Tüm dünyada hýzlý bir deðiþim rüzgarý
esmektedir. Bu rüzgar, iletiþim ve bilgi
teknolojilerindeki yeni geliþmelere baðlý olarak
tüm dünyayý dolaþarak yayýlmaktadýr.
In all over the world a wind of change is
blowing. This wind is affecting the whole world
depending to the new developments in the
communication and information technologies.
Dünyadaki bu deðiþim ve dönüþüme, mevcut
inanç ve kültürümüzün temel prensiplerinden
ayrýlmadan, bilim ve teknolojiden yararlanmak
suretiyle ve sürekli geliþme fikrini benimseyerek
bizim de ayak uydurmamýz kaçýnýlmazdýr.
Our adaptation to this change and
transformation in the world by means of benefiting
from science and technology by adopting the
continuous development idea and not leaving the
basic principles of our current belief and culture
is inevitable.
Günümüzde artýk ”bilgi güç, güç de bilgi”
olarak algýlanmakta. Bilgi, toplumun yapýsýný ve
beklentilerini þekillendirmekte ve deðiþtirmektedir.
Bu anlamda 164 yýllýk köklü geçmiþe ve
güçlüklerle kazanýlmýþ kurumsal bir güvene sahip
PTT Teþkilatý, halkýmýzýn sürekli yükselen
beklentilerine cevap verebilmek amacýyla kendini
ve hizmetlerini yenilemektedir.
In our days the information is conceived as
power and vice versa and the information is shaping
and changing the society’s structure and
expectations. In this context the PTT Establishment,
which has a 164 year old fundamental past and
an institutional trust achieved by difficulties, is
renewing itself and its services in order to respond
the society’s continuously increasing expectations.
Vizyonumuz “Kuruluþumuzu, uluslar arasý
standartlara kavuþturarak sanayileþmiþ ülkelerdeki
benzer kuruluþlar seviyesine çýkarmaktýr”.
Our vision is “Raising Our Institution to the
level of the institutions in the industrialised countries
by giving it international standards.”
Misyonumuz ise “PTT hizmetlerini uluslararasý
standartlara uygun olarak saygýnlýk ve güvenilirlik
bilinci ile sektördeki rekabet ve müþteri
memnuniyetini ön planda tutarak yürütmek için
belirlenen hedefleri çaðdaþ, teknolojik imkanlarý
kullanarak stratejik plan ve programlar dahilinde
gerçekleþtirmektir”.
Our mission is, however, “Realising the
determined targets in the framework of strategic
plans and programmes by using the technological
opportunities in order to carry out the PTT services
in accordance with the international standards by
bringing the competition in the sector and customer
satisfaction in the foreground with a consciousness
of reliability and respectability.”
Kuruluþumuz yeni bir yüzyýlýn geliþen ve
deðiþen þartlarý içerisinde kendisini yenilemek
adýna, ülkemizin en dinamik ve geçmiþi ile
bütünleþmiþ yapýsý nedeniyle hizmet üretmede
yeni bir vizyonla modernizasyona gitmek ve
geliþmekte olan teknolojileri uygulamak
zorundadýr.
Our Institution has to be modernised with a
new vision in the service production and apply the
developing technologies because of the dynamic
structure which was integrated with its past in
order to renew itself in the developing and changing
conditions of a new century.
Bu kapsamda özel gönderilerin yerini alan
ticari gönderilerin Avrupa standartlarýna uygun
güvenlik ve sürat içinde alýcýsýna ulaþtýrýlmasýný
saðlamak, pazar payýný yükseltmek ve nakit
akýþýna aðýrlýk vermek bunu yaparken de
maliyet-verimlilik-kârlýlýk ilkelerini baz almak
büyük önem arz etmektedir.
In this context, providing that the business
letters which have taken the place of the private
letters are delivered to their addressees in a reliable
and speedy manner that id-s in conformity with
the European standards, increasing the market
share and focusing on cash flow and while doing
these taking the principles of cost-productivityprofitability as base are very important.
2003 yýl sonu itibariyle 1068 merkez, 1954
þube ve 1399 acentelik olmak üzere toplam
4421 iþyerinde posta ve telgraf hizmeti
verilirken, kârlýlýk ve verimlilik prensipleri esas
alýnarak 2004 yýl sonu itibariyle 1064 merkez,
1893 þube ve 1424 acente olmak üzere toplam
4381 iþyerinde hizmetlerimiz yürütülmüþtür.
Otomasyona açýk iþyeri sayýmýz 2003 yýl
sonunda 882 iken 2005 Nisan ayý sonu
itibariyle2000’e yükselmiþtir.
By the end of the year 2003, post and telegraph
services were provided in 1068 Post Office, 1954
branches and 1399 agencies and in 4421 business
places as a total and by the end of the year 2004
our services have been carried out by focusing
on the principles of profitability and productivity in
1064 Post Office, 1893 branches and 1424
agencies, in 4381 business places as a total. While
our automated business places were 882 at the
end of 2003, this number was increased to 2000
as of April 2005.
Geliþmiþ ülkelerin posta idarelerinde olduðu
gibi kayýtlý posta maddelerine iliþkin kabul, sevk
ve daðýtým iþlemlerinin bilgisayar ortamýnda
kayýt ve takip edilmesi, müþterilere kaliteli ve
süratli hizmet verilmesi amacýyla merkezlerde
otomasyon projesinin ikinci aþamasý hayata
geçirilerek çek ve havalelerde olduðu gibi
mektuplar, acele posta gönderileri, koli ve teblið
evraký gibi her türlü kayýtlý gönderinin kabulden
teslime kadar olan aþamasý bilgisayar
ortamýnda takip edilmesi hedeflenmiþ ve bazý
iþyerlerimizde uygulamaya baþlanýlmýþtýr.
As in the postal administrations of the
developed countries it is targeted to track and
trace the process of every registered items such
as letters, EMS items, parcels and notifications
from acceptance till the delivery as done in the
cheques and money orders on the computer
systems by realising the second phase of the
automation project of which aim is tracking and
tracing the acceptance, transportation and
distribution operations on the computerised system
and providing a quality and speedy service to the
customers, in the Post Offices and it was started
to be applied in some of our Post Offices.
Kuruluþumuz hizmetlerinin geliþtirilmesi
gönderilerin alýcýlarýna tesliminde yaþanan hata
ve gecikmelerin önlenmesi ayrým, sevk ve
daðýtým iþlemlerinin saðlýklý ve süratli bir þekilde
yürütülerek gelir ve hizmet kalitesinin artýrýlmasý
bakýmýndan posta iþleme merkezlerinin
modernizasyonu projesi bir an evvel
uygulamaya konulacaktýr.
The modernisation project of the postal sorting
centres will be put into practice as soon as possible
in order to develop the services of Our Institution,
to prevent the mistakes and delays in the deliveries
of the items to the addressees, to increase the
service quality and revenues by carrying out the
sorting, transportation and distribution operations.
Hizmette sýnýr olmadýðýný vurgulamak ve
çaðdaþ bir kurumu vatandaþýn hizmetine
sunmak için pek çok ilke imza atýlmýþtýr.
Bu çerçevede;
PTT Bank projesi hayata geçirilmiþ olup,
PTT merkezleri standart tespit edilen PTT Bank
konsepti kapsamýnda yeniden dizayn edilmeye
baþlanmýþtýr.
We have set many precedents in order to
highlight that there is no limit in service and to
submit a modern institution to the service of the
society.
In this framework;
PTT Bank Project has been realised and Post
Offices have been started to be re-designed in the
context of PTT Bank concept.
PTT ücret tarifelerinde %29-%71 arasýnda
indirime gidilerek hizmetin kamusal nitelik
taþýmasý açýsýndan sosyal fayda saðlanmýþ, Yeni
Türk Lirasýnýn Ýstanbul’dan Türkiye genelinde
ulaþýmý temin edilmiþtir.
In the PTT tariffs a discount of 29 %-71 % was
made and accordingly social benefit was obtained
as to the fact that the service has a public quality.
APS, koli, tebligat ve taahhütlü maddelerin
otomasyon sistemi üzerinden kayýtlý maddeler
otomasyonu kapsamýnda kabul, sevk, daðýtým
v e t e s l i m i s a ð l a n m a y a b a þ l a n m ý þ t ý r.
The acceptance, transportation, distribution and
delivery of the EMS items, parcels, legal notifications
and registered items on the automation system was
started to be carried out within the context of
automation of registered items.
Otomasyon sistemi daðýnýk yapýdan merkezi
yapýya geçmiþ olup, kolilerin kabulünde boyut
ve aðýrlýk sýnýrlamasý kaldýrýlmýþtýr.
The automation system has changed its structure
from a scattered structure to a central one, and the
dimension and weight limitation was abolished.
CPRS kanalýyla Ankara, Ýstanbul ve Ýzmir’deki
þehir içi postalarýnda hizmet veren araçlar
uydudan izlenerek bilgisayar ortamýnda takibi
saðlanýp, kapýdan kapýya teslim servisi kurularak
bunun internet üzerinden kabul uygulamasýyla
gönderilerin akýbeti hakkýnda internet ortamýnda
bilgi edinme imkaný yaratýlmýþtýr.
Posta iþleme merkezlerinin modernizasyon
çalýþmalarýyla birlikte PTT’nin logosu yenilenerek
kurumsal kimlik kazandýrýlmýþ, otuzun üzerinde
Kurum ve Kuruluþ ile tahsilat, ödeme ve satýþ
anlaþmasý yapýlmýþtýr.
By means of CPRS, the vehicles which serve
for the domestic mails in Ankara, Ýstanbul and Ýzmir
are followed from the satellite and tracked on the
computerised system and door-to-door delivery
system was introduced and after the order given via
internet, the information about the outcome of the
item can be taken from internet.
In addition to the modernisation studies of the
postal sorting centres, the logo of PTT was changed
and an institutional identity was given to Our
Institution. And also collection, payment and selling
agreements were signed with over 30 companies.
Yurtiçinde dolar ve euro cinsinden döviz
havalesi hizmetine baþlanmýþ, posta çeki hesap
hareketlerinin internet üzerinden izlenmesi
saðlanmýþtýr.
An agreement was signed with Western Union
in order to give quick money order service, foreign
exchange order service was started domestically
and it is provided that postal cheque account
movements can be tracked on internet.
Kalite Yönetim Sistemi ile ilgili çalýþmalarda
belge alma aþamasýna gelinmiþtir.
The studies concerning the Quality Management
System are in the phase of receiving certificate.
Bu çalýþmalarýmýz neticesinde 2004 yýlý
sonunda enflasyonlu muhasebe sistemi
uygulandýðýnda kârýmýz 76 Trilyon TL.,
uygulanmadýðý taktirde ise 93 Trilyon TL.’ye
ulaþmýþ olup, kârýmýz bir önceki yýla göre %304
artýþ ile gerçekleþmiþtir.
As a result of these studies, our profit is 76 trillion
TL, if the accounting system with inflation is applied
and if not it is 93 trillion TL which means that our
profit was increased with a rate of 304 %.
Hizmetlerimizin gittikçe artan bir þekilde
yaygýnlaþmasý ve sürekli kendini yenilemesi,
hizmette sýnýr tanýmayan personelimizin
katkýlarýyla daha farklý boyutlar kazanacaktýr.
Hedeflerimize ulaþmadaki kararlýlýðýmýz ve takým
çalýþmasý bilincini benimsemiþ olmamýz
sayesinde her engeli kolaylýkla aþabileceðimiz
inancýndayým. Bu katkýyý saðlayacak olan her
kademe ve görevdeki personelimize teþekkür
eder, çalýþmalarýnda baþarýlar dilerim.
The fact that our services become more
widespread increasingly and get renewed
continuously will gain various dimensions with the
contribution of our personnel who does not have a
limit in service. Thanks to our decisiveness in
reaching our targets and the fact that we have
adopted the team study consciousness, I believe
that we will easily overcome each obstacle. I thank
to each personnel in every level and duty who will
contribute to this target, and wish success to them.

Posta hizmetlerinin ülkemizin sosyoekonomik ve kültürel geliþmesindeki önemi
dikkate alýnarak posta servislerinden
beklenen sürat, emniyet ve düzenli çalýþma
ortamýnýn saðlanabilmesi için her yýl
sürdürülmekte olan çalýþmalara 2004 yýlýnda
da devam edilmiþtir.
The studies in order to achieve speed,
security, and regular working atmosphere
expected at the postal services were continued
in 2004 considering the importance of the
postal services in the socio- economical and
cultural development of our country.
Geliþen teknolojiye paralel olarak
hizmetlerimizin acil, süratli, kaliteli, etkili ve
verimli bir þekilde yerine getirilmesini teminen
yürürlükteki yönetmeliklerimizde sürekli
düzenlemeler yapýlmaktadýr. Bu kapsamda
Kuruluþumuzca ; Mektup Postasý Gönderileri,
Posta Tebligat Ýþlemleri Rehberi, Haber
Ýsteme Yönetmeliði, Yurtiçi ve Yurtdýþý Posta
Kolileri Kapýdan Kapýya Teslim Hizmeti (AloPost)Yönergesi’nde düzenlemeler yapýlmýþtýr.
Amendments are made continuously at
the regulations in force in order to enable that
our services are offered fairly, speedily, with
quality and efficiently in parallel to the
developing technology. In this context; several
amendments have been made in the
Regulations of Letter Post Items, Legal
Notification Operations Guide, the Ordi-nance
of Inquiry, Domestic and International Postal
Parcels, Door to Door Delivery Service and
Tele-Post Directive have been re-prepared.
Posta Ýþletmesinde meydana
gelebilecek aksaklýklarý tespit etmek ve
gerekli önlemleri ona göre almak posta sevk
ve daðýtýmýna sürat kazandýrmak amacýyla
zaman zaman deðiþik metotlar geliþtirilerek
2004 yýlýnda da etkin ve sürekli çalýþmalar
yapýlmýþtýr.
In order to determine the potential
problems of postal services, take the necessary
actions and accelerate the transportation and
distribution of mail items, efficient and
continuous studies were conducted in 2004
by developing different quality control methods
from time to time.

merkezleri arasýnda 1-2 gün, Ýlden Ýle ise

kabul, sevk ve teslim aþamalarýnýn
otomasyon sistemi üzerinden kayýt ve
takibinin yapýlmasýný saðlamaya yönelik olan;
“Kayýtlý Maddeler Otomasyonu Projesi”
Nisan-2004 tarihinde demo olarak hazýrlanan
APS kabul menüsü ile 24 merkez için
techizatlarý temin edilerek pilot uygulamasý
baþlatýlmýþtýr.
In order to increase efficiency and quality
of our services, compete with private courriers
and distribution firms in the markets, pilot
implementation of registered mail automation
project has been started in 24 Post Offices
with the EMS posting menu which was
prepared as demo in April 2004 for tracking
and tracing of EMS items, parcels, legal
notifications, registered items at the stages of
posting, forwarding and delivery.
Adana, Afyon, Ankara, Antalya, Bursa,
Eskiþehir, Erzurum, Gaziantep, Ýzmir,
Kayseri, Mersin, Sivas, Samsun, Trabzon,
Ýstanbul Anadolu, Avrupa Yakasý ve Van
Posta Ýþleme Merkezleri hizmet vermektedir.

In 2004, the traffic of domestic letters was
911 million and 439 thousand, the traffic of
domestic parcels was 894 thousand.

Express Mail Service (EMS) was provided
in 81 provinces and 1825 Post Offices (990
post offices and 835 branch offices) in 2004.
7 million and 903 thousand express mail items
were accepted within the country.
Acele Posta servisi ( APS) 81 ildeki
990 Merkez ve 835 Þube olmak üzere toplam
1825 iþyerimizde hizmet vermekte olup, 2004
yýlýnda yurtiçinde 7 milyon 903 bin adet
Acele Posta Gönderisi kabul edilmiþtir.

Ankara, Ýstanbul, Ýzmir, Bursa, Kocaeli
ve Konya illerinde ve bu iller arasýnda
Kapýdan Kapýya Teslim Hizmeti verilmektedir.
Haftanýn her günü 07.00-23.00 saatleri
arasýnda 169 no.lu telefon aranmak suretiyle
veya ptt web sayfasý üzerinden sipariþ
verilebilmektedir. Mektup veya koli olarak
verilebilen her türlü gönderi adresten teslim
alýnýp, ayný il içerisinde alýcýlarýna 4 saatte
teslim edilmektedir.
It has been carried out door to door
delivery service in Ankara, Ýstanbul , Ýzmir,
Bursa, Kocaeli and Konya and among these
provincies. Every day in a week between
07.00a.m.-11.00p.m., orders could be given
by calling “ 169 Alo Post” Service or via web
address . Each item, like letter and parcel is
being delivered to its addressee in the same
province in 4 hours.

Alo post hizmetinin internetten verilmeye

When the “Alo Post” service was given
via internet from August 15th 2003 through
December 31st 2004, 8790 items were offered.
Bu gün için zararýna çalýþan bir hizmet
olmakla birlikte, posta sektöründe rekabet
gücümüzün arttýrýlabilmesi için bu hizmetin
trafiklerimizin % 75 ini kapsayan 13 ilde daha
yaygýnlaþtýrýlmasý ve geliþtirilmesi çalýþmalarý
devam etmektedir.
However, a service that having a deficit
for today, studies in order to expand and
improve this service in 13 provinces which is
existed 75% of our traffic is till continuing.

to 57% this year. Postal codes can be learned
from the web address , in addition to call
centre 119.
In order to offer postal services in the
market according to the conditions of
competition; “ Bulk Postal Items Price Discount
Tariff “ which provides price discount for
Parcels,EMS Items, Small Packages, not
subject to the postal monopoly, and printed
papers like book, newspapers, magazine, and
brochure, on condition that they be posted by
the same sender, in the same mail and with
a number prescribed in the tariff; is being
applied.

Motorised delivery service is being offered
in 23,797 villages by 457 vehicles 108 of which
belong to our 47 Post Offices and 349 are
rented.

In order to carry out the motorised delivery

Kuruluþumuz hizmetlerinin geliþtirilmesi
gönderilerin alýcýlarýna tesliminde yaþanan
hata ve gecikmelerin önlenmesi, ayýrým, sevk
ve daðýtým iþlemlerinin saðlýklý ve süratli bir
þekilde yürütülerek gelir ve hizmet kalitesinin
artýrýlmasý bakýmýndan, Posta Ýþleme
Merkezlerinin Modernizasyonu projesi bir
an evvel uygulamaya konulacaktýr.
In order to improve the services of our
Administration, prevent the errors and delays
occured during the delivery of the items to the
addressees, increase the income and service
quality while carrying out the speedy and well
organised sorting and delivery operations, a
project on the Reorganization of Postal Sorting
Centers will be implemented in the shortest
time.

Merkezlerinin modernizasyonu çerçevesinde
ihtiyaç duyulan Kaba Maddeler Ayýrým
Sistemi, Harmanlama Makinesi, Tartýlý
Konveyör, Kamera Kontrol Sistemi, Kartlý
Giriþ Sistemi, Damga Dizme Makinesi ve
Poþetleme Makinesi 2005 yýlý yatýrým
programýna alýnmýþ olup, modernize edilecek
Posta Ýþleme Merkezlerinde gönderilerin
güvenliði saðlanacak, ayýrým, sevk ve daðýtým
hýz kazanacaðýndan, gönderiler vatandaþlara
en kýsa süre içerisinde ulaþacaktýr.
Within the context of the modernization
of the Postal Sorting Centers, purchasing of
Flat Items Sorting System, Culler Facer
Machine, Weighing Conveyor, Control System
with Camera, Enterance System with ID cards,
Cancelling Machine and Shrinking Machine is
taking place in the investment plan of 2005.
After this procedure is completed, the security
of the postal items will be improved, and items
will be delivered to the addressees in the
shortest time due to the accelerated sorting,
forwarding and delivery.

This project is our priveleged target in
order to increase efficiency and quality of our
services and compete with private courrier and
distribution companies in the market.
Kayýtlý Posta Maddeleri Otomasyonu
projesinin tüm PTT merkezlerine
yaygýnlaþtýrýlmasý planlanmakta olup, bu
kapsamda;
Automation Project of Registered Mails
were enlarged whole of the Post Offices within
context;
800 PC, 1500 kablolu barkod okuyucu,
1000 adet barkod yazýcý, 200 hafýzalý barkod
okuyucunun PTT merkezlerine daðýtýmý
hususunda baþlatýlan çalýþma tamamlanarak,
il etapta bu merkezlerin kayýtlý posta
maddelerinin otomasyonu uygulamasýna
baþlanýlmasý,
Studies which are started are completed
with reference to distribution of Post Offices of
800 PC, 1500 cabled barcode reader, 1000
barcode writer, 200 memorized barcode reader,
the first stage of this centers in order to
implement of registered items automation will
be started.

Giþe sayýsý, personel ve yerleþim
durumu ile kayýtlý gönderi trafiðine göre 297
adet merkezde, kayýtlý maddeler otomasyonu
için yeni bir PC kullanýlarak giþe açýlmasýnýn

It is also expected that there shall be
a planning for the implementation of the project
of registered items automation according to
the traffic of the registered items with the
number of counter at 297 post offices,
condition of staff and it has been decided that
opening new counters with new PCs used in
the automated offices.

receiving ISO certificate in our Administration
are in progress and it has been achieved to
reach the last stage of the documentation for
receiving the certificate. Courses, seminars
and symposiums were organized for giving
the information to the participants on this
subject.

1131 ilçe ve bucak olmak üzere toplam 1212
iþyerimizde Tele-Post hizmeti verilmiþtir.
Domestýc Tele-Post traffic reached 1
million 386 thousand as of 2004. In 2004,
Tele-Post service was offered in 1.212 post
offices in total, 81 of which are in the provinces
and 1131 of which are in the district.

Telefaks abonelerinin telgraflarýný,

telekomünikasyon hizmetlerine olan talebin
önüne geçerek sunulmasý, ekonomik açýdan

posta hizmetlerinden ülkemiz halkýnýn
yararlandýrýlmasý düþünülerek baþlatýlan giþe
otomasyonu hizmeti yaygýnlaþtýrýlmýþ olup,
otomasyona açýk iþyeri sayýmýz þubeler de
dahil olmak üzere 2004 yýlý sonunda 1511’e
ulaþmýþtýr. 2005 yýlý Nisan ayý sonu itibariyle
otomasyona açýk iþyeri sayýmýz 2000’e
ulaþmýþ olup aþaðýdaki grafikte yýllar itibariyle
durum gösterilmiþtir.
POSTAL PAYMENT SERVICES
By considering that postal services are
offered by surpassing the demand for modern
telecommunications services and that our
people benefit from modern postal services
implemented in the developed countries by
submitting economically more profitable
service, counter automation service was
launched. This service has been expanded in
the parallel with the number of automated post
offices including branch offices increased to
1,511 at the end of the year 2004.The number
of automated post offices has reached to 2000
as from the end of April 2005 and following
graphics show the situation by the years.

Automation system has reached a certain
infrastructure. Owing to automation system;
money order transactions are made as online, transactions of crediting or withdrawing
postal cheque accounts and transferring
money between the accounts can be realised
instantly as on-line in any automated post
office. Moreover, more contemporary and
qualified service is offered to our customers
by the Regional Directorate of Postal Cheques
and by the automated post offices.

and it was planned to automate 500 branch

Bankacýlýk Düzenleme ve Denetleme
Kurulu’nun 29.04.2004 tarih ve 1262 sayýlý
kararý gereðince mevzuatýmýz çerçevesinde
yetkili olduðumuz ve halen yürütmekte
olduðumuz hizmetler PTT Bank tanýtýcý iþareti
altýnda sunulmaya baþlanmýþtýr.

the framework of our legislation were started
to offer under the introductory mark of PTT

people with our services and increase our
market share on cash transactions and
collection of the bills.

The revenues gained from the collections
of the bills of the banks with which our
Administration made agreements have been
245 billion 45 million TL. (245.045 NTL) at
the end of 2003. The revenue at the end of
2004 which is 2 trillion 838 billion and 102
million TL. (2.838.102 NTL.) is 12 times more
than the amount of the revenue of 2003.

In accordance with the contracts signed
between our Administration and Turkish

önceki yýllarda imzalanan sözleþmeler
uyarýnca PTT iþyerlerinden fatura tahsilatý
ve kontör yükleme kartý satýþýna devam
edilmektedir. Ancak Turkcell kontör yükleme
iþlemi POS cihazý tahsis edilmiþ 200 PTT
merkezinden kredi kartý ile yapýlmaktadýr.
Telecom, Telsim, Aycell, Aria (Avea) and
Turkcell in the previous years; it is continued
to collect cellular phone bills and to sell phone
cards in the post offices. However, sale of
phone cards belonging to Turkcell is realised
by credit card in 200 post offices having post
machine.
Aycell ve Aria (ÝÞ-TÝM)‘nýn tüm aktif ve
pasifleri birleþerek 21.01.2004 tarihinden
itibaren TT&TÝM Ýletiþim Hizmetleri A.Þ. olarak
deðiþim göstermiþtir. 15.10.2004 tarihinden
itibaren de AVEA Ýletiþim Hizmetleri olarak
faaliyetlerine devam etmektedirler.

An agreement was signed between our
Administration and Ýstanbul Metropolitan
Municipality on 15.09.2004 in order to pay
education allowance given to university
students by the Municipality through the postal
cheque accounts to be opened, by our
Administration, for each student who will be
entitled to this scholarship. In accordance with
this agreement, education allowance was
given to 30.000 primary and high school
students, once, by the payment method with
inquiry service in the year 2004. It is continued
to pay education allowance to university
students through postal cheque accounts.

An agreement which enables that the prices
of the legal notifications and other postal items
of the Regional Directorate Courts and Chief
Prosecutor’s Office on which it is obliged to
use official stamps may be collected from the
postal cheque accounts was signed on
20.12.2004.
In accordance with this agreement, from
the beginning of the year 2005 the stamp
prices of the legal notifications and other postal
items of the Regional Administrative Courts
and Republic Public Prosecutor’s Office on
which it is obliged to use official stamps will
be started to be collected from postal cheque
accounts by our post offices.
Emekli Sandýðý Genel Müdürlüðü ile
yapýlan protokol uyarýnca 60 yaþ üzeri
emeklilerimizden isteyenlerin tüm Türkiye’de
maaþlarý PTT’ce konutta teslim olarak
ödenmektedir.

In accordance with the protocol signed with
General Directorate of Retiree Fund, pensions
for over 60 years old are paid by delivering to
their homes on demand by PTT all over Turkey.

Ayrýca SSK ile 19.08.2003 tarihinde
yenilenen protokol doðrultusunda havale
olarak ödenen emekli maaþý ödemesine son
verilerek mevcut PTT iþyerlerinden maaþ
alan emekliler ile bundan sonra adý geçen
kurumdan emekli olanlarýn tamamý PTT’ye
yönlendirilerek sorgulamalý ödeme iþlemine
baþlanmýþtýr.
Besides, in accordance with the protocol
renewed with Social Securities Institution on
19.08.2003, the service of pension payment,
as money order, was stopped. In addition to
the current pensioners getting their pensions
from post offices, all persons retired from this
Institution from now on are directed to the PTT
and payment transaction with inquiry service
was launched.
Böylelikle, 2004 yýlý Ocak ayýndan
itibaren SSK emeklileri maaþlarýný istedikleri
otomasyona açýk PTT iþyerinden almaya
baþlamýþlardýr. Bu kapsamda iþyerlerimizden
2004 yýlýnda 2.496.375 emekliye ödemesi
yapýlmýþtýr. Böylece PTT’nin halka sunduðu
kaliteli hizmet sayesinde ülke genelinde
sosyal fayda da artmýþ olmaktadýr.
From January 2004, the persons retired
from Social Securities Institution have received
their pensions from any automated post office.
In this context, the pensions of 2.496.375
retirees were paid in our post offices in the
year 2004. Thus thanks to the quality service
provided by PTT, social benefits have increased
in all over the country.

revenue of 2003.

Turkish Telecom Ltd., GSM operators and
State Enterprises and other Private Companies

offices since the transactions of changeexchange and foreign currency are quite

services, domestic money order service has
been offered to the customers as on-line
service at the automated post offices since
05 February 2004. 3000 USD or 3000 Euro
could be sent at most through on-line money
order service. And the fees of this service
have been fixed seperately.

In order that philately, one of the main
resources of our Administration’s revenue,
can be expanded and loved, and well-known
by every age group; it is important to introduce
many groups of people to this service. For the
primary and middle schools at every education
term and for the foreign and domestic tourists
throughout tourism season, philatelic sale and
introduction are carried out by means of mobile
philately vehicles. It was started to introduce
people to the stamps of Republic period in
web site via Internet and introduction of these
stamps till the year of 2004 was completed.
In order to provide more secure and faster
philately services, all tracing transactions and
subscriber information were entered to
computers.

In the framework of philatelic introduction
studies, philately exhibitions were organized
in Amasya, Ýstanbul, Antalya, Konya and 8
exhibitions in Ankara, and in order to expand
and develop the philately in the country wide,
philately booklets, leaflets and posters were
sent to the primary schools for using at the
working teams of “Stamp and Philately”. Also,
our Administration participated in the philately
exhibitions held in Paris (France) and Athens
(Greece).

satýþlarýmýzdan 350.000YTL gelir elde
edilmesi planlanmaktadýr.
Our philately revenues have been 307.073
New Turkish Liras (NTL) by the end of the
year 2004. It is planned to have 350.000 NTL
revenues from the philatelic sales at the end
of 2005.

Institutions, implementation of flames has
been realised by our Regional Directorates
and also cultural events have been supported
through whole year. If the franking machines
were available, necessary instructions were
given to our Regional Directorates for the

countries in 2004. Also, the total of
international telepost traffic was 1298 and

Ýletiþim tekniklerinin hýzlý geliþimi, posta
idarelerini yeni arayýþlar içerisine sokmakta
ve çaðdaþ teknolojiden yararlanýlarak
gönderilerin daha süratli ve güvenilir olarak
taþýnmasý zorunluluðunu doðurmaktadýr. Bu
da büyük ölçüde verilerin bilgisayar aracýlýðý
ile alýnýp verilmesi elektronik bilgi alýþ/veriþi
ile gerçekleþmektedir. Bu baðlamda Dünya
Posta Birliði Uluslararasý Bürosunun (Posta
Teknolojileri Merkezi) birimince IPS
(Uluslararasý Posta Sistemleri) programý
hazýrlanmýþ olup, Kuruluþumuz bu sisteme
üye bulunmaktadýr.
Due to the rapid improvement of
telecommunication techniques, postal
Administrations are involved into the new
searches, and faster delivery and reliable
transportation by using the modern technology
are getting compalsory. In this context, it is
being realised by receiving and sending the
data via computer. IPS is a program prepared
by Postal Technologies Centre (PTC) of
International Bureau of the UPU, and Turkish
PTT is a member of this system.

In order to provide faster and more
qualified money order service, Turkish PTT
became the member of Eurogiro network on
2.4.1997, and transactions of money orders
via this network are carried out reciprocally
with Germany, Austria, Belgium, France,
Crotia, Switzerland, Italy, Japan, Latvia,
Hungary, Portugal, Romania, Slovakia, Serbia
and Montenegro and Greece.

As a result of the international money
orders exchanged via Eurogiro network, the
amount of money orders which were
previously sent by post and paid to the
payees in 15-20 days are paid in 1 to 3 days
at present.

genelinde en iyisi olduðu anlaþýlan Western
Union ile anlaþma imzalamýþtýr.Western
Union þu an için 190’dan fazla ülkede

the money transfer service with the limited
number of countries decided to offer quick
money transfer service which is realised in a
few minutesin order to increase the service
quality and its market share. In this context,
our Administration signed an agreement with
the Western Union which is the best in all
over the world on the service network and
quality. Western Union is carrying out quick
money transfer service in more than 190
countries with more than 160.000 agencies.

The money transfer service offered by
Western Union is suitable for everyone’s
usage in the world. In order to benefit from
the service, it is enough to complete a simple
form by applying to an agency of Western
Union. The recipient of the money goes to
an agency of Western Union, gives the
necessary information and can take the
amount of money transferred in national
currency, as well as in Euro or US Dollar.

user training is completed in all automated

Dünya Posta Birliði (UPU) Pekin
Kongresinde alýnan bir karar doðrultusunda,
geliþmekte olan ülkelerdeki servis kalitesinin
yükseltilmesini amaçlayan Servis Kalitesini
Ýyileþtirme Fonu (SKIF) kurulmuþ
bulunmaktadýr. Geliþmekte olan ülkeler bu
fondan ancak servis kalitesini iyileþtirmek
amacýyla hazýrlayacaklarý projenin Dünya
Posta Birliði’nin Ýþletme Konseyince
onanmasýndan sonra faydalanabilmektedirler.
In accordance with a decision taken in
the Peking Congress of UPU, Quality Service
Fund (QSF) aiming at increasing the service
quality in the developing countries was
established. The developing countries can
only benefit if the project which they prepare
in order to improve the service quality is
approved by the Postal Operations Council.
Bu fýrsattan yararlanmak amacýyla,
1993 yýlýndan beri proje aþamasýnda olan
ve çeþitli nedenlerle bugüne kadar hayata
geçirilemeyen “ Kayýtlý Maddeler Otomasyon
Projesi” yeniden ele alýnmýþ, Dünya Posta
Birliði’nin belirlemiþ olduðu formata göre
hazýrlanarak adý geçen birliðin onayýna
sunulmuþ ve sonuçta kabul görmüþtür.
In order to benefit from this fund,
“Automation of Registered Items Project”
which has been on the project phase since
1993 and has not been realised because of
various reasons, was handled again, prepared
according to the format determined by UPU,
submitted to the approval of the mentioned
union and finally accepted.

The project, which aims that the
acceptance, transportation and
distribution/delivery transactions is carried
out by means of computer in an automated
atmosphere, the items can be traced in every
peace and especially that the service will be
more speedy, reliable and of more quality by
saving cost, personal labour and time, has
started to be applied in 24 pilot Post Office
and the development of software studies still
continue.

The starting and interim report has
been prepared and submitted to UPU; and
the first two tranches of the blank credit
which is 333,000 US dollar of the total
amount of 473,000 US dollar that will be
given as blank credit was received by Our
Administration.

After the studies concerning the
software are completed and started to be
applied in all of the pilot centres, the final
report will be prepared and submitted to
UPU and the last tranche of the blank credit
will be given to Our Administration.

In order to cover 365 Post Offices with
the automation system in 2004, delivery
procedure was completed for the PCs and
printers, and the opening of these automated
Post Offices having the softwares developed
by the staff of the PTT has been made and
the project has been completed.

2004 for the computers and printers within
the project of purchasing of softwares and
hardwares needed due to the increasing
traffic in the automated post offices and
updating the softwares and hardwares for
keeping up with the contemporary technology
and the project has been completed.

sevk noktasýnda kayýt altýna alýnmasý ve
sevk noktalarýnda gönderilerin kayýt, ayýrým
ve sevkinde iþgücü sarfiyatý ve zaman
kaybýnýn en aza indirilerek kaliteli, hýzlý,
modern bir hizmet verilmesi ile Posta Ýþleme
Merkezlerinde (PÝM) ilgili birimlerde görev
yapan personelin iþ yükünün hafifletilmesi,
ayýrým ve sevk sýrasýnda yaþanabilecek
olumsuzluklarýn önüne geçilmesi
planlanmaktadýr.
With this project, it has been aimed to
track and trace all of the EMS and registered
items, parcels and legal notifications posted
with the barcode label at every stages, to
provide quality, speedy and modern service
while decreasing the workforce and time
waste at the recording, processing and
forwarding of the items, to decrease the work
load of the staff working at the Sorting Centers
and to prevent the problems which can be
occured during sorting and forwarding of the
items.

In order to expand the automation project
of registered mails through the automated
Post Offices, the delivery of the necessary
hardwares for 24 post offices chosen as pilot
offices (post offices of Regional Directorates
in Ankara, Anatolian Side of Ýstanbul,
European Side of Ýstanbul, Ýzmir and
Kayseri)was completed in 2004.

and used in order to collect the bills.

(Telekom, Türkcell, Telsim, Avea) Elektrik,
Su, Banka ve Finans Kurumlarý, Emekli
Sandýðý ve SSK, Kamu ve Özel Kurumlar
tahsilatlarý ile Western Union , Posta Çeki
ve Yurtiçi havale iþlemleri yürütülmektedir.
All GSM ( Telecom bills and Telsim,
Turkcell and Avea bills), electricity, water bills
as well as the bills of some Banks, Financial
Organisations, Retiree Fund and Social
Insurance Organisation are collected. Also,
financial transactions have been carried out
through Western Union, Postal Giro and inland
money order.

Since the efficiency of the service is
related with the health and social services
offered to the personnel, the health and social
services have a great importance and priority
in our Administration.

Ýstanbul’da bulunan 500 yatak kapasiteli tam
teþekküllü PTT Sanatoryum ve Hastanesi,
Polikliniklerimiz Ýdare Tabipleri ile diðer tedavi
kurumlarýnda yapýlmaktaydý.
The health services for our personnel
and their family members were offered in
fully equipped PTT Sanatorium and Hospital
in Istanbul having a capacity of 500 beds,
and also in our polyclinics by the doctors of
our Administration and in other health
organisations.

health units dependent on some public
institutions are assigned to the Ministry of
Health, the Sanatorium Hospital which

to the said Ministry.

In 2004, the health services were carried
out with 345 doctors, 2 pharmacists, 85
health officials, nurses and midwives, 28
laboratory assistants and 103 other health
personnel. Of these personnel, 125 doctors,
1 pharmacist, 50 health officials and nurses,
14 laboratory assistants and 30 other health
personnel are permanent and contracted.
And the rest of them are contracted from the
Health Aid Fund Budget including 220
doctors, 1 pharmacist, 35 nurses and

yeterli sayýda müracaat olmamasý nedeniyle,
tesislerimizin zararýna sebebiyet verilmemesi
açýsýndan hizmete açýlmamýþtýr. 2004-2005
kýþ sezonunda sadece Uludað tesisimiz 26
oda 83 yatak kapasitesi ile hizmet
vermektedir. Yazlýk ve kýþlýk olmak üzere 10
adet Eðitim ve Dinlenme Tesisimiz 470 oda
1942 yatak kapasitesine sahip bulunmaktadýr.
In the summer season of 2004, 7
summer training and social facilities were in
service with 389 room and 1683 bed capacity
(Bartýn-Ýnkum training an recreational facilities
with 36 room and 100 bed capacity have not
been opened to service, since they were
taken to the scope of the facilities which will
be sold by the General Directorate of National
Estate.) of our training and recreational
facilities Uludað, Erciyes and Çeþme-Ilýca
which will serve in 2004-2005 winter seasons,
Erciyes facility with 19 room and 76 bed
capacity and Çeþme-Ilýca training and
recreational facilities with 28 room and 116
bed capacity were not opened to service
since there were not enough applications
and therefore they operated at a loss.
(Çeþme-Ilýca facility serves during the whole
year in winter with its thermal spring, and in
summer, since it is on the coast.) 2004 2005 ýn winter season Uludað facilities was
in service with 26 rooms and 83 beds. 10

2004 yýlýnda 2 adet PTT Evi (Acý Badem
PTT Evi, Küçük Yalý PTT Evi) ile küçük
kapasiteli mütevazý konaklama yerlerinin
toplamý 378, yatak sayýsý ise 2948’dir.

Houses (Acýbadem PTT Guest House, Küçük
Yalý PTT Guest House), and the
accommodation places having small capacity
are 378 and total bed capacity is 2948.
Ýdaremize uzun yýllar hizmet vermiþ
emekliler için Ýstanbul PTT Sanatoryum ve
Hastanesi bünyesinde 75 oda, 150 yatak
kapasiteli Huzurevi faaliyetlerini
sürdürmektedir.
Ýstanbul PTT Sanatorium and Hospital
with 75 rooms and Retiree House with 150
bed capacity are providing service for the
retired people who served our administration
for years.

Yurtiçi ve Yurtdýþý Kurum ve Kuruluþlarla
iþbirliði yaparak eðitime yönelik projeleri
yürütmek personelin modern yöntemlerle
hizmet öncesi, hizmetiçi eðitimlerini saðlamak
ve personelden en üst düzeyde yararlanmak
amacýyla hizmetiçi eðitim faaliyetlerine önem
verilmekte, açýlan kurs ve seminerlerle
süreklilik arz edecek þekilde her seviye ve
branþta personelin eðitilmesi ile eðitimli
personelin bilgi becerisiyle motivasyonunu
artýrarak daha verimli ve uyumlu çalýþmasý
yanýnda, Kuruluþun üst kademelerine sürekli
bir þekilde eleman yetiþtirilmesi
amaçlanmaktadýr.
In accordance with the aims and
principles determined by Our Administration,
in order to perform the postal services
profitably and efficiently in a short time period,
and with the aim of carrying out the
educational projects by co-operating with
National and Foreign Institutions, providing
the pre-service and inner service training of
the personnel with the modern methods and
benefiting from them at the highest level, the
inner-service training is emphasized. With
courses and seminars it is aimed that the
personnel at every branch and level is trained
and that the skills, knowledge and motivation
of the trained personnel are increased, so
that they can work more efficiently and more
coherently and that they can be trained for
the upper levels of the service.
2004 yýlýnda 358 kursta 5726 kursiyerin

organised for the 33rd time in the year 2004
by the Universal Postal Union (UPU), the
subject “I am writing to tell you how young
people can help reduce poverty” was chosen,
successful works were determined and a
total prize of 1.500.000 TL was given.
2005 yýlýnda 34. sü yapýlacak olan UPU
Mektup Yazma Yarýþmasýnýn konusu, “En
Beðendiðin Peri Masalý Kahramanýna
Mektup” olarak belirlenmiþ olup gerekli izinler
alýndýktan sonra Türkiye genelinde tüm
okullara duyurusu yapýlmýþtýr. Yarýþma
sonucunda dereceye girecek olan ilk üç eser
sahibi öðrencilerimize toplam,

Competition which will be held in 2005, the
subject was determined as “A letter to my
favourite fairytale character”, and it was
announced to all schools in Turkey after the
necessary permissions were taken. A total
reward of 2,100,000,000 TL will be given to
the students which will be the first, second
and the third.

on 10/10 2004 in Bulgaria, Our Administration
achieved the first degree in the individual
category and in the team category among
men and the price of most technical walking

of Eurasia) it was decided to hold a Postmen
Fast Walking Competition among the
member countries (Turkish Republic of
Northern Cyprus, Turkey, Pakistan,
Azerbaijan) and the countries of which
memberships are possible, the pre-studies
were made and the correspondence
concerning this subject still continue.

Hizmetleri alanýnda AB mevzuatýna uyum
çalýþmalarýna baþlamasý” baþlýklý 19.3 no’lu
önceliðinde “2003 yýlýnýn dördüncü
çeyreðinde yürürlüðe girmek üzere 5584
sayýlý Posta Kanununda, 15 Aralýk 1997 gün
ve 97/67/AB ve 10 Haziran 2002 gün ve
2002/39/AB sayýlý direktiflere uygun
deðiþikliklerin yapýlmasý” öngörülmüþ olup,
söz konusu öncelik doðrultusunda
Kuruluþumuz bünyesinde teþkil edilen
Çalýþma Grubu ve Üst Komisyon’da
görüþülmüþ “Posta Sektörü Kanunu” ve “T.C.
P o s t a v e Te l g r a f Te þ k i l a t ý G e n e l

The new adjustment of National
Programme of Turkey concerning the
adaptation EU acquis communautaire
entered into force after it was published in
the Official Gazette dated 24.07.2003
nr.25178. In the precedence nr.19.3 titled
“Starting the compliance studies with EU
communautaire in the Postal Service area
which is included in the mentioned National
Programme about Our Administration, it was
foreseen that “The Postal Law nr.5584 which
entered into force in the fourth quarter of
2003, the amendments will be made in
accordance with the directives nr.97/67/AB
dated 15.12.1997 and nr.2002/39/AB dated
10.06.2002”; these amendments were
negotiated according to the mentioned
precedence at the Working Group and
Executive Commission which was constituted
in Our Institution and the drafts of “Postal
Sector Law” and “The Law Concerning the
Duty, Authority, and Responsibilities of
General Directorate of Turkish Republic Post
and Telegraph Establishment” were finalised
and submitted to the Ministry of
Transportation. To the Commission which
was constituted in Our Ministry, our personnel
is also participating, the studies about the
drafts still continue.

be carried out within the framework of this
