• Large Combustion Plants (LCPs) in Ireland are regulated by
IPPC / IED. The approach taken in Ireland comprised:
– Operating older “end of life” plants on reduced hours with eventual
closure;
– Use of National Emissions Reduction Plan (major upgrades at
selected plants, namely Moneypoint coal fired station);
– Use of low sulphur fuels (coal and oil);
– Upgrading burners to low NOx design;
– Flue gas desulphurisation and DeNOx technologies for Moneypoint
(coal) and peat plants;
– New gas fired generation although security of supply
considerations apply.

• Moneypoint 900 MWe coal fired station; Ireland’s largest
generator supplying ~ 24% of the grid. Constructed in 1980s.
– BAT is defined in LCP directive / IED. Permit allows for National
Emissions Reduction Plan in place of specific emission limits on a
plant by plant basis.
– €264 million DeNOx and Desulphurisation upgrade completed in
2008 to meet LCP Directive requirements.
– Flue Gas Desulphurisation (FGD); dry process with lime.
– FGD waste stabilised with ash and water on-site landfill.
– NOx reduction by low NOx burners and Selective Catalytic
Reduction (SCR).
