In accordance with this need, the Jean Monnet Scholarship Programme, a project funded by the EU, aims to increase the number of experts in the EU field and support Turkey’s administrative capacity building efforts for the effective implementation of EU acquis. The Jean Monnet Scholarship Programme which commenced in the 1990-1991 academic year by providing its first scholarship holders educational opportunities in the EU member countries is one of the longest running projects in Turkey. Over the course of nearly 25 years, the Jean Monnet Scholarship Programme was implemented in three different phases. During the initial implementation period between 1990 and 2002, the aim of the programme was to increase the existing knowledge and experience in Turkey regarding the European integration, and to support the human resources qualified on these subjects. In line with the developments in Turkey-EU relations, the main priority during the second implementation period between 2002 and 2006 has been the use of the Scholarship Programme for the enhancement of the human resources that would be necessary during the accession process. The first two phases of the Programme were conducted by the Ministry of Foreign Affairs and the Delegation of the European Union to Turkey, respectively. Jean Monnet Scholarship Programme is now being conducted by the Ministry for European Union Affairs since the 20072008 academic year in cooperation with the Central Finance and Contracts Unit and the Delegation of the European Union to Turkey. The application and evaluation processes of the Jean Monnet Scholarship Programme are under the responsibility of the Central Finance and Contracts Unit. The Central Finance and Contracts Unit is also the Contracting Authority of the Scholarship Programme. The scholarship agreements are signed between the awardees and the Central Finance and Contracts Unit. The Ministry for European Union Affairs is the Implementing Authority responsible for the effective conduct of the scholarship programme. The Ministry for European Union Affairs is responsible for the announcement and promotion of the scholarship programme, the placement of the scholars to suitable academic programmes, the monitoring of the scholars during and after their education, the provision of all types of support for the scholars and the establishment of sustainable communication channels with the scholars. The Ministry for European Union Affairs and the Central Finance and Contract Unit are conducting all of the above mentioned activities with the support of the Delegation of the European Union to Turkey. Employees of public and private sector institutions and non-governmental organizations; senior undergraduate, master’s and PhD students, and academic and administrative staff of universities could apply to the Scholarship Programme. Until now, approximately 2000 individuals have benefited from the Jean Monnet Scholarship. People who are awarded the scholarship could enroll at a postgraduate programme with a duration of minimum 3 and maximum 12 months at a university or equivalent institution in one of the EU member countries. 3 In accordance with the objective of the Scholarship Programme, Jean Monnet Scholarships are granted for postgradute studies that will be performed on subjects related to Turkey’s EU harmonization process and the EU acquis. For this reason, scholarships are awarded for studies related to the EU acquis chapters listed in the announcement. These acquis chapters are as follows: Free Movement of Goods Free Movement of Workers Right of Establishment and Freedom to Provide Services Free Movement of Capital Public Procurement Company Law Intellectual Property Law Competition Policy Financial Services Information Society and Media Agriculture and Rural Development Food Safety, Veterinary and Phytosanitary Policy Fisheries Transport Policy Energy Taxation Economic Criteria or Economic and Monetary Policy Statistics Social Policy and Employment Enterprise and Industrial Policy Trans-European Networks Regional Policy and Coordination of Structural Instruments Judiciary and Fundamental Rights Justice, Freedom and Security Science and Research Education and Culture Environment Consumer and Health Protection Common Trade Policy (Customs Union and/or External Relations) Financial Control Foreign, Security and Defence Policy Tuition fee, living expenses (food and drink, accommodation, communication, local transportation, cultural activities, etc.) and a fixed amount for various allowances (to be used for the visa-passport, educational materials, travel, study visit, registration to local authorities, health and insurance, any tax liabilities and similar expenses) are covered within the scope of the scholarship. In addition to its contribution to the increase in the number of experts needed in EU-related disciplines, the Scholarship Programme has also been contributing to the establishment of a civil society dialogue between the EU and Turkey. 4 1.2 Scholarship Announcement and Selection Process Scholarship announcements are made during the third or fourth quarter of the year. Applicants who pass the preliminary evaluation phase by presenting the requested documents in full and in the required format, will be entitled to the scholarship according to their written exam scores which is held in the EU official language indicated by the applicant on the application form. The 210 awardees entitled to the scholarship for the 2015-2016 academic year were announced on 15 July 2015. Candidates recommended for award of a scholarship are announced in a single list according to their success ranking. The candidates who are among the first 105 (i.e. ranked 1st through 105th) on the main list, had the priority to be placed to their first programme preference in one of the EU member countries, on the condition that the proposed programme is in line with the EU acquis chapter applied and the general objective of the scholarship. The candidates who are among the second 105 (i.e. ranked 106th through 210th) on the main list, were placed to one of their programme preferences in one of EU member countries based on the country distribution rules, and on the condition that the proposed programme is in line with the EU acquis chapter applied and the general objective of the scholarship. According to the rules of the Scholarship Programme, the candidates whose first programme preference is considered as ineligible were placed to their successive programme preference found eligible. No candidates ranked between 106 and 210, both inclusive, were replaced with the first 105 candidates who withdrew from the scholarship due to any reasons (health, family, work etc.). When candidates from the main list withdrew from the scholarship due to any reason (health, family, work etc.), the candidate from the reserve list of the relevant sector was invited according to the ranking. For instance, if a candidate from the university sector standing on the main list withdrew from the scholarship, applicant who is in the highest ranking order in the reserve list of university sector will be invited. In the case where the reserve list of a sector is exhausted or does not exist at all, the applicant who is in the highest ranking order in the overall reserve list will be invited regardless of his/her sector. Candidates who moved to the main list from the reserve list were placed to one of their programme preferences, based on country distribution rules and on the condition that the proposed programme is in line with the EU acquis chapter applied and the general objective of the scholarship. Due to a saving foreseen in the general budget, 16 additional people were supported from the reserve list. The placement process for the 226 scholarship holders began towards the end of July 2015 and was completed on 5 October 2015, while the signing of the contracts was completed on 21 December 2015. It is planned that 170 scholars will be supported in the 2016-2017 academic year. The following sections of the report provide data related to the 2015-2016 academic year. 5 2 2015-2016 ACADEMIC YEAR JEAN MONNET SCHOLARSHIP PROGRAMME 2.1 Promotion and Information Activities Country-wide promotion and information activities have been performed for the promotion of the 2015-2016 academic year Jean Monnet Scholarship Programme. In this context; Info-days were organized at 7 universities (METU, Bilkent University, Marmara University, İzmir University, Dokuz Eylül University, Ankara University-ATAUM and Akdeniz University) in 4 different cities with 334 participants. Info-days in 34 different public institutions located in Ankara (Presidency of the Council of State; Ministry of Justice; Ministry of Interior; Ministry of Finance; Ministry of Health; Ministry of Food, Agriculture and Livestock; Ministry of National Education; Ministry of Labour and Social Security; Ministry of Science, Industry and Technology; Ministry of Forestry and Water Affairs; Ministry of Culture and Tourism; Ministry of Development; High Council of Judges and Prosecutors; Turkish Court of Accounts; Undersecreteriat of Treasury; Ministry of Economy; Capital Markets Board of Turkey; Undersecretariat for Defence Industries; Central Bank of Turkey; Banking Regulation and Supervision Agency; Tobacco and Alcohol Market Regulatory Authority; Information and Communication Technologies Authority; Turkish Accreditation Agency; Ministry of Energy and Natural Sources; Public Procurement Authority; State Personnel Presidency; The National Human Rights Institution of Turkey; Energy Market Regulatory Authority; Revenue Administration; Small and Medium Enterprises Develeopment Organization (KOSGEB); Radio and Television Supreme Council; Social Security Institution; Turkish Labour Agency (İŞKUR), Turkish Radio and Television (TRT) and Grand National Assembly of Turkey) were organized with 639 participants. During the meetings, detailed information regarding the Scholarship Programme was provided to approximately 1000 participants. 4000 posters were distributed to approximately 1000 institutions (governorships, development agencies, EU Information Centres, universities, NGOs, etc.) all over the country. News and announcements related to the Scholarship Programme were published on various national and local newspapers as well as sector magazines. Various announcements were made on the social media accounts of the Scholarship Programme during the announcement period. 2.2 Outstanding Developments in the 2015-2016 Academic Year Improvements for the 2015-2016 academic year are as follows: The number of applications remained unchanged with respect to the previous year (approximately 1000 applications) Applicants invited to the written exam from 39 different cities in Turkey 22 people from 13 different provinces other than Ankara and İstanbul (Adana, Ağrı, Antalya, Aydın, Diyarbakır, Eskişehir, Giresun, İzmir, Kastamonu, Kocaeli, Muğla, Siirt, Tekirdağ) awarded the scholarship A fair gender distribution achieved (106 female (47%) and 120 male (53%) scholars) 6 2.3 The 2015-2016 Academic Year in Numbers 124 applicants out of 934 who applied for the 2015-2016 academic year Jean Monnet scholarship could not pass the administrative compliance and eligibility check due to failure in meeting the application criteria designated in the announcement (language skills, undergraduate grade points average, etc.) and/or due to incomplete application documents. 261 aplicants out of 810 who were entitled to take the written exam did not attend the exam for various reasons (health problems, different scholarship opportunities, not being granted the necessary permissions from their institutions etc.). 373 applicants out of 549 who took the written exam got 60 points and above from the written exam. 210 out of these 373 applicants were on the main list whereas the remaining 163 were on the reserve list. Within the scope of the Jean Monnet Scholarship Programme, which is especially of great importance in terms of enhancing the administrative capacity of our public institutions during the EU accession process, the quota allocated to the public institutions is 60% per each academic year, while the corresponding figures for the universities and private sector are 30% and 10%, respectively. When the list of awardees finalized as of 5 October 2015 is examined, it is seen that 99 scholars out of 226 are public sector employees, 93 are university students or academic/administrative staff, and 34 are private sector employees. Sectoral distribution of the applicants and the awardees is presented in Table 1. During the 2008-2009, 2009-2010, 2010-2011, 2011-2012, 2012-2013, 2013-2014, 2014-2015, 2015-2016 academic years, the percentage of women scholars was %63, %56, %61, %51, %51, %52, %49 ve %47, respectively. The gender distribution of 2015-2016 academic year Jean Monnet scholars is presented in Table 2. Although the percentage of applicants who applied from cities other than İstanbul and Ankara and who were invited to take the written exam was around 11%, the fact that there were 86 applicants from 32 cities (different than Ankara and İstanbul) was a positive and promising improvement. Another encouraging improvement during this academic year was that 22 people from 13 different provinces other than Ankara and İstanbul (Adana, Ağrı, Antalya, Aydın, Diyarbakır, Eskişehir, Giresun, İzmir, Kastamonu, Kocaeli, Muğla, Siirt, Tekirdağ) were awarded the scholarship. Geographical distribution of applicants and awardees is presented in Table 3. The distribution of applicants and awardees according to the EU official languages they indicated at the time of application/will receive education is presented in Table 4. As could be seen in Table 5, 207 scholarship holders preferred to participate to master programmes while 19 to research programmes during the 2015-2016 academic year. For this reason, unlike other postgraduate scholarship programmes, Jean Monnet Scholarships are exclusively granted for academic studies conducted on the designated 31 EU Acquis Chapters. During the 2015-2016 academic year, 226 scholars will be studying on 25 different EU acquis chapters. “Foreign, Security and Defence Policy” has been the most preferred acquis chapter by the 2015-2016 academic year scholars. In terms of popularity, this chapter was followed by “Company Law” and “Economic Criteria or Economic and Monetary Policy”. Acquis chapters which will not be studied by the scholars for this academic year are “Right of Establisment and Freedom to Provide Services”; “Statistics”; “Trans-European Networks”; “Fisheries”; “Public Procurement” and “Free Movement of Workers”. The distribution of applicants and awardees according to the field of study is presented in Table 6. Distribution of scholars according to sectors, gender and EU official languages in which they will pursue their education is presented in Table 7, Table 8 and Table 9, respectively. The institution that has sent the highest number of scholars has been the Turkish Armed Forces with 12 awardees and it is followed the Ministry of Economy and the Ministry for EU Affairs. Distribution of 99 public employees according to their institutions is presented in Table 10. During the 2015-2016 academic year, 93 scholars from 26 universities were awarded the Jean Monnet Scholarship. Bilkent University has been the institution that sent the highest number of the scholars with 18 awardees. Bilkent University is followed by METU and Boğaziçi University. Distribution of 93 scholars according to their universities is presented in Table 11.
