SPECIAL WARNING-1
158 TURKISH COAST GUARD Report Line should be reached via the number +90 312 158 00 00, in order to avoid
drifting of the GSM calls especially made in Aegean Sea and high seas towards other countries call centers.
SPECIAL WARNING-2
The establishment of “151 FREE EMERGENCY LINE FOR COASTAL SAFETY” for the aim of announcing the failures
of aids to the navigations (lights, buoys) in Turkish Coasts to serve the aids to the navigation in the responsibility of the
General Directorate of the Coastal Safety (Ministry of Transport) Department of Aids to the Navigation is announced to
the mariners and all the institutions related.
SPECIAL WARNING-3
Following explanations for some of the confusing terms for the users in all levels and law enforcement bodies:
Publication Date : It is the date of the material first published in order to meet navigational requirements in a subject .
New Edition Date: Such changes and amendments to the content occured that the previous editions are cancelled.
New edition date is the date of the publication including those changes and/or amendments and new technical
information. (It abolishes the previous prints of the publication)
Reprint Date : It is the date of new print of the current edition made because of the stock shortages and piling of
changes/amendments or aging. It incorporates no serious amendments of navigational significance other than those
previously promulgated in Notices to Mariners (if any). (The cover design may be renewed) (*)
(*) The renewal in the cover design does not mean any renewal in the content and previous printings remain in force.
SPECIAL WARNING-4
Current navigational warnings promulgated by NAVTEX and TRT radio can be reached via the link “Navigational
Warnings” in ONHO web site www.shodb.gov.tr.
SPECIAL WARNING-5
A new Geographical Information System is in mariners service from 07 May 2016. Navigational warnings, inoperative
AtoNs and information on paper charts can be accessed on web based chart.

İZMİT VTS
Description
Participation in the İzmit VTS is mandatory for Active Participant Vessels which are defined as “all vessels carrying
dangerous cargo and vessels 20m LOA and over, except local traffic vessels”.
All vessels less than 20m LOA and local traffic vessels navigating within the İzmit VTS Area are defined as Passive
Participant Vessels.
İzmit VTS is fully authorized to issue instruction to the participant vessels.
İzmit VTS provides Information Service, Navigational Assistance Service and Traffic Organization Service.

İzmit VTS Area covers entire Bay of İzmit up to its west boundary where the lines connecting the following positions. The
west boundary of İzmit VTS Area is also the south-east boundary of Istanbul VTS Area;
(all coordinates are based on World Geodetic System 1984 (WGS84) datum)
A: 40° 52.30' N / 29° 13.57' E (Pendik Burnu)
B: 40° 48.44' N / 29° 08.96' E

VTS Sectors
İzmit VTS Area is divided into three sectors;
Sector Yalova;
This sector starts at the west limit of the İzmit VTS Area and ends at the crossing line drawn from 40° 45.34' N / 29° 21.29'
E (shore) to 40° 42.03' N /29° 23.85' E (shore).

The west limit of this sector is the east limit of Sector Yalova and it extends to the crossing line drawn from 40° 46.26' N /
29°35.00' E (shore) to 40° 41.33' N / 29°35.00' E (shore).
Sector Körfez;
This sector starts at the east limit of Sector Hereke and covers rest of the Bay of İzmit to the east.

VHF Channels Assigned
Procedures
VTS operations do not relieve the master of his/her responsibility for the safe navigation of his/her ship.
All Active Participant Vessels must comply with İZMİTRAP.
Passive Participant Vessels do not need to report, however, these vessels must maintain a continuous listening watch
on the relevant Sector VHF Channel and follow instruction provided by VTS.
Communication with İzmit VTS shall be in English. Turkish vessels and vessels under pilotage may communicate in
Turkish.
Vessels should use IMO SMCP when requested by the VTS.
All vessels must keep a continuous listening watch on the designated VHF Channel of the VTS Sector when underway,
at drift or at anchor.
Upon the occurrence of an accident inside within İzmit VTS Area, both the vessels involved in the accident and the
witnessing vessels must immediately notify the VTS.
It is not allowed for the vessels have an air draught of 60 meters or over to pass under the Osman Gazi (Bay) Bridge.
Vessels have an air draught between 56-60 meters may pass only with additional rules and measures.
Traffic Image Generation
Izmit VTS uses Radar, AIS, Radio Direction Finder, Real-time Tracking, CCTV, Visual, VHF Radio Position Reporting for
traffic image generation.

İzmit Reporting System (İZMİTRAP)
1-
Sailing Plan 1 (SP1) Report;
Masters, owners or agents of the vessels which engaged on international voyages or vessels over 150 GT engaged on
national voyages except local traffic should submit a written Sailing Plan - 1 to the VTS Centre at least 24 hours prior to
entry into the İZMİTRAP area.
The SP1 report shall contain the following information;

Sailing Plan 2 (SP2) Report;
Ship masters who reported that their vessels are technically suitable and who have already submitted a SP1 and
masters or commanding officers of warships and state owned vessels not used for commercial purpose and all vessels
20m LOA or over must provide SP2 report to the Sector Yalova via VHF CH18 on arrival at the west limit of İzmit VTS
Area and 2 hours prior to leaving from any berth, anchorage or dry dock within the VTS Area.
The SP2 Report shall contain the following information

All reporting vessels must provide Sector Report to the concerning Sector when leaving and entering the Sectors.
4Final Report;
All reporting vessels must provide Final Report on arrival at destination and when leaving VTS Area.
Sector Report and Final Report shall contain the following information
*Unless otherwise stated by İZMİT VTS Centre, a vessel carrying a proper AIS transponder should not need to
provide C/D designator required in SP2, Position and Final Reports.

-one hour before estimated time to navigate/shift,

HYDROGRAPHIC MEMORANDUM
1.
The following issues affecting safety at sea and navigation should be notified to the Office of Navigation, Hydrography
and Oceanography according to the Navigation and Hydrography Services law numbered 1738 published in the Official Gazette dated
June 07, 1973 and numbered 14557.All mariners are requested to cooperate in this activity for the safety of life and property.
a. Changes, additions and discrepancies between published items and the conditions actually observed. ( For example
new wharf, pier, mole, sea filling, wreck, outfall and intake, new lighthouse, buoy establishment, sweeping, fisherman shelter, marina,
pool, pontoon, harbour launch, dolphin, marine farm etc.)
b.
Changes of depth determined / reported within the limits of the harbour.
c.
Differences between the coast view in approaches to the port and the charts and guide books.
d. Shape and colour discrepancies between the actual beacon and mooring buoys and the ones in the charts and nautical
publications.

The largest scale chart should be used and a sketch (if possible) should be forwarded while reporting the issues

indicated and the sounding paper need to be forwarded.

The datum of the coordinate (ED50, WGS84, PULKOVO 1942 etc) need to be indicated when notifying the coordinates
of the discrepancies for the precision.
