PRECIPITATION CHARACTERISTICS
The precipitation changes according to time and
regions in Turkey which is located in a semi-arid part of the world

The rivers often have irregular regimes. Therefore, water for irrigation can not be directly
taken for river. Due to the climate change effect there must be some solutions to solve
irregular flows and to adopt the climate such as forestration and increasing resorvoir

EU ENVIRONMENT CHAPTER
Environment chapter has been officially opened on
21st of December, 2009.

EU ENVIRONMENT CHAPTER
In order to meet the benchmarks of the “Water Sector”
under the Environment Chapter of EU;
üTurkey adopts legislation aimed at transposing the EU's
horizontal and framework environmental
including its transboundary aspects;
legislation,
üTurkey adopts legislation aimed at transposing the
acquis in the field of water quality, notably its Framework
Water Protection Law; establishes River Basin Protection
Action Plans; and makes further significant progress in
legislative alignment in this sector by adopting
implementing legislation.

REARRANGMENT OF THE INSTITUTIONS
In mid 2011, the ministries have been rearranged in Turkey.
After these developments, Ministry of Forestry and Water
Affairs has been authorized to carry on water sector under
the EU Environment Chapter.

COORDINATION BOARD ON
WATER MANAGEMENT
‘Coordination Board on Water Management’ has been
established with the Prime Ministerial Circular (2012/7) dated
on 20 March, 2012.
The duties of this board ;
ü protect water resources at basin level,
ü Ensure coordination between sectors,
ü Prepare strategy, plan and policy to meet the targets at
national and international level
ü Monitor all studies related with water at national, regional
and local level

GENERAL DIRECTORATE OF WATER
MANAGEMENT (GDWM)
General Directorate of Water Management (GDWM) was
established on 4 July 2011 under the umbrella of the Ministry
of the Forestry and Water Affairs with a view to gather all the
organizations and institutions that have water-related tasks
and liabilities in an effective way, and to provide a national
water policy according to national priorities and global
trends.
