1. Abstract
The project started to be implemented by April 2009. The initial action undertaken for the
project was to explore the existing wetland management structures in Turkey. Meetings were held
with NGOs and Government institutions to generate ideas for the best wetland management
structure based in the previous experiences in Turkey. Following the outputs of these meetings
were discussed with the Ministry of Environment and Forestry but also with the key decisionmakers and diverse stakeholders in the Kızılırmak Delta. As a result, all parties agreed that it
would be beneficial to identify a different additional management structure than the Local
Wetland Commission. The responsibility of the Local Wetlands Commission covers all the
wetlands within a province and only includes members at provincial level but the setting up of
technical commission for a specific area including members from land users such as farmer etc.
will support the successful implementation of the wetland management plan. Successively, we
directed our activities to support the establishment of a Technical Commission for the Kızılırmak
Delta by the Local Wetlands Commission. Our first activity with the Kızılırmak Delta Technical
Commission was to organise a field visit to the Gediz Delta. The aim of the visit was to create a
ground for experience sharing between the two deltas. The technical commission was especially
asked to evaluate the Gediz Delta Union model and learn about their experiences but also to
explore the similarities about the management process of the Gediz Delta. During the fieldtrip
several different stakeholder meetings were also organised for experience sharing.
In accordance with our second project objective, the preparation of a guidebook about the
Ramsar Sites in Turkey has been initiated. Initially it was planned to prepare a simple booklet
about the Ramsar Sites in Turkey but after a series of consultation with the Ministry it has been
decided that it would be a book that would give more details about the areas. This decision leads
the project team to spend more time on the preparation, design and translation of the book. The
book is expected to be finalised and published by late September – Early October 2010. The
content of the book describes the values, issues, management planning process for each Ramsar
Sites in Turkey.
Under the 3rd objective of the project a fieldwork was carried out in two intervals to eight Ramsar
Sites that are in the process of implementing their management plans. The first trip was made
with the collaboration of Serhan Çağırankaya from the Ministry of Environment and Forestry,
Melike Hemmami, Water Policy Coordinator of Doğa Derneği and Can Yeniyurt, Project Officer
and Key Biodiversity Areas (KBA) Officer of Doğa Derneği. The first trip included Burdur Lake,
Gediz Delta, Manyas Lake and Uluabat Lake. The second trip was made with the collaboration of
Serhan Çağırankaya from the Ministry of Environment and Forestry, Esther Koopmanschap,
Centre for Development Innovation also Ramsar CEPA Board Member, Melike Hemmami,
Water Policy Coordinator of Doğa Derneği and Can Yeniyurt, Project Officer and Key
Biodiversity Areas (KBA) Officer of Doğa Derneği. The second fieldtrip included Sultan
Marshes, Yumurtalık Lagoons and the Göksu Delta. An additional trip was made by the Project
Officer Can Yeniyurt to the Kızılırmak Delta. During both fieldtrip interviews were carried out
with the Directorate of the Ministry of Environment and Forestry officers responsible for the
implementation of the management plan in their area. Additionally, when possible other
institutions and stakeholders were also consulted.
Finally, the outputs of the interviews were shared in a meeting held in Samsun with all the
Management Plans responsible staff members of the Provincial Directorates of the Ministry of
Environment of all the Ramsar Sites in Turkey. The relevant NGOs representatives were also
present in the workshop. The workshop was a success by ensuring the participation of 56
persons from different areas in Turkey. The workshop outputs were also included in the Ramsar
Sites Management Plan evaluation report.

Following the kick-off meeting of the project in April 2009, in order to identify the appropriate
local management structure for Kızılırmak Delta the Project Officer initiated a research, meetings
and interviews with relevant stakeholders in the area of Wetlands Management Planning. In order
to reach this aim, the first action undertaken was to evaluate the existing management structures
in the Ramsar Sites with management plan in Turkey.

An Uluabat lake Management Plan Steering Committee is set up
under Bursa Local Wetland Commission. The meeting of this
committee is constituted by local authorities and NGOs based
in the region
The implementation of the Gediz Delta Management Plan is
undertaken by Izmir Bird Paradise Conservation and
Development Union in coordination with the Provincial
Directorate of MoEF. The finance of the Union is generated
through the municipalities of the area which spare 1000/1 of
their annual budget for the union.
No specific body has been set up for the Management of the
Burdur Lake. The decisions are made through the Burdur Local
Wetlands Commission and the secretariat is undertaken by the
Provincial Directorate of MoEF.
A Steering Committee under the Adana Local Wetlands
Commission is responsible of the implementation of the
Yumurtalik Lagoons Management Plan which can set up a
technical commission formed by expert wherever it might be
needed. The Members of this commission are the staff of the
Governorship, Municipalities of the area, Village Mukhtars
(elected headman of the village), Water Products Kooperatives,
Hunting club members.

After the compilation of information related to different management structure these were
evaluated together with the Wetlands Division of the MoEF and several NGOs (WWF Turkey,
Bird Research Society - KAD) experienced in the area of Wetlands Management Planning in
Turkey. The discussions were focused on the advantages and disadvantages of the existing
structure and on how could this be developed further for better success in the implementation of
Wetland Management Plans in Turkey (Activity 1.1). The outputs of these meetings and
consultation process were then shared with relevant stakeholders in the Kızılırmak Delta such as
the decision makers (Governorship of Samsun, Special Province Administration, Provincial
Directorate of Environment and Forestry, Provincial Directorate of the Agriculture, State
Hydraulic Works, Administrative District of Bafra, Administrative District of Ondokuzmayis
District), but also stakeholders like Ondokuzmayis Hunting Club, Bafra Hunting Club,
Municipality of Doganca, Municipality of Yorukler, headmen of the villages around the site.
Furthermore, additional meetings were held at the Provincial Directorate of Environment and
Forestry with the above-mentioned stakeholders for further discussions and the development of
the best management structure idea for the Kızılırmak Delta (Activity 1.2). As a result of this
consultation process the Local Wetlands Commission of Samsun Province decided to establish a
Technical Commission for the Kızılırmak Delta in order to support the implementation of the
Kızılırmak Delta Management Plan. The reason under the need of establishing such a technical
commission was fed by the need of having a closer link with primary stakeholders in the area.
The technical commission would also enable the land users to participate to the decision taking
processes about the site and also would support the site to be managed together with the
stakeholders. The members of the technical commission were;

The difference of this Commission compared to the Samsun Local Wetland Commission is the
participation of the last 7 Members in the list above. The Commission meets at regular intervals
(once in two months) and coordinates the implementation of management plan of the Delta.
The next step undertaken in this project was to organise a study tour to the Gediz Delta together
with 4 members (Governorship of Samsun, Municipality of Doganca, Provincial Directorate of
Agriculture, Provincial Directorate of Environment and Forestry) of the newly set up technical
commission. The aim of the visit was to create a ground for experience sharing among both sites.
During three days, many meetings were held with different stakeholders of the Gediz Delta
region. The Kızılırmak Delta Technical Commission members were especially impressed of the
structure of the Union and how it was possible to generate finance through the Municipalities.
Another impressive point was the coordination among the different stakeholders of the Delta by
organising monthly meetings with all the parties involved in the management plan of the site.
Many discussions were also made on the common problems face in both sites, these discussion
raised the importance to foreseen some problems that might generate in the Kızılırmak Delta in
the future. The fact of Gediz Delta being close to a big city like Izmir creates a lot of threats for
the site. The technical commission realised the importance of taking preventive steps in order not
to face the same problems in the Kızılırmak delta in the future. The visit also raised awareness on
how to make use of the bird diversity as an added value for the region. This aspect of the Gediz
Delta was thought of a good development to be used in the Kizilirmak Delta in order to create
an opportunity to attract tourist to the site and making use of it as an income generating
opportunity and the advantage of how the presence of a centre supports the attraction to the site.
The period where the study tour was done the relations between the Provincial Directorate of
MoEF and the Union was in very good terms also involving closely the NGOs of the region
which was also a point that was valued by the Kızılırmak Delta Technical Commission. Another
beneficial aspect of the visit was to see how one of the Technical Commission members had a
change of attitude according what he saw in the Gediz Delta. It was the second visit of the
Doganca Municipality Chief, the first time he visited the site, he had met a farmer dealing with
husbandry complaining how it was no longer possible to do husbandry in the area because of the
protected area status. However, this visit allowed the mayor to see how the problems related to
husbandry were solved with dialogue. This information had an important impact on boosting
certain prejudice on nature conservation activities (Activity 1.3). The agenda of the study visit
can be found as attachment 2 and the participants list as attachment 3.
In order to develop the Terms of Reference of the Kızılırmak Delta Technical Commission a
meeting was organised before the Gediz Delta study visit in order to evaluate the existing
different structure. This meeting resulted with the decision of accepting the implementation of
the Kızılırmak Delta Management Plan as the main responsibility of the Technical Commission.
This decision remained the same after the study visit to the Gediz Delta. However, the
experience of the study visit was shared with the rest of the members as important points to take
into consideration during the implementation of the Kızılırmak Delta Management Plan. The
Study tour also underlined the importance of the role of the Provincial Directorate of MoEF as a
secretariat which should be facilitating the coordination of different stakeholders but also to
support the Technical Commission in their task (Activity 1.4). Finally, this activity had an impact
on increasing the communication level with the Technical Commission members and the
Provincial Directorate of MoEF. This communication process also created a basis on searching
together finance opportunities like the Special Provincial Directorate of Administration of
Samsun offering their opportunities to write proposals for the implementation of the Kızılırmak
Delta Management Plan.
The Kızılırmak Delta Technical Commission gathered 6 times from June 2009 - March 2010. The
initial meetings were mainly to discuss the implementation and monitoring of the Kızılırmak
Delta Management Plan. The first steps were to have presentations on what was so far
implemented by different stakeholders. This also created an opportunity to share information
among different stakeholders. The evaluation of this activities made by the Technical
Commission were then presented to the Samsun Local Wetlands Commission (activity 1.5). The
first decision taken with all the stakeholders after the end of the project was on agreeing on the
construction of an interception channel planned under the Bafra plain left bank irrigation project.
Objectives 2: To promote Ramsar sites’ values and public participation approaches in their management planning
to central and local key stakeholders

A small booklet was initially prepared last year in July including brief information on Ramsar Sites
in Turkey. However, after many discussions with the Ministry of Environment and Forestry,
Wetlands Division it has been decided that it would be more appropriate and useful to increase
the content of the booklet in order allow more space to share the management planning process.
This change requires more time for the preparation of the booklet and couldn’t be finalised so
far. The book is expected to be published by Late September 2010 – Early October 2010. The
content of the book will be as follow;

Each site will include a brief site definition, information on the management structure and it’s
past. Up to this point, the areas which the contents are finalised are sent to the Ministry of
Environment and Forestry, Wetlands Division for their approval and immediately sent for
translation in English. The poster will also be prepared in the same period as according the
discussions held with the Ministry it would be more appropriate to design a poster coherent with
the booklet. Once both materials are published it will be shared with all the relevant stakeholders
in the Ramsar Sites in Turkey but also different Ministries at Central Level.
Objectives 3. To share Ramsar site management planning expertise throughout Turkey.
Task Completed
The activity has been initiated by making a research on different tools used for Management Plan
Evaluation in order to develop/adapt a methodology for the assessment of the implemented
Ramsar Site Management Plans in Turkey. Accordingly a quick assessment form including open
ended questions were prepared for the fieldtrip (details on the methodologies are included in the
fieldwork report). Eight Ramsar Sites were visited during this fieldwork with different experts as
mentioned in the abstract of this report. Those areas were the Göksu Delta, Kus Lake (Manyas),
Uluabat Lake, Gediz Delta, Kızılırmak Delta, Sultan Marshes, Yumurtalık Lagoons and the
Burdur Lake. In each area, the Provincial Directorate of Ministry of Environment and Forestry
responsible departments were visited and discussions about the implementation of Ramsar Sites
Wetlands Management Plans were discussed. However, during the discussion the management
plan development processes were also discussed (Activity 3.1).
The fieldwork report including the meeting outcomes is about to be finalised and will soon be
shared with relevant stakeholders. The English version of the report will also be sent to the
Ramsar Secretariat once completed. The main issues in terms of implementing the Wetlands
Management Plans that we encountered in most of the sites were the lack of knowledge on the
wetland management planning process, the participation concept perceived in different levels and
lack of capacity on biodiversity monitoring. Another issue often mentioned was the lack of
financial resources and the frequent changes occurring in the Government staff resulting of new
persons being responsible of the management plans implementation process without having a
clear idea on the preparation process (Activity 3.2).
Following an experience sharing workshop of two days has been organised in Samsun. The date
of the workshop has been selected to also take the opportunity to celebrate the World Wetlands
Days. All the Ramsar Site responsible government officers and several NGOs and University
members working in different Ramsar Sites in Turkey were present in the meeting. For more
information, the programme and the participants list is annexed to this report (Activity 3.3). The
beginning of the meeting was mainly focused on the celebration of the World Wetlands Day
where the Director of the Nature Conservation Department of the Ministry of Environment and
Forestry, Mr. Ali Mennan Mennanoğulları honoured the meeting with an opening speech
underlining the importance of wetlands ecosystem also by their services to the local communities
in terms of economical benefits. Mr. Mennanoğulları also raised the importance of protecting the
wetlands with regards the possible future water shortage threats. The director of the Provincial
Directorate of the MoEF, Mr. Ömer Albayrak in his speech especially pointed out the
importance of the Kızılırmak Delta as a Ramsar Site and the necessity of being able to protect the
site for future generations. Finally, the Vice-Governor of Samsun, Ramazan Aksoy honoured the
morning session with a speech on the importance of wetlands and his experience related the
Sultan Marshes, the place where he originally comes from. The opening speeches were followed
by various presentations on Ramsar Convention related activities in Turkey. The representative
of the Ramsar secretariat Nadezhda Alexeeva presented a presentation on Wetland Management
Planning and links with the Ramsar Convention. The afternoon session was allocated for group
working on discussions about the main topics that emerged from the fieldtrip interviews. The
participants divided on different topics such as monitoring, legislation, participation, finance and
land use pressure to discuss the common problems of different sites followed by discussion on
the possible solutions and finally the necessary management structure to address these issues. The
outputs of the meeting have been integrated within the Ramsar Site Management Plans
Implementation report (Activity 3.4). The programme and participants list of the meeting is
annexed to this report.
The second day of the meeting was allocated to a field visit in the Kızılırmak Delta where the
participants from different Ramsar Sites were able to see the Kızılırmak Delta but also the
facilities of the National Parks that newly has been constructed to undertake activities targeting
the visitors.

It would have been beneficial to have invited the managers of the Gediz Delta to the Kızılırmak
Delta in order to have more members of the technical commission benefiting from their
management experience
The workshop organised in Samsun showed the importance of bringing together the managers
of different Ramsar Sites to enable them to share their experiences but also discuss their
common problems which could need a more collective approach to find solutions.
4. Recommendations for future follow-up and conclusions
The Wetlands Management Plans in Turkey are often prepared by NGOs, Companies and in
some cases by Government Officers from the Central Level. The time limit for the development
of a plan is maximum 3 years. However, the implementation of the plan is left to the Provincial
Directorate of MoEF. The feedback received during the field interviews shows that the parties
have serious difficulties to implement and understand the logic of the management planning
process and accordingly faces difficulties to coordinate the implementation. Once a management
plan is developed for a site it is vital to ensure 2-3 years support to the site in terms management
planning logic and tools that would contribute to its successful implementation.
The lack of sufficient staff in the local directorates has important impacts for monitoring
activities. The project showed once again the importance of developing upper level strategy that
could impact the National Policies to allocate sufficient staff to undertake monitoring activity.
The main reasons of the problems encountered in the Ramsar Sites of Turkey are caused by
wrong irrigation techniques used in Agricultural lands and the pollution created by these lands. It
is vital to develop ideas/projects in order to solve these problems.
Most of the Management Plans in Turkey are not easily implemented because of the lack of
financial resources. The development of projects to implement certain activities existing in the
management plan could be a good opportunity to support the implementation of the
management plans.
Many projects were implemented in Turkey in order to raise awareness and increase capacity on
participatory approaches in the development process of wetlands management plans. The
evaluation of different management plans in the course of time does show important
improvements in terms of the increase of attempts to develop plans in a more participatory way.
However, the perception on the level of participation is still not sufficient for the successful
implementation of the plans as it was not possible to see a general ownership feeling of the plan
by different stakeholders in most of the sites. Supporting activities that improve participation
comes out as an important point for the future.

Attachment -1 Summary Project
Turkey has declared 12 Ramsar Sites since 1994 upon ratification of Ramsar convention with a
total surface area of 179.773 ha. In 2002 “The Regulation on The Conservation of Wetlands” was
entered in the force (and revised in 2005) by The Ministry of Environment and Forestry. Up to
now, the Management Plans of 6 Ramsar sites was entered in to force, nowadays for 2 Ramsar
Sites Management Plans are prepared. Additionally, in 2003 National Wetland Strategy (20032008) was accepted and is being implemented.
It has been experienced that in Turkey implementation of management plans need a local
management system for effective management and monitoring of these sites. There is a need to
encourage establishment of local management systems in all Ramsar sites and other wetlands for
wise use of wetlands. Ramsar sites, their values and participatory systems in management are not
well-known enough by key stakeholders. There is a need to publish and widely distribute
informational materials on Turkey’s Ramsar sites and their values. Since 1994, Turkey has been
party to the Ramsar Convention, local and central ministerial experts gained experience in
management planning and monitoring of wetlands. For wise use of wetlands in Turkey, there is a
need to share this experience throughout Turkey through a meeting and report.
This project’s aim objective is to enhance effective conservation of Turkey's Ramsar sites. This
project proposal addresses these specific objectives in Ramsar Strategic Plan 2003-2008
operational objectives:
1. To increase public participation in management of Turkey's Ramsar Sites at local level Kızılırmak Delta Ramsar Site model case (Operational Objective 11 through enhancing
establishment of local management systems in Ramsar sites as cross-sectoral management
committees)
2. To promote Ramsar sites’ values and public participation approaches in their management
planning to central and local key stakeholders (Operational Objective 6 through well known
values of Ramsar sites by related stakeholders)
3. To share Ramsar site management planning expertise throughout Turkey Operational
Objective 14 through experience share in management planning and monitoring of Turkey’s
Ramsar sites)
First specific objective will be implemented in Kızılırmak Delta Ramsar site, which is one of the
most important delta ecosystems in Black Sea coast. Management plan of this site has been
finalized in 2007 with Ministry of Environment and Forestry and Doga Dernegi’s close
cooperation. Kızılırmak Delta local management system will be the main responsible body for
effective implementation and monitoring of this management plan for many years. DD will
continue to play its main role in Kızılırmak Delta management plan activities and assist local
management system members. The Ramsar site booklets and posters will be used by many
stakeholders to inform their members for many years.
Turkey’s Ramsar site management planning lessons learnt report will be the main resource for
current management planning activities in Turkey. As the NGO member of the National
Wetland Commission in Turkey, DD will follow up the results of the project and use and lobby
for its results for the wise use of wetlands in Turkey.
