The road network has also been given a hierarchy, signposting especially the main network All the systems are managed from a control centre, with a closed TV circuit allowing traffic to be monitored in real time, and strategic points and any incidents to be monitored. Results so far: – 70% of the city’s traffic light system is centralized. – In areas where the system is operating, better traffic flow is achieved, although maximum capacity is sometimes reached at rush hours. – Signposting of the “Red Básica“ (basic network) began in September 2002 and the initial results are good, although more time is needed to evaluate them. Promoting Climate Change Policies in Turkey LIFE05-TCY/TR/000164 Logrono: Cross Road Priority for PT 3rd WORKSHOP: MITIGATING CLIMATE CHANGE October 4-5, 2007 Ankara • • • • • • • In order to improve Logroño’s public transport service and increase the number of public transport users, a modern crossroad priority system has been installed throughout the city. The system operates by transmitting signals from city buses to a receiver located close to the street intersection regulator towards which the bus is approaching. The receiver detects the signal from the bus, and activates the regulator, which switches the traffic lights to bus preferential mode. Should that light already be in this mode, the time will be extended so that the bus may pass. If, the traffic light is not in the preferential mode, the regulator shortens the time of intermediate modes to pre-established and programmed minimums, in order to rapidly reach the preferential mode. Once the bus has passed, and no other bus is approaching, the system returns to its initial or “normal” operation mode. The control centre is equipped with a traffic light preference module, so that all traffic light regulator demands, including those that have been acted upon, can be seen in real time on a graphic screen at the control centre. Promoting Climate Change Policies in Turkey LIFE05-TCY/TR/000164 London: Congestion charging scheme 3rd WORKSHOP: MITIGATING CLIMATE CHANGE October 4-5, 2007 Ankara • • • • • • • The scheme covers the area bounded by the Inner Ring Road in central London (22 sq km), and operates on weekdays (bar public holidays) from 7 am to 6.30 pm. Drivers who enter the zone have until 10 pm on the day of travel to pay the £5 charge. Failure to pay the charge results in an £80 fine. The scheme is enforced using cameras in and around the charging zone. In the first year of the scheme’s implementation, traffic delays in central London have dropped by around 30% and around 65,000-70,000 fewer car movements come into the zone each day. The congestion charge is a £5 daily charge for driving or parking a vehicle on public roads within the congestion charging zone between 7.00 am and 6.30 pm, Monday to Friday, excluding weekends and public holidays. When drivers pay the charge, they register their individual vehicle registration number. Cameras in and around the boundary of the charge observe the vehicle registration numbers of vehicles entering, parked and driving around the charging zone, and check the registration against the payment database. Failure to pay the charge and register a vehicle results in an £80 fine. Payment can be made by post, telephone, internet, SMS, at self-service machines, retail outlets and some petrol stations. Certain categories of vehicle, notably licensed taxis and minicabs, motorcycles and buses, are exempt; and certain categories of vehicle users can register for discounts The scheme has been undertaken as part of a wider transport strategy for London. A number of complimentary measures were necessary to ensure the success of the scheme. Across London, measures have been implemented to improve bus services including increases in capacity (an extra 14,500 bus places have been provided), bus priority measures and extensive traffic management schemes around the perimeter of the zone. Promoting Climate Change Policies in Turkey LIFE05-TCY/TR/000164 Aarhus: Distribution of goods 3rd WORKSHOP: MITIGATING CLIMATE CHANGE October 4-5, 2007 Ankara • The "Distribution of goods in Aarhus City" project proposes three specific solutions for making more rational use of lorry capacity: 1- Establish environmental zones: This proposal recommends establishing an environmental zone where access for vehicles over two tonnes is only allowed if they comply with the Euro 2 standard, have particulate filters, have a permitted total weight of less than 12 tonnes and have at least 60% capacity utilisation. The scheme requires substantial supervision, but a similar scheme in Copenhagen provides useful experience. An environmental zone reduces the number of lorries in the zone, thus fostering a slight improvement in the area of air pollution. 2- Coordinate goods distribution on a voluntary basis: Distributors join forces to initiate shared transportation of goods, most effectively by forming a company for managing the distribution of goods. Shop owners and distributors are part of the company, but not the local authority, since the company is intended to operate under commercial market conditions. The company is established purely as a management company that has no vehicles or terminals of its own, but which buys services from existing companies. 3- Contract out goods distribution: Finally, shop owners can take joint measures to contract out all goods distribution to one private company, which will be responsible for all transportation of goods in a delimited area. Contracting out, however, is only possible if manufacturers and wholesalers agree to have the goods collected at their addresses. The company will therefore assume responsibility for transporting all types of goods in environment-friendly vehicles, while shops must agree to receive goods in larger consignments distributed over fewer deliveries. Of the three proposals, this solution is estimated to have the greatest environmental effect. Promoting Climate Change Policies in Turkey LIFE05-TCY/TR/000164 Prague: Park and Ride System 3rd WORKSHOP: MITIGATING CLIMATE CHANGE October 4-5, 2007 Ankara • • The concept of P+R parking places is part of both the urban planning of the city of Prague and urban planning policy of Prague’s region. P+R parking places are located principally in a short walking distance from rapid transit stations, mainly rail public transport with a good connection to the city street network. By newly built metro stations in the border zone one usually counts with a construction of P+R parking places as part of the metro framework. A more difficult situation occurs near already built stations of public transport where there are no longer available vacant lots or there is a conflict of interest with other activities. Urban planning therefore presupposes a construction of P+R parking places in above ground or subterranean properties. P+R parking places are marked on the public transport network map published by Public Transport Company of the capital city of Prague. Maps are available in travel information centres located in the halls of some metro stations and at the Praha Ruzyne airport. P+R parking places advertisements appear also in the daily press. • The parking places are protected by fence, supervised and in operation from 4 am to approx. 1 am (closing time of the metro service). These parking places are incorporated into Prague’s integrated transport system by means of prepaid tickets and discounted day tickets of the public transport company. Fare price in conjunction with parking at the P+R parking places is CZK 10,- for parking, CZK 20,- for transfer return ticket or CZK 50,- for one-day ticket. After the closing time of the metro service, the P+R are closed as well. A driver has then to pay an overnight fee of CZK 100.
