Dear fellow countrymen,
This report, covering the activities of IZAYDAS in 2011, one of the important enterprises of our
Metropolitan City of Kocaeli, is in fact the reflection of the efforts, labour and devotedly work
of hundreds of persons on paper. By this report, the long distance achieved by IZAYDAS is
unrolled. With the works realized by us, modern landfill areas have taken the place of wild
storage areas, dumpside fires, which caused great environmental disasters experienced in
previous periods, have been eliminated. IZAYDAS has been advanced by the realized renewal
works and investments and reached record figures on issues like the amount of burnt waste and
the energy generated from wastes. This success belongs, not only to our colleagues, abut also
to our precious countrymen, who supported us in any subject.
IZAYDAS, experiencing its most efficient period since the date of its foundation, has
responsibilities against primarily Kocaeli and also whole Turkey. Until today, we have
accepted total 465.646 tons of hazardous waste in order to be burnt and stored. We have, lead
in first instance by Kocaeli, prevented that such much hazardous materials contaminated our
country’s soil, made very great contributions to the environment. And we have also provided a
great plus value to country economy by generating 147 Million 342 Thousand 800 kWh electricity
from the wastes we disposed. We have supplied 57 Million 324 Thousand kWh of the energy we
generated to the national system and consumed the rest of it within the operation of the facility.
Only in 2011, we have disposed 29 Thousand 900 tons of waste by incineration. We have
generated 20 Million 733 Thousand kWh electricity as a result of this. We have sold 11 Million
696 Thousand kWh electricity and gained an income. On the other hand, we achieved great
success in the landfilling of domestic and excavation wastes. Beside this, İZAYDAŞ had also great
success in the collection and disposal of medical wastes and marine wastes.
Dear fellow countrymen,
I congratulate everyone, from the personnel at the lowest level to the top directors, who
have realized all these with self-devotion. I herald that İZAYDAŞ, which became a leader and
sample establishment for Turkey by the investments we made, will make a distinguished name for
itself with new projects in 2012, too, and greeting you with love and respect……

Dear All,
2011 was a year, in which we achieved important successes with tremendous excitement
and work. We were appreciated, approved and applaused. All these successes are realized
with the self-devoted efforts of all of our employees. Therefore, at the beginning of my
words, I want to thank them for having believed and succeeded.
As İZAYDAŞ, our constancy in terms of sustainable growth is remarkable. İZAYDAŞ will
strengthen its commitment to reach its goals also in the coming period by adding values to
its standards in the frame of its vision on its customers, employees and the society and will
focus on developing the most creative solutions for its customers. It will continue with its
successful works by the same determination in 2012, too.
We have accepted the most amount of waste this year and generated the most amount of
energy this year. We have started 2012 assertively with the successes of 2011. I think that
especially this year our company will rise to a different phase. Along with the support of
our employees, it will be the first goal of upcoming years to carry İZAYDAŞ without
compromising from its current position to a higher point with each step.
Beside this, I can’t pass without mentioning. Whilst the customer satisfaction of İZAYDAŞ was
80,6% in 2010, according to performed questionnaire results, customer satisfaction is realized
as 83,7% in 2011. Our works, based on customer satisfaction, which we started in 2009
and obtained their results, continue to show us its favor.
We felt that were always in harmony with our employees and customers and I’m sure that
this harmony will continue this year. İZAYDAŞ, which rose with this synergy until today, will
continue the same way in future.
Hereby I want to thank, lead by our customers, to our Board Chairman Mr. İbrahim
KARAOSMANOĞLU, the Members of the Administrative Board, the authorized of the
Kocaeli Metropolitan Municipality and all our shareholders, who have given us countenance
and support.

Organization Structure
İZAYDAŞ – Izmit Waste and Residue Treatment, Incineration and Recycling Co Inc.
İZAYDAŞ was established in May 1996 by the Metropolitan Municipality in order to operate
the projects in the frame of the Izmit Integrated Environment Project.
İZAYDAŞ realizes in the frame of the Integrated Environment Project also the management
of;
 The Clinical and Hazardous Waste Incineration and Energy Generation Plant and
 The Landfill Areas,
 The Waste Collection Work from Vessels Within the Sea Borders of the Kocaeli
Metropolitan Municipality and
 The Excavation Areas.
İZAYDAŞ, as the first waste disposal plant of Turkey, is, whilst providing the disposal of
wastes on one hand, provides benefits to the country economy by generating electrical energy
on the other hand.
Between 1997-2011, total 253.613.833 kg hazardous wastes were accepted to the facility and
246.183.186 kg of these are disposed by incineration. During the incineration of these wastes,
147.342.800 kWh electricity was generated and 57.324.000 kWh of it was sold to TEİAŞ.
In 2011, 29.900 tons of waste are disposed by incineration in exchange to 20.733.800 kWh
electrical energy is generated. 11.695.600 kWh of the generated energy is sold to TEİAŞ.
Between 1997-2011, 3.106.028 tons of domestic and household waste, 297.485 tons of
domestic industrial waste are accepted to the Solaklar Domestic Waste Landfill Area and
203.064 tons of hazardous waste are accepted to the Hazardous Waste Landfill Area.
In 2011, 20.174 tons hazardous waste, 441.004 tons domestic waste, 48.704 tons
industrial waste are stored and disposed at the Solaklar Landfill Area.
And at the Dilovası Landfill Area, 88.488 tons domestic waste and 22.070 tons industrial
waste are stored and disposed.
İZAYDAŞ has the ISO 9001:2008 Quality Management System, the ISO 14001:2004
Environment Management System, the OHSAS 18001:2007 Occupational Health and Safety
Management System and the ISO/IEC 17025 Laboratory Quality Management System
certificates.

Third Party Audits
In 2011, we were audited more by our customers in the frame of supplier audits. The requirements of the
management systems, lead by environment, OHS applications, are inquired, good practices are shared and
gaining is provided.

Dow Corning Kimya San. ve Tic. Ltd. Şti. int. waste management supplier audit, October 26th, 2011
USA originated independent audit company on behalf of Corning Kablo Sistemleri on October 31st,
2011.
Environmental Management System
Temporary Operation Permission
As of July 19th 2011, the necessary proceedings in order to obtain the Temporary Certificate of Activity in
the frame of the Environment Approval/License Application at the Ministry for Environment and Urban
Planning are completed and the application is made in electronic environment.
Upon examination of the application, it is approved by the Ministry for Environment and Urban Planning
to supply a Temporary Certificate of Activity, valid until August 22nd 2012.
The necessary works for a license renewal in the frame of the Temporary Certificate of Activity are initiated and
the license application will be made within the process.
LABORATORY
As a result of the application regarding the ministry qualification audits are performed by the Ministry for
Environment and Urban Planning/Environment Reference Laboratory on May 30th-31st, 2011. These audits
resulted successful and new parameters are added to the scope upon recommendations of the
audit team during the audit. Method validation and measurement indeterminacy studies are
performed for these added parameters and the ENVIRONMENT MEASUREMENT AND ANALYSIS PREQUALIFICATION CERTIFICATE is obtained from the MINISTRY FOR ENVIRONMENT AND URBAN
PLANNING on July 22nd, 2011.
The audit, performed by TÜRKAK on September 21st-22nd-23rd 2011, is completed successfully. Our
laboratory received on December 22nd 2011 the TÜRKAK Accreditation Certificate and our analyze
parameters within the scope are published on the TÜRKAK website at www.turkak.org.tr and the
İZAYDAŞ website at www.izaydas.com.tr.
As of the end of December 2011 total 8.187
analysis are made at the laboratory,

FINANCIAL AND ADMINISTRATIVE AFFAIRS
İZAYDAŞ has achieved an EBIT-DA of 9.288.086,73 TL as of the period 2011/2012. The year-end
net profit is realized as 7.425.017,72 TL. It has paid 1.863.069,01 TL tax for 2011

The Ordinary General Assembly for 2010 was held on March 22nd 2011.
On March 28th 2011, the Dilovası Branch, and on October 17th, the Derince Branch are
opened.

According to the Environment Act, The Directive Regarding the General Principles for Waste Management and the
Directive Regarding the Control of Hazardous Wastes; wastes need to be transported by persons, bodies and
companies having obtained a transport license from the respective governorship.
İZAYDAŞ also provide hazardous waste transport services with 8 licensed vehicles and 10 certified drivers. As of
the end of December 2011, İZAYDAŞ has provided its customers transport services of total 3.953 tons of
hazardous wastes with its licensed vehicles, of which 933 tons were waste oil and 3.020 tons were hazardous
waste. And the bilge and sludge amount transported to our facility from Derince Harbour with total 46 trips was
578 tons and that from Kocaeli Metropolitan Municipality – Transport were 112 tons by total 10 trips.

capacity of 3,5 tons is purchased.

İZAYDAŞ Academy
1st Group Education
As a public enterprise, guiding the sector, we have established an education program called
“İZAYDAŞ ACADEMY” in order to transmit the knowledge and experience of our employees to the
waste producers and shareholders by using our facilities and the necessary infrastructure is
completed.
With İZAYDAŞ ACADEMY, theoretical and practical education is provided for the employees in the
environment units of waste producers and environmental engineering final year students on “Waste
Management”.
Education to 20 Kocaeli University Environment Engineering 4th class students is provided on December 23rd and 24th 2011 via the İZAYDAŞ Academy.
Improvements Made in Order to Increase Waste Amount and Customer Satisfaction
Discounted prices are applied to the companies which commit to send equal to or above 200 tons of
hazardous waste in order to be disposed by incineration in 2011 to İZAYDAŞ.
Discounted prices are applied to medical and cosmetic products producing companies provided that
they commit to send their hazardous waste to be disposed by being burnt for 2011 to İZAYDAŞ.
A software is developed for waste producers and many processes like waste inventory requests, date
revisions, disposal requests can be performed via the system. The system can be accessed by following
the “Inventory Form” link on the www.izaydas.com.tr homepage.
Marine Services
Approval of the Marine Waste Management Plan
The plan we prepared in order to manage the wastes in the frame of MARPOL 73/78, resulting
from the normal activities of marine vehicles using the harbours, shipyards, fisher shelters and yacht
harbours within the border of Kocaeli Metropolitan Municipality is approved on January 12th 2012
by the ministry.
Incineration
Clinical and Hazardous Waste Incineration and Energy Generation Plant
The operation principle of the plant with an incineration capacity of 35.000 tons/year is based
on the disposal of hazardous wastes and clinical wastes like burnable plastic waste, used oils,
medical and cosmetic waste, petro-chemistry waste, PVC, solvents, dye waste, adhesives and
bondings, treatment sludge etc. from the industry by incineration.

Incinerated Wastes
Among the wastes, accepted to be disposed by incinerating at the incineration plant according
to the acceptance criterion as of the end of 2011, total 29.900 tons waste is disposed by
incineration, which is compiled as;

Solid Waste / Bunker : 20.188 tons,

Drum Feed: 1.203 tons,

Clinical Waste: 13 tons,

Special Liquid: 453 tons,

Aqueous Liquid: 2.009 tons,

Combustible Liquid: 6.034 tons.
In 2011, 227 tons fuel oil is used as additional fuel at the incineration plant.

And the resulting waste amount after the incineration process at our plant are as of the end of 2011
as follows:

Slag : 10.092 Tons

Wet Ash : 317 Tons

Filter Press Cake : 1.797 Tons
The wastes are disposed by being stored at the hazardous waste landfill area after being analyzed.
Performance
As of the end of 2011, the total operation time of the plant was 7.335 hours, stop time was 369
hours and planned maintenance stop time is realized as 1.056 hours.
Energy Generation
In 2011, 20.733.800 kWh electrical energy is generated from 29.900 tons of incinerated waste in the
frame of the 49 years production license. 10.016.720 kWh of this is consumed at the plant,
11.699.740 kWh sold to TEİAŞ and 982.660 kWh electricity is purchased.
Recycling
Sterilization Plant
Medical wastes from all health care facilities within the border of the province Kocaeli are disposed by
İZAYDAŞ. Pathological and hazardous waste from healthcare facilities are disposed by being burnt and
infectious waste are disposed by final landfilling after being sterilized. Medical wastes are sterilized
with steam at 150°C degree under in average 5 bar pressure for 45 minutes at the Sterilization Plant.
Biogas Plant
Kocaeli Metropolitan Municipality has, in the frame of the “Biogas Generation from Plant and Animal
Wastes and Its Usage at Integrated Energy Generation Systems” project, initiated by TÜBİTAK MAM
and four universities as research organizations in 2007, completed the construction of the Biogas
and Energy Generation Plant on the area of İZAYDAŞ. The commissioning works have started on April
14th 2011 and gas and fertilizer production at the plant is actually running
Landfill Area
Solaklar Landfill Area
The Solaklar Domestic and Hazardous Solid Waste Sanitary Landfill have been erected in 1997 on
a portion of 363.007 m2 of total 800.000 m2, allocated by the Ministry for Environment and
Urban Planning. Domestic and solid wastes, accepted to the sanitary landfill, are transferred to
the work area in the appropriate lot according to their type. There are six lots with a capacity of
3.163.000 m3 for domestic wastes and one lot with a capacity of 969.919 m3 for hazardous
wastes. Distribution/ compaction processes are performed with work machines and coverage soil
is applied on it in order to prevent odour and negative environmental conditions.
This area, which will be greened upon completion of the landfill process, estimated to be in 25-32
years, will be returned to the Ministry for Environment and Urban Planning
Hazardous Waste Lot
On April 5th 2011, the Hazardous Waste Lot Operation Plan and the necessary documents are revized and an application is made to the Ministry for Environment and Urban Planning. On July 18th
2011, the “Sanitary Landfill Plant Approval Certificate” in order to be used in the scope of the
Necessary Permissions and Licenses to be Obtained According to the Environment Act by the
ministry.
In 2011, 48.704 tons industrial waste, 20.174 tons hazardous waste is disposed by being stored at the

Landfill Gas (LFG)/ Energy Generation Project
The tender regarding Electricity Generation Plant Construction and Operation with Waste Gases
(LFG) of the İZAYDAŞ Solaklar and Dildovası Domestic Solid Waste Sanitary Landfills is made on June
26th 2011. The contractor company has performed measurements in order to establish the maps of
the current situation of the Solaklar and Dilovası landfills. License and project preparation works are
completed. Plant infrastructure regulations are completed. Manifold perimeter line connections are
completed. Wellhead mountings are proceeding.

Waste Characterizations
Summer and winter period waste characterization works for 2011 regarding 12 district
municipalities at the Solaklar and Dilovası landfills are performed.
Groundwater Exploration Works
Exploration works by drilling total six ground wells at Dilovası and Solaklar due to the requirement
to perform measurements with at least one point at the groundwater source and with at least two
points downwards of it, where the waste will be stored in order to determine the effects of the
waste to be stored on groundwater in accordance to the Directive Regarding Sanitary Landfill with
Waste. The organization works around the well are completed.
DeodorizationWorks at the Landfill Area
Regarding odour, the technical specifications for the construction of odour barriers to routes, by
which odour might reach settlement areas and the purchase request is made. An odour barrier is
established on the route indicated below. The system is enabled on August 9th 2011.
Dilovası Domestic Waste Landfill Area
An 32.000 m2 plot, established by the Kocaeli Metropolitan Municipality, is provided to İZAYDAŞ
for operation as of 2007. The domestic quality industrial wastes, accepted to the plant, are applied
distribution/ compaction processes with work machines and covered with coverage soil in order to
prevent odour and negative environmental conditions
Fixed Radioactive Material Detector Device
On October 26th 2011, a fixed radioactive material detector device is added to the weighbridge
entrance.
In 2011, 88.488 tons domestic, 22.069 tons industrial waste are disposed by being stored at the
Dilovası sanitary landfill area.
Excavation Waste Storage
With the authorization by the Kocaeli Metropolitan Municipality, İZAYDAŞ has also added the operation
of excavation areas into its entity. İZAYDAŞ, who is operating the excavation areas in the Çayırova,
Sarp Deresi, Gebze, Hereke, Üçtepeler and Doğantepe regions, continues with its works in order to
establish new areas. Since the Çayırova excavation area will be filled by March and the Doğantepe
Kirazdere excavation area will be filled by October, the works in these areas are completed. These
areas will presented to the service of the population as green and recreational areas after being filled
up.
Waste Acceptance Planning
Wastes, sent to the incineration and landfill plants are accepted in the frame of the İZAYDAŞ
waste acceptance criterion.
The pre-treatment data by the Waste Acceptance/Planning unit as of the end of 2011 is as below:
 Packaged Liquid Waste Pressing Amount: 83.645 kg,
 Waste Amount After Drum Separation Process: 162.252 kg,
 Plastic Packaging Amount Sent To Recycling: 44.900 kg,
 Metal Barrel Amount Sent To Recycling: 295.160 kg,
 Washed Isocynate Barrel Amount: 37.500 kg,
 At The Pre-Treatment Area Used Plastic Barrel Amount: 4.525 pcs,
 Wire Cage Separation Process: 2.784 pcs,
 Washed Isocynate Barrel: 1.875 pcs.
As of the end of 2011, 110 companies which had sent wastes except the waste acceptance
criterion are warned in written. And 63 vehicles, not complying with the waste acceptance criterion,
are not accepted to the plant and sent back to the waste producer company.
OHS
Accidents
The number of minor occupational accidents is recorded as 28 as of the end of December 2011.
The lost work days due to occupational accidents is recorded as 2 due to an accident of the
personnel of a contractor company and there were no lost work days due to the other 27
accidents.
The number of the accident-free days at our plant are tracked on our board above the shift supervision. When there should be 2 or more lost work days due to accidents of the İZAYDAŞ personnel, so
the board is being reset. Our record of 466 days is broken on December 27th 2011 by many improvements made during the year and the rapid increase of the work safety awareness
The number of days without any occupational accident is recorded as 470 by the end of the year.
OHS Commitee Meetings
On the third Wednesday of each month the İZAYDAŞ Occupational Health and Safety Commitee
Meeting are held at 9:30 am in accordance with Article 80 of the “Labour Act” Nr. 4857 and
the related
introduced “Directive Regarding Occupational Health and Safety Commissions”.
The commission meetings are announced with invitations to the commission member 48 hours in
prior by indicating the meeting date, time and place. The meeting agenda is prepare by
considering the suggestions of the commission members, too. Along with the commitee members,
also the attendance of personnel from different units is provided to the commitee meetings each
month.

Maintenance
During 2011, total 1.550 general tasks, failure repair, production and revision works, consisting of;
 828 Mechanical Failure Maintenance Works,
 123 Electrical Failure Maintenance Works,
 205 Instrument Failure Maintenance Works,
 394 Vehicle Failure Maintenance Works
and total 2.927 periodical and planned maintenance tasks, consisting of;
 1014 Mechanical Maintenance Works,
 597 Elektrical Maintenance Works,
 353 Instrument Maintenance Works,
 963 Vehicle Maintenance Works.
Information Technology
 Excavation Storage area Management System Software is put into use.
 Customer Services Inventory Form is designed and Customer Information Report screens are
prepared and presented to use.
 Sharepoint Portal Project (intranet) is put into use. It is continued with application
improvement works.
 Upgraded from Exchange Server 2007 to Exchange Server 2010.
 Laboratory Data Backup Project is completed and provided that the laboratory data is backed up
both centrally and unit intern.
 Usage of e-signature is initiated.
 The fax server is transferred to the new virtual server.
 Common Printer Project is initiated and started to used common printers.
 The new version of the Call Record Software for the Telephone Switchboard.
 The establishment of the Meteorology Station at the Dilovası Domestic Solid Waste Sanitary
Landfill Plant.
 The maintenance of the fibre-optic network in the plant is performed and the fibre-optic
terminations and converters of the Waste Acceptance Office, Maintenance Supervision Office,
Duty Supervision Office are renewed.
 Total 1085 service tasks, consisting of 442 System Technical Services,
 202 Software Technical Services,
 442 Information Technologies Technical Support Services.
