The projects that he managed in Libya for 7 years include the design of civil,
infrastructure, and structural works of water conveyance systems, pump stations, motorways, etc. He is also responsible for the

Panos PANAGOPOULOS
Civil Engineer, Ph.D. is Vice-President of the European Federation of Engineering Consultancy Associations (EFCA),
representing professional engineering consultancy and related services in Europe; he served as president from 2008 to
2011.
Panos Panagopoulos was born in Johannesburg, South Africa in 1954 and completed his primary education in Greece in
1972. In 1977 he graduated from the Civil Engineering Department of the National Technical University of Athens.
Subsequently, he studied in the University of California, Berkeley, where he earned a Master of Engineering (1979) and
Ph.D. in Civil Engineering (1982).

1980. The company renders design, feasibility studies, cost estimation services on supply and piping of fluids such as water-waste
