Dear Readers,
Öncelikle, göç alanında hak temelli olarak insanı ve insani değerleri merkeze alan 6458 sayılı Yabancılar ve Uluslararası Koruma
Kanununun yürürlüğe girdiği müjdesiyle sizleri selamlıyoruz.
Göç İdaresi Genel Müdürlüğü olarak bu önemli ve güzel gelişmeyi ülkemizle paylaşmanın gururunu yaşıyoruz.
Firstly, we are greeting you with good news that the Law No:6458 on
Foreigners and International Protection which centres upon human
and human values came into effect. We are honoured to share this
important and pleasant development with our country.
Bilindiği üzere dünyadaki gelişmelere paralel olarak büyük nüfus
dolaşımlarının önünün açılması, Türkiye açısından yeni yasal
düzenlemelerin yapılmasını ve idari teşkilatın yeniden şekillendirilmesini zorunlu hale getirmiştir. Halihazırda göç gündemimizdeki gelişmeler göçün zenginlik kaynağı ve kalkınma aracı
olarak belirginleştiği etkin göç yönetişiminin gerekliliğini ortaya
koymuştur.
Göç İdaresi Genel Müdürlüğü, yeni göç yönetimi anlayışıyla,
göçün fırsata çevrilmesine yönelik stratejileri ve yeni düşünme
tarzlarını peyder pey hayata geçirmektedir. Ülkemizin sorumlulukları ve yükümlülükleri ile göçmenlerin hakları ve sorumlulukları arasında yetkin bir dengenin kurulması hedefiyle 81
il ve 148 ilçede teşkilatlanma sürecimiz ve personel alımlarımız
devam etmektedir. Yeni, dinamik, genç ve üretken kadrosuyla
Genel Müdürlüğümüz, yabancıların huzurla yaşadığı, toplumla bütünleştiği bir hoşgörü diyarında göç yönetimini kararlılıkla
sürdürmektedir.
As is known, leading up large population movement in paralel with
global affairs has obligated new legal regulations for Turkey and
reshaping administrative organisation. Current developments on
migration agenda necessiate effective migration governance in which
the migration is clarified as a source of wealth and instrument for
development.
Directorate General of Migration Management gradually carries out
strategies and puts new ways of thinking into practice devoted to turning migration into opportunity with a new understanding of migration. Personnel recruitment and organisational process in 81 provinces and 142 subprovinces are in progress with the aim of establishing
a competent balance between the responsibilities and obligations of
our country and the rights and liabilities of migrants. With its new,
dynamic, young and productive staff; Directorate General resolutely
maintains migration management in the land of tolerance in which
foreigners live in peace and become integrated with society.

LOGOMUZUN HİKAYESİ
STORY OF OUR LOGO
Kurumun logosu stilize edilerek harmanlanan “ay yıldız ve kırlangıç”
figürüdür.
Kırlangıçlar bütün kıtalarda, bütün enlemlerde ve bütün yüksekliklerde bulunan tek göçmen kuştur.
Kırlangıçlar, göç sırasında bir günde yaklaşık 300-350 kilometre uçarlar ve göçleri sonunda, daha önce yaptıkları yuvalarını yeniden bulurlar.
Kırlangıçlar, yaşamak için sınırsız bir hürriyete ihtiyaç duyarlar. Bu sebeplerle kırlangıç kuşu, sadakati ve özgürlüğü temsil etmektedir.
Milyonlarca kırlangıç, ahenkli ve düzenli olarak kıtalardan kıtalara
göç eder dururlar…
İnsanoğlu da yüzyıllardır göç etmekte veya göç etmek zorunda kalmakta, tıpkı kırlangıçlar gibi…
Ülkemiz Avrupa göç yolları üzerinde jeopolitik ve coğrafi açıdan son
derece önemli ve hassas bir konumdadır. Güçlenen ekonomimiz, ülkemizi bir cazibe merkezi haline getirmektedir. Son yıllarda göç hareketleri açısından Türkiye’nin “geçiş ülkesi” konumu değişime uğramış ve
aynı zamanda “hedef ülke” olmuştur.
Yabancılar ve Uluslararası Koruma Kanunu ile etkin bir iltica ve göç yönetimi, yasal ve sağlam bir zemine oturtulmuştur. Bu kanun, uluslararası
koruma arayanların, göçmenlerin hak ve hukuklarının teminatıdır. Yabancılar ve Uluslararası Koruma Kanunu ile göç yönetiminde uzman bir
kuruluş oluşturulmuştur. Uzmanlık sahibi, yenilenmeye ve uluslararası
işbirliğine açık, göç olgusunun dinamik yapısına ayak uyduran ve bu dinamik yapıyı kurumsal bir kimlik oluşturarak yöneten yepyeni bir idare:
Göç İdaresi Genel Müdürlüğü çalışmalarına başlamıştır.
Göç İdaresi Genel Müdürlüğü’nün logosu stilize ay yıldız ile kırlangıç
figürlerinin uyum ve birlikteliğinden oluşmaktadır.
Ay yıldız figürü Türkiye’yi temsil ederken, kırlangıçtan soyutlanan kuş
figürü göçü temsil etmektedir. Kurumsal rengimiz Türk Bayrağı’nın
rengi kırmızı, beyazdır.
Kuşun yönünün içe doğru olması ülkemize olan göçü ifade etmektedir.
Logo yazısının bitimindeki dikey çizgiler, göç alanındaki kamu düzeni ve güvenliği gibi hassas konulardaki sınırlarımızı simgelemektedir.
Logoda bulunan kırlangıç figürünü kollayan çeyrek daire ise, mazlum
ve ihtiyaç sahibi göçmenler için tarihimizin her döneminde var olagelmiş koruma ve merhamet duygumuzu ifade etmektedir.
Logo ve beraberindeki kurumsal kimlik çalışması ile göçü yönetme
görevi ve iradesi ile kurulan Göç İdaresi Genel Müdürlüğü’nün kurumsal imzası oluşturulmuştur.
Logo of the institution is a stylised and blended figure of “the star, crescent and swallow”.
Swallows are the only migratory birds found in all continents, latitudes
and altitudes.
During the migration, swallows fly nearly 300-350 kilometres a day and
at the end of their migration, they refind their nests which they nidificate earlier.
Swallows need unlimited independence to live. Therefore, swallow bird
represents freedom and faithfulness.
Millions of swallows migrate harmoniously and regularly from continent to continent…
Like swallows, human-beings have migrated or obliged to migrate for
centuries…
Our country is in a high standing and critical position in European
migratory routes in terms of geography and geopolitics. Our growing
economy turns our country into a centre of attraction.
In terms of recent migration movements, Turkey’s position as a “transit
country” has undergone a change and become a “target country” time
as well.
With the Law on Foreigners and International Protection, an effective
asylum and migration management has been grounded on a legal and
stable base. This law is the assurance of the rights of migrants and international protection seekers. A specialized institution was established
in the field of migration management with the Law on Foreigners and
International Protection. A newly established instutition which is innovative, open to international collaboration, and which keeps pace with
dynamic pattern of migration fact and manages this dynamic pattern by
forming a institutional identity: Directorate General of Migration Management has become operational.
The logo of Directorate General of Migration Management is composed
of the harmonization and association of the stylised figures of “the star,
crescent and swallow”.
While the figure of “the star and crescent” represents Turkey, the figure
of bird which is abstracted from swallow represents migration. Our institutional colours -red and white- are the colours of Turkish flag.
Inward direction of the bird means migration towards our country. Vertical lines at the end of the logo symbolise our limits on delicate issues
such as public order and security in the field of migration. The quadrant
covering the figure of swallow in the logo illustrates our feeling of pity
and protection existing in each period of our history for oppressed and
needy migrants.
Having been established by a logo along with an institutional identity
work, duty and will of managing migration, Directorate General of Migration Management’s corporate signature has been formed.

6458 Sayılı “Yabancılar ve Uluslararası Koruma Kanunu” 11.04.2013 tarih ve 28615 sayılı Resmi Gazetede yayımlandığında kanunun
beşinci kısmı olan ve Göç İdaresi Genel Müdürlüğü’nün kuruluş, görev, yetkiler ve teşkilatlanmasını belirleyen hükümler aynı tarihte
yürürlüğe girmiştir. Beş kısımdan oluşan Yabancılar ve Uluslararası Koruma Kanununun 125. Maddesinin b fıkrası gereğince de diğer
dört kısım olan; 1. bölümde Amaç, Kapsam, Tanımlar ve Geri Gönderme Yasağı, 2. bölümde Yabancılar, 3. bölümde Uluslararası Koruma,
4. bölümde Yabancılar ve Uluslararası Korumaya İlişkin Ortak Hükümlere ait bilgiler yer alıyor. Kanun 11 Nisan 2014 tarihi itibari ile
yürürlüğe girmiştir.
When the Law No:6458 on “Foreigners and International Protection” was published on Official Gazette No:28615 on 11.04.2013, provisions which are
in the fifth section of the Law and which define duty, authority, establishment and organisation of Directorate General of Migration Management came
into effect of even date. Pursuant to paragraph b of Article 125 of the Law on Foreigners and International Protection, the other four sections out of five
sections are as follows: in the first part information on Purpose, Scope, Definitions and Non-Refoulement, in the second part information on Foreigners,
in the third part information on International Protection, in the fourth part information on Common Provision Regarding Foreigners and International
Protection. As of 11 April 2014, the Law came into effect.

Tüm insanlığın yararına, incelikli ve derinlikli göç politika ve stratejilerinin
hayata geçirilmesi süreci hız kazandı. Bu kapsamda oluşturulan Yabancılar ve
Uluslararası Koruma Kanunu, göç alanına ilişkin getirdiği ilkler ve bir dizi yeniliklerle büyük dikkat çekiyor.
Göç Yönetimine Yeni bir Yaklaşım
Göç ve ilticayla ilgili konular Kanunda sivil bir kurumun yönetimine devredildi. Yeni kanunla birlikte göç alanındaki iş ve işlemleri yürütmek, göç politika ile
stratejilerini uygulamak, ilgili kamu kurum kuruluşları ve diğer paydaşlar arasında koordinasyonu sağlama görevleri Göç İdaresi Genel Müdürlüğü ile genel
müdürlük bünyesindeki İl/İlçe Göç İdaresi Müdürlüklerine verildi.
Türkiye’ye Giriş ve Türkiye’den Çıkış
Türkiye’ye giriş ve Türkiye’ den çıkış, sınır kapılarından, geçerli pasaport veya
pasaport yerine geçen belgelerle yapılmaktadır. Yabancılara vatandaşı oldukları veya yasal olarak bulundukları ülkedeki konsolosluklarca, Türkiye’ye geliş
amaçlarına uygun vize almaları durumunda Türkiye’ye giriş izni verilmektedir.
İkamet ve Çalışma İzinleri
İkamet izin çeşitleri kanunda tek tek belirtilmiş, her biri için özel şart, hak ve
yükümlülükler getirilmiştir Bu kapsamda yabancılar, Türkiye’ de kalış amaçlarına göre ve aranan koşulları sağlamak kaydıyla kısa dönem ikamet izni, aile
kamet izni, öğrenci ikamet izni ve uzun dönem ikamet iznine başvurabilmektedir. İkamet izin işlemlerinde yabancıdan geçerli sağlık sigortası talep edilmekte ve ilgililer sigortalarını Türkiye’de faaliyette bulunan sigorta şirketlerinde ve
Türkiye’ de yaptırmaları gerekmektedir. Ayrıca çalışma izinlerine yönelik yeni
düzenlemeyle çalışma izinleri artık ikamet izni yerine geçmektedir.
İkamet Uzatma İşlemleri
Kanunla şekli ve içeriği belirlenen ikamet izin belgelerinin yabancıların adreslerine dağıtımına başlanmıştır. Yabancılar artık yurt içinden ikamet uzatma işlemleri yapabilmektedir. İkamet iznini uzatmak için başvuracak yabancılarda,
31.12.2014 tarihinden itibaren talep ettikleri ikamet izni süresinden altmış gün
daha uzun süreli pasaport ya da pasaport yerine geçen belgeye sahip olmaları
şartı aranacaktır.
Yabancı Öğrencilere Çalışma Hakkı
The process of carrying out the strategies and a subtle and deeper migration policy has gained speed for the interest of whole humanity. Being formed within this
scope, the Law on Foreigners and International Protection has drawn attention
by its first actions and a series of innovations regarding the field of migration.
A New Approach to Migration Management
Issues related to migration and asylum have been assigned to the management
of a civil institution. Directorate General of Migration Management and Provincial/Sub-provincial Directorates of Migration Management within Directorate General have been assigned to perform activities and actions in the field of
migration, implement migration policies and strategies, and facilitate coordination between the relevant public institutions and agencies and other stakeholders
along with the new law.
Entry into and exit from Turkey
Entry into and exit from Turkey shall be through the border gates with a valid
passport or travel document. Foreigners are allowed to enter into Turkey by the
consulates located in the country they reside in legally or in their country of origin
in the event of receiving a relevant visa.
Residence and Work Permits
Types of residence permit have been specified on the Law one by one, and special
conditions, rights and obligations have been imposed for each. Foreigners may
apply for a short-term residence permit, family residence permit, student residence permit and long-term residence permit according to the purpose of stay in
Turkey provided that they fulfill the requirements. A valid health insurance shall
be required from the applicants in the residence permits procedures, and those
concerned shall be required to arrange an insurance in Turkey and from an insurance company operating in Turkey. Furthermore, work permits are ever after regarded as residence permits according to a new regulation made for work permit.
Extension of Residence Permits Procedures
Delivery of the residence permits of which form and content are designated by
law to the addresses has been started. Foreigners may ever after extend their residence permits inland. Foreigners applying for the extension of a residence permit
shall be required to hold a passport or travel document which is valid at least
sixty days beyond the duration of the requested residence permit as of 31.12.2014.
Right to Work for Foreign Students
Türkiye’de öğrenim gören ön lisans, lisans, yüksek lisans ve doktora öğrencilerine çalışma izni almak kaydıyla öğrenim görürken aynı zamanda çalışma imkanı sağlanmıştır. Ön lisans ve lisans öğrencilerine, öğrenimlerinin ilk yılından
sonra haftada yirmi dört saati aşmayacak şekilde çalışma imkanı verilmiştir.
Foreign students attending an associate, undergraduate, graduate or postgraduate programme in Turkey may work in the course of studying, provided that they
obtain a work permit. Associate or undergraduate students are allowed to work
after the first year of their study and that period shall not exceed a maximum of
twenty-four hours a week.
Uyum Süreci ve Gönüllülük
Harmonization Process and Voluntariness
Yabancılar ve uluslararası koruma sahipleri ile toplum arasında çift yönlü ve gönüllülük esasına dayalı bir uyum sürecinin çerçevesi Kanunla çizilerek, ilk kez
“uyum” kavramı hukuksal bir nitelik kazanmıştır. Bu çerçevede yabancılara ve
uluslararası koruma sahiplerine sadece ülkemizde bulundukları süreçte değil,
aynı zamanda yeniden yerleştikleri ülkede veya kendi ülkelerine geri döndüklerinde sosyal hayatın tüm alanlarında üçüncü kişilere bağımlı olmadan, bağımsız hareket etmelerine yönelik bilgi ve beceriler kazandırılmaktadır.
The framework of the harmonization process, which is bilateral and based on
voluntariness between foreigners, international protection beneficiaries and the
society, has been enacted by law, and by means of this, the concept of “harmonization” has gained a legal status for the first time. Foreigners and international
protection beneficiaries are equipped with the knowledge and skills to be independently active in all areas of social life without being dependent on third persons
not only within the period they stay in our country, but also within the period
they reside in a country to which they resettle or within the period they reside in
their country of origin to which they turn back.
Uluslararası Korumaya İlişkin Düzenlemeler
Kanun kapsamında bulunan hiç kimsenin, işkenceye, insanlık dışı ya da onur
kırıcı ceza veya muameleye tabi tutulacağı veya ırkı, dini, tabiyeti belli bir toplumsal gruba mensubiyeti veya siyasi fikirleri dolayısıyla hayatının veya hürriyetinin tehdit altında bulunacağı bir yere geri gönderilemeyeceğini vurgulayan
‘‘geri göndermeme’’ ilkesi ve mülteci/şartlı mülteci statüsü alamayanlar için
ikincil koruma statüsü düzenlenmiştir. Refakatsiz çocuklar başta olmak üzere
özel ihtiyaç sahipleri için özel hükümler getirilmiş ve kitlesel akın durumlarında sağlanacak geçici koruma sistemine hukuki dayanak kazandırılmıştır.
Regulations Regarding International Protection
The principle of ‘non-refoulement’ which emphasises that no one within the scope
of this Law shall be returned to a place where he or she may be subject to torture,
inhuman or degrading punishment or treatment or, where his/her life or freedom would be threatened due to his/her race, religion, nationality, membership
of a particular social group or political opinion has been adopted and subsidiary
protection status for those who could not gain refugee/conditional refugee status
has been developed. Special provisions for persons with special needs, particularly
unaccompanied children, has been made and the system of temporary protection
which would be provided in case of a mass influx has gained a legal basis.

COOPERATION PROTOCOL WITH TODAIE
Göç İdaresi Genel Müdürlüğü, Türkiye ve Orta Doğu Amme İdaresi Enstitüsü
(TODAİE) ile işbirliği protokolü imzaladı. Protokol, Göç İdaresi Genel Müdürlüğü
adına Genel Müdür Atilla Toros, Türkiye ve Orta Doğu Amme İdaresi Enstitüsü
Genel Müdürlüğü adına Genel Müdür Prof. Dr. Onur Ender Aslan tarafından 7
Şubat 2014 tarihinde Ankara’ da imzalandı.
Söz konusu protokol kapsamında, göç alanına ilişkin mevzuatın ve idari
kapasitenin geliştirilmesi, politika ve stratejilerin belirlenmesi, kamu kurum
ve kuruluşlarının göç alanına yönelik faaliyetlerinin programlanması ve
projelendirilmesine yardımcı olmak, proje tekliflerini değerlendirmek, yürütülen
çalışma ve projeleri izlemek, bu çalışma ve projelerin uluslararası standartlara
uygun şekilde yürütülmesine destek vermek amacıyla eğitim programları,
araştırma projeleri, yayın ve kongre, sempozyum, konferans, çalıştay, inceleme
gezisi ve benzeri bilimsel etkinlikler gerçekleştirilecektir.
Directorate General of Migration Management signed a cooperation protocol with
Institute of Public Administration for Turkey and the Middle East (TODAIE). The
protocol was signed by Atilla Toros, Director General of Migration Management on
behalf of Directorate General of Migration Management and Prof. Dr. Onur Ender
Aslan, on behalf of Institute of Public Administration for Turkey and the Middle
East on 7 February 2014.
Training programmes, research projects, publication and congress, symposium,
conference, workshop, investigative visit and other scientific activities shall be
implemented within the scope of the aforementioned protocol.

PASAPORT SÜRELERİYLE İLGİLİ
BAKANLAR KURULU KARARI
THE COUNCIL OF MINISTERS DECREE ON EXPIRY
DATE OF FOREIGNERS’ PASSPORTS
Türkiye’ye giriş yapmak üzere sınır kapılarına gelmiş olmakla
birlikte vize, vize muafiyeti veya ikamet izin süresinin bitiminden
itibaren en az altmış gün süreli pasaport veya pasaport yerine geçen
belgesi olmayanların, 6458 sayılı Yabancılar ve Uluslararası Koruma
Kanununun 18 inci maddesine göre, ülkeye girişlerine 31/12/2014
tarihine kadar izin verilebilmesine yetki veren Bakanlar Kurulu
Kararı Resmi Gazetede yayımlandı.
The Council of Ministers’ Decree on foreigners that those arriving at
border gates, who do not hold a passport or a travel document of which
the date of validity is at least sixty days prior to the expiry date of the
visa, visa exemption or the residence permit shall be allowed to enter
into country until 31/12/2014, was published in the Official Gazette in
compliance with Article 18 of the Law on Foreigners and International
Protection numbered 6458.
Göç İdaresi Genel Müdürlüğü ile Türkiye ve Orta Doğu
Amme İdaresi Enstitüsü (TODAİE) işbirliğinde eğitim
programları, araştırma projeleri, yayın ve kongre,
sempozyum, konferans, çalıştay, inceleme gezisi ve
benzeri bilimsel etkinliklerin gerçekleştirilmesi ve
desteklenmesi amacıyla protokol imzalandı.
The protocol was signed between Directorate General of
Migration Management and Institute of Public Administration
for Turkey and the Middle East (TODAIE) with the aim
of implementing training programmes, research projects,
publication and congress, symposium, conference, workshop,
investigative visit and other scientific activities.
SINIR KAPILARINDA VİZE
VISAS ISSUED AT BORDER GATES
Bazı ülkelerin vatandaşlarına sınır kapılarında vize verilmesine
ilişkin karar 19 Şubat 2014‘de Resmi Gazete’de yayımlanarak
yürürlüğe girdi. Vatandaşlarına sınır kapısında vize verilebilecek
89 ülkeden oluşan listede, ABD, İngiltere, İspanya, Avustralya,
Bahreyn, Ruanda, Uganda, Zimbabve, Kenya, Etiyopya, Meksika
ve Ermenistan gibi ülkeler yer almaktadır.
Decision on issuing a visa to foreigners at border gates entered into
force after it was published in the Official Gazette dated 19/02/2014.
Countries such as USA, United Kingdom, Spain, Australia, Bahrain,
Rwanda, Uganda, Zimbabwe, Kenya, Ethiopia, Mexico and Armenia
are ranked among the 89 countries to which visas shall be issued.

2003 yılında oluşturulan Reform İzleme Grubu’nun
(RİG) 29. Toplantısı, Avrupa Birliği Bakanı ve
Başmüzakereci Sayın Mevlüt Çavuşoğlu’nun ev
sahipliğinde, Adalet Bakanı Sayın Bekir Bozdağ,
Dışişleri Bakanı Sayın Ahmet Davutoğlu ve İçişleri
Bakanı Sayın Efkan Ala’nın katılımıyla Ankara
Palas’da gerçekleştirildi.
The Meeting of Reform Monitoring Group (RIG) generated
in 2013 was held in Ankara Palas, which was hosted by Mr.
Mevlüt ÇAVUŞOĞLU, State Minister and Chief Negotiator for

2003 yılında oluşturulan Reform İzleme Grubu’nun (RİG) 29. Toplantısı, Avrupa Birliği
Bakanı ve Başmüzakereci Mevlüt Çavuşoğlu’nun ev sahipliğinde, Adalet Bakanı Bekir
Bozdağ, Dışişleri Bakanı Prof. Dr. Ahmet Davutoğlu ve İçişleri Bakanı Efkan Ala’nın
katılımıyla Ankara’da gerçekleştirildi.
“Adalet, Özgürlük ve Güvenlik” başlıklı fasıllar kapsamında gerçekleştirilen toplantıda;
Türkiye ile AB arasında imzalanan Geri Kabul Anlaşması’nın onaylanması ve uygulanması,
AB ile Vize Serbestisi Diyaloğu kapsamında kabul edilen Yol Haritası gereklilikleri, Katılım
Öncesi Mali Yardım Aracı (IPA) dışında AB’nin finansal araçlarından yararlanılması, son 3
yılda çıkarılan 5 Yargı Reformu Paketi ve Demokratikleşme Paketi, 6529 sayılı Temel Hak ve
Hürriyetlerin Geliştirilmesi Amacıyla Çeşitli Kanunlarda Değişiklik Yapılmasına Dair Kanun,
Avrupa İnsan Hakları Sözleşmesi İhlallerinin Önlenmesine İlişkin Eylem Planı ve Adalet
Bakanlığı bünyesinde kurulan İnsan Hakları Tazminat Komisyonu Başkanlığı faaliyetleri
konuları ele alındı.
6458 sayılı Yabancılar ve Uluslararası Koruma Kanunu kapsamında kurulan Göç İdaresi
Genel Müdürlüğü’nün idari ve kurumsal kapasitesinin geliştirilmesi konusunun da
görüşüldüğü toplantıda, İçişleri Bakanı Sayın Efkan Ala, Göç İdaresi Genel Müdürlüğü’nün
kanunda öngörülen yenilikleri gerçekleştirmek amacıyla gerekli çalışmaları yürüttüğünü
söyledi. Aynı zamanda İnsan Ticaretinin Önlenmesi ve Mağdurların Korunması Hakkında
Kanun Tasarısı Taslağı’nın hazırlanması konusunda çalışmaların devam ettiğini belirtti.

düzenlemeleri güçlendiren ve güvence altına
alan kapsamlı mevzuat reformlarının etkin
olarak uygulanmasını üst düzeyde takip etme
ve yönlendirme amaçlanmaktadır.
The duty of Reform Monitoring Group (RIG)
generated in 2003 with the aim of monitoring
the reforms at the highest level and practising
them effectively, is to monitor the political reform studies in the EU membership process. In
this context; what aimed is to monitor and direct the effective implementation of comprehensive legislation reforms which strenghten and assure the regulations on fundamental rights and
freedoms, superiority of law and human rights
at high level.
Avrupa Birliği Müktesebatı ile uyum sürecinde atılması gereken adımların ilgili Bakanlar
tarafından ele alındığı ve sürecin idaresi için yol haritası oluşturulmasında önemli
mesafelerin katedildiği toplantı, Temmuz ayında toplanma kararının alınmasıyla sona erdi.
The Meeting of Reform Monitoring Group (RIG) generated in 2003 was held in Ankara, which was hosted by Mr. Mevlüt ÇAVUŞOĞLU, State Minister and Chief Negotiator for EU with
the participation of Mr. Bekir BOZDAĞ, Minister of Justice; Prof. Dr. Ahmet DAVUTOĞLU,
Minister of Foreign Affairs and Mr. Efkan ALA, Minister of Interior.
In the meeting conducted within the framework of sections titled “Justice, Liberty and Security”; the following issues were discussed: Approval and Implementation of the Readmission
Agreement signed between Turkey and EU, Requirements of the Route Map approved as
part of Dialogue on Visa Liberalisation with EU, Utilization of the financial instruments
apart from the Instrument for Pre-accession Assistance, 5 Judicial Reform Packages and the
Democratization Package established in the last 3 years, the Law on Amendment of Several
Laws with the Aim of Improving Fundamental Rights and Freedoms numbered 6529, the
Course of Action as to the Prevention of Violation of European Convention on Human Rights, Activities of Human Rights Compensation Commission Presidency established within
the body of Ministry of Justice.
In the meeting where the issue regarding the improvement of administrative and institutional capacity of Directorate General of Migration Management was also handled, Efkan
Ela, Minister of Internal Affairs stated that Directorate General of Migration Management
carried out the necessary actions for the purpose of practising reforms foreseen in the Law.
Also, Minister Mr. Ala, stated that studies about the Draft Law on Prevention of Human
Trafficking and Protection of Victims were continuing.
The meeting where the relevant ministers discussed the steps needed to be taken in the process of adaptation with Union Acquis, and an important progress was made in forming a
Road Map for the management of procedure, ended with the decision of reunion in July.

Göç İdaresi Genel Müdürlüğü Uyum ve İletişim Dairesi Başkanlığı uyum çalışmaları kapsamında 14 – 18 Nisan tarihleri arasında İstanbul’ da farklı gruplarla bir araya geldi. İstanbul Buluşmaları kapsamında ilk toplantı İstanbul Valiliği’nde gerçekleştirildi. Valilik binasında yapılan toplantıya Uyum ve İletişim
Dairesi Başkanı Atay USLU, İstanbul Vali Yardımcısı, İstanbul Barosu temsilcisi, İŞKUR İl Müdürü, İstanbul İl Göç İdaresi Müdürvekili, , İstanbul Emniyet
Müdürlüğü Yabancılar Şube Müdürü ve Uluslararası Göç Örgütü, BMMYK, Gençlik Hizmetleri ve Spor İl Müdürlüğü, Sosyal Güvenlik Kurumu İl Müdürlüğü temsilcileri katıldı.
İstanbul buluşmaları kapsamında ikinci gün farklı uyruklu göçmenlerle toplantılar yapıldı. İlk oturum Rus uyruklu yabancılarla, ikinci oturum Afrika asıllı
yabancılarla, üçüncü oturum ise Filipin uyruklu yabancılar ile gerçekleştirildi. Yapılan toplantılarda göçmenlerle göç alanına ilişkin sorular, sorunlar, talepler
ve öneriler konuşuldu.
Üçüncü gün, uyum politikasına yönelik belediyelerle istişare toplantısı yapıldı. Marmara Üniversitesi’nin Sultanahmet’teki rektörlük binasında yapılan toplantıya Marmara Belediyeler Birliği, Marmara Üniversitesi SBF Dekanı ve İstanbul’un ilçe belediyelerinden yetkili kişiler katıldı. Toplantı da Türkiye’de göç
ve uyum politikası ve yerel yönetimlerle işbirliği konusunda genel bir değerlendirme yapıldı.
Dördüncü gün, göçmenlerle ilgili sivil toplum kuruluşlarının katılımı ile beraber yuvarlak masa toplantısı yapıldı. Toplantıda öncelikle Göç İdaresi Genel
Müdürlüğü’nün yapısı, vize, ikamet ve uluslararası koruma gibi konularda kanunun getirdiği yenilikler katılımcılara kısaca anlatıldı. İstanbul Buluşmalarının
son gününde akademisyenler ile yuvarlak masa toplantısı yapıldı. Toplantıda dünyada uyum konulu teorik tartışmalar ve göç terminolojisi konuşuldu. Ayrıca
uyum konusundaki yerel ve küresel ölçekteki uygulamalara ve farklılıklara değinildi.
Directorate General of Migration Management Department of Harmonization and Communications came together with different groups within the context of harmonization
activities in İstanbul on 14-18 April 2014. The first meeting of İstanbul Meetings was held in İstanbul Governorship. The participants of the meeting held in Governorship
premises were as follows: Atay USLU, Head of Harmonization and Communications Department; İstanbul Deputy Governor; Delegate of İstanbul Bar Association; Provincial
Director of İŞKUR, İstanbul Provincial Deputy Director of Migration Management, Chief of Foreigners Department, Istanbul Police Department and representatives of IOM,
UNHCR; Provincial Directorate of Youth Welfare and Sport; Delegates of Provincial Directorate of Social Security Institution and.
Within the framework of İstanbul Meetings, meetings with migrants from different nationals were held on the second day. The first session was held with the foreigners of
Russian nationality, the second session was with the foreigners of African origin and the third session was with the foreigners of Philippines nationality. In these meetings;
questions, problems, requests and suggestions concerning migration were discussed with the migrants.
On the third day, consultation meetings devoted to integration policy were held with the municipal authorities. Having been held in Rectorship building of Marmara University which is situated in Sultanahmet, the meeting was made with the participation of Marmara Municipalities Union, The Dean of Faculty of Political Sciences of Marmara
University and the relevant authorities of district municipalities of İstanbul. In the meeting, general evaluation about the issues of migration and integration policy in Turkey
and the cooperation with the local administrations were carried out.
On the fourth day, a round table meeting devoted to migrants was held with the participation of non-governmental organizations. In the meeting, firstly the structure of
Directorate General of Migration Management; then the reforms which the Law introduced on visa, residence and international protection were explained briefly to the
participants. On the last day of İstanbul Meetings, another round table meeting was also held with the participation of academicians. In the meeting, theoretical debates on
integration in the world and the migration terminology were discussed. Furthermore the practices and differences about harmonization on a local and global scale were dealt.

INTRODUCED IN EAGEAN REGION
Uyum ve İletişim Dairesi Başkanlığı; Didim, Bodrum ve Marmaris’te uyum faaliyetlerinde bulundular.
19-21 Şubat 2014 tarihleri arasında 3 gün süreyle Didim, Bodrum ve Marmaris ilçelerinde gerçekleştirilen faaliyetlere, bölgede ikamet
eden toplamda 400’ e yakın yabancı katıldı.
Yabancıların ülkemizde toplumla olan karşılıklı uyumlarını kolaylaştırmak ve ülkemizde veya kendi ülkelerine geri döndüklerinde,
günlük hayatlarında bağımsız hareket edebilmelerini kolaylaştıracak bilgi ve beceriler kazandırmak amacıyla gerçekleştirilen
faaliyetlerde; Uyum ve İletişim Dairesi Başkanı Türkiye’nin Yeni Göç Sistemini tanıtırken, “Genel Hukuk Sistemi, e-vize Sistemi,
Yabancıların Sağlık Hizmetlerine Erişimi ve Mülkiyet Edinme Sistemi” ne ilişkin konunun uzmanları tarafından bilgilendirme yapıldı.
Katılımcıların Türkiye’de yaşamla ilgili merak ettikleri noktalara ilişkin sorularının da cevaplandırıldığı faaliyetlerde, yabancıların ihtiyaç
ve problemlerine daha etkin cevap verecek tek bir otoritenin kurulmasına ilişkin memnuniyet de sık sık dile getirildi.
Department of Harmonization and Communications performed integration activities in Didim, Bodrum and Marmaris.
Approximately 400 foreigners who reside in the region attended to the activities performed in the districts which are Didim, Bodrum and
Marmaris for 3 days on 19-21 February 2014.
In the activities performed with the aim of facilitating the mutual integration of foreigners with the society in our country, upskilling them
and expanding their knowledge which would ease their acting independently in their daily lives in our country and in their country when to
return; experts in their field informed about “Common Law System, e-visa System, Access of Foreigners to Health Services and Acquisition of
Property System while Head of Harmonization and Communications Department introduced
the New Migration System of Turkey.
In the activities where the applicants’ questions regarding issues they wonder about living in Turkey were answered, the pleasure of the
establisment of a single authority which would meet the needs and solve the problems of foreigners more efficiently, was frequently expressed.

Nurol Kültür Merkezi’nde düzenlenen ‘Ülkemizde İkamet Eden İngiliz Uyruklu
Vatandaşların Uyum Faaliyetleri’ konulu toplantıya, Uyum ve İletişim Dairesi
Başkanı Atay USLU, Muğla Vali Yardımcısı Salih Gürhan, Bodrum Kaymakamı
Dr.Mehmet Gödekmerdan, Menteşe Kaymakamı Zeki Arslan, İl Göç İdaresi
Müdür Vekili Hasan Özdemir, İngiltere Bodrum Konsolosu Pro Konsül Deniz
Korkmaz ve Bodrum’da ikamet eden 100’den fazla yabancı katıldı. Toplantı
sonrasında Bodrum kaymakamını makamında ziyaret ederek, yeni göç sistemi
konusunda karşılıklı görüş alışverişinde bulunuldu.
A meeting on “The Integration Activities of English Nationals Residing in our
country” was held in Nurol Cultural Centre. Atay USLU, Head of Harmonization
and Communication Department; Salih Gürhan, Deputy Governor of Muğla; Dr.
Mehmet Gödekmerdan, District Governor of Bodrum; Zeki Arslan, District Governor of Menteşe; Hasan Özdemir, Deputy Director of Provincial Directorate of Migration; Deniz Korkmaz, Pro Consul of Consulate of the British Consulate in Bodrum
as well as more than one hundred foreigners participated in the meeting. Following
the meeting, District Governor of Bodrum was visited in his office by exchanging
views on new foreigners system.

Before the meeting, Head of Harmonization and Communication Department, Atay USLU
and migration assistant experts visited Mustafa Hakan Güvençer, Governor of Muğla. Information was given on new migration system, Law on Foreigners and International Protection,
activities of Migration Management and also Integration Activities. Following the visit, we
departed to Marmaris District. Deputy Governor of Muğla Salih Gürhan, District Governor of
Marmaris Ali Galip Saral, District Governor of Ortaca Hüseyin Yılmaz, District Governor of
Seydikemer Muammer Köken, District Governor of Datça Hamdi Üncü, District Governor of

Forum on Migration and Development-GFMD) 7. Zirve Toplantısı,
Genel Müdürlüğümüzü temsilen Sayın Genel Müdür Yardımcımız
Ahmet APAN ile göç uzman yardımcıları Serra BELENLİ ve Aykut
TURKAY’ın katılımlarıyla 14-16 Mayıs 2014 tarihlerinde Stokholm’de
düzenlendi. Ülkemizin Avrupa Birliği Bakanı ve Baş müzakereci Sayın
Mevlüt ÇAVUŞOĞLU tarafından temsil edildiği açılış törenine BM
Genel Sekreteri Ban KI-MOON, İsveç Veliaht Prensesi Victoria, İsveç
Başbakanı Fredrik REINFELDT ve İsveç’ten ilgili Bakanlar katıldı.
Küresel Göç ve Kalkınma Forumu’nun önemli ayaklarından birini
oluşturan ve çok sayıda ülkenin katılımıyla gerçekleştirilen “Platform
for Partnerships” toplantısında Genel Müdür Yardımcımız Sayın
Ahmet APAN, Fas temsilcisi Tarik SISSOU ile birlikte oturumu yönetti.
Zirve süresince gerçekleştirilen ikili ve çok taraflı görüşmelerde,
Sayın Ahmet APAN, 6458 Sayılı Yabancılar ve Uluslararası Koruma
Kanunu ile Göç İdaresi Genel Müdürlüğünü tanıttı. Türkiye, Zirve
Sonuç Toplantısında yapılan törenle forumun dönem başkanlığını
İsveç’ten fiilen devraldı. Türkiye’nin 2014-2015 yıllarında 18 ay süreyle
yürüteceği dönem başkanlığı görevi resmi olarak 1 Temmuz 2014’te
başlamıştır.
7th Summit of Global Forum on Migration and Development - GFMD
was held on 14-16 May 2014 in Stockholm with the participation of representatives of Deputy General Director of DGMM Mr. Ahmet APAN and
migration assistant experts, Serra BELENLİ and Aykut TURKAY with
more than 900 delegates representing 150 country and many international
organisations. Ban KI-MOON, Secretary-General of the United Nation;
Victoria, Crown Princess of Sweden; Fredrik REINFELDT, Prime Minister of Sweden and other relevant ministers from Sweden participated in
the opening ceremony represented by Mevlüt ÇAVUŞOĞULU, Minister of
EU Affairs and Chief Negotiator of Turkey.
With the participation of many countries, Deputy Director of DGMM
Mr. Ahmet APAN and the representative of Morocco Mr. Tarik SISSOU
chaired the meeting on “Platform for Partnerships” which is one of the
important parts of Global Forum on Migration and Development. During the bilateral and multilateral meetings conducted throughout the
summit, Mr. Ahmet APAN introduced the Law No 6458 on Foreigners
and International Protection as well as Directorate General of Migration
Management. With a ceremony conducted in the Summit Final Meeting, Turkey de facto took over the chairmanship of the Forum from
Sweden. The chairmanship of Turkey to be conducted for 18 months in
2014 - 2015 started officially on 1 July 2014.
GFMD NEDİR? WHAT IS GFMD?
Küresel Göç ve Kalkınma Forumu, Birleşmiş Milletler çatısı altında New
York’ta 14-15 Eylül 2006’da gerçekleştirilen “Uluslararası Göç ve Kalkınma Konusunda Yüksek Düzeyli Diyalog Toplantısı (High-Level Dialogue
on International Migration and Development)” sırasında ortaya atılan, bu
konuların daha sistemli ve derinlemesine tartışılabileceği bir “küresel forum” oluşturulması fikrinin genel kabul görmesiyle ortaya çıkmış, 2007
yılında Brüksel’de GFMD çalışma yöntemlerinin onaylanması ile somutlaşmıştır. Forum, gayri resmî yapıda, gönüllü katılım esasına dayalı, bağlayıcı olmayan kararlar alan, devletler arasında işbirliğini teşvik edecek
bir süreç niteliğindedir. Doğrudan BM bünyesinde olmamakla birlikte,
örgütle sıkı bağlara sahip olan Forum, alanındaki en kapsamlı diyalog
platformudur. Forum toplantılarına ilişkin raporlar Genel Sekreter aracılığıyla Birleşmiş Milletler üyelerine sunulmaktadır.
Global Forum on Migration and Development was proposed in the “HighLevel Dialogue on International Migration and Development Meeting”
organised under the UN in New York on 14-15 September 2006. The Forum
has emerged with the general acceptance of the opinion of establishing
a “Global Forum” in which related matters could be discussed more
systematically and more profoundly, and has become concrete with the
recognition of the working methods of GFMD in Brussels in 2007.
The forum is unofficial and based on voluntary participation principle and a
process making nonbinding decisions and encouraging cooperation between
the states. Although not included in the UN, the Forum has strong ties with
the organisation and it is the most comprehensive dialogue platform in
that field. The reports regarding the forum meetings are submitted to the
Members of United Nations via Secretary-General.

BURSA’DA İKAMET EDEN
YABANCILARLA BULUŞTUK
WE MEET THE FOREIGNERS RESIDING IN BURSA
Göç İdaresi Genel Müdürlüğü, Uyum Faaliyetleri kapsamında Bursa’da ikamet eden
yabancılarla buluştu. 10 Mart 2014 tarihinde gerçekleşen toplantıya, Bursa Kent
Konseyi Yabancılar Çalışma Grubu Temsilcisi ile Bursa’da ikamet izni ile yaşayan
farklı ülkelerin vatandaşlarından oluşan 50 kişilik bir grup katıldı. Bursa Valiliğinde
gerçekleşen toplantı, Uyum ve İletişim Dairesi Başkanı Atay USLU’nun Yabancılar
ve Uluslararası Koruma Kanunu, Göç İdaresi Genel Müdürlüğü ve Türkiye’nin yeni
göç sistemine ilişkin yaptığı konuşma ile başladı. Katılımcıların soruları ile devam
eden ve Bursa Vali Yardımcısı Mustafa KARSLIOĞLU ile Yabancılar Çalışma Grubu Temsilcisi Manon LEROY’un kapanış konuşmaları ile sona eren toplantıda yabancıların çalışma izinleri konusu üzerine yoğunlaşıldı.
Under the Harmonization Activities, Directorate General of Migration Management
met the foreigners residing in Bursa. A representative of Foreigners Working Group of
Bursa City Council and a group consisting of 50 people who are the citizens of different
countries residing in Bursa through residence permits participated in the meeting held
on 10 March 2014. The meeting started with the opening speech of Atay USLU, Head of
Harmonisation and Communication Department regarding the Law on Foreigners and

with the closing speeches of Mustafa KARSLIOĞLU, Deputy Governor of Bursa and Manon LEROY, Representative of Foreigners Working Group. The focal point of the meeting

Türkiye’nin yeni göç sistemini tanıttı. 4 Nisan 2014 tarihinde Ankara’ da gerçekleşen toplantıya 20’ye yakın Libyalı öğrencinin yanısıra, Libya Konsolosu
Sulimam O.S.Alsmakhy ve Libya Büyükelçiliği Kültür Müsteşarı Prof.Dr. Ayad
A.M.Ali katıldı. Toplantıda; Göç İdaresi Genel Müdürlüğü Uyum ve İletişim
Dairesi Başkanı, Yabancılar ve Uluslararası Koruma Kanunu ile Türkiye’nin
yeni göç sistemini tanıtırken, katılımcılar da Türkiye’ye girişlerinden itibaren
karşılaştıkları olumlu-olumsuz deneyimleri paylaştı ve Türkiye’nin göç sistemine ilişkin sorularını yöneltti.
Directorate General of Migration Management introduced Turkey’s new migration
system to Libyan students having training in Ankara. Almost 20 Libyan students and
Sulimam O. S. Alsmakhy, Libyan Consul as well as Culture Undersecretary of Libyan
Embassy participated in the meeting held on 4 April 2014. During the meeting, Head
of Harmonization and Communications Department introduced the Law on Foreigners and International Protection and the new migration system of Turkey and the
participants shared their positive and negative experiences they encountered from the
moment they came to Turkey and also addressed questions regarding Turkey’s new
migration system.

HARMONIZATION WORKSHOP FOR ASYLUM SEEKERS
AND REFUGEES
Göç İdaresi Genel Müdürlüğü Uyum ve İletişim Dairesi Başkanlığı Kocaeli
Valiliğini ziyaret etti. Bu ziyaretler çerçevesinde Valilik’te Göç İdaresinden
Sorumlu Vali Yardımcısı Abdullah Etil ve Kocaeli İl Göç İdaresi Müdür
Vekili Enver Düz ile görüşüldü. Vali Yardımcısı Etil Kocaeli’ndeki İl Göç
İdaresinin teşkilatlanması ile ilgili olarak, kadro dahilinde 26’sı uzman olmak
üzere 50 kişilik kadro ayrıldığını; Gebze ve İzmit olmak üzere iki ayrı ilçe
müdürlüğünün kurulacağını bildirdi. Görüşmelerde ülkemiz için ekonomik
açıdan büyük öneme sahip sanayi bölgesi Kocaeli’nin sunduğu iş imkânları
ile göçmenler için cazip bir merkez olduğu ve çok sayıda yabancı çalışana ev
sahipliği yaptığı vurgulandı.
Görüşmeler sırasında Kocaeli’nde ikamet eden göçmenlere yönelik Göç
İdaresi Genel Müdürlüğü hakkında farkındalık uyandırma ve yeni kanun
hakkında bilgilendirme toplantısı gerçekleştirildi. Yapılan görüşmelerde
Uyum ve İletişim Dairesi Başkanı Atay Uslu, 11 Nisan 2014 itibariyle yürürlüğe giren Yabancılar ve Uluslararası Koruma Kanununa ilişkin bilgi verdi
ve kanunun yürürlüğe girmesiyle birlikte Göç İdaresi Genel Müdürlüğü’nün
operasyonel hale geldiğini anlattı.
30 Nisan 2014 tarihinde Ankara’ da Göç İdaresi Genel Müdürlüğü (GİGM),
Sığınmacılar ve Göçmenlerle Dayanışma Derneği (SGDD-ASAM) ve İngiltere
Büyükelçiliği işbirliğinde “Sığınmacılar ve Mültecilere Yönelik Uyum Stratejisi
Oluşturulması Çalıştayı” düzenlendi. İş Kurumu Genel Müdürlüğü (İŞKUR),
Kızılay Genel Müdürlüğü, Amasya Belediyesi, Türkiye Barolar Birliği (TBB)’nin
yanı sıra BMMYK (UNHCR) ile UNICEF katıldı. Çalıştaya alanında uzman sivil
toplum kuruluşlarından Uluslararası Af Örgütü, Toplum ve Hukuk Araştırmaları
Vakfı (TOHAV), İnsan Kaynaklarını Geliştirme Vakfı, Kadın Dayanışma Vakfı,
Türkiye Ekonomi Politikaları Araştırma Vakfı (TEPAV), Ravza Eğitim Vakfı,
İnsan Hakları Araştırma Derneği, İnsan Hakları Gündemi Derneği, Hayata
Destek Derneği, Mültecilerle Dayanışma Derneği (MülteciDer), Uluslararası
Katolik Muhacerat Komisyonu (ICMC), Kaos Gey ve Lezbiyen Kültürel
Araştırmalar ve Dayanışma Derneği (Kaos GL), HayatCan Derneği, İnsan
Hakları Ortak Platformu ve Tarlabaşı Toplum Merkezi temsilcileri de katıldı.
Ayrıca Afganistan, Irak, Pakistan ve Somali’den gelerek ülkemizde yaşayan
sığınmacı olarak bulunan kişiler de çalıştaya katılım gösterdi. Çalıştayda, sivil
toplum kuruluşları ve yerel yönetim temsilcileri uyum süreci kapsamında
sahada edindikleri tecrübe ve gözlemleri paylaştı
Directorate General of Migration Management (Harmonization and Communications
Department) visited Governorship of Kocaeli. Within the framework of the visits, Abdullah ETİL, Deputy Governor charged with Migration Management and Ender DÜZ,
Deputy Manager of Migration Management of Kocaeli were visited. Regarding the organisation of Provincial Directorate, Deputy Governor ETİL informed that 50 staffs including
26 experts will be appointed and two district directorates, Gebze and İzmit, will be established. During the meetings, it was emphasised that Kocaeli, an industrial city having an
economic importance, is a charming centre for migrants as it offers business opportunities
and hosts a great number of employees.
During the meetings, the conference on raising awareness related to the Directorate General of Migration Management, and public availability session on the new law was held
for the migrants residing in Kocaeli. Atay Uslu, Head of the Harmonization and Communications Department delivered information on the Law on Foreigners and International
Protection which entered into force as of 11 April 2014, and expressed that the Directorate
General of Migration Management became operational upon the entry into force of the
related law.
“Workshop on Creating a Harmonization Strategy for Refugees and Asylum Seekers” was
held in Ankara on 30 April 2014 under the cooperation of Directorate General of Migration Management (DGMM), Association for Solidarity with Asylum Seekers and Migrants
(ASAM), and British Embassy, Turkish Employment Agency (İŞKUR), Turkish Red Crescent, Municipality of Amasya, Union of Turkish Bar Associations (TBB), as well as UNHCR
and UNICEF participated in the event. Representatives from the non-governmental organizations of Amnesty International, Foundation for Society and Legal Studies (TOHAV),
Human Resource Development Foundation (İKGV), Foundation for Women’s Solidarity,
Economic Policy Research Foundation of Turkey (TEPAV), Ravza Training Foundation,
Human Rights Research Foundation, Human Rights Agenda Association, Support to Life
International Humanitarian Aid Agency, Association for Solidarity with Refugees (MülteciDer), International Catholic Migration Commission (ICMC), Kaos Gay and Lesbian
Cultural Research and Solidarity Organization (KAOS GL), HayatCan Foundation, Human
Rights Joint Platform, Tarlabaşı Community Centre also participated. In addition, persons
coming from Afghanistan, Iraq, Pakistan, and Somalia and living in Turkey as asylum seekers participated in the workshop, as well. Representatives from non-governmental organisations and local authorities shared their experiences and observations they acquired in the
field within the scope of the harmonization process.

THE PRIME MINISTRY MEMORANDUM ON THE READMISSION AGREEMENT
PUBLISHED IN THE OFFICIAL GAZETTE
Göç İdaresi Genel Müdürlüğü’ne destek sağlayacak, Geri Kabul Anlaşması ile ilgili Başbakanlık Genelgesi Resmi Gazete’de
yayımlandı.
16 Aralık 2013 tarihinde “Türkiye Cumhuriyeti ile Avrupa Birliği Arasında İzinsiz İkamet Eden Kişilerin Geri Kabulüne
İlişkin Anlaşma” imzalanmış ve Türkiye Büyük Millet Meclisi onayına sunulmuş olup, bu anlaşmaya paralel olarak AB ile
vizelerin karşılıklı kaldırılması amacıyla “Vize Serbestisi Diyaloğu” süreci başlamış bulunmaktadır.
Bu süreçte yükümlülüklerimizin eksiksiz ve zamanında yerine getirilmesi adına Başbakanlık tarafından 16 Nisan 2014
tarihinde Resmi Gazete’de “Geri Kabul Anlaşması” konulu genelge yayımlanmıştır. Söz konusu genelge ile ülkemizin bulunduğu
coğrafyanın en önemli sorunlarından biri olan düzensiz göçle mücadelenin daha etkin yürütülebilmesi için İçişleri Bakanlığı
Göç İdaresi Genel Müdürlüğü’nün idari kapasitesinin arttırılacağı belirtilerek, ilgili kamu kurum ve kuruluşları tarafından
genel müdürlüğe gerekli hukuki, mali, idari ve teknik her türlü katkı ve desteğin sağlanması istenmiştir.
The Prime Ministry memorandum on related to the Readmission Agreement that will support the Directorate General of Migration Management has been published in Official Gazette.
“The Agreement between the European Union and the Republic of Turkey on the readmission of persons residing without authorisation”
was signed on 16 December 2013 and submitted for the approval of the Grand National Assembly of Turkey; and the process of “Visa Liberation Process” has been started in order to mutually abolish visa requirement together with the EU in line with this agreement. In this
process, a memorandum themed “Readmission Agreement” was published in Official Gazette on 16 April 2014 by the Prime Ministry,
in order for our obligations to be carried out in full and in time. In the mentioned memorandum, it is specified that the administrative
capacity of the Directorate General of Migration Management under the Ministry of Interior will be enhanced in order to conduct the
combat against irregular migration, which is one of the most important problems in the region where Turkey is located, and it is requested
that the DGMM be provided any kind of required legal, financial, administrative, and technical contribution and support by the relevant
public institutions and organizations.

‘WOULD YOU BE MY FELLOW? A HAND FOR FONDNESS’
Afyonkarahisar Vali Yardımcısı Adem USLU başkanlığında, çadır kent ve
konteyner kent dışında kalan, geçici koruma altındaki Suriyeliler ile ilgili
koordinasyon toplantısı gerçekleştirildi. Toplantıda Afyonkarahisar İl
Göç İdaresi Müdürlüğü tarafından hazırlanan Kardeşim Olur Musun? &
Sevgiye Uzanan El Projesi’nin tanıtımı yapıldı. Bu proje ile Suriyelilerin
karşılaştıkları sorunların en aza indirilmesi, yaşam koşullarının
iyileştirilmesi ve Türk halkı ile Suriyeliler arasında köprü oluşturulması
amaçlandığı belirtildi. Ayrıca Valilikce, Valiliğe bağlı kuruluşlar ile Sivil
Toplum Kuruluşlarınca sunulacak hizmetler görüşüldü. Bu kapsamda,
Afyonkarahisar’da bulunan Suriyelilerle ilgili alan çalışması yapılarak
ihtiyaçların tespit edilmesi ve bu ihtiyaçların karşılanması, sosyal içerikli
programların hazırlanması, uyum kurslarının açılması, Türk halkı ile
etkileşimin arttırılması gibi planlanan faaliyetler görüşüldü.
Under the presidency of Adem USLU, Deputy Governor of Afyonkarahisar,
a coordination meeting on the Syrian nationals under temporary protection, residing outside tent city and container was held. Would You Be My
Fellow? & A Hand for Fondness Project that was prepared by Afyonkarahisar Provincial Directorate of Migration was introduced during the meeting.
It is stated that it is aimed to minimize the problems the Syrian nationals
face, to improve their living conditions, and to establish a bridge between
the Turkish people and the Syrian nationals by the virtue of this project.
Besides, the services to be provided by the Governorate, the agencies under
the Governorate, and Non-governmental Organizations were negotiated.
Within this scope, the activities planned such as detecting the requirements
and meeting such requirements upon conducting field missions about the
Syrian nationals in Afyonkarahisar, preparing sociological programmes,
opening harmonization courses, and increasing the interaction with the
Turkish people were discussed.

üzere İçişleri Bakanlığına bağlı Göç İdaresi Genel Müdürlüğü
kurulmuştur. ’
The Directorate General of Migration Management was established by the Law numbered 6458 on Foreigners and International Protection which entered into force with all provisions
on 11 April 2014. Article 103 of the mentioned Law arranges
the establishment of the DGMM:
‘ARTICLE 103 – (1) The Directorate General of Migration Management has been established under the Ministry of Interior in
order to implement migration policies and strategies, ensure
coordination among relevant agencies and organisations, and
carry-out functions and actions related to the entry into, stay
in and exit from of foreigners in Turkey as well as their removal, international protection, temporary protection and the
protection of victims of human trafficking.
