Ýletiþim ve bilgi teknolojilerinin inanýlmaz
geliþmeler kaydettiði günümüzde, geliþmiþlik düzeyine
baðlý olmaksýzýn tüm ülkeleri ve ekonomileri önemli
derecede etkileyen, bilgi akýþýný ülkelerarasý boyutlara
taþýyan ve dünya dengelerinin yeniden tanýmlanmasýný
gerektiren köklü bir dönüþüm ve deðiþim süreci
yaþanmaktadýr.
In our age, information technologies have been
advanced incredibly. Radical transformation and change
process which affect considerably all the countries and
their economies, regardless of their development level,
bring the flow of information to the worldwide and
require the redefinition of the world’s balances.
Bilim ve teknolojilerdeki bu geliþmelerin
haberleþme alanýna uygulanmasýyla haberleþme
araçlarý günümüzdeki çeþitliliðe ve yaygýnlýða eriþmiþ
ürün yelpazesi üretim hacmi ve tasarýmýnýn geliþtirilmesi
ile esneklik yoluyla rekabetin önü açýlmýþtýr.
Thanks to the use of these scientific and
technological developments in the field of
communications, the means of communications have
become now varied and widespread and due to the
progress in product range, volume, design, the
competition has been grown.

Haberleþme hedeflerinin her türlü hizmet
anlayýþýný çok yönlü karþýlayabilmesi için çaðýmýzýn
ihtiyacý olan ve hýzla deðiþen ana unsurlara günün
teknolojisi uygulanarak beklenen kalite standartlarýna
ulaþýlmasýna çalýþýlmaktadýr.
The studies on the achievement of targeted
quality standards are being carried out by using today’s
technology for basic elements which are the
requirements of our age and which change quickly in
order to make the communicational targets and to
meet the service understanding of any kind in every
aspect.
Müþteri isteklerinin hizmet özelliklerine
dönüþtürülebilmesine yönelik arzulanan ve seçilen
kalite düzeyi , Kuruluþumuzun stratejik bir kararýdýr.
The desired and selected quality level aiming
at the transformation of the customer’s demands into
service qualifications is our strategic decision.
Ülkemizin ekonomik geliþmesine katkýda
bulunabilmek amacýyla “Hizmette Sýnýr Yoktur”
felsefesini hayata geçirmeye çalýþan , sürekli geliþtirilen
otomasyon aðý kaliteli personeli ve tüm teknik
donanýmlarý ile geliþmiþ ülkelerde uygulanan modern
posta hizmetlerinden halkýmýzýn yararlandýrýlmasý
düþünülerek yapýsal deðiþiklikler süratle uygulamaya
konulmaktadýr.
The structural changes which will enable the
citizens to benefit from the modern postal services
offered in the developed countries and from the
continuously developing automation network with its
qualified personnel and all its technical hardware which
tries to bring into life the philosophy of “limitless service”
are put into practice immediately in order to contribute
to the economical development of Our Country.
Artýk günümüzde ülkelerin ve endüstrilerin
geliþmiþlik düzeyinin ve rekabet gücünün
deðerlendirilmesinde en önemli unsurlardan biri sürat
ve güvendir. Bu nedenle endüstrilerin temel amacý
rekabette üstünlük saðlamak için daha fazla mal ve
hizmet üretmekten, daha hýzlý, daha güvenli mal ve
hizmet üretimine kaymaktadýr.
In these days most important elements for
considering the development level and competition
power of the countries and industries are speed and
trust. So the basic aim of the industries is to shift from
production of more goods and services to production
of speedier, more secure goods and services in order
to be superior in the competition.
Ülke ekonomisinin mevcut yapýsý göz önüne
alýndýðýnda sadece yürütülen posta ve telgraf hizmetleri
ile deðil yürütülen finansal iþlemlerin farklý ürün ve
hizmette uzman finansal kuruluþlarýn desteði eþliðinde
çeþitlendirilmesi ve hükümet politikalarý doðrultusunda
sosyo-ekonomik yapýya katma deðer saðlamasý
gerekmektedir.
When the current structure of Our Country’s
economy is taken into consideration, besides the basic
postal and telegraphic services, the financial
transactions carried out in collaboration with the financial
organisations in accordance with the governmental
policies should be diversified in order to provide added
value to the socio-economic structure.
Bu baðlamda toplumun her kesiminin güvenine
mazhar olmuþ Kuruluþumuz posta lojistik faaliyetlerine
aðýrlýk vererek kurumsal kimliðini de yenileme yolunu
seçmiþtir.
In this context, Our Administration which achieved
the trust of all segments in the society has chosen the
way of renewing the organisational identity by focusing
on postal logistics activities.
Böylece ülkemizdeki ekonomik geliþmelere
paralel olarak tek bir Tahsilat Merkezi olmak ve
küçülerek büyümek isteyen özel bankalarýn güvenilir
u ç n o k t a l a r ý n ý o l u þ t u r m a k a m a ç l a n m ý þ t ý r.
Thus as PTT Administration, it is aimed to
become the trusted extreme branches of the private
banks which want to grow by limiting their sizes and
to become the sole collection centre parallel to the
economical developments in Our Country.
Bu kapsamda bankalarla iþbirliði çerçevesinde;
Garanti Bankasý, Denizbank, Finansbank, Citibank,
Koçbank, Türk Dýþ Ticaret Bankasý, C Kredi ve Kalkýnma
Bankasý, Yapý Kredi Bankasý, Kuveyt Türk, Anadolu
Finans Kurumu, Asya Finans Kurumu, Family Finans
Kurumu gibi bazý banka ve finans kurumlarý ile anlaþma
yapýlarak hizmetlerimizin geniþ kitlelere yayýlmasý ve
bankacýlýk-nakit iþlemlerinde Pazar payýnýn artýrýlmasý
saðlanmýþtýr. Diðer banka ve finans kurumlarýyla da
görüþmeler sürdürülmektedir.
Therefore, in the framework of the cooperation
with the banks we have signed agreements with some
of the banks and financial organisations like Garanti
Bank, Denizbank, Finansbank, Citibank, Koçbank, Türk
Dýþ Ticaret Bank, C Kredi ve Kalkýnma Bank, Yapý
Kredi Bank, Kuveyt Türk, Anadolu Finance, Asya
Finance, and Family Finance. So our services have
spreaded to the wide masses of people and the market
share in the banking-cash transactions have increased.
The negotiations with the other banks and financial
institutions still continue.

Tahsilat iþlemleri olarak; GSM Þirketleriyle iþbirliði
kapsamýnda Telsim, Aria, Aycell, Turkcell ile yapýlan
anlaþmalar sonucunda gelirimiz kayda deðer bir oranda
artýrýlmýþ olup, Hazineye katma deðer saðlanmaya
çalýþýlmaktadýr.
In the scope of cooperation with GSM Operators
as a result of the agreements signed with Telsim, Aria,
Aycell and Turkcell, our revenue has increased
considerably and it is aimed to provide added value to
the Treasure with this increased revenue.
Ayrýca çeþitli Kurum ve Kuruluþlarla da iþbirliði
yapýlmýþ olup;Tedaþ Fatura Tahsilatý, Su fatura Tahsilatý,
(Ýzmir) FLY Hava Yollarý Uçak Bileti Rezervasyon
Ýþlemleri yapýlmakta, SSK ve Emekli Sandýðý
emeklilerinin maaþlarý da Kuruluþumuzca ödenmektedir.
Also Our Administration has signed agreements
with some institutions and organisations, to collect
electricity and water bill collection, to make Fly Airlines
Ticket Reservations and to pay the pensions of Social
Securities Institution and Retiree Fund.
Ülke genelinde Toplu Gönderilerin çok daha hýzlý
ve ucuz iletilmesi, elektronik ticaretin gerektirdiði lojistik
desteðin güvenilir bir biçimde saðlanabilmesi için en
uygun modeller incelenerek özel sektör iþbirliði ile PTT
Lojistik (Koli-Kargo) alanýnda yeni atýlýmlara
baþlanacaktýr.
In order to distribute the bulk mail items more
cheaply and speedily all across the Country and to
provide the logistic support required by electronic trade
reliably, the new projects will be started in the scope
of PTT Logistics (Parcel-Cargo) by choosing the most
suitable models in collaboration with the private sector.
PTT’de mevcut potansiyelin ve bilgi birikiminin
gelecek yýllarda da baþarýyý saðlayacaðýna ve gerek
yatýrým gerekse iþletme hizmetlerinde kalite, güven ve
zaman üçlüsünü en uygun noktada buluþturacaðýna
inanmaktayým.
I believe that the existing potential and
accumulated information of PTT will bring success in
the following years and in both investment and
operational services PTT will make quality, trust and
time join in the most suitable point.
Posta ve Telgraf Teþkilatýnda sürekli yenilikler
peþinde olan, üreten ve hizmette sýnýr tanýmayan
personelimiz gerçekleþtirecekleri hedefleri ile ülkemize
katkýda bulunmaya devam edecektir. Bu görüþü
benimseyen her kademe ve görevdeki personelimize
teþekkür ediyor, çalýþmalarýnda baþarýlar diliyorum.
Our staff, who follow the innovations, produce
continuously and who have no limits in services will
continue to contribute to Our Country, with their targets
to be realised. I thank to all of our personnel at each
degree and duty who adopt this view and wish success

POSTAL SERVICES
Posta hizmetlerinin ülkemizin sosyo-ekonomik
ve kültürel geliþmesindeki önemi dikkate alýnarak posta
servislerinden beklenen sürat, emniyet ve düzenli
çalýþma ortamýnýn saðlanabilmesi için her yýl
sürdürülmekte olan çalýþmalara 2003 yýlýnda da devam
edilmiþtir.
The studies in order to achieve speed, security,
and regular working atmosphere expected at the postal
services were continued in 2003 considering the
importance of the postal services in the socioeconomical and cultural development of our country.
Hizmetlerimizin geliþen teknolojiye paralel olarak
adil, süratli, kaliteli, etkili ve verimli bir þekilde yerine
getirilmesini teminen yürürlükteki yönetmeliklerimizde
sürekli düzenlemeler yapýlmaktadýr.
Amendments are made continuously at the
regulations in force in order to enable that our services
are offered fairly, speedily, with quality and efficiently
parallel to developing technology.
Bu kapsamda Kuruluþumuzca;
Mektup Postasý Gönderileri, Ücret Ödeme
Makineleri, PP (Ücreti Peþin Alýnmýþtýr) Gönderileri,
Yurtiçi ve Yurtdýþý Posta Kolileri, Yönetmelikleri ile Toplu
Gönderiler Ücret Ýndirim ve Posta Ýhaleleri
Yönergelerinde münferit, Yurtiçi ve Yurtdýþý Acele
Posta Gönderileri, PTT Acentelikleri, Posta Pulu
Satýcýlýklarý, Yönetmelikleri ile Tele-Post (faks) Hizmeti
Yönergesi tamamen deðiþtirilmiþtir.
In this context; several amendments have been
made in the Regulations of Letter Post Items, Franking
Machines, PP Items, Domestic Parcels and in the
Directives of Bulk Mail Discount and Postal tenders
and the Regulations of Domestic EMS Items, PTT
Agencies, Postal Stamps Selling and Tele-Post Directive
have been re-prepared.
Posta Ýþletme hizmetlerinde meydana
gelebilecek aksaklýklarý tespit etmek ve gerekli tedbirleri
almak, posta sevk ve daðýtýmýna sürat kazandýrmak
amacýyla zaman zaman deðiþik kontrol ve metotlar
geliþtirilerek 2003 yýlýnda da etkin ve sürekli çalýþmalar
yapýlmýþtýr.
In order to determine the potential problems of
postal services, take the necessary actions and
accelerate the transportation and distribution of mail
items, efficient and continuous studies were conducted
in 2003 by developing different quality control methods
from time to time.
Yurtiçinde bir gönderinin il ve ilçe merkezleri
arasýnda 1-2 gün, Ýlden Ýle ise en geç 2. gün daðýtýmýnýn
yapýlmasý hedeflenmektedir. Posta ulaþým sürelerinin
daha da iyileþtirilmesini teminen Baþmüdürlükler arasý
kalite kontrol çalýþmalarýna etkin ve sürekli bir þekilde
devam edilmiþtir.
It is targeted that a domestic item is delivered
in 1-2 days between the provinces and towns and in
the second day at the latest between provinces. In
order to improve delivery time the quality control studies
among the regional directorates have been realised
efficiently and continuously.
Ankara, Ýzmir, Ýstanbul Avrupa ve Anadolu Yakasý

vasýtasý ile mektup üzerindeki posta kod numaralarýný
bilgisayara kaydetmek suretiyle çalýþan otomatik mektup
ayýrým sistemine (OMAS) ilave olarak Ankara ve

are used to modernise the systems in Ankara and
Istanbul.
2004 Yýlý Yatýrým programýnda yer alan ve
otomasyon projesinin 2. aþamasý olarak faaliyete
geçirilmesi planlanan Kayýtlý Posta Hizmetlerinin
Otomasyonu Projesinin hayata geçirilerek paralý posta
hizmetlerinde (Çek ve Havalelerde) olduðu gibi
Mektuplar, Acele Posta Gönderileri, Koli ve Teblið
evraký gibi her türlü kayýtlý posta gönderilerinin de kabul
iþleminden teslim aþamasýna kadar olan her evresi
b i l g i s a y a r o r t a m ý n d a t a k i p e d i l e b i l e c e k t i r.
When the second stage of the registered postal
items automation project which is included in the 2004
investment plan is realised, just as postal financial
products; registered letters, EMS items, parcels and
notifications will be traced from the acceptance to the
delivery.
Adana, Afyon, Ankara, Antalya, Bursa, Eskiþehir,
Erzurum, Gaziantep, Ýzmir, Kayseri, Mersin, Sivas,
Samsun, Trabzon, Ýstanbul Anadolu, Avrupa Yakasý
ve Van Posta Ýþleme Merkezleri hizmet vermektedir.

Furthermore, buildings of Bakýrköy Distribution
and Collection Centre, Diyarbakýr Sorting Centre and
Konya Sorting Centre will be tendered.

The information of tariffs and postal statistics
and other activities can be reached from www.ptt.gov.tr
Posta kod kullanýmý bu yýl içerisinde % 57
seviyesine ulaþmýþtýr. Posta Kodlarýný telefonla
öðrenme hizmeti veren 119 Posta Kodu Danýþma
Servislerine ilave olarak www.ptt.gov.tr web adresinden
de öðrenebilme imkaný getirilmiþtir.
The usage of postal code increased up to 57%
this year. Postal codes can be learned from the web
address www.ptt.gov.tr, in addition to call centre 119.
Ýstanbul Ýlinin Posta Kod numarasý 34,
Osmaniye’nin 80 ve Düzce’nin de 81 rakamý ile
baþlayacak þekilde Posta Kodlarý yeniden düzenlenerek
uygulamaya konulmuþtur.
Postal code of Istanbul changed as starting with
34, Osmaniye with 80 and Düzce with 81.
Acele Posta servisi ( APS) 81 il, 989 Merkez
ve 647 Þube olmak üzere toplam 1717 iþyerimizde
hizmet vermekte olup, 2003 yýlýnda yurtiçinde 8 Milyon
437 bin adet Acele Posta Gönderisi kabul edilmiþtir.
Express Mail Service (EMS) was provided in 81
provinces and 1717 post offices (989 post offices and
647 branch offices) in 2003. 8 million and 437 thousand
express mail items were accepted within the country.
Ayrýca halkýmýza süratli hizmet sunmanýn
yanýnda, hizmetin daha güvenli hale getirilmesi ve
Kuruluþumuz gelirlerinin de artýrýlmasý amacýyla Sigortalý
Acele Posta Gönderisi hizmeti de verilmektedir.
Besides providing a fast service, Insured Express
Mail Service has been launched in order to offer more
secure services.
Sigortalý APG hizmeti ile APS ‘ye açýk merkezlere
gönderilen ve elinde bulunduranýn faydalanabileceði

etmekte olup, 2003 yýlýnda 9464 adet gönderi kabul
edilmiþtir.
“Alo Post” service which enables door-to-door
delivery in the boundaries of Ankara, Istanbul and Ýzmir
Municipalities for commercial goods, documents and
souvenirs is being offered and 9464 items were
accepted in 2003.

göndericilerin Alo-Post servisini sadece 169 No’lu
telefonla aramalarýnýn yanýsýra ayný zamanda
internetten de kabul sipariþi verebilmesi ve müþteriler

Our customers have been forwarding Alo-Post
items by calling “169 Alo-Post” Service as well as by
giving an order via internet and have been tracking
these items on internet in Ankara, Ýstanbul and Ýzmir
since August 2003.

Motorize Köy Posta Daðýtým Hizmeti arazi, yol ve iklim
durumu müsait olan yerlerde uygulanmakta olup,
Ülkemiz genelinde 155 adedi Ýdaremize ait, 347 adedi
kiralýk taþýt olmak üzere toplam 502 taþýtla 23 533
köye haftada 1 veya 2 seferli olmak üzere motorize
daðýtým hizmeti yapýlmaktadýr.
In order to provide a faster and a more organised
postal service for the citizens living in the villages,
motorised delivery service is being offered where road
and climate conditions are suitable. This service is
being offered once or twice a day in 23,533 villages
by 502 vehicles, 155 of which belong to our
administration and 347 are rented.

operation has reached 235 by the end of 2003. The
telegraph service is offered in 939 post offices.
Tele-Post trafiði 2003 yýlýnda 1 milyon 544 bin
adet olmuþtur. 2003 yýlýnda 81 il, 1110 ilçe ve bucak
olmak üzere toplam 1191 iþyerimizde Tele-Post hizmeti
verilmiþtir.
Domestic Tele-Post traffic reached 1 million 544
thousand as of 2003. In 2003, Tele-Post service was
offered in 1,191 post offices in total, 81 of which are
in the provinces and 1110 of which are in the districts.
Yurtiçi telgraf trafiði , 2003 yýlýnda 1 milyon 893
bin adet olmuþtur.
Domestic telegraph traffic was 1 million 893
thousand in 2003.
Telefaks abonelerinin telgraflarýný, muhaberedeki

Fax-tel service, enabling the tele-fax subscribers
to transfer their telegraphs to the facsimile device is

2003 yýlý sonunda otomasyona açýk merkez
sayýmýzýn 710’a ulaþmasý ile, Otomasyon sistemi belirli
bir alt yapýya kavuþmuþtur. Otomasyon sistemi
sayesinde posta çeki hesaplarýna para yatýrma veya
hesaptan para çekme iþlemleri otomasyona açýk
herhangi bir PTT merkezinden anýnda on-line olarak
gerçekleþtirilebilmektedir. Posta Çekleri Baþmüdürlüðü
ve otomasyona açýk iþ yerlerimizle bu sistem sayesinde
hesap sahiplerine daha çaðdaþ ve kaliteli hizmet
sunulmaktadýr.
Automation system has reached a certain
infrastructure in parallel with the number of automated
post offices increased to 710 at the end of the year
2003. Owing to automation system, transactions of
crediting or withdrawing postal cheque accounts can
be realised instantly as on-line in any automated post
office and more contemporary and qualified service is
offered to our customers by the Regional Directorate
of Postal Cheques and by the automated post offices.
PTT Merkezlerinde otomasyon sistemiyle
verilmekte olan parasal posta hizmetlerinin (havale,
çek, telefon tahsilat, efektif ve tahsilat iþlemleri)
þubelerde de yapýlabilmesi amacýyla gerekli yazýlým
tamamlanmýþtýr.
In order to carry out postal payment services
(money order, cheque, telephone bill collection, cash
and collection transactions) which are offered in post
offices through automation system, necessary software
has been completed for the branch offices.
Programýn ülke genelinde sýkýntý yaþanmadan
yaygýnlaþtýrýlmasý amacýyla uygulamaya pilot çalýþma
olarak Ankara PTT Baþmüdürlüðü bünyesinde MTS
üzerinden telefon tahsilat iþlemi yapan þubelerin de
18.08.2003 tarihinden itibaren paralý posta hizmetleri
otomasyon ortamýnda verilmeye baþlanmýþ olup
uygulama ülke geneline yaygýnlaþtýrýlacaktýr.
In order to expand programme to all over the
country without any problem; implementation has been
started as a pilot study in branch offices collecting
telephone bills via MTS of the Ankara PTT Regional
Directorate as from 18.08.2003 by carrying out
automated postal payment services. This
implementation will be spreaded to all over the country.
Kuruluþumuz ile Garanti Bankasý A.Þ. arasýnda
imzalanan sözleþme uyarýnca Garanti Bankasý,
Denizbank ve Alternatif Bank’a ait kredi kartý tahsilatý
yaný sýra posta çeki yatýrma ve borç sorgulama
y ö n t e m i y l e t a h s i l a t i þ l e m i y a p ý l m a k t a d ý r.
In accordance with the agreement signed
between our Administration and Garanti Bank,
transaction of collection by crediting postal cheque
account and by means of debt inquiry as well as
collection of credit card debts belonging to Garanti
Bank, Denizbank and Alternatif Bank are carried out.
Kuruluþumuz ile Anadolu Finans Kurumu
arasýnda otomasyona açýk merkezlerimizden Anadolu
Finans Kurumu müþterilerine hesap açma, hesaplarýna
para gönderme ve para çekme konusunda hizmet
In accordance with the agreement signed
between our Administration and Anadolu Finance
Institution, services of opening an account, money
transfer to the account and withdrawing money from

Kuruluþumuz ile Citibank A.Þ. arasýnda kredi kartý
tahsilatý, bireysel kredi tahsilatý, nakit yatýrma ve ödeme
ile çek toplama iþlemleri konusunda 07.08.2003
tarihinde bir sözleþme imzalanmýþ olup, kredi kartý ve
bireysel kredi tahsilatý iþlemlerine baþlanmýþtýr.
In addition to the Institutions with which we work
in this scope, a contract was signed between our
Administration and Citibank on 07.08.2003 to collect
credit card debts and individual credit debts, to pay as
cash and to collect cheques. It was launched to collect
credit card debts and individual credit debts.
Kuruluþumuz ile Finansbank A.Þ. arasýnda kredi
kartý tahsilatý konusunda 02.07.2003 tarihinde bir
sözleþme imzalanmýþ olup, iþlemlere baþlanmýþtýr.
For the collection of credit card debts, an
agreement was signed between our Administration
and Finansbank on 02.07.2003 and procedures were
begun.
Kuruluþumuz ile Asya Finans Kurumu A.Þ. Genel
Müdürlüðü arasýnda 11.09.2003 tarihinde imzalanan
sözleþme uyarýnca Þirkete ait baþvuru formu sözleþme
vb evraklarýnýn iþ yerlerimize teslimi evrak toplama
iþlemine, ayrýca, 29.09.2003 tarihinde imzalanan ek
sözleþme ile kredi kartý tahsilatý, bireysel kredi tahsilatý
nakit yatýrma ve ödeme iþlemlerine baþlanmýþtýr.
In accordance with the contract signed between
our Administration and General Directorate of Asya
Finance Institution on 11.09.2003, it was commenced
to deliver the documents; such as, application form,
contract, etc. belonging to the Company to our post
offices and to collect documents. Besides, by the
supplementary contract signed on 29.09.2003, collection
of credit card debts and individual credit debts, cash
payment and payment transactions are ensured.
Kuruluþumuz ile Kuveyt Türk Evkaf Finans
Kurumu A.Þ. Genel Müdürlüðü arasýnda 19.11.2003
tarihinde imzalanan sözleþme uyarýnca Þirket adýna
posta çeki hesabý açýlarak posta çeki vasýtasý ile hesap
hareketlerinin düzenlenmesi ve iþleyiþ ilkelerinin
belirlenmesi, Þirket müþterilerine hesap açma, hesaptan
para ödeme, kredi kartý ve bireysel kredi tahsilatlarý,
Þirket hesaplarýna nakit olarak gönderilmek istenen
diðer bedellerin kabulünün yaný sýra Þirketin göstereceði
kiþilere Þirket adýna nakit ödeme yapýlmasý, Þirkete
ait çek, senet, deðerli evrak ile baþvuru formu, sözleþme
v.b. evrakýn PTT’ye teslimine iliþkin iþlemler konusunda
hizmet verilecektir.
In accordance with the agreement signed
between our Administration and General Directorate
of Kuveyt Türk Evkaf Finance Institution on 19.11.2003,
postal cheque account in the name of Company will
be opened and by means of the postal cheque, account
statements will be prepared and operation principles
will be determined. Services of opening an account,
payment from the account, collection of credit card
debts and individual credit debts, acceptance of other
amounts to be transferred, as cash, to the Company’s
accounts will be offered to the Company’s customers.
Moreover services of cash payment in the name of
Company to the persons nominated by the Company,
delivery of cheque, bond, valuable document,
application form, contract, etc. belonging to the
Company to post offices will be carried out.
Ayrýca Kuruluþumuz ile Türk Dýþ Ticaret Bankasý
A.Þ. ve Koçbank A.Þ. arasýnda da sözleþme
imzalanmýþ olup, iþbirliði yapýlan banka ve finans
kurumlarýný yaygýnlaþtýrmak amacýyla görüþmeler
devam etmektedir.
Besides, agreements were signed with Türk Dýþ
Ticaret Bank and Koçbank. In order to increase banks
and finance institutions with which we cooperate,
negotiations continue.

Kuruluþumuz ile daha önce yapýlan Telsim,
Aria ve Aycell arasýndaki sözleþmelere ilave olarak
Turkcell Ýletiþim Hizmetleri A.Þ. arasýnda 07.08.2003
tarihinde imzalanan sözleþme uyarýnca Turkcell
abonelerinin fatura ara ödeme, cari ödeme, taksitli
ödeme ve faturalanmamýþ tutar bedellerinin otomasyona
açýk merkez ve þubelerden tahsilatý yapýlmaktadýr.
Ayrýca; 15.08.2003 tarihinde imzalanan ek sözleþme
ile Turkcell tarafýndan belirlenmiþ 200 iþyerimizden
POS cihazý üzerinden kontör yükleme iþlemlerine
baþlanmýþtýr.
In addition to the contracts which had been
signed with Telsim, Aria and Aycell before, in accordance
with the contract signed between our Administration
and Turkcell Communication Services Coop. on
07.08.2003, services of payment of cellular phone bills
and other debts, current payment, instalment payment
and collection of the amounts not invoiced are offered
to the Turkcell’s subscribers in the automated post
offices and branch offices. Besides, by the
supplementary contract signed on 15.08.2003, sale of
phone cards via POS machine was launched in our
200 post offices which were determined by Turkcell.
Deri Sanayicileri Sektörel Dýþ Ticaret A.Þ.
arasýnda 28.03.2003 tarihinde imzalanan sözleþme
uyarýnca yurt dýþýnda yerleþik T.C. ve yabancý uyruklu
kiþilerin Türkiye’de yapmýþ olduklarý alýþ-veriþler
karþýlýðýnda ödemiþ olduklarý KDV’nin yurt dýþýna
çýkýþlarý sýrasýnda ödemesinin yapýlmasý iþlemine
Ankara, Antalya, Ýzmir, Ýstanbul, Edirne ve Kýrklareli
PTT Baþmüdürlüklerine baðlý çýkýþ kapýsý PTT Merkez
ve Þubelerinden ödeme iþlemleri devam etmektedir.
In accordance with the agreement signed with
Leather Industrialists Sector Foreign Trade Coop. on
28.03.2003, transaction of refund of VAT that was paid
for shopping in Turkey by the Turkish people living
outside of Turkey and by the foreigners, is carried out
at the border post offices and branch offices of the
Ankara, Antalya, Ýzmir, Ýstanbul, Edirne and Kýrklareli
PTT Regional Directorates.
Kuruluþumuz ile Türkiye Elektrik Daðýtým A.Þ.
(TEDAÞ) arasýnda 20.11.2003 tarihinde imzalanan
sözleþme uyarýnca Þirkete ait Elektrik faturalarýnýn
tahsilatýna tüm iþ yerlerimizden baþlanmýþtýr.
In accordance with the contract signed between
our Administration and Turkey Electricity Distribution
Coop. (TEDAÞ) on 20.11.2003, electricity bills belonging
to the Company are collected in all post offices.
Ýzmir PTT Baþmüdürlüðümüzle Ýz-Su Genel
Müdürlüðü arasýnda 03.09.2003 tarihinde imzalanan
sözleþme uyarýnca Ýzmir ili sýnýrlarý içerisinde Ýz-Su
fatura tahsilatýna baþlanmýþtýr.
In accordance with the contract signed between
Ýzmir PTT Regional Directorate and General Directorate
of Ýz-Su on 03.09.2003, it was started to collect Ýz-Su
bills within Ýzmir region.
Kuruluþumuzla Fly Hava Yollarý A.Þ arasýnda
09.01.2004 tarihinde yapýlan sözleþme uyarýnca Þirket
müþterilerinin Ankara Ýstanbul ve Trabzon
Baþmüdürlüklerine baðlý otomasyona açýk merkezlere
baþvurarak giþeden ödeme yöntemiyle uçak bileti
rezervasyonu yaptýrma iþlemlerine baþlanmýþtýr.
In accordance with the agreement signed
between our Administration and Fly Air Lines Coop.
on 09.01.2004, service of reservation of air tickets by
paying at the counters is offered to the Company’s
customers in the automated post offices of the Ankara,
Ýstanbul and Trabzon PTT Regional Directorates.

protokol uyarýnca 60 yaþ üzeri emeklilerimizden
isteyenlerin tüm Türkiye’de maaþlarý PTT’ce konutta

iþyerlerinden maaþ alan emekliler ile bundan sonra
adý geçen Kurumdan emekli olanlarýn tamamý PTT’ye
yönlendirilerek sorgulamalý ödeme iþlemlerine
baþlanmýþtýr. 2004 yýlý Ocak ayýndan itibaren SSK
emeklileri maaþlarýný istedikleri otomasyona açýk PTT
iþyerlerinden almaya baþlamýþlardýr.
Besides, in accordance with the protocol
renewed with Social Securities Institution on
19.08.2003, the service of pension payment as money
order was stopped. In addition to the current pensioners
getting their pensions from post offices, all persons
retired from this Institution from now on are directed
to the PTT and payment transaction with inquiry
service was launched. From January 2004, the persons
retired from Social Securities Institution have received
their pensions from any automated post office.

In order to cover 371 Post Offices with the
automation system, the tendering procedure was
completed for purchase of PCs and printers, and the
delivery of all equipment was realised. The cabling of
12 Post Offices will be completed in 2004.

Tendering procedure was completed for the
computers and printers within the project for purchase
of software and hardware equipment to be needed
due to the increasing traffic in the automated post
offices and for updating the softwares and hardwares
for keeping up with the contemporary technology.

olup, yazýlým çalýþmalarý devam etmektedir.
The project will be completed within the
Investment Program of 2004. Software studies are still

Kayýtlý posta maddelerinin kabul, sevk ve

aþamasýnda izlenmesi özellikle maliyet , personel, iþ
gücü ve zamandan tasarruf ederek daha hýzlý, güvenli
ve kaliteli bir yapýya kavuþturulmasýný amaçlayan
þimdilik 24 pilot merkezin otomasyonunu öngören bu
projenin donaným ihalesi yapýlmýþ olup, yazýlýmlar
yüklenmiþ ve test amaçlý uygulamalar baþlamýþtýr.
Tendering procedure for the hardware of the
project which is envisaged for posting, forwarding, and
delivering of registered postal items with the support
of computer technology and monitoring of the items
at the all stages, providing faster, reliable and qualified
service by decreasing the cost, staff, laborforce and
saving the time, and which has been envisaged to be
implemented in 24 Post Offices as a pilot project was
completed and software works are loaded and
applications for testing was started.

General Directorate of PTT, through carrying

In order to improve the postal service quality,
offer the new services, make the co-operations in
the fields of technology and training, establish the
EurAsia-Giro which is very similar to the Eurogiro for
providing the rapid money order transactions, issue
the stamps having common theme, provide the transit
services, improve the bilateral relations and common
benefits with the countries in the region especially with
the Turkish Republics located in Central Asia with
which Turkey has strong historic ties, EurAsia Postal
Union was established, and the 1st Congress of the
Union was held on 5-7 June, 2001 in Ýstanbul. The
Constitution and the General Regulations of the Union
were signed by Azerbaijan, Turkish Republic of Northern
Cyprus, Pakistan and Turkey. Afghanistan, Macedonia
and Bosnia Herzegovina are expected to join the
Union in the near future.

Ankara, the post of General Secretariat is carried out
by the representative of Turkey, and the 1st Executive
Council Meeting was held on 9-11 March 2002 in

The service concerning the acceptance of
questionnaire cards, order forms, market researches,
questionnaires in the shape of cards or the postal
items within the content of the envelopes attached to
the items which are posted by the businessmen in any
country to the customers in other countries, without
collecting any postal fee from the senders and collecting
these fees from the Administration of origin, returning
them to the senders called IBRS was carried out
mutually with 10 countries in 2003 (Germany, United
Arab Emirates, Finland, United Kingdom, Ireland,
Sweden, Switzerland, Italy, Romania and New
Zealand). The studies are in progress for the expansion
of the service.

edilmiþtir.

In 2003, 31.796.000 international letter mail
items and 34.000 international parcels have been
posted, and 182.842 international postal and cheque
money orders have been paid. Also, 100.000 outgoing
EMS items have been posted.
2003 yýlýnda Tele-Post hizmeti 34 Ülkeye
götürülmüþtür. Yurtdýþý Tele-Post trafiði 1488 adet,
telgraf trafiði ise1632 adet olarak gerçekleþmiþtir.
Telepost service was provided for 34 countries in 2003.
Also, the total of international telepost traffic was 1488
and telegraph traffic was 1632.

International Postal System (IPS)
Ýletiþim tekniklerinin hýzlý geliþimi, posta idarelerini
yeni arayýþlar içerisine sokmakta ve çaðdaþ teknolojiden
yararlanýlarak gönderilerin daha süratli ve güvenilir
olarak taþýnmasý zorunluluðunu doðurmaktadýr. Bu da
büyük ölçüde verilerin bilgisayar aracýlýðý ile alýnýp
verilmesi elektronik bilgi alýþ/veriþi ile gerçekleþmektedir.
(Uluslararasý Posta Sistemleri) IPS, Dünya Posta Birliði
Uluslararasý Bürosunun Posta Teknolojileri Merkezi
birimince hazýrlanmýþ bir program olup, Kuruluþumuz
bu sisteme üye bulunmaktadýr.
Due to the rapid improvement of
telecommunication techniques, postal Administrations
are involved into the new searches, and faster delivery
and reliable transportation by using the modern
technology are getting compalsory. In this context, it
is being realised by receiving and sending the data
via computer. IPS is a program prepared by Postal
Technologies Centre (PTC) of International Bureau of
the UPU, and Turkish PTT is a member of this system.
Bu sistemle,yurtdýþý çýkýþ ve varýþlý tüm kayýtlý
gönderilerin (APG, Taahhütlü ve Deðer Konulmuþ
Mektup Postasý Gönderileri, Deðer Konulmuþ veya
Konulmamýþ Koliler) kabulünden alýcýlarýna teslimine
dek tabi olduðu her iþlem sistem üzerinden izlenmekte,
dolayýsýyla iþlemler daha hýzlý, doðru ve güvenli bir
þekilde yapýlmakta, personelden tasarruf edilip geliþen
teknoloji paralelinde müþteri ihtiyaçlarýna cevap
verilebilmekte, gönderilerin sevkinin hangi aþamada
olduðu ve kaybolan gönderinin mahalli ve sorumlusu
derhal tespit edilebilmektedir.
Through IPS, every transaction from posting to
delivery of all registered items (express mail items,
registered mails, insured or ordinary parcels) shall be
monitored, so the transactions shall be implemented
faster, correctly and securely, and customer needs
shall be met in parallel with the developing technology
while labor force is saved and at the delivery stage,
the country at which the item is lost and the person
responsible for the situation shall immediately be
determined.

modernisation of posts provides the possibility to
compete with the private courrier companies.
Baþlangýçta idaremizce bu sistem üzerinden
sýnýrlý sayýda ülkeye APS postalarý düzenlenmekte
iken Mart/2000 ayýndan bu yana AVPÝM (Ýstanbul
Avrupa Yakasý Posta Ýþleme Merkezi) ve APÝM (Ankara
Posta Ýþleme Merkezi) merkezlerimizce tüm ülkelere
sistem üzerinden posta düzenlenmeye baþlanýlmýþtýr.
While the EMS items were being sent only to
the limited number of countries at the beginning, EMS
items have been sending from Ýstanbul and Ankara
Postal Sorting Centers to every country since March
2000.
Halen sistem üzerinden bilgi transferi Almanya,
Amerika Birleþik Devletleri, Avustralya, Avusturya,
Azerbaycan, Belçika, Bosna-Hersek, Brezilya, Çin Halk
Cumhuriyeti, Danimarka, Fas, Finlandiya, Fransa,
Hýrvatistan, Hindistan, Hong Kong, Ýngiltere, Ýspanya,
Ýsrail, Ýsveç, Ýsviçre, Ýtalya, Japonya, Kanada, Kore,
Macaristan, Makedonya, Malezya, Mýsýr, Norveç,
Polonya, Singapur, Suriye, Tayland, Tayvan, Tunus ve
Venezuela ile yapýlmakta olup UPU ile yapýlan belirli
bir program çerçevesinde diðer ülkelerle de bilgi
transferine baþlanacaktýr.
Data transfer through the system is already
being implemented with Germany, USA, Australia,
Austria, Azerbaijan, Belgium, Brazil, Bosnia
Herzegovina, Crotia, People’s Rep. of China, Denmark,
Maroc, Finland, France, India, Hong Kong, England,
Spain, Israel, Switzerland, Sweden, Italy, Japan,
Canada, Rep. of Corea, Hungary, Macedonia, Malaysia,
Egypt, Norway, Poland, Singapore, Syria, Tailand,
Taiwan, Tunisia and Venezuela. Data transfer with
other countries will be launched within the framework
of the program organized with the UPU.

Yurtdýþý havale hizmetinin daha kaliteli ve süratli
sunulmasý amacýyla Kuruluþumuz 02.04.1997 tarihinde
Eurogiro sistemine üye olmuþ ve halen Almanya,
Avusturya, Belçika, Hýrvatistan, Ýsviçre, Ýtalya, Japonya,
Letonya, Portekiz, Romanya, Slovakya ve
Yugoslavya(Sýrbistan ve Karadað) ile karþýlýklý
havalelerin otomasyon aðý üzerinden alýnýp verilmesine
devam edilmektedir.
In order to provide faster and more qualified
money order service, Turkish PTT became the member
of Eurogiro network on 2.4.1997, and transactions of
money orders via this network are carried out
reciprocally with Germany, Austria, Belgium, Crotia,
Switzerland, Italy, Japan, Latvia, Portugal, Romania,
Slovakia, Serbia and Montenegro.
Diðer Eurogiro üyesi ülkelerle de hizmete
baþlanýlmasý için yazýþmalar devam etmektedir.
Correspondences still continue in order to launch
the service with the other Eurogiro members.
Yurtdýþý havale hizmetinin Eurogiro sistemi
aracýlýðýyla alýnýp verilmesi sonucunda gerek
yurtdýþýndan ülkemize, gerekse ülkemizden yurtdýþýna
daha önce posta yoluyla gönderilen ve 15-20 günlük
süre içerisinde alýcýlarýna ödenebilen havale bedellerinin
1-3 gün gibi kýsa süre içerisinde ödenmesi
saðlanmaktadýr. Bu sistemin devreye girmesi ile özellikle
yurtdýþýndaki vatandaþlarýmýz ucuz ve kaliteli bir
hizmetten yararlanmakta olup bu alanda bankalarla
rekabet edilerek hizmetin zaman içerisinde gerekli
reklam ve tanýtým yapýlmak suretiyle yurtdýþý havale
sayýsý ve tutarýnda artýþ saðlanmasý beklenmektedir.
As a result of the international money orders
exchanged via Eurogiro network, the amount of money
orders which were previously sent by post and paid
to the payees in 15-20 days are paid in 1 to 3 days at
present. With the introduction of this system, especially
Turkish citizens living abroad benefit from the cheap
and qualified service. It is also expected that there
shall be an increase in the number and amount of
international money orders by creation of a competitive
environment with banks through the advertisement
and introduction of the service.
Havale Kontrol Merkezi Müdürlüðüne gerek
Eurogiro sistemi üzerinden gerekse posta yoluyla gelen
yurtdýþý havaleler bu merkezimizce otomasyon
ortamýnda PÝM veya PTT merkezlerine gönderilmekte
buralarca da dökümleri alýndýktan sonra ödeme
merkezlerine sevk edilmektedir.
International money orders received by the
International Money Order Centre either via Eurogiro
network or post are sent to the Post Offices or Sorting
Centres as on-line and then print outs are sent to the
paying offices.

ortamýnda yerine getirilmesi amacýyla hazýrlanan
“Yurtdýþý Havale Otomasyonu (Merkez Modülü)
programý otomasyona açýk merkezlerimizde
uygulanmaktadýr.
In order to provide the international money order
service in totally automated environment, “Automation
of International Money Order (central module) Program”
is implemented in automated Post Offices.

Hazýrlanan bu program uyarýnca otomasyona
açýk olan merkezlerin doðrudan Eurogiro sistemiyle
baðlantýsý saðlanmýþ ve yurtdýþý havale kabul,ödeme,
iade, defter dökümü alma gibi iþlemlerin tamamen
bilgisayar ortamýnda yerine getirilmesi saðlanmýþtýr.
Through this program, a direct link between
Eurogiro network and automated Post Offices is
provided. Also, the transactions such as international
money order acceptance, payment, return, and record
are all implemented in computerised environment.
Ayrýca, Yurtdýþý havale iþlemlerini karþýlýklý olarak
posta yoluyla yürüttüðümüz Fransa Posta Ýdaresiyle
Ýdaremiz arasýnda 1 Mart 2004 tarihinden itibaren
emekli ödemelerinin Eurogiro aracýlýðýyla yapýlmasý
hususunda anlaþmaya varýlmýþtýr.
On the other hand, an agreement has been
made between France and Turkey in order to make
the payments of pensions of the retirees as from 1
March 2004 via Eurogiro network which were previously
carried out by post.

Ulusal Programý’nýn 19.3 önceliðinde “Posta Hizmetleri

Baþlanmasý” konusunda yapýlacak çalýþmalara esas
teþkil etmek üzere, Avrupa Birliði’ne Katýlým Öncesi
Mali Yardýmlarý 2004 Yýlý Programý çerçevesinde
Haberleþme Genel Müdürlüðü tarafýndan sürdürülmekte
olan “Posta Sektörünün Yeniden Yapýlandýrýlmasý
Çalýþmasý” kapsamýnda Uluslararasý Ýliþkiler Dairesi
Baþkanlýðý koordinatörlüðünde bir proje hazýrlanmýþ
ve proje AB Genel Sekreterliði tarafýndan AB
Komisyonu’na iletilmiþtir.
Compliance studies with the Acquis
Communautaire of EU
In order to provide a baseline for the studies on
starting to the compliance to the EU acquis
communautaire in the field of postal services which is
the priority of the article 19.3 of the National Program
of Turkey published and put into force on 24 July 2003
in the Official Journal nr. 25178, a project has been
prepared and submitted to the EC Representation by
the General Secretariat for the European Union within
the content of the studies on “Restructuring of Postal
Sector” carried out by the General Directorate of
Communications of the Ministry of Transport with the
coordination of the International Relations Department
of PTT in the framework of the Financial Contribution
program for the preaccession to EU for the year of
2004.
Projenin çalýþma takvimine göre, 3 uzman
Ankara’da toplam 42 takvim günü çalýþmalarda
bulunacaktýr.
According to the working schedule of the project,
3 experts will carry out their studies in Ankara for 42
calendar days.
Proje, onayýný takiben sözleþme mektubu
imzalandýktan en geç 2 hafta içinde faaliyete geçecektir.
Project will start in 2 weeks after the contract is
signed.
Projenin bitim tarihi, 30 Mayýs 2004 olarak
belirlenmiþtir. Uzmanlar konuya iliþkin çalýþma
raporlarýný ise 30 Haziran 2004 tarihine kadar Avrupa
Birliði Genel Sekreterliði, Ulaþtýrma Bakanlýðý, PTT
Genel Müdürlüðü, DPT Müsteþarlýðý ve Ankara’daki
AB Temsilciliði’ne sunacaktýr.
The project will be completed in 30 May 2004.
The experts will submit their report to the General
Secretariat for the EU, Ministry of Communications,
General Directorate of PTT, Under Secretariat of State
Planning Organisation (SPO), and the Representaion
of EC.

Hizmetteki verimliliðin personele verilen saðlýk

ayrý bir önem ve öncelik verilmektedir.
Since the efficiency of the service is related with
the health and social services offered to the personnel,
the health and social services have a great importance
and priority in our Administration.
Personelimiz ve bakmakla yükümlü olduðu aile
üyelerinin saðlýk hizmetleri, Ýstanbul’da bulunan 500
yatak kapasiteli tam teþekküllü PTT Sanatoryum ve
Hastanesi, Polikliniklerimiz, Ýdare Tabipleri ile diðer
tedavi kurumlarýnda yapýlmaktadýr.
The health services for our personnel and their
family members are offered in fully equipped PTT
Sanatorium and Hospital in Istanbul having a capacity
of 500 beds, and also in our polyclinics by the doctors
of our Administration and in other health organisations.
2003 yýlýnda kadrolu ve sözleþmeli 131 doktor,
1 eczacý, 56 saðlýk memuru, hemþire, 16 laborant ve
31 diðer saðlýk personeli,

In 2003, the health services were carried out
with 398 doctors, 2 pharmacists, 125 health officials,
nurses and midwives, 29 laboratory assistants and 71
other health personnel. Of these personnel, 131
doctors, 1 pharmacist, 56 health officials and nurses,
16 laboratory assistants and 31 other health personnel
are permanent and contracted. And the rest of them
are contracted from the Health Aid Fund Budget
including 267 doctors, 1 pharmacist, 69 health officials,
nurses and midwives, 13 laboratory assistants and 40
other health personnel.
Haberleþme hizmeti gibi zor ve yýpratýcý þartlar
altýnda hizmet veren personelimizin dinlenme ihtiyacýný
karþýlamak üzere kamp ve dinlenme tesislerine büyük
önem verilmektedir.
In order to meet the relaxation needs of our
personnel working under such hard and exhausting
conditions of a service like communication, great
emphasis has been given to camping and social
facilities.
2003 yýlý yaz sezonunda, sahil kentlerimizdeki
8 adet yazlýk Eðitim ve Dinlenme Tesislerimiz 425 oda
1783 yatak kapasitesi ile hizmet vermiþtir. 3 adet kýþlýk
Eðitim ve Dinlenme tesisimiz ise (Çeþme-Ilýca Kampý
kaplýca özelliði ile kýþýn, deniz kenarýnda olmasý
nedeniyle de yaz sezonunda sürekli hizmet
vermektedir.) 2003-2004 kýþ sezonunda 45 oda 159
yatak kapasitesi ile hizmet vermektedir. Yazlýk ve kýþlýk
olmak üzere 10 adet Eðitim ve Dinlenme Tesisimiz
470 oda 1942 yatak kapasitesine sahip bulunmaktadýr.
In the summer season of 2003, 8 summer
training and social facilities were in service with 425
room and 1783 bed capacity. 3 winter training and
recreational facilities are in service in 2003/2004 winter
season with 45 room and 159 bed capacity. (ÇeþmeIlýca facility serves during the whole year in winter with
its thermal spring, and in summer, since it is on the
coast.) The 10 summer and winter training and
recreational facilities have a total capacity of 470 rooms
and 1942 beds.

yýlý sonu itibariyle Genel Müdürlüðümüz envanterinde
4097 adet lojman mevcuttur.
In relation with the dwelling services that are
considered among the most important social services
provided to the personnel, there are 4097 lodgings in
the inventory of our General Directorate as of the end
of 2003.

EDUCATIONAL ACTIVITIES
Kuruluþumuzca verilen posta hizmetlerinin
belirlenen ana gaye, hedef ve ilkelere uygun olarak
kýsa zamanda karlýlýk ve verimlilik ilkeleri doðrultusunda
ifasý için Yurtiçi ve Yurtdýþý Kurum ve Kuruluþlarla
iþbirliði yaparak eðitime yönelik projeleri yürütmek
personelin modern yöntemlerle hizmet öncesi, hizmet
içi eðitimlerini saðlamak ve personelden en üst düzeyde
yararlanmak amacýyla hizmet içi eðitim faaliyetlerine
önem verilmekte, açýlan kurs ve seminerlerle süreklilik
arz edecek þekilde her seviye ve branþta personelin
eðitilmesi ile eðitimli personelin bilgi becerisiyle
motivasyonunu artýrarak daha verimli ve uyumlu
çalýþmasý yanýnda Kuruluþun üst kademelerine sürekli
bir þekilde eleman yetiþtirilmesi amaçlanmaktadýr.
In accordance with the aims and principles
determined by Our Administration, in order to perform
the postal services profitably and efficiently in a short
time period, and with the aim of carrying out the
educational projects by co-operating with National and
Foreign Institutions, providing the pre-service and inner
service training of the personnel with the modern
methods and benefiting from them at the highest level,
the inner-service training is emphasized. With courses
and seminars it is aimed that the personnel at every
branch and level is trained and that the skills, knowledge
and motivation of the trained personnel are increased,
so that they can work more efficiently and more
coherently and that they can be trained for the upper
levels of the service.
2003 yýlýnda 156 kursta 2379 kursiyerin eðitimi
gerçekleþtirilmiþtir. 2004 Yýlý I. Eðitim Döneminde ise
77 kurs-seminerde 811 kursiyerin eðitimi planlanmýþtýr.
A total of 2379 trainees were trained in 156
courses in 2003. A total of 811 trainees are planned
to be trained in 77 courses and seminars in the
education term of 2004.
2003 yýlýnda Avrupa Topluluðu Araþtýrma ve
Uygulama Merkezince (ATAUM) düzenlenen eðitim
programlarýna 7 kiþinin (3’ü Uzmanlýk, 4’ü TÖMER)
katýlýmý saðlanmýþtýr.

In this period, meetings related with the trainings
of TS-EN-ISO 9000-2000 Quality Management System,
Basic Education, Quality System Documentation
Training, Quality Examination Training within the
Organisation, Statistical Process Control Training,
Management Interaction of the Process, Betterment
Examination Training and Customer Satisfaction which
are obligatory for receiving TS-EN-ISO standards
quality certificate, were held. And furthermore, in the
framework of “ANTI-TERRORISM ASSISTANCE”
programme organised by the Ministry of Foreign Affairs
between 27.01 - 30.01.2003, our personnel participated
to the seminar of which subject was “Training About
Chemical and Biological Events in the Post”.
Ayrýca 2004 yýlýnda PTT-Bank kapsamýnda
verilmesi planlanan bankacýlýk hizmetleri ile ilgili eðitim
faaliyetlerinin gerçekleþtirilmesini teminen seminerler
düzenlenmiþtir.

Dünya Posta Birliði (UPU) tarafýndan 32. si 2003
yýlýnda düzenlenen Mektup Yazma Yarýþmasýnda konu
olarak “Sana Nasýl Daha Ýyi Bir Gelecek
Saðlayabileceðimizi Anlatmak için Yazýyorum” seçilmiþ
olup, Türkiye genelinde dereceye giren eserler
belirlenmiþ ve toplam 750.000.000 TL parasal ödül
verilmiþ ve birinci seçilen eser UPU’nun merkezine
gönderilmiþtir.
At the Letter Writing Competition organised for
the 32nd time in the year 2003 by the Universal Postal
Union (UPU), the subject “I Am Writing You To Explain
How We Will Provide You A Better Future” was chosen,
successful works were determined and a total prize
of 750 million was given. The most successful one
was forwarded to the International Bureau of UPU.

For the 33rd UPU Letter Writing Competition
which will be held in 2004, the subject was determined
as “I Am Writing To Tell You How Young People Can
Help Reduce Poverty”, and it was announced to all
schools in Turkey through the Provincial National
Education Directorates. Successful works will be
determined by Commission and the prize of 1 billion
500 million will be given.

Ülkeleri Posta Daðýtýcýlarý Yürüyüþ Yarýþmasýna;
Arnavutluk, Moldova, Makedonya, Yunanistan,
Bulgaristan, Romanya, Sýrbistan-Karadað ve
Ülkemizden katýlým saðlanmýþtýr. Yarýþma sonucunda
Ülkemiz erkeklerde takým birinciliði ve ferdi birincilik,
ikincilik, üçüncülük bayanlarda ise takým birinciliði ve
ferdi ikincilik, üçüncülük elde edilmiþtir. Türkiye’de
yapýlan protokol gereði 2004 yýlýnda Balkan Ülkeleri
Posta Daðýtýcýlarý Yürüyüþ Yarýþmasýnýn Bulgaristan’da
yapýlmasý hususunda görüþmeler devam etmektedir.
Albania, Moldova, Macedonia, Greece, Bulgaria,
Romania, Serbia and Montenegro and Turkey
participated in the “32nd Balkan Countries Postmen
Fast Walking Competition” which was held in our
country in 2003. At the end of the competition, the first
degree in the team among men, and the first, second
and the third degrees in the individual category; and
the first degree in the team among women, and the
second and the third degrees in the individual category
have been achieved. In accordance with the protocol
made in Turkey, the subject of holding the “Balkan
Countries Postmen Fast Walking Competition” in
Bulgaria in 2004 is still under negotiation.

Türkiye Büyük Millet Meclisi Baþkanlýðý,
Bayýndýrlýk, Ýmar, Ulaþtýrma ve Turizm Komisyonunda
görüþülüp kanunlaþan 4925 Sayýlý Karayolu Taþýma
Kanununun “Tanýmlar” baþlýklý 3 üncü maddesinde
kargo;
In the 3rd article with the title “Definitions” of the
Law of Highway Conveyance nr. 4925 which had been
discussed and legislated in the Presidency of the
Grand National Assembly of Turkey, The Public Works,
Reconstruction, Transportation and Tourism Committee,
cargo was defined as following;
“Kargo : Tek parçada en fazla yüz kilogramý
geçmeyen genellikle ambalaj ve kap içerisinde olan
küçük boyutlu koli, sandýk, paket gibi parça eþyayý,”
þeklinde tanýmlanmýþ olup, “paket ya da dosya gibi
parça eþyayý” ibaresi kanun metninde yer almamýþtýr.
“Cargo: Piece property; such as, parcel, chest,
package having small dimension that is single piece
not exceeding a hundred kilogramme and that is in
packing and receptacle in general”. The clause “piece
property; such as, package or file” was not indicated
in the text of Law.
Ayrýca, 4925 Sayýlý Karayolu Taþýma Kanununun
uygulanmasýyla ilgili usul ve esaslarý belirlemek üzere
Ulaþtýrma Bakanlýðýnca hazýrlanan “Karayolu Taþýma
Yönetmeliði Taslaðý” hakkýnda Kuruluþumuz görüþü
olarak 14.11.2003 Tarih ve 3582 sayýlý yazýmýzla arz
edilmiþtir.
Besides our Institution’s opinion about “the
Regulation Draft of Highway Conveyance”, prepared
by Ministry of Communications to determine the
methods and principles regarding application of the
Law of Highway Conveyance nr. 4925, was presented
by our correspondence nr. 3582, dated 14.11.2003.

Resmi Gazete’de yayýmlanan 4854 sayýlý Bazý
Kanunlardaki Cezalarýn Ýdari Para Cezasýna
Dönüþtürülmesine Dair Kanunun 1 inci maddesinin
(A) bendinin 12 nci fýkrasý ve 5 inci maddesinin 2 nci
fýkrasý uyarýnca;
As it is known, in accordance with the 12th
paragraph of the (A) section of the 1st article and the
2nd paragraph of the 5th article of the Law on
Converting Punishments In Some Laws To
Administrative Fine nr. 4854 that was issued in the
Official Gazette nr. 25100, dated 06.05.2003;
5584 sayýlý Posta Kanununun “Posta tekelini
bozma” baþlýklý 59 uncu maddesi;
The 59th article with the title “Breaking Postal
Monopoly” of the Postal Law
nr. 5584 was changed
as following:
“I - A) Posta tekeli altýnda bulunan maddeleri
kaçak olarak götürenlerle bilerek bunlarla gönderenler;
“I – A) Someone who carries illegally the postal
items, subject to postal monopoly, and someone who
sends postal items knowingly by illegal couriers;
B) Baþkalarýnýn adlarýna olan tekele baðlý
maddeleri bir araya toplayýp posta ile yollayanlar;
B) Someone who collects the postal items,
subject to postal monopoly, and who posts them on
behalf of the third parties;
C) 22 nci madde hükmünü ihlal edenler;
C) Someone who breaks the provision of the
22nd article;
Seksenyedimilyon lira idarî para cezasýyle
cezalandýrýlýrlar.
Shall be fined 87 million Turkish Liras.
Bu Kanunda yazýlý olan idarî para cezalarý o
yerin en büyük mülkî amiri tarafýndan verilir. Verilen
idarî para cezalarýna dair kararlar ilgililere 11.2.1959
tarihli ve 7201 sayýlý Tebligat Kanunu hükümlerine göre
teblið edilir. Bu cezalara karþý teblið tarihinden itibaren
en geç yedi gün içinde yetkili idare mahkemesine itiraz
edilebilir. Ýtiraz, idarece verilen cezanýn yerine
getirilmesini durdurmaz. Ýtiraz üzerine verilen karar
kesindir. Ýtiraz, zaruret görülmeyen hâllerde evrak
üzerinde inceleme yapýlarak en kýsa sürede
sonuçlandýrýlýr. Bu Kanuna göre verilen idarî para
cezalarý 21.7.1953 tarihli ve 6183 sayýlý Âmme
Alacaklarýnýn Tahsil Usulü Hakkýnda Kanun hükümlerine
göre tahsil olunur.
Administrative fines written in this Law shall be
executed by the top civilian authority there. The
judgements on fines shall be notified to persons
concerned according to the provisions of the Law of
Notification nr. 7201, dated 11.02.1959. Objection can
be raised against these punishments to authorised
administrative court within seven days at the latest as
from the notification date. The objection shall not stop
execution of the punishment. The judgement upon
objection is final judgement. The objection, in cases
of not necessity, shall be concluded as soon as possible
by investigating the document. The administrative fines
according to this Law shall be collected in accordance
with the provisions of the Law on Collection Procedure
of The Public Claims nr. 6183, dated 21.07.1953.

Sözkonusu deðiþiklik üzerine 5584 sayýlý Posta
Kanununun “Kanuni ödevler ve yardýmlar” baþlýklý 61
inci maddesi gereði Kuruluþumuz personeli bu kanunla
yasak edilen eylem ve hareketleri araþtýrmak ödevleri
olmak sebebiyle her birimce posta ihlalleri hususunda
gereken özenin gösterilmesi, tekeli ihlal eder mahiyetteki
gönderileri tespit eden birimlerce yasal gereði saðlamak
üzere o yerin en büyük mülki amire(illerde valilik,
ilçelerde Kaymakamlýklara) intikal ettirilmesi hususu
çýkarýlan 25.06.2003 tarih ve 2003/1 sayýlý genelgede
teþkilata duyurulmuþtur.
Upon change in question; in accordance with
the 61st article with the title “Lawful duties and
assistances” of the Postal Law nr. 5584, because our
staff’s duty is to investigate actions and activities
forbidden by this Law, the fact that each unit takes
great pains with postal violation and the fact that the
units proving the items breaking monopoly forward the
subject to the top civilian authority there (governor in
city and district) in order to provide legal necessity
were declared to our Administration with the circular
letter nr. 2003/1, dated 25.06.2003.

teminen 6 adet proje bazýnda Kuruluþumuza
Haberleþme Sektörü için 25 Trilyon TL, Saðlýk Sektörü
için 1 Trilyon 290 Milyar TL olmak üzere Toplam 26
Trilyon 290 Milyar TL'lik ödenek öngörülmüþtür.
Yatýrýmlarýmýz bu ödenek çerçevesinde yürütülecektir.
A budget of 25 trillion TRL for the Communication
Sector, 1 trillion and 290 billion TRL for the health
sector, 26 trillion 290 billion TRL in total was
foundappropriate for our Administration to make
investments in 6 project in 2004. Our investments shall
be carried out within the framework of this budget.
