Prof. Dr. Alparslan AÇIKGENÇ Tertip Heyeti Baþkaný WHY TECHNOLOGY AND VALUES? International Foundation for Technology, Economic and Social Research (UTESAV) has been actively involved in research activities concerning issues related to civilizations. We may remind in this respect the formerly organized international conference in 2010 when the issue of values were taken up only in relation to civilizations. These conferences are organized after a series of workshops in which ideas are developed and also experts are searched in the area. This kind of activity, we believe, is paramount importance for civilization studies. Especially, in today's world, the intensity of the relations between civilizations increases through the advancing communication and transportation technologies. However, there has not yet been a global consensus on a normative ground and a system of values which would regulate the “inter-civilizational relations”. On the other hand, the global civil society, which is increasingly organized more closely, needs a system of global values with a consensus on it. Therefore, the concepts of civilization and relations between civilizations, which have been constantly discussed throughout history, has now become a more crucial and common topic of our agenda. This conference introduces another dimension to this agenda: technology taken in relation to values as well. One of the most significant factors in the socio-cultural phenomenon of civilization is undoubtedly technology. How should we look at technology? How is it, if it is, related to values? These and more important questions will be taken up in this one day symposium. The aim and objective of the symposium is to bring scholars in close contact with policy makers, politicians, businessmen, journalists and the general public. This way we hope that everyone can benefit from each other's approach. Also we hope that those who may not somehow be involved actively in everyday issues may come in contact with them through all levels of participants. Thus, with this symposium, we have aimed at emphasizing once more that the real and beneficial success of technology heavily dependent on its relationship with the system of values which are the basis of our life both as individual and society. UTESAV hopes that the Symposium will provide, as the previous symposia, our country's esteemed intellectuals, politicians, the prominent members of culture and business world and students with the opportunity of listening speeches about the different aspects of the relationship between civilization and values, with an interdisciplinary perspective, from distinguished scholars from around the world. This effort is particularly significant at such a turning period when we face many global disasters these days mostly because of careless technology which sees only material gain and perhaps hunger for power as its value. At this point, the “International Symposium on Civilization, Technology and Values” has been organized with the purpose of exploring and contributing to these issues from many different perspectives by scholars and businessman from different backgrounds. We hope that this will be a humble contribution to the world community by those who are concerned with the future of this global community. Prof. Dr. Alparslan AÇIKGENÇ The Chairman of the Organization Board It seems that the axis of global geo-politics is now shifting from nation-states to civilizations. The commonly known prediction about the clash of civilizations has put the issues of what a civilization is and the nature of relationship between civilizations on the agenda of humanity in such a way that no one can ignore them anymore. The basic values of civilizations shape our life more particularly with the topic of this symposium; technology. Therefore, in the Symposium, the relationship between “civilization-technology and values” has been given a special place. These two interrelated phenomena, namely civilization and technology are brought into focus to the sphere of ethics and morality. For this reason UTESAV believes that some values are always driving forces of technology and more particularly civilizations. However, many among people may not be aware of these underlying values. What is more crucial is human greed and other worldly interests may drive us to a sphere both in technology and civilization where we simply overview human values. Humanity at large and indeed many other living beings sharing this life with us, may suffer as a result of neglecting these values. Are religion, culture, civilization, history and capital among these elements? How are abrahamic religions related to the universal values? How is universality different than globality? Do cultural movements always stem from a religious root? How did the changes in the understanding of economy affect cultural movements? Is capital movement capable of explaining emergence and rise of Protestantism? What is the starting point of globalism which emerged right after the rise of Protestantism? How did capitalism affect the world politically? How does globalization affect people spiritually? Is it possible for globalization to fulfill men's spiritual needs? Which ideology can keep globalization from rising; if none, can religion succeed? Can we prevent globalization's stealing or attempting to steal from our spirituality by Islam's principles? What is the opium of the people in reality; religion or globalization? Uluslararasý Teknoloji ve Deðerler Sempozyumu 13 Ist SESSION : TECHNOLOGY - CIVILIZATION RELATIONSHIP MODERATOR : Prof. Dr. Alparslan Açýkgenç / Yýldýz Technical University Prof. Dr. Zekai Þen, Istanbul Technical University “Technology and its Place in Islamic Civilization” Abstract Biography Through the history of civilizations four basic matters have been the most essential for men: water, earth, air and fire. The very first technological devices were the primary gadgets which started to appear during the period while each matter was processed and utilized to society as to satisfy men's daily, seasonal and yearly needs in a sustainable way. Just as civilizations revealed themselves near water resources, developing tools that could help and support them to shelter, cover and protect themselves against extreme incidents in nature was another way of this revealment. The first civilizations were named after the materials they used. Today we are able to classify the ancient civilizations according to some technological remains we have, such as neolitic, paleolithic, copper, bronze, iron etc. ages. Various tools from these ages, along with rationalist movements led the period in which more abstract tools could be imagined. But these traces can be found in Ancient Greek civilization. After Islam was sent to men, and with addition of experimentalism to rationalism, the first designs and sketches of today's automation tools were made and the remains of these designs passed on to Europe, and eventually gave rise to Industrial Revolution. Zekai Þen has obtained B. Sc. and M. Sc Degrees from Technical University of Ýstanbul, Civil Engineering Faculty, Department of Reinforced Concrete in 1971. His further post-graduate studies were carried out at the University of London, Imperial College of Science and Technology with a TÜBÝTAK NATO grant. He was granted Diploma of Imperial College (DIC) in 1972, M. Sc. in Engineering Hydrology in 1973 and Ph. D. in stochastic hydrology in 1974. Þen has worked in different countries such as England, Norway, Saudi Arabia, and received the Prof. title from Saudi Arabia, King Abdulaziz University, Faculty of Earth Sciences in 1983. After summarizing the contributions of technological developments of the past civilizations -although they seem primitive for our day-, some examples will be presented for the roots of today's technological developments that were caused by Islamic civilization's spread within 6-7 centuries right before Renaissance. Another aim of this talk is to make explicit the traces of Islamic civilization in the history of technology which are already or almost forgotten even in Muslim countries. 14 International Symposium On Technology And Values Prof. Zekai Þen, was chosen to be one of 500 pioneer people for the next thousand years. He has received many national and international awards, including a TÜBÝTAK Encouragement for his method named Otoran in 1978, ÝTÜ Rectorate plaque in 1985, American Institute of Hydrology signet in 1986, TÜBÝTAK Award of science in 1993, and in 1998 he was chosen to be The man of the year by American Biographical Institute. His main interests are water sciences (hydrology, hydraulics); earth sciences (hydrogeology, rock mechanics, engineering geology); atmospheric sciences (hydrometeorology, renewable energy, climatology); Mathematics-Statistics (Stochastic process, fractal geometry, Geostatistics, Kriging method, fuzzy logic); history, philosophy, psychology, sociology and methods of Science. I. OTURUM : TEKNOLOJÝ ve MEDENÝYET ÝLÝÞKÝSÝ OTURUM BAÞKANI : Prof. Dr. Alparslan Açýkgenç / Yýldýz Teknik Üniversitesi Doç. Prof. Dr. Edward Omar Moad, Qatar University “Technology and Values in a Civilizational Context” 16 Abstract Biography A perennial challenge in the history of human thought has been to defend the possibility of recognizing universal, objective values against the forces of moral nihilism. By these, I mean, primarily, the ostensibly opposing tendencies to moral skepticism on the one hand, and moral chauvinism on the other. I will raise the concern that the current explosion in communications technology has strengthened these forces by exacerbating the factors from which they have historically emerged: the conspicuous appearance of intractable moral and cultural conflict. In today's world, this increases the appeal of the false promise of resolution represented by liberal utilitarianism, which I argue is moral nihilism in disguise. This paradigm is reinforced by the dominance of technologically oriented thinking that elevates the procurement of means as an end in itself. The result is the homogenization of human values under this framework. Today's conflicts ensue, not as a result of irreconcilably diverse values, but of irreconcilable identities struggling under the same paradigm, over the common value which, alone, that paradigm admits as objective: power. But their misrepresentation as conflicts between opposing value systems (as religious, civilizational, etc.) increases the appearance of the intractability of moral diversity, reinforcing the public argument for 'secularization'; that is, the homogenization of humanity under the same means-oriented moral paradigm that is the root of the problem. Our challenge, as always, is to continually rediscover the universal moral reality amidst the diversity of the imperfect expressions we give of it. We have to walk a fine line to avoid being driven by the threat of moral nihilism into unreflective assertions of morally vacuous identities (i.e. 'fundamentalism'), and to avoid being lured into moral nihilism by the false promise of universality represented by the empty, means oriented paradigm of liberal utilitarianism. Both roads lead to the same point. What role could technology have in pursuit of this goal? Victories against the forces of moral nihilism in history have always been won through the right sort of discourse, whether in a philosophical, religious, or political context. Whether technology can be an ally in this today would seem to turn, then, on the degree to which communications technology can be harnessed to facilitate this kind of discourse. Is technology an indispensable item, that we cannot do without? What elements are there behind technique and technology, so that they are capable of creating a value? What is the philosophical foundation behind the idea of “Machine Man”? Or else, can we use technology with contentment for satisfying our needs? Should we continue using technology without recognizing its damages, since it satisfies our needs? Or should we produce technology rather than importing it? If we were to produce it, can we avoid its possible damages? How and in which ways technology changed our values? If it does, how and with which means does technology create values? Does technology mechanize men? Can men be mechanized? Can robots replace men? Can men become robots? Does a mechanized man or a robot man lose its freedom? Or can he preserve his human features? Uluslararasý Teknoloji ve Deðerler Sempozyumu 19 SESSION : TECHNOLOGY - VALUE RELATIONSHIP MODERATOR : Prof. Dr. Mahmut Kaya / Istanbul University Prof. Dr. Bilal Kuþpýnar, Necmettin Erbakan University “Technology and Values within the Perspective of Spirituality” 20 Abstract Biography Obviously, it is very difficult to question the power of technology which surrounds human beings from all directions and constantly keeps them under its influence. As has been emphasized by some researchers, technology is by no means neutral or impartial. On the contrary, it has its own 'mind' and 'mental structure.' Generally speaking, in societies lacking spirituality this one-sided 'mindset'technology- appears to have been placed at the very center of the so-called development plans and consequently it takes control of the whole human self, his/her individual freedom and conscience. People living in this type of society, having been captivated and imprisoned to the sway of the technology which they have been using irresponsibly and all in the name of the so-called progress and being modern, have gradually turned into as if 'mechanic beings' devoid of spirit and imagination, yet without being aware of their actual conditions. The most important question we need to reflect on in such dramatic circumstances is: how is it possible that we can emancipate ourselves from the imprisonment of the exceedingly controlling power of the day-by-day increasing new technologies? What should we do in order to be a ruling 'master' of it instead of being a 'slave' ruled by it? Given that it is impossible to throw it out completely from our life, how can we delimit it and utilize it for positive and good purposes? Of course various answers can be given to these questions and similar ones by social thinkers and social scientists. However, our approach to this issue here will be humancentered; we shall, in other words, treat all these questions mainly in conjunction with human nature and disposition (fitrat) and examine them from the perspective of Mawlana Jalal al-Din Rumi's Qur'an-based worldview. From his teachings we shall attempt to extract certain guidelines and principles that will help the today's human beings in the responsible use of technology. In fact modern technology is driven by modern secular philosophy of science that can affect the way human beings think. In other words, the thought and the basic belief of one would have an effect on scientific activities including technology. From three theories of technology (i.e. instrumental, substantive and critical) it is the critical theory that deals mostly with social values. It is because technology involves not only technical problem solving and its method, but also economic, political, socio-cultural, and infrastructural context of technological decision-making. Just as socio-cultural and economic values are imbedded in technology it is plausible enough to inculcate Islamic values in modern technology. It is conceptually justifiable from the perspective Islamic philosophy of science and practically is applicable from the five interrelated objectives of shariah namely: protection of the religion, intellect, life, progeny, and wealth. Assoc. Prof. Dr. Hamid Fahmy Zarkasyi M.A, MPhil, obtained his Philosophy Doctor from International Institute of Islamic Thought and Civilization (ISTAC), International Islamic University, Malaysia (IIUM). He is currently the Deputy Rector and Director of post-graduate Program of Darussalam University, Gontor, Indonesia. In the meantime he is also the The Director of Institute for the Study of Islamic Thought and Civilization (INSISTS), Jakarta Indonesia. Since 2012 he has been appointed as the Chairman of The Council for Young Muslim Scholars of Indonesia (MIUMI), Jakarta. He is teaching the subject of Islamic Philosophy and Islamization of Contemporary Knowledge. International Symposium On Technology And Values II. Prof. Dr. Rainer Brömer, Fatih University, Istanbul “Technology and Values in Western Perspective: Secular and Religious Approaches” Abstract Biography Technology pervades all areas of the daily lives of a large proportion of the World's population. Overall life expectancy has been growing steadily, but so has inequality between and within most countries of our planet. Technological improvements are undeniably valuable but not value-free, creating new social problems requiring serious ethical approaches to deal with their consequences. There is broad agreement between secular and religious thinkers about the need for a sensitive, sophisticated engagement with technology and its impact on humanity and the biosphere as a whole. Emerging disciplines such as bioethics and environmental ethics are struggling to come to terms with the rapid changes in the way we are dealing with living beings, just as our ability to affect biological processes continues to grow dramatically, to the point where there is talk of entering a 'transhumanist' era in which biology and technology are coalescing to create cyborgian chimeras - some people's dream, most people's nightmare? Rainer Brömer was born in Germany, in 1965. He received his MA degree from Friedrich Schiller University Jena, Institute for History of Medicine, Sciences, and Technology, Germany in 1994. And he received his PhD degree from Georg August University, Department of History of Science, Germany, in 2008. Between years 1996-2010, he has worked in many universities including ones from USA, England and Germany. Currently, Dr. Brömer works at Fatih University Philosophy department, and teaches courses on History of Medicine, Bioethics, History and Philosophy of Science, Philosophy of Environment and Environmental Ethics. This paper will introduce some exemplary concepts regarding the relationship between technology and the living, focusing on the areas of medicine and human-biosphere relations. 24 International Symposium On Technology And Values III. Human history has been marked by different ages starting with the Hunter Age which was characterised by physical strength and endurance. This period was followed by the Agrarian economy, where human understood soil conditions and seasons as well as natural cycles. This lead to the Industrial Age, where technicians, engineers and managers applied the skills for the production lines. This age was followed by the Technology Age, where the technical skills applied to software, design and intellectual capacity. These advances led to the Information Age where we are now and where information has been made available and turned into knowledge to create a closer world than ever. The aim for the next stage in human progress on earth is to achieve the Sustainable Age. The period of each age has been getting shorter and shorter because of the increased human capabilities and skills, as well as critical mass. Faith and knowledge have played a major role in the progress of humanity since the beginning of civilisation. First they contributed to the wellbeing and then to acquiring skills. Acquiring knowledge comes in different ways through reading, hearing, seeing, experimenting, etc. But discovering new knowledge is mostly come through inspiration, imagination or revelation. It is said that new knowledge comes to the prepared mind, but without the faith in believing that there is knowledge out there to be discovered, there could be no discoveries. In other word, new knowledge comes to the prepared minds through faith inspired imagination. The talk will discuss the relation between faith, true beliefs, science and knowledge with their impact on human progress and the creation of civilisation and achieving sustainable development. Examples of faith inspired scientific achievements will be given from the three monotheistic Abrahamic religions; namely Judaism, Christianity and Islam. 26 International Symposium On Technology And Values III. Even though environmental problems emerged as local and partial in the beginning, over time they became universal due to the outcomes concerning any kind of construction. After arriving at this phase, these problems led to the reinvestigation of the men-environment, men-universe relationships. For this investigation, the mechanical universe understanding's yielding its place to an understanding in which universe is an organic and alive organism was also influential. After all, man is a being who questions his environment, the universe and his place within these. Hence, as a result of this nature a new philosophy of environment emerged, which radically criticizes the modern man-universe understanding. Naturally, constructions from different cultures and worldviews created different philosophies of environment. As a philosophy of environment was established, mainly technology, which was majorly responsible for the environmental problems and which was a product of the concept of modern science, and its effect on “subjugation of nature and being the master of nature” was questioned. Philosophers, such as Heidegger and his pupil Marcuse went even further by questioning and criticizing the worldview that created and developed technology. In the light of the ideas denoted above, philosophy of environment and technology will be the main topic of this study, and the relationship between environment- men and technology in our context will be examined. What is more, we will try to present the understanding our worldview does/can provide on environment and technology, although roughly. 30 International Symposium On Technology And Values During his academic studies, Prof. Dr. Özdemir visited many universities as “visiting professor” and attended conferences and scientific meetings, including universities from USA, South Africa, Indonesia, Australia, Russia, Sweden, Switzerland, Germany and South Korea and has publications in Turkish, English, Arabic, Persian and German. It is possible to explain the effect development of technology and its applications have on humanity with Rumi's poems and sayings. Rumi, with his infinite tolerance created a different understanding of “universal intellect”, and has illuminated our today from centuries behind, and has been a light to our roads, with his work Mesnevi, in which letters are like words, words are like couplets, and couplets are like oceans. Today, intellectuals of the Western world claim that three elements are to be absolutely satisfied in order to create an environment available for innovation – ability, technology and tolerance… Among these three, tolerance is a natural element that already takes place in our culture and religious discourse. It is possible to see examples for our people's abilities, patience, stability in every field. Technology and its applications, a field Western world has advanced in, has spread all over the world now. Rumi, who has introduced us values beyond technology with his works, claims that man who is the honorable of all beings, has innovative approaches are within him with “different and various” intellects bestowed to men by the Creator, like in the saying “We love the created, For the Creator's sake” by his contemporary Yunus Emre… Halil Kulluk is the Founder and Chairman of Intekno Group of Companies.
