Bread, which is one the oldest staple foods of human beings, is still consumed as a staple food in nearly all parts of the world. Although the demand for bread continues to increase gradually, a remarkable growth in the market is not expected because it has remained to be an essential part of every household for ages. However, the main potential is in bread types. As it is known, the healthy life and nutrition trends which have spread the world rapidly in recent years affect the demand for bread and bakery products. Especially in developed countries, the people who are conscious about nutrition tend towards the whole wheat products in conjunction with traditions. At this point, we can say that artisanal bakery is on the rise. In the interview we made, the head of Italian Confederation Bakers, Enzo Mengoni mentions that the bread produced in artisanal bakeries has an identity and he points out that bakers should make innovations in the production by following new trends. In the market of industrial bread and bakery products innovations are also being made with the influence of new trends. When practicality which is the most important factor in rapidly growing cities, and new healthy nutrition trends come together, it is inevitable for consumers to tend towards the whole wheat and contentful products. That the bread and bakery products are presented with qualities like low cost, long shelf life, hygiene and nutritiousness clearly explains their increasing consumption. Yıldız Holding, dünyanın en büyük üçüncü bisküvi şirketi oldu Yıldız Holding, has ascended to the position of the third biggest biscuit manufacturer in the World after acquiring the world’s sixth biggest biscuit manufacturer United Biscuits. United Biscuits has a total of 14 factories, 11 in Europe and 1 each in Nigeria, Saudi Arabia and India. The company has 7.171 employees. Yıldız Holding, dünyanın altıncı büyük bisküvi üreticisi United Biscuits’i satın alarak dünyanın üç numaralı bisküvi şirketi konumuna yükseldi. United Biscuits’in Avrupa’da 11, Nijerya, Suudi Arabistan ve Hindistan’da da birer olmak üzere toplam 14 fabrikası bulunuyor. Şirketin 7.171 çalışanı var. Having acquired the premium chocolate brand Godiva and the USA’s long-established confectionery company DeMets, Yıldız Holding has made its major stride in globalization with the acquisition of United Biscuits. Yıldız holding has executed a purchase agreement with United Biscuits, the biscuit and snacks company which had been on sale for some time. HSBC and Ünlü&Co companies have intermediated during the process of the acquisition United Biscuits which was owned by Blackstone and PAI private equity funds. Deloitte has provided consultancy services to Yıldız holding during the process whereas Linklaters and Yüksel Karkın Küçük firms have provided legal counselling services. Yıldız Holding is planning to implement the independent management model to United Biscuits which the holding had applied to Godiva and obtained successful results. Incorporated in 1948 with the merger of McVittie Price and MacFarlane Lang’ and Carr’s which was established in Scotland in 1830, United Biscuits owns 14 factories 7 of which are in England. The company has a total of 7.171 employees of which 4.613 of them are in England and 2.558 are outside England. WORLD’S THIRD BIGGEST BISCUIT MANUFACTURER IN THE 70TH ANNIVERSARY In 1944, four years before United Biscuits, Yıldız Holding which started off with Ülker Petibör, has risen to the position of the world’s third biggest biscuit manufacturer with this acquisition move in the company’s 70th anniversary. Likewise, I think that United Biscuit will also benefit from this change in the shareholders because Yıldız Holding is stronger in the markets in which United Biscuit is less strong and we also occupy the upper hand in some products’ industrial know-hows.” THE GROWTH OF UB IN THE NEW MARKETS HAS PLAYED A GREAT ROLE IN THE ACQUSITION Three times bigger than its closest rival and with a market share of 26% in England’s biscuit market, the company has made a move in exportation and ventured into new markets in the recent years. Only acquiring 5% of its sales from markets outside England and Northern Europe five years ago, the company has achieved acquiring 15% of its income from the new markets by the end of 2013. Saudi Arabia, India, Nigeria and Australia are amongst the biggest markets of the company which are outside England and Northern Europe. The greatest growth potentials in the foreign markets seem to belong to the regions of Africa, Middle East and China. DeMet’s aynı strateji çerçevesinde yaptığımız iki önemli yatırım oldu. Pavan Group: “Esas Amacımız Bilgi Paylaşımı” Pasta industry professionals from around the world gathered in a five days course on dry pasta production, organized by Pavan Group. Dünyanın farklı noktalarındaki makarnacılar, Pavan Group’un kuru makarna üretimine yönelik düzenlediği 5 günlük kursta buluştu. Pavan Group hosted a five days full time course on dry pasta production for pasta industry professionals from around the world on Sept. 15-19. By training ever more qualified experts, keeping professionals in the sector updated (installation managers, production managers, research and development directors, quality control supervisors and production technicians), as well as training new entry professional figures is a challenge that Pavan Group determines to face and win over. The didactic offer was structured in such a way as to provide a sound theoretical base, with the introduction of elements of chemistry, physics and rheology. The training course then proceeded to exploring the more practical aspects of system operation, with organoleptic and sensory evaluation tests, the production of pasta by pilot systems operating in the R&D area, and through visits to industrial installations where applied technologies with fully operational production activities can be observed. Lessons were held in the Conference Centre at Pavan Group headquarters by experts coming from Universities, institutions linked to the academic world and by process engineers of Pavan Group. According to the information of Reuters, by raising its offer price to 82.2 Egyptian pounds ($11.50) per share for Bisco Misr that is a well-known brand with three baking facilities in Cairo and Alexandria, the world’s biggest breakfast cereal maker overshadowed Abraaj’s previous offer of 80.58 pounds ($11.27). Abraaj initially offered 73 pounds (11.50 $) per share at the beginning of this month, which Kellogg countered last week with 79 (11.27 $) pounds. The bidding war is part of a whirl of mergers and rights issues raising activity on the Cairo bourse. The Cairo Bourse has struggled to arouse investor confidence again during the political and economic turmoil realized after popular riots in 2011. Egypt’s government this year made lots of long-delayed reforms. The reforms aimed at drawing back foreign investors and promoting growth while cutting a ballooning deficit. The bidding war between Kellogg and Abraaj is the latest sign that foreign investors are returning to the market. Abraaj, which has about $7.5 billion of assets under management, commonly invests in high-growth sectors in emerging markets. While shareholders with 56 percent of Bisco Misr agreed to sell to Abraaj, Kellogg’s bids have forced the private equity firm to return with higher offers. This increase is suggesting that accessing to food will become a bigger problem in the future which has already become a major problem in the world. Here in this process, Africa which has 20 percent of the world's arable area will have a determining influence in the world. Because in the world of future, it is estimated that African continent will take the share of around 900 billion dollars in agricultural production. At the same time in the continent where 500 million people are inhabited today, it is expected that the population will reach to 2 billion in 2050 and 60 percent of total population will be consisting of young people. This suggests that the continent will have a significant potential in terms of the workforce. When all of these are taken into consideration; it is necessary for all entrepreneurs operating in the agricultural production industry to share their knowledge and experience of today with African countries, contribute to their development processes and determine their future positions by establishing communication. AFRİKA’NIN TARIMSAL ÜRETİM POTANSİYELİ: 900 MİLYON DOLAR Dünya nüfusunun 2050’ye kadar yaklaşık 9 milyara ulaşacağı tahmin edilmektedir. Bu artış, halihazırda zaten dünyanın önemli bir sorunu haline gelmiş olan gıdaya erişimin, gelecekte daha da büyük bir sorun olacağına işaret etmektedir. İşte bu süreçte, dünya ekilebilir tarım alanlarının yüzde 20’sine sahip Afrika kıtası, dünyada belirleyici bir etkiye sahip olacaktır. Çünkü geleceğin dünyasında, tarıma dayalı üretimde Afrika kıtasının 900 milyar dolar civarında bir paya sahip olacağı öngörülmektedir. Aynı zamanda günümüzde yaklaşık 500 milyon insanın yaşadığı kıtada, nüfusun 2050 yılında 2 milyara ulaşacağı ve toplam nüfusun yüzde 60’ını gençlerin oluşturacağı tahmin edilmektedir. Bu da kıtanın iş gücü açısından da önemli bir potansiyele sahip olacağına işaret etmektedir. Although it is not known when human being made the first bread, there are evidences showing it is as old as the history of civilization. The first agricultural activities appeared in the Neolithic (10000 BC. – 6000 BC.) that can be counted as a revolution for human nutrition. Also in that period, the early examples of wheat bread started to be made although they didn’t resemble today’s bread. According to archaeological finds; it is estimated that Egyptians used to make bread from fermented dough in the 2500s BC. In addition, milling and bakery used to be well known and breads used to be made in special bakeries in 4000s BC. BBM DERGİSİ Ekmek, insanoğlunun bilinen en eski temel gıda maddelerindendir. Bread’s unsurprising sales diagram can be resulted from the fact that it has been consumed daily as a basic product in nearly every household for ages. However; influencing the world increasingly, some popular concepts like “Natural nutrition”, “Healthy living” and “organic products” significantly raised the consumers’ demand on whole wheat, light, 100% natural and additive-free products. Particularly in recent years, the growth in sales of packaged, whole wheat, whole meal, gluten-free and natural products is the most important sign of this new and healthy living sense. We can say that just as bread, the other bakery products have made a similar progress through the history. Dough making that started thousands of years ago has diversified in time and become a large market with several products today. It is known that Bakery was first perceived as a form of art and became a profession during The Roman Empire. The fact that bakery products started to be sold in the streets too as a result of the increase of interest led the opening of today’s bakeries, sweetshops and small shops selling bakery products that we see around. As a result of urbanization and worldwide increase of working population, the growth of out-of-home consumption and increased demand on instant and nutritious products are the main reasons of the continuous increase of bakery products. WORLD BREAD CONSUMPTION AND DEMAND Wheat bread is the only food product offering the human being more nutrients than any other food product in the world. Bread which is a source of carbohydrate, protein, Vitamin B and E is increasingly consumed particularly in developed countries. However, it is seen that this demand is mainly on the whole wheat products. The reason is that the population having healthy eating awareness minimalizes the carbohydrate, fat and cholesterol income in their meals and maximizes the complex carbohydrates, dietary fibers and vegetable protein income. According to data of Euromonitor International; World bread market’s total retail sales value of 170 billion Dollars in 2006 revealed nearly 50 billion Dollars increase and reached to the amount of 220 billion Dollars in 2011. Also it is specified that 70% of global bread sales in 2011 was packaged products and 30% was unpackaged. In addition, while the growth rate of consumption of packaged breads between 2006 and 2011 was 5%, there was 2% decrease in the unpackaged breads sales. From this point, it can be derived that bread consumption in Middle East and Africa will continue mainly on packaged products in the coming years. Deloitee’un verdiği bilgiye göre; Avrupa’da kişi başı paketlenmiş gıda tüketimi en az olan ülke Türkiye’dir. Bu gerçekten yola çıkarak, Türkiye’nin unlu mamuller alt pazarında önemli bir potansiyeli barındırdığı söylenebilir. Tüm dünyada yaygınlaşan sağlıklı beslenme, tam tahıllı, kepekli, hafif ürünlere yönelim, Türkiye’de de etkisini göstermiştir. Bunun neticesinde tüketicilerin tam tahıllı, özel yapılmış, çeşitli içeriklere sahip unlu mamullere ilgisi de artmıştır. According to the research by Euromonitor; the total consumption of bread is 10.540 million tons in 2006. It is 11.522 million tons in 2011. A growth of 0.9% is also expected in 2016. In consumption of packaged and unpackaged products, the consumption of packaged products in 2006 is 26,9 thousand and it is 10,511 thousand for unpackaged products. In 2011, the consumption of packaged products reached to 33,6 thousand tons. The consumption of packaged products with average growth of 25% is remarkable. Expected growth rate in 2016 is also 53,7%. The market of packaged products in bread consumption is interesting. There is a growth of 9,3% in the consumption of packaged and unpackaged products between 2006 and 2011. Ekmek tüketiminde paketlenmiş ürün pazarındaki bu potansiyel oldukça ilgi çekicidir. There have been changes on bread preferences of consumers as a result of the fact that consumers headed towards the different products thanks to the new trends. The decrease of -1,72% in the consumption of packaged white bread between 2006 and 2011 can be observed. Consumers’ tendency to whole wheat and whole meal, light products is clearly showed in the rates. Between the years of 2006 and 2011, the consumption of packaged and whole wheat products increased 8,4%. The demand for instant, packaged and easy products is increasing thanks to the advertising campaigns, busy and intense lifestyles, growing number of working women and producers’ efforts to develop their products. Thanks to the same reasons, the consumption of unpackaged White bread is expected to decrease. BAKERY PRODUCTS IMPORT AND EXPORT IN TURKEY It is known that Turkey’s early significant export initiatives in bakery products market started in 1980. İt is possible to say that the export activities that operated mostly in Russia and Central Asia at the beginning are adversely affected by The Russian crisis in 1998 and the crisis of 2001 in Turkey. In the market of bakery products in Turkey, the rate of export is higher than the rate of import. TÜRKİYE’DE UNLU MAMULLER İTHALATI VE İHRACATI Unlu mamuller pazarında Türkiye’nin ilk kayda değer ihracat girişimlerinin 1980 yılında başladığı bilinmektedir. İlk zamanlar daha çok Rusya ve Orta Asya Ülkeleri üzerinden ilerleyen ihracat faaliyetlerinin, 1998’deki Rusya krizinden ve 2001 yılında Türkiye’de yaşanan krizden oldukça etkilendiğini söylemek mümkündür. Türkiye’nin unlu mamuller pazarında ihracat rakamları ithalat rakamlarına nazaran daha yüksek seviyededir. Türkiye’nin unlu mamuller ihracatında Irak, Almanya, Suudi Arabistan ve Yemen önde gelen ülkeler arasında yer almaktadır. Türkiye unlu mamuller ithalatında ise düşük rakamlar gözlenmektedir. 2010 ve 2011 yıllarında unlu mamullerin toplam ithalatı miktar bazında 29 bin ton civarındadır. 2012 yılında bu rakam 24 bin tona düşmüş, 2013 yılında ise 28 bin tona çıkmıştır. İthal edilen ürün tablolarına bakıldığında 1904 GTİP ürün koduyla başlayan kavrulmuş, kabartılmış hububat mamulleri, vb. ürünlerin unlu mamuller ithalatında lider olduğu görülmektedir. Kavrulmuş, kabartılmış hububat mamullerinin hemen ardından ise 1905 GTİP koduyla başlayan ekmek, bisküvi, kek, vb. ürünler gelmektedir. Yapılan bisküvi ihracatıyla kıyaslanacak olursa, bisküvi ithalatının oldukça düşük düzeyde gerçekleştiği görülmektedir. Bisküvi ithalatında en çok tercih edilen ülkeler ise Polonya, Almanya ve Belçika’dır. The level is low in imports of bakery products in Turkey. In brief, in our Country bread and bakery are cultural phenomenons, preserved and transmitted all over the centuries by the mastership of Italian bakers, becoming in the modern age an important driver for economic growth. They are, i.e. the “grissini” (small and thin sticks of bread), the crackers and similar. Anyway, these products are still made mainly by Italian artisanal firms. Furthermore, Italian bread and similar are appreciated and requested all over the world, form North Europe to Far East, especially the typical, regional breads, with the EU protection marks as DOP (certified and protected type) and IGP (geographical protected origin of the type): i.e. the “Altamura Bread” (in Apulia), the “Genzano bread” (in Latium), the “Ferrara’s Couple” bread (in Emilia Romagna region) and so on… İtalyan gıda endüstrisinin önemli ve akredite gözlemcilerine göre; İtalya’da, ekmeğin “önceliği” yeni gelen alternatif ürünlerin saldırısına uğrayacaktır; ama tabi ki tahıl bazlı olarak türetilenlerin. We actually do not know, specifically, the Turkish market: Anyway, the above mentioned reflections about the frozen products and the industrial breads have to be considered extended to the Turkey’s bakery products. Her türlü yasal mevzuatın yurt çapında aynı etkinlik ve titizlikle uygulanması gerekmektedir.” INTRODUCTION GİRİŞ Bread is the foremost food among the highest consumed food products in terms of nutrition and meeting the energy requirement of Turkish society, together with its raw material “wheat flour” which is also placed on the top. Protection of honest flour producers, bakers and other bakery stores using flour to make bread or various goods, and also large mass of consumers can be provided by relevant legal legislation. It is fundamental for the legislation, which is produced as a result of attentive studies by considering the common rights and demands of consumers in all social classes, scientific data and applied facts in our country, to be in force in a long period of time without frequent changes. The early conditions during the establishment of Turkish Republic (TR) were first made up with legislations and traditions inherited by The Ottoman Empire; then on behalf of public health, “Public Health Law”(PHL), dated 20 February 1920, no: 1593, was enacted; so consideration, supervisions, restrictions and punishments on food with Article 181 and 199 were determined. Bu nedenle, ürünleri sarf edecek her gelir kesiminin ortak hak ve istekleri, bilimsel veriler ve yurdumuzda uygulanan gerçekler göz önünde tutularak, dikkatli çalışmalar sonunda ortaya konulacak mevzuatların sık sık değiştirilmeden, uzun süre hizmette kalması esastır. Türkiye Cumhuriyeti’nin (TC) ilk kuruluşunda söz konusu durum, önce Osmanlı Devleti’nden miras kalan mevzuat ve geleneklerle karşılanmıştır. Ardından halkın sağlıklı yaşamasını sağlamak üzere 20 Şubat 1930 gün ve 1593 sayılı “Umumi Hıfzıssıhha Kanunu (UHK)” çıkarılıp, yasanın 181 ve 199. maddeleriyle gıdalara ilişkin değerlendirme, denetimler, kısıtlamalar ve cezalandırmalar belirlenmiştir. Hemen sonrasında da, gıda güvenliğine ilişkin 1930 tarihli, “Belediyeler Kanunu” kabul edilmiş ve 50 October-December • Ekim-Aralık 2014 BBM MAGAZINE artıcle • makale enacted; in Article no: 15, the supervision of food production, storage places and stores in municipal boundaries were pointed as duties of municipalities; and in article no: 99, 104 and 105, the implementations of the duties was explained. Aforementioned duties were assigned to The Ministry of Public Health and Welfare where municipalities do not exist. Republic of Turkey didn’t get involved in “The Second World War” between the years of September 1, 1939 and August 15, 1945. Yet the storing, marketing and consumption of flour bread and feed were arranged by means of issued legislations, decrees and general instructions. On the other hand, “Food Products Ordinance” was issued in 1942 on the basis of PHL. By the end of The Second World War, Turkish economy started to improve and all the restrictions on flour and bread production were repealed by the Decree no. 3/7907 of August 17, 1948. Also In 1952, “Food Products Ordinance” was repealed and replaced by “Food Products Regulation”. Through “The Section of Wheat Flour” in the Regulation, The Ministry of Health and Municipalities started their supervisions in the plants producing foods made from wheat flour. As the regulation became inadequate too in the face of developments in flour and bread technologies, Turkish Standards Institute (TSI) stepped in for the purpose of preparing a new legislation. “Wheat Flour Standards” was also added to TSI’s work plan of 1976/77 and a commission was formed. The standard’s preparatory work and reporting by me was approved. To prepare a draft report by finding a compromise between the relevant parties led five-year, difficult and long-term effort. In conclusion, the draft that I prepared was offered to TSI Technical board by consent of the councilors. It was approved on 2nd of April, 1985 on condition that it was implemented a year after and it was published on Official Gazette of The Republic of Turkey on 3rd of June, 1986. The notification associated with flour in “Food Products Regulation” was repealed upon obligatory practice of “4500 Wheat Flour Standards”. After the Standard was put into effect, by force of protocol between The Ministry of Health and The Ministry of Agriculture, hygiene control was assigned to The Ministry of Health; technical control was assigned to The Ministry of Agriculture. Later, The Ministry of Health was discharged. On the other hand, employing graduate chief technical staff on this issue became obligatory in all food premises. In the following, this obligation was repealed only for the premises having less than 300 horsepower engine. By sticking to the provisions related to flour in “Food Products Regulation”, technical and scientific developments were taken into account in “TS 4500 Wheat Flour Standards”. Considering the consumer’s lifestyles, level of income and their habits on bread and other flour products, BBM DERGİSİ 15’inci maddesiyle sınırları içindeki gıda üretim, depolama ve satış yerlerinin denetimi belediyelerin vazifeleri arasında gösterilmiştir. 99, 104 ve 105 sayılı maddelerle de, görevin nasıl uygulanacağı açıklanmıştır. Belediyelerin bulunmadığı yerlerde belirtilen işlemlerin sağlanması ise Sağlık ve Sosyal Yardım Bakanlığına bırakılmıştır. 1 Eylül 1939 ile 15 Ağustos 1945 yılları arasındaki “İkinci Dünya Harbi” sürecinde savaşa girmeyen Türkiye Cumhuriyeti, bu süreçte çıkardığı kanun, kararname ve genelgeler yardımıyla un, ekmek, yem üretimi, depolama, pazarlama ve tüketim şekillerini düzenlenmiştir. Öte yandan 1942’de, UHK’ya dayanılarak “Gıda Maddeleri Nizamnamesi” çıkarılmıştır. Harbin sona ermesiyle, Türkiye’nin ekonomisi de düzelmeye başlamış ve “17 Ağustos 1948 gün ve 3/7904 sayılı kararname” ile un ve ekmek üretimiyle ilgili tüm kısıtlamalar kaldırılmıştır. 1952 yılında da “Gıda Maddeleri Nizamnamesi” iptal edilerek yerine “Gıda Maddeleri Tüzüğü” getirilmiştir. Tüzüğün “Buğday Unları Bölümü”yle de ana hammaddesi buğday unundan oluşan gıdaları üreten iş yerlerinde, Sağlık Bakanlığı ve belediyeler denetimlere başlamıştır. Un ve ekmek teknolojisindeki gelişmeler karşısında tüzük de yetersiz kalınca, yeni bir mevzuat hazırlamak üzere Türk Standardları Enstitüsü (TSE) devreye girmiştir. 1976/77 TSE iş programına “Buğday Unu Standardı” da alınmış ve bir komisyon oluşturulmuştur. Standardın hazırlık çalışmaları ile raporunun hazırlanmasının tarafımdan yürütülmesi uygun görülmüştür. İlgili taraflar arasında ortak noktayı bularak, taslak raporu hazırlamak 9 yıl gibi uzun ve zorlu bir çalışmayı gerektirdi. Sonuçta hazırladığım taslak, komisyon üyelerinin onayıyla TSE Teknik Kuruluna sunuldu ve 2 Nisan 1985 tarihinde, bir yıl sonra mecburi uygulamaya konulmak kaydıyla kabul edilip, 3 Haziran 1986 tarihinde Resmi Gazete’de yayınlandı. “4500 Buğday Unu Standardı”nın zorunlu uygulamasına başlanmasıyla “Gıda Maddeleri Tüzüğü”nün un ile ilgili mevzuatının yürürlülüğüne de son verildi. Standardın yürürlüğe konması üzerine Sağlık ve Tarım Bakanlıkları arasında yapılan protokol gereği hijyen içerikli denetim görevleri Sağlık Bakanlığı’na, teknik yönlü denetim görevleri ise Tarım Bakanlığı’na verilmiştir. Daha sonra, Sağlık Bakanlığı tamamen devreden çıkarılmıştır. Öte yandan, gıda işletmelerinin tümüne konu üzerinde yükseköğrenim diplomalı “sorumlu teknik eleman” çalıştırma zorunluluğu getirilmiştir. Sonradan, bu yükümlülük toplam 30 beygirden az motor gücüne sahip işletmelerin üzerinden kaldırılmıştır. “TS 4500 Buğday Unu” standardında, Gıda Maddeleri Tüzüğü’ndeki un ile ilgili hükümlere sadık kalınarak, teknik ve bilimsel gelişmeler de göz önünde tutulmuştur. Ayrıca, tüketicilerin yaşam şekilleri ile gelir seviyelerinin ekmek ve diğer undan üretilenler üzerindeki alışkınlıkları da düşünü- October-December • Ekim-Aralık 2014 51 artıcle • makale four types of flour specified in Food Products Regulation were determined as six types in the Standard and ash content was taken as a basis instead of yield. Before dealing the requirements in the past, present and future, it is necessary to examine the morphological structure of wheat grain, flour production technology and its form. When the enlarged anatomic structure of the grain (figure 1) is analyzed from outside to inside, it is seen that the grain is consisted of three parts named bran, germ, endosperm. Related to the type’s inherited features, climate and environment conditions and the depth of abdomen line reaching through the grain, there are approximately 14,5% bran; 83,0% endosperm where flour is procured; 2,5% germ in changeable rates. The depth of abdomen line is not only effective on yield (*1) but also it is the area where millers have difficulty in separating the bran from endosperm and also it is where microorganisms, pesticides and dusts gather. During the cultivation of new types, plant breeders should be quite careful about abdomen line being superficial as far as possible. lerek Gıda Maddeleri Tüzüğü’nde, dört isim altında belirlenen unlar, standartta altı tip altında toplanmış, randıman yerine de kül içeriği esas alınmıştır. Konu hakkındaki geçmiş ile şimdiki süreci ve gelecekte olması gerekenleri ele almadan önce, buğday tanesinin morfolojik yapısı ile un üretim teknolojisi ve şeklini incelemek gerekir. Tanenin büyütülmüş anatomik yapısının dıştan içe doğru görüntüsü (Figür 1) incelendiğinde buğdayın kepek, endosperm ve rüşeym adı verilen üç ana bölümden oluştuğu görülmektedir. Söz konusu bölümler, çeşidin kalıtsal özellikleri, iklim ve çevre koşulları ile tane boyunca uzanan karın çizgisinin derinliğiyle ilgili olarak değişmekle birlikte tane ortalama % 14,5 kepekten; % 83 unun elde edildiği esas bölüm olan endospermden ve % 2,5 rüşeymden oluşur. Karın çizgisinin derinliği randıman (*1) üzerinde etkili olabildiği gibi değirmencilerin kepeği, unu oluşturan endospermden ayırmasını güçleştirmektedir. Bunun yanı sıra karın çizgisinin derinliği mikroorganizmaların, kimyasal koruma maddelerinin (pestiside) ve tozların da, saklanma yeridir. Islahçıların, yeni çeşitlerin geliştirilmesi sırasında karın çizgisinin olabildiğince yüzeysel kalmasına dikkat etmesi gerekmektedir. It is formed of six layers being arranged one on the top of the other and fillers. The first layers are named as “pericarp” and they form almost 5% of the grain. Structural parts are formed by 6,0% protein, 2,0% mineral matter (ash), 20,0% cellulose, 0,5% lipid. Non-starch polysaccharides form the remaining. Pericarp itself divides into two as inside and outside. Outer pericarp is formed by filler tissues, hypodermis and epidermis which are shaped by cellulosic cells with quite thin walls. While foreign millers name this part as “beeswing”, local millers name it “bitter powder”. Aforementioned layer is separated from the bulk with frictions and milling machinery before it is grinded. Inner pericarp is consisted of layers which are crossed on top, tubular on bottom. It is also built by fillers, and tall, tubular, similar cells. While the length of the cell is parallel to the length of the grain on cross layer, it is horizontal on tubular layer beneath. Both layers cannot cover the husk of the grain and gaps are enclosed by connective cells. On the other hand, bottom of the cross layer interlocks with upper face of tubular layer without any gap and protects the grain from external influences. Having significant roles on nutrition, 8,0-10,7% protein, 7,5-9,0% starch, 2,02,4% ash, 8,0-10,7% raw fiber, 21,6-26,5% pentosan and 21,4-23,0% cellulose take part in bran in sequence. Kepek, buğday tanesini, rüşeym dâhil tamamen sararak dış etkenerden koruyan, üst üste sıralanan altı tabakadan ve ara dolgulardan oluşan bölümdür. İlk dört tabaka “Perikarp” diye tanımlanır ve tanenin takriben %5’ini oluşturur. Yapı maddelerini yaklaşık %6 protein, %2 mineral maddeler (kül), %20 selüloz, %0,5 lipid oluşturur; geriye kalanını da nişasta olmayan polisakkaritler teşkil eder. Perikarp, kendi içerisinde de, dış ve iç şeklinde ikiye ayrılır. Dış perikarp, çok ince duvarlı selülozik hücrelerden oluşan epidermis, hipodermis ve ara birleştirici dokulardan meydana gelir. Yabancı değirmenciler bu guruba “arı kanadı (beeswing)” adı verirken, yerliler “acı toz” demektedir. Söz konusu tabaka genellikle öğütülmeden önce sürtünmeler ve bazı değirmen makineleriyle kitleden ayrılır. İç perikarp ise ara birleştirici ile uzun boylu borumsu ve benzer şekildeki hücrelerle yapılaşan, üstte çapraz ve altta borusal tabakalardan oluşur. Çapraz tabakada hücre boyu, tane uzunluğuna paralel konumda iken atındaki borusal yatay şekildedir. Her iki tabaka tohum kabuğunu tamamen örtemez ve ara boşluklar birleştirici hücrelerle kapatılır. Öte yandan çapraz tabakanın alt tarafı, borusal tabakanın üst yüzüyle boşluklar bırakmadan sıkıca kenetlenir ve taneyi dış etkilerden korur. Kepekte sırasıyla %8,0-10,7 protein; 7,5–9,0 nişasta; 2,0-2,4 kül; 8,0-10,7 ham fiber; 21,626,5 pentozan ve 21,4- 23,0 selüloz gibi beslenmede önemli işlevleri olan maddeler de yer alır. ENDOSPERM Right under the bran, generally in single line, Endosperm, which is shaped by two parts named as aileron and starchy endosperm, has brick-shaped cells with 6-8 micron thickness and cellulosic form with dice of which size is changeable in thickness. Aileron forms 6,4%-9,0% and starchy endosperm forms 74,9-85,1% of the wheat. Both textures and togetherness of bran covers the wheat grain completely with some of germ. While aileron part is received botanically as a part of endosperm, it is counted as bran by millers. While starchy endosperm has 9,7-15,1% protein, 74,4-86,0% starch; aileron layer has 1,17-2,96% mineral matter, 5,9-7,0% raw fiber, 23,8-30,0% pentosan and 4,0-6,5 cellulose in its structure. As aileron and bran layers has high endo-proteolytic enzymes (stuck in cell), they cause bread to raise and pore structure to be destroyed by crumbling the structure of gluten proteins when processed. On the other hand, while the rate of endospermic protein decreases from the core to the outer parts of the grain, the color of flour gets dark as mineral matter and vitamins increase. At the same time non-starchy polysaccharides like cellulose and pentosan increase, in formation of characteristic textures in wheat crops and plants, these are the filling and sticking materials of gaps like cell walls and cement. They cannot be digested in human digestive system and named as dietary fibers. Nişastalı endosperm, bünyesinde % 9,7-15,1 protein, %74,4 -86,0 nişasta içerirken; aleron tabakada sırasıyla %1,17-2,96 mineral maddeler; %5,9-7,0 ham fiber; %23,8-30,0 pentozan ve %4,0-6,5 selüloz yer alır. Aleron ve kepek tabakalar yüksek oranda endoproteolitik enzimleri (hücre içersinde hapis) bulundurduğundan hamura işlendiğinde, glüten proteinlerinin yapısını parçalayarak ekmeğin kabarmasını önlemekte ve gözenek yapısının bozulmasına sebep olmaktadır. Diğer taraftan, tanenin merkezinden dış yüzeye doğru endospermdeki proteinin oranı azalırken, mineral maddelerin ve vitaminlerin oranı yükseldiğinden, ununun rengi esmerleşir. Aynı zamanda selüloz ve pentozanlar gibi nişasta olmayan polisakkaritlerin miktarı da artar. So that production with 80% yield is named as “headache” by millers. Flour milling premises choose the production types according to ash percentage in the legislation and according to increasing yield by taking the parts through the bran from the core so as to meet consumer’s demands, rather market share. GERM It is placed on the round edge of the wheat kernel and it sprouts, grows into a new wheat plant in an appropriate environment. It is enriched with vitamins, enzymes and lipids (fat). It contains 25,0-29,7% protein, 4,2-11,0% ash. During the milling process, it can be separated with particular techniques. TFC WHEAT FLOUR COMMUNIQUÉ As far as I learned, a committee was set up with relevant departments of universities, flour and bread industrialist’s organizations and representatives from some other organizations in order to prepare “Wheat Flour Communiqué”. Although it is known that I am the technical reporter and preparer of “TS 4500 Wheat Flour”, not only I wasn’t invited to preparatory work, but also no information or contribution was demanded by me. During the preparatory work of the notification, members among bread producers didn’t help a lot on technical issues. The views and suggestions of flour industrialists weren’t found suitable by academicians. In the end, “TFC Wheat Flour Communiqué” was accepted and published with no: 99/1 as mentioned above. Most of the provisions in the text were taken directly from the Standard but it underwent important changes too. Seriously criticized, the Communiqué wasn’t in compliance with “Bread and Bread Types Communiqué”. In the same year, “Communiqué No: 2012/Draft” was prepared for flour. When I learned that a new text was being prepared under new suggestions, I went to the relevant unit of The Ministry of Food, Agriculture and Livestock which I am retired of and tried to express my ideas although I have no such a right. However, I couldn’t meet higher authorities. Tebliğ çalışmalarında ekmek üreticilerinden gelen üyelerin pek fazla teknik yardımı olmamış, un sanayicilerinin öneri ve görüşleri ise akademisyenlerce uygun bulunmamıştır. Sonuçta “TGK Buğday Unu Tebliği” kabul edilerek yukarda belirtilen 99/1 numarayla yayımlanmıştır. Metinde yer alan hususların büyük bir kısmı, Standart’tan aynen alınmış ancak bazı çok önemli değişikliklere de gidilmiştir. Söz konusu tebliğ çok sayıda eleştiriye uğrayıp, 4 Ocak 2012 tarihinde (28157 sayılı RG) yayımlanan “Ekmek ve Ekmek Çeşitleri Tebliği”yle de uyum sağlayamayınca, aynı yıl içersinde un için “Tebliğ No:2012/Taslak” hazırlanmıştır. Gelen önerilerin ışığı altında yeni metin üzerinde çalışıldığını öğrendiğimde, hakkım olmadığı halde, emeklisi bulunduğum Gıda, Tarım ve Hayvancılık Bakanlığı’nın ilgili birimine kadar giderek düşüncelerimi anlatmaya çalıştım. Ancak üst dereceli makamlarla görüşemedim. Thus, “Turkish Food Codex Wheat Flour Communiqué (No:2013/9)” was published and put into effect. In this article, I will try to offer my suggestions which were not included in this communiqué and my ideas about the text by examining the articles of the new communiqué with reasons. First of all, “Wheat Flour Communiqué” should have been the continuation and more improved version of the Standard. As far as I understand, under the propaganda that the products made from whole-wheat flour are healthier in nutrition, the communiqués were seen as a way to direct the consumers to the products made from whole wheat flour. In the standard, according to its intended purpose and technical rates, flour is divided into four groups; Bread wheat flour, cake flour, biscuit flour and low-quality flour. It can be divided into six in general. In “Wheat Flour Communiqué” Descriptive Article 4b, flour is described as bread flour and in Article C, it is divided in to two as special purpose flour. It is stated like this: In terms of yield, bread wheat flour should be type 550, type 650, type 850 and ash content should be 0,55, 0,65% and 0,85% at most. With Descriptive Section, Article 4 in the Communiqué no: 2013/9 mentioned above: a) Wheat flour, b) Wheat bran for food purpose (rough or shorts, not specified), c) Bread Wheat flour, d) wheat flour with special purposes e) Whole wheat flour, f) Foreign matters were specified and their chemical features were given in Appendix 1. (At this point, I’d like to mention about misunderstanding in terms of wheat flour between bread producers and consumers. It is perceived as bakery product made from wheat without looking at yield.) In the Table 1, for bread wheat flour there is limitation as follows: max. 14,5% humidity in (m/m) %, <0,7% (m/m) ash in DM, sedimentation min. 30, Anticipation Sedimentation (ml) min. 30%, Protein in DM (min.) 10,5%, acidity in DM (sulphuric acid ) max. 0.07% and falling number (sn) min. 250. I would like to explain my ideas about limitations on bread wheat flour; 1. % Ash amount and min. / max. rates are high. As it is seen in the table below, since ash amount given is quite high for bread wheat flour, it may cause unfair competition in bread wheat sale. Bu yazımda, söz konusu tebliğde dikkate alınmayan önerilerimi ve metin hakkındaki düşüncelerimi, yeni tebliğ maddelerini irdelerken, gerekçeleriyle birlikte vermeğe çalışacağım. Öncelikle belirtmeliyim ki “Buğday Unu Tebliği”, un standardının devamı ve daha da gelişmiş şekli olmalıydı. Anladığım kadarıyla, o sıralar sağlık yönünden kepekli unlardan üretilen mamullerin, beslenme için çok daha yararlı olduğu propagandası etkisi altında kalınmış ve tüketicileri bunlara yöneltmenin yolu tebliğlerde görülmüş. Standart’ta unlar, kullanma amacı ve teknik değerlerine göre “Ekmeklik, Baklava – Böreklik, Bisküvilik ve İrmik Altı Un” şeklinde dört çeşide ayrılmıştır. Genel özellikleri bakımından da, 6 Tip altında toplanmıştır. 99/ 1 Numaralı “Buğday Unu Tebliği”nde ise tanımlar madde 4b ile ekmeklik, Madde c’de de özel amaçlı un şeklinde iki guruba ayrılmıştır. Randıman bakımından sadece ekmeklikler Tip 550, Tip 650 ve Tip 850; kül içerikleri de en fazla %0,55; 0,65 ve 0,85 olmalıdır, şeklinde verilmiştir. Yukarıda belirtilen 2013/9 sayılı son tebliğin “Tanımlar Bölümü” Madde 4 ile de: a) Buğday unu, b) Gıda amaçlı kullanılan buğday kepeği (“kaba veya ince kepek mi” olduğu belirtilmemiş), c) Ekmeklik buğday unu, ç) Özel amaçlı buğday unu, d) Tam buğday unu, e) Yabancı madde açıklamaları yapılmış “Ek 1”deki çizelgesinde de bunlara ait kimyasal özellikleri verilmiştir. (Yeri gelmişken tam buğday unu için ekmek üreticileri ve tüketicileri arasındaki kavram yanlışlığından bahsetmek isterim ki, bu tip ürün randımana bakılmadan sadece buğdaydan yapılan un mamulü şeklinde algılanmaktadır.) Çizelgede, ekmeklik buğday unu için: nem %(m/m) en çok 14,5; % kül km’de (m/m) 0,7<% - <0,8; sedimantasyon (ml) en az 30; beklemeli sedimantasyon (ml) en az 30; % protein miktarı km’de (en az) 10,5; % asitlik km’de (sülfirik asit cinsinden) en çok 0.07 ve düşme sayısı (sn) en az 250 sınırlamaları yapılmıştır. Ekmeklik buğdaylardaki bu sınırlamalar hakkındaki düşüncelerimi açıklamak isterim: 1. % kül sınırlaması ve alt – üst seviyeleri yüksek tutulmuş. Aşağıda verdiğim “Tablo 1”de görüleceği gibi öngörülen kül miktarı, randıman bakımından özellikle ekmeklikler için oldukça yüksek aralıklarla örtüştüğü için ekmeklik un satışlarında haksız rekabete neden olabilir. The main reason to make categories like this is that consuming habits of our society change according to the places where they live, their health and living conditions, cultural levels and their palates considering that 70% of produced flour is used in bread production. As an example, part of the people living in rural areas makes their own flour by milling it. Dough made from it and fermented in long term is used to make breads like filo pastry, flatbread or the large thin float bread. On the other hand, in some parts of Middle, Eastern and Southern East of Anatolia, lowincome families make common bread or naan with flour separated by flour plants making type 550 and type 650 flour which are second quality, high in ash amount, brown looking and sold as “naan flour” with low cost. People living in cities, according to their income, use white flour with high yield in market, the bread they made themselves and the ones produced in bakeries. People in cities prefer fresh and daily bread made from white bread flour mentioned in the Communiqué (Article No: 4c). My ideas are that aforementioned material should be divided in to type 750 and type 850; marketed with various prices. Öte yandan Orta, Doğu ve Güneydoğu Anadolu bölgelerimizin bazı yerlerinde bulunan düşük gelirli kesim; un fabrikalarının Tip 550 ve 650 unlarını üretirken ayırmak zorunda kaldıkları ikinci kalite, kül oranı yüksek ve esmer görünümlü ununu düşük fiyatla alıp kullanmaktadırlar. “Tandırlık un” adı altında pazarlanan bu un, tükeciler tarafından alışılmış usulde ya da tandır ekmeği şeklinde pişirilip tüketilmektedir. Kentlerde yaşayanlar, gelir düzeylerinin elverdiği oranda, piyasadan satın aldıkları beyaz veya yüksek randımanlı unlarla, kendi yaptıkları ekmekler ile bunların ticari fırınlarda üretilen şeklinden yararlanmaktadır. Şehirlerde yaşayan nüfus, un tebliğinde belirtilen ekmeklik beyaz undan (Tebliğ Madde 4c) üretilen taze ve günlük ekmeği tercih etmektedir. Also people being careful on their health, people suffering from constipation and overweight ones can prefer breads made from brown, whole meal or whole wheat flour. People in high level of income preferring palatal delight and consuming less bread, favor in breads made from highly refined white flour. On the other hand, as the Type 550 and Type 650 are highly refined, white and luxurious; they are used in production of baklava, pastry, filo pastry, biscuits and other bakery products which are consumed by people with high level of income, so they should be categorized as special purpose flour. To ensure the justice of taxation, these types can be excised as 8% VAT and 1% for bread flour. So that people can be directed to scientifically more nutritious products which are made from whole meal flour with high yield. 2. The diagram in flour business depends on the quality of the wheat to be milled and the performance of the employees to work with machinery and equipment. So that as the yield increases, the aileron mentioned above, bran layers and germ are mandatorily added to flour in changeable rates. Proteins, vitamins, lipids and dietary fibers that the layers in flour contain much more than endosperm, are quite beneficial in sense of nutrition. On the other hand, the more the yield increases the higher rate of protein in flour increases. However, the quality of gluten having maximal effect on product quality decreases. To this end, wet gluten was considered instead of protein rate in the Standard and to avoid the mistakes like removal of excessive water in the way of unloading, dry gluten was seen essential. After all, there is statistical close relation between protein and dry gluten to be measured. 3. There is a direct proportion between the yield in flour and endo-proteolytic enzymes and phytic acid which is a phosphor compound (Table 3). It is also known that phytic acid prevents the absorption of mineral matters especially calcium and iron in human digestion system. That is the reason why we advise people mentioned above to consume Francala bread. Although the aforementioned acid is fragmentized to its compounds during the fermentation, taking the bread production process very short to reduce the labor costs thanks to pure yeast might not solve the problem. However in some sources, fermentation doesn’t solve the problem alone. Thus, this should be searched. On the other hand, with the increase of yield, endo-enzymes mixing to flour with wheat parts cannot be effective on bread quality as long as they are captured in the cell. When the dough is made from aforementioned flour, enzymes added to the medium are converted to exoenzymes like that the sunn pest and wheat bug inject while being nourished by penetrating the wheat kernel. Damak zevkini ilk planda tutan ve az ekmek tüketen yüksek gelirliler ise, fazla rafine edilmiş beyaz undan elde edilen ekmekleri tüketmektedir. Öte yandan Tip 550 ve Tip 650 aşırı rafine edilmiş, beyaz ve lüks ürünler olup, üst gelir düzeyine sahip kitlelerin tükettiği ekmekler gibi yüksek fiyatlarla satılan, baklava - börek, yufka, bisküvi ile bazı diğer unlu mamullerin üretiminde de kullanıldığından, özel amaçlı unlar çeşidine dâhil edilmelidir. Vergi adaletini sağlamak üzere, söz konusu tiplere yüksek, örneğin % 8 KDV uygulanırken, ekmekliklere de %1’le devam edilebilir. Böylelikle, yüksek randımanlı ve kepekli unlardan üretilen, bilimsel yönden daha besleyici olan mamullere yönelim de sağlanabilir. 2. Un işletmelerindeki diyagram (*2), öğütülecek buğdayın kalitesi, makina ve ekipmanlar ile çalışanların performansına bağımlıdır. Bu yüzden randıman arttıkça zorunlu olarak un içerisine değişen oranlarda, yukarda açıklanan aleron ile kepek tabakaları ve rüşeym de karışmaktadır. Una dahil olan bu tabakaların endospermden daha yoğun şekilde içerdiği proteinler, vitaminler, lipitler ve besinsel lifler, beslenme kuralları yönünden son derecede yararlı rol oynar. Öte yandan randıman yükseldikçe undaki protein oranı da artmakta ancak ürün niteliğine en fazla etkiyi gösteren glüten kalitesi azalmaktadır. Bu düşünceyle standarttaki un sınıflandırmasında protein oranı yerine yaş glüten düşünülmüş, tayin yöntemindeki fazla suyu giderme şeklindeki hataları önlemek için de kuru glüten esası kabul görmüştür. Zaten ölçülecek protein ve kuru gluten oranları arasında çok yakın istatistiki ilişki de bulunmaktadır. 3. Undaki randıman artışıyla endoproteolitik enzimler ve bir fosfor bileşiği olan fitik asit (Tablo 2) arasında doğru oranda artış bulunmaktadır. Fitik asidin ise insan sindirim sisteminde, başta kalsiyum ve demir olmak üzere mineral maddelerin emilimini önlediği bildirilmektedir. Yukarda belirtilen kitlelere francala tüketmeleri önerisinin asıl sebebi de budur. Söz konusu asidin, hamurun mayalanması sırasında bileşenlerine parçalandığı ileri sürülse de, saf mayalar sayesinde ve işçilik giderini düşürmek için ekmek üretim süresinin çok kısa tutulmasının sorunu çözebildiği şüphelidir. Nitekim bazı kaynaklar, sadece mayalamanın problemi tam çözemediğini belirtmektedir ki, konunun araştırılması gereklidir. Öte yandan randıman artışıyla, yukarda belirtilen buğday kısımlarıyla una karışan proteolitik endoenzimler ise hücre içersinde hapsedildikleri sürece ekmek kalitesi üzerinde etkili olamazlar. To solve the problem, I think that the material to be used in production of “Whole meal and whole wheat bread” should be prepared factitiously in the bakeries by adding red dog flour, rough, and thin bran in specific rates, of which phytic acid is separated to its compounds and proteolytic enzymes are inactivated. This implementation can only be realized in facilities having quite good laboratories and highly educated licensed personnel. In this respect, insect control, storing the harvested wheat and protection of them become important. The flour to be used in the production of aforementioned breads should be in compliance with the articles in the Communiqué (Communiqué No: 2013/9). Uygulama, sadece çok iyi laboratuar donanımına ve konuyla ilgili yüksek eğitim almış lisanslı personele sahip işletmelerde yapılabilir. Bu miktarın aseptik koşullarda saklanmasına en uygun şekil dikey depolama olup, yurdumuzdaki kamu, borsa kuruluşları ve ticari işletmeler ile un fabrikalarının toplam dikey silo kapasitesi bilinmemektedir. Böylelikle, üretilen buğdayın çoğu açıkta, basit ambarlarda ve fabrika avlularında dökme biçiminde depolanır. Among the refining products, according to their grain thickness in sense of aperture; “Rough bran” which is left on the 1000 micron sieve, “Shorts” which is left on the 500 micron sieve, “Razmol” which is on the 212 micron sieve can be categorized as sub-product. The ones under the sieve can also be categorized as flour. Three sieves with nearly 15 rolls (*) and 9 passages operate in the milling technologies in flour plants. From every sieve, flour with changeable ash amount and flow rate falls to 35 or 40 tubes according to their diagram and also falls to screw conveyor which is generally laid together in two, three or two and a half row. By examining the colors, the foreman directs the flour with the name of second flour to the second screw if he finds unsuitable to the flour type to be produced, or if he finds them quite darker or high in ash amount, he directs the flour to the third screw with the name of red dog flour. The reason of this elimination is to obtain the rate of ash in percentage and protein in the laboratories by flow measuring. In the milling sector, it is named as “passage”. With the repetitions in wheat blending change, the performance of the plant is determined. All kinds of legal regulations should be applied with same activity and attention in whole nation. According to the “Turkish Flour industrialists’ federation” (TUSAF)’s Flour Industry sector report in 2013, there are large and small plants operating in the whole nation. It is impossible for the Ministry of Food, Agriculture and Livestock to make solitary, periodical, sudden inspections and determine the compliance of the Communiqué to the articles under “Product Features”. On the other hand, flour production facilities should make a general care, renovation, cleaning, and insect control at least two times in the beginning of summer and at the end of it. In insect control, fumigation, best among the cleaning methods, should be chosen. However, in our country most of the businesses, flour and sub products storing and packaging buildings are not suitable in sense of architecture. Apart from the difference, storing that amount of wheat in healthy and hygienic conditions and protecting it from outer influences are only possible with vertical silo storing. There is not much information about this kind of concrete and steel storage. Along with TMO’s vertical storage with 4 million ton storing capacity used in all kinds of grains, there is no statistical information about the supplement silo of some flour plants, stock markets, business organizations and its quantity. Without thinking about Turkey’s wheat storing and its conditions, whole meal and whole wheat bread consumption was recommended by only considering the scientific data. And it still continues. It is unquestionable that both are rich in vitamin, mineral, dietary fibers compared to the products made from white flour. However, I indicated that phytic acid of mineral matters prevents the absorption in human digestion system. The news that dietary fibers prevent the illness and malfunction, also constipation and obesity was presented to the consumers in various ways. At this point, I have no information if there are researches on the differences in the defecation amount of subjects fed with dietary fibers in Turkey like the ones in developed countries, especially USA and Canada. On the other hand, differences in defecation amounts of subjects are stated in these countries. I would like to learn if there is any research on Turkish people. Also, lots of additives and hemi cellulose to make the dough raise, to form pore structure and softness of bread in both types of bread production are used. Memleketimizde bu şekildeki beton ve çelik depo varlığı hakkında fazla bilgi yoktur. Diyetsel liflerin ise kişiler bünyesinde oluşabilecek aksaklık ve hastalıkları, bu arada kabızlık ve obeziteyi önlediği, çeşitli yollarla tüketicilerin bilgisine de sunulmuştu. Bu hususta gelişmiş ülkelerde, özellikle ABD ve Kanada’da, diyetsel lifler verilerek beslenen deneklerin dışkılama miktarları üzerinde yapılan araştırmaların, yurdumuzda da yapılıp yapılmadığı hakkında bilgim yok. It’s important to remember it’s not a case of one or the other, it is an integrated two-pronged approach; even if you’re effectively preventing coding errors, you still need the ability to quickly respond if something goes wrong - in order to limit the damage. But clearly, resources invested in prevention will prove much more cost-effective, compared to the expense of remediation. In recent decades, manufacturers have increasingly turned from quality assurance, based on statistical sampling of products bound for market, to a more proactive philosophy of prevention. Often referred to as “poka-yoke,” this approach focuses on up-front process design. Lean manufacturing processes are created with fail-safe features that allow operators to immediately detect a mistake and correct it – or, preferably, prevent mistakes from occurring at all, regardless of the operator’s actions. CODE ASSURANCE: APPROACH TO CODING QUALITY Code Assurance is a comprehensive approach to preventing or eliminating errors in the coding and marking process. A Human Machine Interface (HMI) – including both hardware and software components – can and should be designed to simplify data entry and help prevent operator errors, both at code entry and job selection. By redesigning the structural flow of coding processes, operator interactions will be minimized therefore reducing the risk of errors, even to the point where automatic distribution of correct codes to the correct printers for the correct jobs, becomes the norm. The Code Assurance methodology relies on four basic principles which are integral to avoiding packaging errors. First, we recommend that manufacturers simplify message selection, so the operator selects the right message for the right job. Secondly, operators input should be restricted to the absolutely essential points of contact only. Thirdly, we advocate automating messages as much as possible, with pre-defined rules, to help prevent incorrect entries. Finally, manufacturers should use authoritative data sources – such as Manufacturing Execution Systems (MES), Supervisory Control and Data Acquisition (SCADA), Enterprise Resource Planning (ERP) or, other enterprise IT systems – so that the appropriate information is automatically sent to the correct printer, when the operator selects a job. Pasta consumption also became popular with the influence of Italians who settled the region. In sense of dessert consumption, various cookies and sweet dumplings are the leading choices in South Africa where fruits are indigenous. Need for the food products like bread, pasta and biscuit is gradually increasing in South Africa where the meat consumption fell behind the grain and pulses in comparison to the European, American and various Asian countries. Likewise, sweet dumplings and cakes prepared with chocolate, fruits and local flavors are also admired in Southern African countries which were influenced by the European settlers’ coffee and dessert culture. BREAD, PASTA AND BISCUIT IN THE SOUTH AFRICAN REPUBLIC It is possible to say that South Africa that is home to several cultures is influenced by particularly Dutch and French cuisine. In the country where different nutrition habits are observed in its different regions the dishes are served with the whole wheat bread, generally named as brown bread. The Brown bread, baked with traditional flavors in nearly every part of the country, forms the basis for South Africa’s increasing wheat requirement. Another important food in South Africa’s nutrition culture is corn. It is possible to say that corn and oat cereals for breakfast are the most preferred foods in the cities where nutrition habits become increasingly practical. In rural areas, they are replaced by oat soup and corn porridge. Also, it is a fact that mash and porridge made from grains like wheat, corn and oat are themselves types of meal in South Africa. Pasta consumption is also rapidly spread with the Italian settlers in the region. İt is increasingly demanded with its long shelf life and easy cooking. Such a meal is generally served with brown bread, peas, corn or beans. BREAD, PASTA AND BISCUIT IN NAMIBIA The cultural diversity seen in all of South Africa appears in Namibia too. We can see that Namibian cuisine is varied with the flavors both from local cultures and the cuisine of German and British in particular. The conventional agriculture, developed during the colonial period, raised the use of grains in Namibian cuisine. Maize porridge, wheat bread and dumplings which are deemed as traditional today are the nutrients that rooted in the colonial period. There is a cultural similarity between Namibia and Republic of South Africa in sense of bread consumption. Certain breads which are baked with local technics have an important place in Namibian cuisine. Named by Namibians as “Veldt bread”, the bread which is made from whole wheat is counted as traditional and well-liked. Besides, some bread choices like breads cooked with steam, garlic bread, beer bread and bread dough fried in oil stand out. “Brötchen”, small, round bread which is spread by Germans is also quite popular. Namibya mutfağının hem yerli kültürden hem de özellikle Alman ve İngiliz mutfağından lezzetlerle harmanlandığını görebiliriz. Sömürge dönemiyle birlikte gelişen geleneksel tarım, Namibya mutfağında tahıl kullanımını da artırmıştır. Bugün bile geleneksel sayılan mısır lapası, buğday ekmeği ve hamur köfteleri, aslında sömürge dönemiyle yerleşmiş beslenme alışkanlıklarıdır. Namibya’nın ekmek tüketiminde Güney Afrika Cumhuriyeti’ndekine benzer bir kültür görülmektedir. Bazı yöresel tekniklerle pişirilmiş ekmeklerin Namibya mutfağında önemli bir yeri vardır. Just as in the other African countries, food consumption of Namibia is grain and pulses based rather than meat. Pancakes decorated with various fruit sauces and chocolate are consumed quite a bit. It can be said that cookies made from pearl millet and also named as “Mahangu” are the most preferred desserts of Namibia. Namibya’da yarım ya da çeyrek ekmeğin içi oyulup, köri ya da benzer acı soslarla doldurularak satılan “bunny chow” ise oldukça meşhur bir sokak yemeğidir. Ana yemek olarak ise sulu ve etli yemekler, hamur köfteleri, pirinç, fasulye ya da kuskus tercih edilmektedir. Her ne kadar sulu ve etli yemekler çok sevilse de, Namibyalıların beslenme alışkanlıklarında makarna, patates ve pirinç de ana yemek olarak önemli bir yer tutar. In consequence of these influences, it is said that meals made from flour, beans and rice are varied with diverse spices and sauces. ANGOLA’DA EKMEK, MAKARNA VE BİSKÜVİ Meat is generally served with rice and beans. Maize, flour, potato and rice porridge, found in most parts of South Africa, stand as a typical meal in Angola too. Also, corn flour is used not only in porridges but also in “kussangua” which is alcohol free beverage peculiar to Angola. Yöresel malzemeler ve farklı kültürlerin beslenme alışkanlıklarıyla harmanlanmış olan Angola mutfağı, Portekiz mutfağından oldukça etkilenmiştir. Bu etkiler neticesinde un, fasulye ve pirinç ile yapılan yemeklerin çeşitli baharat ve soslarla renklendirildiği söylenilebilir. Etli yemekler ise genellikle pirinç ve fasulye ile servis edilir. Güney Afrika’nın genelinde gözlenen mısır, un, patates ve pirinç lapası, Angola’da da tipik bir yemek olarak karşımıza çıkar. Mısır unu ise yalnızca lapa yapımda değil, Angola’ya özgü, alkolsüz bir içecek olan “kussangua” yapımında da kullanılır. Makarna ve buğday tüketiminde giderek artan ihtiyacını karşılamak isteyen Angola, Türkiye’nin ihracat yaptığı ülkeler arasında da ilk sıradadır. BREAD, PASTA AND BISCUIT IN BOTSWANA It is known that flour has been imported for years to make bread in Botswana where corn is used as staple food. Bread has an important place in national food culture. Just as in the other Southern African countries, corn, millet and pearl millet porridge are counted as main courses on their own. Besides millet and corn; wheat and rice cereals or porridges of them are often consumed. However, wheat and rice are imported. Local meals made from corn, sorghum, wheat and rice are quite high in number. As a local meal “matemekwane” is a kind of dumpling made from imported bread flour. Another local meal “magvinya” is prepared by frying the dough balls made from barley in hot oil. Baking cake is notably popular in Botswana where lots of fruits are indigenous. We can say that fruit diversity has had an influence on dessert culture. Pancakes and corn cakes with milk and sugar are the types of dessert peculiar to the region. We can see that pasta consumption is increasingly turning out to be a nutritional habit in Botswana. Darı ve mısırın yanı sıra buğday ve pirinç gevreği ya da lapası da sıkça tüketiliyor. Ancak buğday ve pirinç dışarıdan ithal ediliyor. Although it is known with different names in every country, “nshima” which is prepared with cooked corn flour is the favorite meal of the region. We can say that rice, corn and sorghum are the basic foods in Zambian cuisine too. Towards the western part of the country, it becomes clear that cereals and porridge which are used in breakfast and dinner are made from mostly rice. Although rice is occasionally replaced by fried foods because of the French influence in the country, rice is the most tastefully consumed food of Madagascans. It is known that Chinese food is also in demand in Madagascar. The increasing instant pasta and noodle consumption supports this fact too. Most of the foods in Madagascar are based upon the grains and pulses like beans just as in most parts of Africa. Noodles are also seen to be frequently used instead of rice. Noodles that are prepared mostly by being boiled or fried are served with local vegetables. It is possible to say that a full range of cakes and pancakes are consumed in Madagascar. Et yemeklerinin yanında sevilerek tüketilen pirinç, ülkedeki restoranların temel sunumudur. Ülkedeki Fransız kültürünün etkisiyle pirincin yerini zaman zaman kızartmalar alsa da pirinç tüketimi hala Madagaskar halkının en çok tükettiği besin maddesidir. Madagaskar’da Çin yemeklerinin de revaçta olduğu bilinmektedir. Giderek artan hazır makarna ve noodle tüketimi de bunu destekler niteliktedir.
