STRUCTURE OF THE INSTITUTION
 It is a judiciary in the 2nd Regional Status,which is
based on Ministry of Justice for administrative and High
Council of Judges and Prosecutors for appointment
and employee rights.
 It has an independent Criminal Court and 1 Public
Prosecutor of Republic,11 Public Prosecutors,1 Criminal
Court Executive and 12 Judges work within the Office
of Prosecutor.Nazilli Judiciary is the one which is
dependent on Nazilli town with the population of
111.000.

Judiciaries are dependent on Nazilli Office of
Prosecutor.
 There are 3 Penal Institutions,3 of those are E-Type
Closed and Open in Nazilli and 1 in Sultanhisar
Town(which is a small town depending Nazilli)

In our country,Juvenile Courts are
just in Provinces.As Nazilli is a town,it
has no Juvenile Courts. Children Trials
are judged in Courts.

In this project,we aim the education for
young sentenced adults.We will see the
differences between”Young Convicts” and
“Child Convicts”in terms of definition and
practises in partner countries.Thanks to this
project,we will have chance to find out whom
we say” child convict” or not and which age
groups are “child convicts””

So,we will analyze the education of young
sentenced adults in general and
specifically in terms of statistics.We will
take into consideration “Convention on the
Rights of the Child.” The Convention
generally defines a child as any human
being under the age of eighteen.

INTERNATIONAL CONVENTIONS
There has been a big increase in Juvenile Crimes
because of the changes in family structures
depending on the rapid development in industry.
This situation promotes Public and NonGovernmental Organizations to investigate
regarding the protection of Children.

Studies on the protection of Children started in the early 1900s.In
this context;
The United Nations General Assembly adopted the Convention and
opened it for signature on 20 November 1989. It came into force
on 2 September 1990, after it was ratified by the required number
of nations. As of November 2009, 194 countries have ratified
it,including every member of the United Nations except Somalia
and the United States of America.Somalia's cabinet ministers had
announced plans to ratify the treaty.
Two optional protocols were adopted on 25 May 2000. The First
Optional Protocol restricts the involvement of children in military
conflicts, and the Second Optional Protocol prohibits the sale of
children, child prostitution and child pornography. Both protocols
have been ratified by more than 140 states.

AMAÇ VE BEKLENTİLER
AMAÇ VE BEKLENTİLER

Avrupa’da günümüze kadar yapılan çalışmalarda
genç Mahkumların Eğitimi Konusunun İhmal
edildiğini düşünmekteyiz. Özellikle Kamu
Kurumlarının bu sürecin dışında kaldığı
gözlemlenmiş, bu amaçla bir proje geliştirilmesine
ihtüiyaç duyulmuş, ve kamu kurumları da bu projeye
dahil edilmiştir. Bu alanda her ne kadar ülkemizde
134 yerde denetmli Serbestlik Şube Müdürlükleri
kısmen de olsa bu görevi yerine getirse de, yeterli
olmadığı gözlemlenmiştir. Ancak yine de projemiz
kapsamında Denetimli Serbestlik Şube
Mürdürlüğünün çalışma alanları da projeye dahil
edilmiştir.
AMAÇ VE BEKLENTİLER
 Bununla birlikte “Genç Mahkumların
Eğitimi” ile ilgili olarak Çocuk
Mahkemesi Hakimleri, Cezaevi
Öğretmenleri, Üniversite
Araştırmacıları, Ceaevi Personeli ile
yapılacak Çalıştaylarla projeye
katılımlarının sağlanması
amaçlanmaktadır.
AMAÇ VE BEKLENTİLER

Yine projemizde beklenen amaçlardan biri de
proje ortağı olan Almanya, İspanya, Fransa ve
Güney Kıbrıs ülkeleri’ndeki Ceza ve İnfaz
sistemlerinin tanınması ve bu ülkelerde “Genç
Mahkumların Eğitimi” konusunda yasa ve
yönetmeliklerin uygulanmalarındaki tecrübeler ile
karşılaşılan ortak sorunların tespitine müteakip
oluşturulacak ortak alanların tespiti ve işbirliği
yapmak, proje sonunda elde edilecek tecrübelerin
ışığında sonuç raporlarının hazırlanması ve bu
raporların milli sistemlere entegre edilmesi yönünde
Genç Mahkumların Eğitimi üzerinde sağlanacak
mutabakat sonunda oluşturulacak Web Sitesini
yoğunlaşmış bir Avrupa Şebekesi’ne dönüştürmektir.
