Yeni yüzyýlda, klasik bilgilerin dýþýnda
güncel bilgi edinmeyi isteyen, yaþamýný bilgi ile
bütünleþtiren, zaman, ekonomi ve teknoloji
üçlüsünün müþterek noktasýný her olayda arayan
bir toplumun yaþadýðý dünyaya sahip
bulunmaktayýz.
In this century, we have a world in which a
society, desiring to have current infromation apart
from the classicalinformation and seeking the
common point of time, economy and technology
in every event, lives.
Dolayýsýyla her konuda olduðu gibi
haberleþme hizmetleri de artýk klasik vasfýný
deðiþtirmiþ, yeni teknolojilerin getirdiði imkan ve
faydalardan yararlanýlmasý kaçýnýlmaz olmuþtur.
Ülkemiz de dünyaya bilgi toplumu olarak hizmet
vererek geliþmiþ ülkeler arasýnda yer alma
kararlýlýðýndadýr.
Therefore, the communication services have
changed their classical qualifications like other
services and benefiting from the opportunities and
advantages provided by the technology has
become inevitable. Our country is decisive about
being one of the developed countries by serving
as an information society to the world.
Kuruluþa geldiðimiz günden itibaren biliþim
teknolojileri ile iç içe bir vizyona sahip olmanýn
gerekliliðini, bu kapsamda bazý misyonlarý
üstlenmesinin zamanýnýn ise çoktan geldiðini ifade
etmiþ idik. 21. yüzyýlda sürekli geliþen ve deðiþen
teknolojik þartlar karþýsýnda bu tarihi ve köklü
Kurum da kendini yenilemek ve geliþtirmek
mecburiyetindedir. Ýstediðimiz; bilgi toplumu olma
yolunda rekabetin giderek yoðunlaþtýðý çaðýmýzda
Kuruluþumuzun biliþim teknolojilerini toplumun
önündeki sorunlarý aþabilmenin önemli araçlarýndan
biri olarak etkin kullanmasýdýr.
We have been emphasizing the necessity
of having a vision connected to the informatics
technologies and that the time has come already
toundertake some missions in this context. In
the21st century, our historical and rooted Institution
should renew and develop itself against the
technological conditions changing and developing
continously. What we desire is that our Institution
uses the informatics technologies as a means of
getting rid of the problems that are faced by the
society in such an age that the competition for
being an information society has been intensified.
Nihai hedefimiz, Dünyadaki geliþmiþ
ülkelerde uygulamaya konulmuþ süratli, kaliteli ve
güvenli modern posta hizmetlerini hayata geçirmek,
Avrupa Birliði standartlarý çerçevesinde arz-talep
dengesini gözönünde bulundurarak hizmet
vermektir.
Our ultimate aim is realizing the speedy,
quality and secure modern postal services which
are launched by the developed countries in the
world; and serving in the framework of the EU
standarts by considering the supply-demand
balance.
Öncelikle hizmette verimlilik, karlýlýk ve
güvenirlilik ilkelerini kendisine kýlavuz kabul eden
Kuruluþumuzda; Bugün itibariyle 707 merkezde
hizmet veren otomasyon aðýmýzýn 2003 yýlý
sonunda 1104 merkeze ulaþtýrýlmasý planlanmýþtýr.
In our Institution which takes the productivity,
profitability and reliability principles at the service
primarily, as a guide it is planned to increase the
number of the automated PTT offices from 707 to
1104 in the end of 2003.
Otomasyona açýk tüm merkezlerin Merkezi
Tahsilat Sistemi (MTS) kapsamýna alýnmasý için
bir program hazýrlanmýþ olup, 2002 Aralýk ayýndan
itibaren otomasyona açýk tüm merkezlerden MTS
üzerinden tahsilat yapýlabilmektedir.
After preparing a program in order to include
all the automated PTT offices in the Central
Collection System (CCS), collections have being
made at all the automated PTT offices over CCS
since December, 2002.

Telekomünikasyon A.Þ., Aycell A.Þ. ve Aria Ýþ-Tim
A.Þ. arasýnda imzalanan sözleþme uyarýnca hazýr
kart satýþý ve fatura tahsilatý iþlemleri iþyerlerimizde
yapýlmaktadýr.
In accodance with the agreements signed
byTelsim Telecommunication Inc., Aycell Inc. and
Aria Ýþ-Tim Inc., the telephone cards are sold and
bils are collected in our business places.
Kuruluþumuzda mevzuatýmýzýn sýnýrlarýna
baðlý kalarak þubesi az olan bankalarýn tahsilatlarý
kapsamýnda; Garanti Bankasý A.Þ. ile yapýlan
sözleþme uyarýnca Alternatif Bank ve Deniz Banka
ait kredi kartlarýnýn tahsilatlarý yapýlmaktadýr.
In our Institution, depending on the limits of
our regulations and in the context of the collections
of the banks which have few branches; the
collections of the credit cards of the Alternatif Bank
and Deniz Bank in accordance with the agreement
signed by Garanti Bank Inc.
Ankara, Ýstanbul ve Ýzmir’de faaliyet gösteren
Alo-Post hizmetinin Ýnternetten de sipariþ alabilmesi
hususunda çalýþmalar baþlatýlmýþtýr.
The studies were started in order to receive
orders of Alo-Post service in Ankara, Ýstanbul and
Ýzmir, via internet.
“2023’e Cumhuriyetimizin 100.Yýlýna Mektup
Kampanyasý” 23 Nisan 2002 tarihinde baþlamýþ
ve 29 Ekim 2002 tarihinde sona ermiþtir. Bu
kapsamda özel olarak yaptýrýlan zarflardan 187936
adet satýlmýþ, 39326 adet mektubun kabulü
yapýlmýþtýr. Mektuplar 2023 yýlýnda alýcýlarýna teslim
edilecektir.
“Letter to 2023, the 100th Year of Our Republic
Campaign” was started on 23 April 2002 and lasted
until 29 October 2002. 187,936 special envelopes
of this campaign were sold and 39,326 of them
were accepted. The letters will be handed over to
the addressees in 2023.
Emekli Sandýðý ve SSK’ya tabi emeklilerin
maaþ, maaþ farký ve vergi iade tutarlarýnýn PTT
Ýþyerlerinde ödenmesi uygulamasýna geçilmiþtir.
The salaries, the differences in the salaries
and the tax return amounts of the retirees of
Retirement Fund and SSK (Social Insurances
Institution) are started to be paid in the PTT offices.
Posta havale iþlemlerinde sadeleþtirmeye
gidilerek, kullanýlmakta olan havale formlarý
yenilenmiþ, ilk olarak Ulus PTT Merkezinde
baþlatýlan uygulama Aralýk 2002 tarihinden itibaren
ülke genelinde yaygýnlaþtýrýlmýþtýr.
The postal money transfer were simplified,
money transfer forms are renewed and the
application launched in Ulus PTT office have been
spreaded since December, 2002.
Aralýk 2002 tarihinden itibaren halkýmýzý
filateli konusunda bilgilendirmek amacýyla “Pul ve
Pulculuk” adýnda bir kitapçýk bastýrýlarak yurt içinde
daðýtýmý saðlanmýþ, pullarýn bilgisayar ortamýnda
tanýtýmý amacýyla açýlan internet sitesinde
Cumhuriyet Pullarýnýn tanýtýmýna baþlanmýþtýr.
Since December 2002, a booklet called “Stamp
and Philately” was published and distributed all
over the country in order to inform our society
about philately and the Republic Stamps were
started to be introduced in the web site prepared
for the introduction of the stamps in the computer
environment.
Avrupa Birliði Müktesebatýna uyum
kapsamýnda Posta hizmetlerinin kaliteli ve hýzlý
yapýlanmasýna iliþkin ne gibi bir yol izleneceði ve
Posta hizmetlerinin çaðdaþlaþmasý hususlarýnda
yapýlmasý gereken mevzuat ve liberalizasyon
çalýþmalarý için “Sektördeki düzenlemelere ait
muhtelif etüd-projeler” adýyla baþlatýlan çalýþmalar
Bakanlýðýmýz koordinatörlüðünde devam
etmektedir.
The studies named “Various researchesprojects concerning the regulations in the sector”
for the legislation and liberalization studies that
should be done about the modernization of the
postal services and the way that will be followed
aimed at structuring the postal services to be
speedy and quality in the content of adaptation of
the EU’s acquis communitaire are continuing in
coordination with our ministry.
Kamu kaynaklarýnýn verimli kullanýlmasý,
Kamu hizmetlerinin gerektirdiði unvanda, nitelikte
ve sayýda personel istihdamýnýn saðlanabilmesi
amacýyla yayýmlanan 2000/1658 sayýlý Bakanlar
Kurulu kararýna istinaden, Kuruluþumuzda bilimsel
anlamda Norm Kadro çalýþmalarýna baþlanmýþtýr.
The scientific (Norm Kadro) studies were
started in accordance with the decision of the
Board of Ministers nr. 2000/1658 published with
the aim of providing the employment of the
personnel with sufficient title, quality and number
for the public services and using the public
resources efficiently.
Bütün bu çalýþmalarda hedefimiz
Teþkilatýmýzý güçlendirmek , Milli ve Milletlerarasý
alanda hakettiði itibarlý seviyeye taþýmaktýr.
In all these studiesour aim is to strengthen
our Establishment and carry it to the esteem level
which it deserves in the national and international
area.
Bunun yolu Kuruluþu öncelikle Milletin
Kurumu haline getirmekten geçer. Her PTT
personeli görevini ifa ederken özel sektör mantýðý
ve sevecenliði ile müþteri kazanma amacýna yönelik
yaklaþým içersinde olmalýdýr. Kurumumuz; kalitesi,
hizmet niteliði , hýzý, verimliliði ve alt yapýsý ile
diðer finans sektörlerinden farklý kabul edilir ve
milletin öncelikli olarak tercih edildiði bir Kurum
haline getirilebilirse bizler hedefimize varmýþýz
demektir.
For this aim the Institution should be primarily
made the Institution of the Nation. Each PTT official
should be in an attitude aimed at gaining customer
with a private sector logic and compassion when
performing his/her job. If our Institution can be
seen as different from the other financial sectors
with its service quality, speed, productivity and
understructure and can be made an Institution
which is preferred by the nation, this means that
we will have reached our aim.
Kuruluþumuzda belirlenen hedeflerimize
ulaþmak için her kademede yoðun gayret gösteren
personelimize teþekkür ediyor, görevlerinde
baþarýlar diliyorum.

Haberleþme hizmetlerinin bir bölümü
olan posta hizmetlerinin ülkemizin sosyoekonomik ve kültürel geliþmesindeki önemi
dikkate alýnarak posta servislerinden beklenen
sürat, emniyet ve düzenli çalýþma ortamýnýn
saðlanabilmesi için her yýl sürdürülmekte olan
çalýþmalara 2002 yýlýnda da devam edilmiþtir.
Considering the importance of postal
services as part of communication services
for social, economic and cultural development
of our country, studies continued in 2002 in
order to provide speed, security and organised
working environment expected from postal
services.
Posta iþletme hizmetlerinde meydana
gelebilecek aksaklýklarý tespit etmek ve gerekli
tedbirleri almak, posta sevk ve daðýtýmýna
sürat kazandýrmak amacýyla zaman zaman
deðiþik kontrol ve metotlar geliþtirilerek 2002
yýlýnda da etkin ve sürekli çalýþmalar yapýlmýþtýr.
In order to determine the potential
problems of postal operation services, take
the necessary actions and accelerate the
transportation and distribution of mail items,
efficient and continuous studies were
conducted in 2002 through developing
different quality control methods from time to
time.
Yurtiçinde bir gönderinin il ve ilçe
merkezleri arasýnda 1-2 gün, ilden ile ise en
geç 2. gün daðýtýmýnýn yapýlmasý
hedeflenmektedir. Posta ulaþým sürelerinin
daha da iyileþtirilmesini teminen
Baþmüdürlükler arasý kalite kontrol
çalýþmalarýna etkin ve sürekli bir þekilde devam
edilmiþtir.
It is targeted that a domestic item is
delivered in 1-2 days between a province and
its town centers, and in its second day at the
most between provinces. In order to improve
delivery periods the quality control studies
among the principle directorates were realised
efficiently and continously.
Ankara, Ýzmir, Ýstanbul Avrupa ve Anadolu
Yakasý Posta Ýþleme Merkezlerinde mevcut
olan ve operatör vasýtasý ile mektup üzerindeki
posta kod numaralarýný bilgisayara kaydetmek
suretiyle çalýþan otomatik mektup ayýrým
sistemine (OMAS) ilave olarak Ankara ve
Ýstanbul’daki sistemi daha modernize bir yapýya
kavuþturmak amacýyla mektup üzerindeki
posta kodlarýný otomatik olarak okuyan ve
OCR/CS olarak adlandýrýlan optik okuyuculu
ayýrým sistemleri faal olarak kullanýlmaktadýr.
In addition to the Automated Mail Sorting
System (AMSS) which works as saving the
postal code numbers on the letters to a
computer by an operator and which exists in
Ankara, Ýzmir, Istanbul Anatolian and
European side Mail Sorting Centers optical
character reader sorting systems which are
called OCR/CS are used to modernise the
systems in Ankara and Istanbul.

Ýþleme (Daðýtým Toplama) Merkezi ek bina
inþaatý ise devam etmektedir.

Sorting Centers are in service. Construction
of extra building of Adana Postal Sorting
Center is continuing.

edilecek binalar kapsamýnda bulunmaktadýr.
Furthermore, buildings of Ankara
distribution, Bakýrköy and Konya sorting
centers will be tendered.
2002 yýlýnda yurtiçi mektup postasý
gönderileri trafiði 903 Milyon 24 Bin, yurtiçi
koli trafiði ise 859 Bin adet olmuþtur.
In 2002, the traffic of domestic letters
was 903 million and 24 thousand, the traffic
of domestic parcels was 859 thousand.

58 seviyesine ulaþmýþtýr. Posta Kodlarýný
telefonla öðrenme hizmeti veren 119 Posta
Kodu Danýþma Servislerine ilave olarak
www.ptt.gov.tr web adresinden öðrenebilme
imkaný getirilmiþtir.
Usage of postal code increased up to
58% this year. In addition to call center 119
service for the postal code information started
to be provided from the web address
www.ptt.gov.tr
Ýstanbul Ýlinin Posta Kod numarasý 34,
Osmaniye’nin 80 ve Düzce’nin 81 rakamý ile
baþlayacak þekilde Posta Kodlarý yeniden
düzenlenerek uygulamaya konulmuþtur.
Postal code of Istanbul changed as
starting with 34, Osmaniye with 80 and Düzce
with 81.
Acele Posta Servisi (APS) olarak 2002
yýlýnda 81 il, 788 ilçeye hizmet verilmiþtir. 2002
yýlýnda yurtiçinde 7 Milyon 575 Bin adet Acele
Posta Gönderisi kabul edilmiþtir.
Express Mail Service (EMS) was
provided to 81 provinces and 788 towns in
2002. 7 million and 575 thousand express
mail items were posted in the country.
Ayrýca Halkýmýza süratli hizmet sunmanýn
yanýnda, hizmetin daha güvenli hale getirilmesi
ve Kuruluþumuz gelirlerinin de artýrýlmasý
amacýyla Sigortalý Acele Posta Gönderi hizmeti
1991’den itibaren verilmektedir.
Besides providing a fast service, Insured
Express Mail Service has been offered since
1991 in order to offer more secure services.
By the end of 2002, services of our
organisation were provided to be given in
1084 centers, 2051 branches and 1336
agencies, in total 4471 offices.

hizmetlerinin 1084 merkez, 2051 þube 1336
acente olmak üzere toplam 4471 iþyerinde

In order to support letter writing habbit,
underline the importance of letters and
increase our administration’s revenues, the
campaign “A letter to 2023; 100th Anniversary
of the Turkish Republic” was organised in
the 162nd year of our foundation. Special
covers made for this occasion were sold
between 23rd April 2002-29th October 2002
and 187936 covers were sold and 39326
letters were accepted. These letters will be
delivered in 2023.
Kuruluþumuzun 162. Yýldönümü
münasebetiyle mektup yazma alýþkanlýðýný
kazandýrmak, mektubun önemini canlý tutmak
ve Ýdaremiz gelirlerinin artýrýlmasý amacýyla
“2003’e Cumhuriyetimizin 100. Yýlýna Mektup”
kampanyasý düzenlenmiþtir. Bu konuyla ilgili
yaptýrýlan özel zarflar 23 Nisan 2002 – 29 Ekim
2002 tarihleri arasýnda satýþa sunulmuþ olup,
toplam 187936 adet zarf satýþý yapýlmýþ,
bunlardan 39326 adet mektup kabulü
yapýlmýþtýr. Mektuplar 2023 yýlýnda alýcýlarýna
teslim edilecektir.

In order to serve in the market according
to the conditions of competition; “Collective
Postal Items Price Discount Directive” which
provides price discount to Parcel, EMS, Small
Package, and printed papers like book,
newspaper, magazine, and brochure that are
not included in the postal monopoly, if they
are posted by the same sender, at the same
time and if the number is not less than the
determined number in the tariff; is being
applied.
Birçok Avrupa ülkesinde uygulanmakta
olan Katalogla Mal Satýþý sisteminin Ülkemizde
uygulanmasýna olanak saðlanmýþtýr. Söz
konusu hizmetin firma ve þirketlerle anlaþma
yapýlarak yaygýnlaþtýrýlmasýna çalýþýlmaktadýr.
The system of sales by catalogue which
is very widespread in most European
countries was provided to be implemented
in our country as well. Studies to widespread
this system is still continuing.
Köylerde yaþayan vatandaþlarýmýza
süratli ve daha düzenli posta hizmeti sunulmasý
amacýyla Motorize Köy Posta Daðýtým Hizmeti
arazi, yol ve iklim durumu müsait olan yerlerde
uygulanmakta olup, Ülkemiz genelinde 155
adedi Ýdaremize ait, 347 adedi kiralýk taþýt
olmak üzere toplam 502 taþýtla 23533 köye
haftada 1 veya 2 seferli olmak üzere motorize
daðýtým hizmeti yapýlmaktadýr.
In order to provide a faster and
organised postal service for the citizens living
in the villages, motorised delivery service is
being offered where road and climate
conditions are suitable. This service is privided
once or twice a day in 23533 villages by 502
vehicles 155 of which belong to our
administration and 347 are rented.

Posta Çekleri Baþmüdürlüðü ile on-line
baðlantýlý olarak posta çeki ve havale hizmetleri
bilgisayar ortamýnda verilmeye baþlanmýþtýr.
2003 yýlýnda da bu çalýþmalara devam
edilecek olup 397 merkezin otomasyona
açýlmasý planlanmýþtýr.
In order to carry out our services in
automated environment, 27 centers in 1995,
51 centers in 1996, 124 centers in 1997, 65
centers in 1998, 84 centers in 1999, 55
centers in 2000, 300 centers in 2001 and 1
center in 2002 which makes 707 centers in
total were prepared to provide postal check
and money order services in a computerised
environment by an on-line connection to the
principle directorate of postal checks. In 2003
studies on this subject will be continued and
397 centers are planned to be automated.

Refund Touristic Services Coop. In 15.04.2002
the transaction of repayment of VAT that was
paid by the Turkish people living outside of
Turkey and by the foreigners, is provided by
the border PTT centers which are bound to
Antalya, Ýzmir, Edirne and Ankara PTT
Principle Directorates.
In 2002 effective transactions were
continued and 1 trillion 15 billion Turkish Liras
commision income was gained out of 113,5
trillion Turkish Liras endorsment.

ülkelerinde kullanýlan formül boyutlarýndadýr.
The newly designed documents with
autocopy started to be used throughout the
country. By the help of this implementation
customers became able to enter into the
system without any need to fill in a form or if
they wish, they can easily enter into the
system by filling in simple forms which are
given from the counters. A copy of the
documents that are printed out in the counters
is given to the customer. The mentioned
documents have the same size and format
with the ones used in all developed European
countries.

artan rekabet sonucunda düþen kâr marjlarý
gibi sebeplerden dolayý diðer kâr arttýrýcý
kaynaklar üzerinde çalýþmalarýný
sürdürmektedir.
Postal Administrations of developed
countries continue their studies on other
profitable resources due to the decrease in
profit margins resulted from globalisation,
introduction of internet and intense
competition.
Günümüzde standart mektup gönderi
trafiðinin günden güne azalmasý Kurumumuzu
Hybrid Mail ve benzer yeni teknolojileri
kullanarak müþterilerine nitelikli servisler
sunmayý ve ayný zamanda geleneksel posta
servislerindeki üretim ve hizmet kalitesinin
arttýrýlmasýný zorunlu kýlmaktadýr.
Nowadays, the decline in traffic of
ordinary letter post day by day forces our
Institution to provide qualified services to
customers by using Hybrid Mail and similar
new technologies and to improve the
production and service quality in traditional
postal services at the same time.
Bu nedenle þirketler, finansal kuruluþlarý
ve bankalarla anlaþmalar yapýlarak Kurum ve
Kuruluþlarýn gönderi bilgilerinin elektronik
ortamda alýnýp PTT Merkezlerinden daðýtýmýna
imkan saðlayan Elektronik Posta Þirketinin
(Hybrid Mail) kurulmasý Kuruluþumuzca
hedeflenmektedir.
For this reason, it is aimed by our
Institution to establish Electronic Mail
Company (Hybrid Mail) which enables
obtaining information concerning the items
of Foundations and Institutions in electronic
environment and their distribution from PTT
Offices, by reaching agreements with
companies, financial institutions and banks.
Günümüzde gönderilerin büyük oranda
elektronik ortamda üretilmesinde bilgi
teknolojisinin geliþmesi etkili olmuþtur. PTT
Genel Müdürlüðü gönderilerin % 70’inin
bilgisayarlar tarafýndan üretildiðini göz önünde
bulundurmaktadýr. Bu oran ticari mektuplarda
% 95’e kadar çýkmaktadýr.
The development of information
technology has an effect on production of
items in electronic environment to a great
extent nowadays. General Directorate of PTT
takes into consideration that 70% of items is
produced by computers. This proportion rises
up to 95% for commercial letters.

The targets of this project are;
-Mevcut Posta Servislerinde, daðýtým ve
sevk iþlemlerindeki hizmet kalitenin
düzeltilmesi,
- to improve quality of service in available
Postal Services, distribution and
transportation,
-Kalitenin artmasý ve deðerli servislerin
eklenmesi ile birlikte geliþen Posta pazarýnda
PTT Genel Müdürlüðünün rekabet gücünün

- to strengthen competition power of
General Directorate of PTT in developing
Postal market in parallel to the improvement
of quality and addition of
value-added

-Posta teslimat sürelerinin kýsaltýlmasý,
- to shorten delivery time of mails,

- to remove collection and sorting costs

-Pul maliyetlerine son verilmesi,
- to terminate stamp costs,
-Kurum, kuruluþ ve özel firmalarýn
kendilerine gerek insan gücü gerekse ekipman
açýsýndan aþýrý yük getiren basma, zarflama
iþlemlerini terk edebilmeleri ve bu iþlemleri
daðýtým konusunun uzmaný olan PTT Genel
Müdürlüðü’ne býrakabilmelerinin saðlanmasý,

and Private Firms can quit printing and
enveloping operations which impose on them
excessive burden in terms of both work
capacity and equipment and transfer these
operations to General Directorate of PTT
which is expert on the subject of distribution,

ülkeler ile data transferi yolu ile mektup alýp,
sevk edilebilmesi,
- to be able to receive and forward letters
through data transmission with the countries
using “Electronic Mail”,
-E-mail kullanýcýlarý için e-Mail’lerin
internetteki PTT Genel Müdürlüðünün WEB
sayfasýndan kolaylýkla yükleyebilecekleri
program ile mektup þeklinde dönüþtürüp,
alýcýsýna PTT tarafýndan teslim edilmesi,
- to turn e-mails into letter form with the
programme to be computerised easily from
WEBSITE of General Directorate of PTT
through internet by e-mail users and deliver
them to the addressees by PTT,
-Gönderilerin barkodlanarak takibinin
yapýlabilmesi, teslim bilgilerinin el terminalleri
ile alýnarak WEB sayfasýndan izlenebilmesi
gibi hedefler amaçlanmýþtýr.
- to be able to trace the items by barcode
system and trace them through WEBSITE by
obtaining delivery details with portable
scanners,
-Elektronik Posta ile kurum ve kuruluþlar,
ticari firmalar posta aðýna baðlandýklarý takdirde
gönderilerin elektronik olarak ayrýmý
gerçekleþtirilecek ve son teslim noktasýna
kadar mektuplar dikkatle izlenebilecektir.
Bunun yaný sýra göndericiler kendi kiþisel
bilgisayarlarýndan Türkiye içerisinde ve að
içerisinde yer alan bütün ülkelere masa
baþýndan mektup gönderme imkaný bulacaktýr.
With Electronic Mail, sorting of items
shall be realised as electronic and letter can
be traced carefully from delivery to last point
if foundations, institutions and commercial
firms connect to postal network. Moreover
senders shall have the opportunity to send
letters within Turkey and to all countries taking
part in network through their individual
computers from their homes.

It is possible through Hybrid Mail to
improve service quality by using Traditional
Postal Services and advantages of modern
computer technologies and providing
electronic data transmission. In parallel to the
addition of such value-added services, the
competition power of General Directorate of
PTT in developing Postal Market shall be
reinforced.
-Bu sebepten dolayý dünyada yaklaþýk
on senedir kullanýlan ve þu anda fizibilite ve
etüd çalýþmalarý tamamlanan Hybrid Mail
Sistemlerinin Ýstanbul Avrupa Yakasý, Ankara
Posta Ýþleme Merkezlerine Pilot Bölge olarak
kurulmasý ve deneme safhasýndan sonra
Elektronik Posta Aðýnýn ülkemiz sathýna
yayýlmasý Kuruluþumuza büyük yararlar
saðlayacaktýr.
-For this reason, it will be very beneficial
for our Institution to install Hybrid Mail Systems
of which feasibility and investigation studies
have been completed and which have been
used in the world for ten years approximately,
in Ýstanbul European Side and Ankara Sorting
Centres as Pilot Region. It will be of great
benefit to spread Electronic Postal Network
all over our country after testing period.

(SKÝF) oluþturulmasý Pekin Kongresi’nde “Varýþ
Giderleri” teklifi çerçevesinde Posta Ýþletme
Konseyi tarafýndan kararlaþtýrýlmýþtýr.
It was decided by the Postal Operations
Council in Beijing Congress to form Quality
of Service Fund (QSF) in the framework of
the “Terminal Dues” proposal.
1999 Pekin Kongresi, 37 no’lu doküman
kapsamýndaki bilgiler dikkate alýnarak evrensel
posta hizmetlerinin kalitesini iyileþtirmeye
yönelik projelere destek vermek için prensipte
SKÝF’in kullanýlacaðýný onaylamýþtýr.
1999 Beijing Congress, approved to use
QSF in principal in order to support the
projects aiming to improve the quality of
universal postal services, taking into
consideration the information included in the
number 37 document.
SKÝF, geliþmiþ ülkelerden geliþmekte
olan ülkelere yollanan posta gönderilerine
uygulanan kg. baþýna 3.427 DTS’lik varýþ
giderlerine kesilecek % 7.5’luk bir pay ile
özelikle toplu gönderiler için % 7.5’luk bu pay
uygulanmaktadýr.
QSF shall be supported by a ratio of 7.5
% provided from the terminal dues of 3.427
SDR charged per kg. for the items sent from
the developed countries to the developing
countries and the ratio of 7.5 % is applied
especially for the bulk mails.

The projects supported by QSF are
carried out under the responsibility of National
Postal Administrations in the developing
countries.

olarak UPU yönetimine “Kayýtlý Posta” Projesini
öngörmüþtür.
PTT has submitted “Registered Mail
Project” to UPU Administration as the project
that shall be supported by QSF.
PTT ilgili kanun, Tüzük ve Yönetmelikler
ve Uluslararasý ikili anlaþmalar ile UPU
hükümlerine uygun olarak yürütmekte olduðu
posta hizmetlerinin kabul, kayýt, ücretlendirme,
sevke hazýrlýk, sevk, geliþ, gümrükleme
daðýtým, teslim ve teslim sonrasý gibi iþlemlerin
bilgisayar ortamýnda kontrol ve denetiminin
on-line olarak saðlanmasý amacýyla pilot bölge
olarak 2002 yýlýnda seçilen merkez, PÝM ve
þubelerde SKÝF projesi ile projeye baþlayacak
olup kýsa zaman içerisinde kayýtlý posta
sistemin tüm ülke çapýna yayýlmasýný
amaçlamýþtýr.
PTT aims at making registered mail
system widespread all over the country in a
short time period after it starts the QSF project
in the determined branch offices, postal sorting
centres and PTT offices in 2002 with the aim
of providing postal services that are carried
out in accordance with the concerning law,
Regulation and by-law, international
agreements, UPU Regulations, such as
acceptance, registration, charging, preparation
to transportation, transportation, receipt,
customs transactions, distribution, delivery,
after delivery transactions in a computerised
environment.

saðlanacak 434.000 USD’lik kaynak da dikkate
alýnarak teknik þartname hazýrlanmýþ ve
26.11.2002 tarihinde ihalesi yapýlmak üzere
resmi gazetede yayýnlanmýþtýr.

resource for the amount of
434,000 USD
which will be provided from Universal Postal
Union (UPU), Quality of Service Fund (QSF),
thechnical specification was prepared and
issued in the official paper with the object of
its tender on 26.11.2002.
Baþbakanlýðýn 2002/52 sayýlý genelgesi
doðrultusunda ihalelerin durdurulmuþ olmasý
nedeniyle belirtilen tarihte ihale yapýlamamýþ
ancak UPU’dan saðlanacak kaynak ve projenin
önemi dikkate alýnarak ihale edilmesi için onay
alýnmýþtýr. Gelinen aþamada mevcut
þartnamedeki zeyilname çalýþmalarý
tamamlanmýþtýr.
Since the tenders were stopped in
parallel with the circular of The Prime Ministry
numbered 2002/52, the tender was not
realised in the indicated date. However the
approval was taken for the tender by taking
into consideration the resource which will be
provided from UPU and the importance of
the project. Supplementary studies in the
existing specification have been completed
in the current stage.
Posta Tahsilat Sistemi Yazýlým ve

Postal Collection System Software and
Hardware
Tüm iletiþim araçlarýnýn, elektrik, su,
doðalgaz faturasý ve benzeri faturalarýn PTT
merkezlerinden tahsil edilmesi amacý ile
düþünülmüþ bir projedir. Tahsilatlarýn on-line
olarak yapýlabilmesi için gerekli çalýþmalar
yapýlmaktadýr.
The project is designed for collection of
e l e c t r i c , w a t e r, g a s a n d a l l
telecommunicational bills etc. at PTT offices.
Necessary studies are being carried out to
be able to realise collections on-line.

þirketlerine ait faturalarýn tahsilatýna da
baþlanacaktýr. Genel bir tahsilat yazýlýmý
yapýlarak tüm tahsilatlarýn yapýlmasý için
yazýlým hazýrlýk çalýþmalarý yapýlmaktadýr.
In the scope of the Project, the software
was prepared by our Institution’s personnel
to be able to collect Telsim bills and the
collection has been realised in all on-line PTT
offices since 10.04.2002. The collections of
Aycell and Aria bills were also started and
the collections of the bills belonging to other
phone companies will be satrted. The software
preparation studies for a general collection
software are being carried out in order to
realise all collections.

The systems and softwares which will
be bought with this object will provide technical
and financial evaluation aimed at establishing
an accounting and financing management
system through which Presidency of
Accounting Financing Department can get
more quickly and correctly the accounting
information of all Principle Directorates’ and
Autonomous Units’ accountings and can
ensure money control by using the data on
servers in on-line offices taken part in the
scope of POSTNet 2000 network.

tüm personel ve ilgili uygulamalarýný; Personel
Ýþlemleri Yönetim sistemi (PÝYS) ile
otomasyona geçirmeyi hedeflemiþ olup, PÝYS
Projesi ile Yönetim Karar Destek Sistemine
geçiþin bir parçasý olarak tüm personel
iþlemleri, istatistiksel bilgi ve raporlar ile diðer
ihtiyaçlarýn on-line ortamda yürütülmesi,
kontrolü ve denetiminin saðlanmasý
amaçlanmýþtýr. 2003 yýlýnda bir ihale yapýlmasý
planlanmaktadýr.
General Directorate of PTT aimed to
automate all personnel and related
applications being carried out in its 80 Principle
Directorates and 9 Autonomous Units with
P e r s o n n e l Tr a n s a c t i o n I n f o r m a t i o n
Management Sysytem (PTMS). It is aimed
to realise all personnel transactions, statistical
information and reports, other needs on-line
and to provide the control and audit of them
with the PTMS Project as a part of transition
to Management Decision Supporting System.
It is planned to realise a tender in the year
2003.

These activities are being carried out
based on the authority given by the Postal
Law numbered as 5584 concerning item 9,
regulating our activities in the field of
international relations and within the
framework of the decisions and
recommendations, the decisions of
international enterprises such as Universal
Postal Union (UPU), Conference on European
Post and Telecommunication (CEPT),
Committee on European Regulations of Posts
(CERP), European Union of Public Postal
Enterprises (POSTEUROP), Commission on
European Postal Services (CSFPE).

Our Institution was selected for the fourth
time to be the Member of Executive Board of
POSTEUROP for 2003-2004 period because
of its successful studies in 1997-1998, 19992000 and 2001-2002 periods.

(UPU)’nin temel iki organý olan Ýdari Konsey
(CA) ve Posta Ýþletme Konseyi (CEP) üyesi
olup, Ýdari Konsey (CA)’in Baþkan Yardýmcýlýðý
görevini yürütmektedir.
Furthermore, Our Institution is the
member of the two basic organs of the UPU,
Administrative Council (CA) and Postal
Operations Council (CEP) and undertakes
the post of Vice Chairman of the Administrative
Council (CA).
Son yýllarda Türk Cumhuriyetleri ile
sürdürülmekte olan posta hizmetlerinin
yoðunluk arz etmesi nedeniyle; Dünyada
meydana gelen hýzlý teknolojik geliþmeyle
ortaya çýkan globalleþme sonucu uluslararasý
alandaki ortak menfaatlerimizin daha üst
düzeye çýkarýlmasý ve posta alanýnda ortak
hareket edilmesi amacýyla Avrupa Posta Birliði
kurulmuþ olup, 5-7 Haziran 2001 tarihleri
arasýnda Ýstanbul’da yapýlan Avrasya Posta
Birliði 1. Kongresinde; Birliðin Kuruluþ Yasasý
ve Genel Tüzüðü Azerbaycan, Kuzey Kýbrýs
Türk Cumhuriyeti, Pakistan ve Türkiye
tarafýndan imzalanmýþtýr.
Because of the increase in postal
services being carried out with Turkish
Republics in the current years, the EurAsia
Postal Union was established in order to act
in common in postal issues and maximise
the international common interests raising
from globalisation that became widespread
as a result of the rapid technological
development. At the first EurAsia Postal Union
Congress that was held in Ýstanbul between
5th and 7th June 2001, the Constitution and
General Regulations of the Union was signed
by Azerbaijan, Turkish Republic of Northern
Cyprus, Pakistan, and Turkey.

hizmet kalitesinin iyileþtirilmesi, mevcut
olmayan hizmetlerin ihdasý, teknik ve eðitim
alanýnda iþbirliði yapýlmasý, bölge ülkeleri
arasýnda hýzlý para transferini saðlamak
amacýyla Eurogiro’ya benzer bir sistem olarak
Avrasya-Giro’nun kurulmasý gibi konularýn
görüþüldüðü Kongrede Birliðin Merkezi
Bürosunun gelecek Kongreye kadar Ankara’da
yer almasý ve Genel Sekreterlik görevinin de
Türkiye Posta Ýdaresinden bir Temsilci
tarafýndan sürdürülmesi kararýna varýlmýþtýr.
Ayrýca, Ýcra Konseyi’nin ilk toplantýsý 9-11 Mart
2002 tarihlerinde Pakistan’da yapýlmýþtýr. 5
yýlda bir yapýlacak olan Kongrenin ikincisinin
ise Azerbaycan’da yapýlmasý onaylanmýþtýr.
Bölge ülkeleri arasýndaki posta iliþkilerini en
üst düzeye çýkarmak amacýyla kurulan Birliðin
üye sayýsýnýn yakýn bir gelecekte diðer bölge
ülkelerinin de katýlýmýyla artmasý
planlanmaktadýr.
It was decided that the central office
would be in Ankara until the next Congress
and the post of General Secretariat would be
undertaken by a representative from Turkish
Postal Administration at the Congress where
improving the postal service quality provided
between the countries of the region,
introducing the services which do not exist,
technical and training co-operation and
establishing EurAsia-Giro system similar to
Eurogiro in order to provide a rapid money
transfer between the countries of the region,
were discussed. The first meeting of the
Executive Council was held in Pakistan
between the 9th and 11th of March, 2002. It
was approved that the 2nd Congress which
was decided to be held every five year, would
be held in Azerbaijan. It is expected that new
members shall join from other regions to the
Union which was established in order to
improve postal relations between the countries
of the region.

The service covering the acceptance of
questionnaire cards, order forms, market
researches, questionnaire which are in the
shape of card or in the scope of envelope
are annexed to the postal items forwarded
by the businessmen in any country to their
customers in other countries, without collecting
any postal fee from the senders but this fee
from the administration of origin and returning
them to the senders that is called IBRS/CCRI
(International Business Reply Service) was
carried out mutually by 9 countries in 2002
(Germany, United Arab Emirates, Finland,
England, Ireland, Sweden, Switzerland,
Romania and New Zealand ) and our studies
for spreading are being continued.

been received and 62,6 billion TL

IPS (International Postal System)
Ýletiþim tekniklerinin hýzlý geliþimi, posta
idarelerini yeni arayýþlar içerisine sokmakta
ve çaðdaþ teknolojiden yararlanýlarak
gönderilerin daha süratli ve güvenilir olarak
taþýnmasý zorunluluðunu doðurmaktadýr. Bu
da büyük ölçüde verilerin bilgisayar aracýlýðý
ile alýnýp verilmesi elektronik bilgi alýþ/veriþi
ile gerçekleþmektedir. (Uluslararasý Posta
Sistemleri) IPS, Dünya Posta Birliði
Uluslararasý Bürosunun (Posta Teknolojileri
Merkezi) birimince hazýrlanmýþ bir program
olup, Kuruluþumuz bu sisteme üye
bulunmaktadýr.
Rapid improvement of communication
techniques has made the postal
administrations to be in search for new
expectations and be in need of delivering the
items more rapidly and securely by using the
modern technology. To a great extend, this
situation is being realised by receiving and
sending the data via computers, that is;
electronic data exchange. IPS (International
Postal System) is a program prepared by
Postal Technologies Centre (PTC) of Universal
Postal Union and our Institution is a member
of this system.
Bu sistemle,yurtdýþý çýkýþ ve varýþlý tüm
kayýtlý gönderilerin (APG, Taahhütlü ve Deðer
Konulmuþ Mektup Postasý Gönderileri, Deðer
Konulmuþ veya Konulmamýþ Koliler)
kabulünden alýcýlarýna teslimine dek tabi olduðu
her iþlem sistem üzerinden izlenmekte,
dolayýsýyla iþlemler daha hýzlý, doðru ve güvenli
bir þekilde yapýlmakta, personelden tasarruf
edilip geliþen teknoloji paralelinde müþteri
ihtiyaçlarýna cevap verilebilmekte, gönderilerin
sevkinin hangi aþamada olduðu ve kaybolan
gönderinin mahalli ve sorumlusu derhal tespit
edilebilmektedir.
Through this system every transaction
from posting to delivery of all registered items
(express mail items, registered items, insured
or uninsured parcels) shall be traced, so the
transactions shall be implemented more
rapidly, correctly and securely, customer
needs shall be met in parallel to the developing
technology while labor force is saved and at
the delivery stage, the place where the item
was lost and the person responsible for this
situation shall immediately be determined.

In order to provide the international
money order service more rapidly and of more
quality, our administration has become a
member of the EUROGIRO system on 2nd
April 1997 and exchange of money orders
via automation network has already been
launched reciprocally with Germany, Austria,
Belgium, Denmark, Sweden, Switzerland,

Correspondence is being continued with
the other EUROGIRO countries in order to
launch the service.
Yurtdýþý havale hizmetinin Eurogiro
sistemi aracýlýðýyla alýnýp verilmesi sonucunda
gerek yurtdýþýndan ülkemize, gerekse
ülkemizden yurtdýþýna daha önce posta yoluyla
gönderilen ve 15 – 20 günlük süre içerisinde
alýcýlarýna ödenebilen havale bedellerinin 1 –
3 gün gibi kýsa süre içerisinde ödenmesi
saðlanmaktadýr.
As a result of international money order
being exchanged by the EUROGIRO system,
the transfer amounts that are either sent from
Turkey or to Turkey from other countries which
were formerly sent by post and paid in 15-20
days are paid in 1-3 days now.
Bu sistemin devreye girmesi ile özellikle
yurtdýþýndaki vatandaþlarýmýz ucuz ve kaliteli
bir hizmetten yararlanmakta olup bu alanda
bankalarla rekabet edilerek hizmetin zaman
içerisinde gerekli reklam ve tanýtým yapýlmak
suretiyle yurtdýþý havale sayýsý ve tutarýnda
artýþ saðlanmasý beklenmektedir.
With the introduction of this system,
especially Turkish citizens living in Europe
benefit from the cheap and qualified service.
It is also expected that there shall be an
increase in the number and amount of
international money order in time by creating
a competitive environment with banks by
advertising and introducing the service.
Havale Kontrol Merkezi Müdürlüðüne
gerek Eurogiro sistemi üzerinden gerekse
posta yoluyla gelen yurtdýþý havaleler bu
merkezimizce otomasyon ortamýnda PÝM
veya PTT merkezlerine gönderilmekte
buralarca da dökümleri alýndýktan sonra ödeme
merkezlerine sevk edilmektedir.
International money orders which are
received by Money Order Controlling Centre
either via EUROGIRO system or by post are
sent to Postal Sorting Centres and PTT offices
on line and after hard copying they are sent
to payment centres.
Yurtdýþý havale hizmetinin tamamen
otomasyon ortamýnda yerine getirilmesi
amacýyla “Yurtdýþý Havale Otomasyonu
(Merkez Modülü) programý hazýrlanmýþ olup
2 Nisan 2001 tarihinden itibaren otomasyona
açýk olan merkezlerimizde uygulanmaya
konulmuþtur.
Hazýrlanan bu program uyarýnca
otomasyona açýk olan merkezlerin doðrudan
Eurogiro sistemiyle baðlantýsý saðlanmýþ ve
yurtdýþý havale kabul,ödeme, iade, defter
dökümü alma gibi iþlemlerin tamamen
bilgisayar ortamýnda yerine getirilmesi
saðlanmýþtýr.
2002 Yýlýnda Yurtdýþý Mektup postasý
gönderileri 38 Milyon 747 Bin, Koli Sayýsý 38
Bin, Yurtdýþý posta ve çek havaleleri 185 Bin
311 adet olmuþtur. Yurtdýþýna 110 Bin adet
Acele Posta Gönderisi kabul edilmiþtir.
In order to provide the international
money order service totally in an automated
environment, “international money order
automation” (central module) program was
prepared and on 2nd of April, 2001, it was
launched in the automated PTT offices.
2002 yýlýnda Tele-Post hizmeti 35 Ülkeye
götürülmüþtür. Yurtdýþý Tele-Post trafiði 1780,
telgraf trafiði ise 3172 adet olarak
gerçekleþmiþtir.
In 2002, Tele-Post service was launched
in 35 countries. An international traffic of 1780
Tele-Post and 3172 telegraph was
implemented.
With this program, a direct link between
EUROGIRO system and automated PTT
offices was provided. Also the transactions,
such as international money order
acceptance, payment, return, record are all
implemented in a computerised environment.
In 2002, there have been 38 million 747
thousand international letter mail items, 38,311
international parcels and 185 thousand
international postal and cheque money orders,
110 thousand outgoing EMS items have been
accepted.

constituting of 1717 permanent staff in
accordance with the number 657 Law about
state officials, 32 441 contracted in
accordance with the Decree in force of Law
233, 1367 temporary workers in accordance
with the Law 1475 on Labour and 394
employed under agreement.
Personelimizin öðrenim durumlarýna göre
daðýlýmýna bakýldýðýnda %6,36’sý ilk, %72.45’i
orta, %21.19’unun yüksek öðrenimli olduðu
görülmektedir.
The distribution of our personnel

Hizmetteki verimliliðin personele verilen
saðlýk ve sosyal hizmetlerin geliþtirilmesiyle
çok yakýndan ilgili olmasý nedeniyle,
Kuruluþumuzda saðlýk ve sosyal hizmetlere
ayrý bir önem ve öncelik verilmektedir.
Since the efficiency of the service is
closely related with the health and social
services given to the personnel, the health
and social services have a great importance
and priority in our Institution.
Personelimiz ve bakmakla yükümlü
olduðu aile üyelerinin saðlýk hizmetleri,
Ýstanbul'da bulunan 500 yatak kapasiteli tam
teþekküllü PTT Sanatoryum ve Hastanesi,
Polikliniklerimiz, Ýdare tabipleri ile diðer tedavi
kurumlarýnda yapýlmaktadýr.
The health services for our personnel
and their family members are given in fully
equipped PTT Sanatorium and Hospital in
Istanbul having a capacity of 500 beds, in
our polyclinics by the doctors of our Institution
and other health organisations.
2002 yýlýnda kadrolu ve sözleþmeli 147
doktor, 1 eczacý, 65 saðlýk memuru, hemþire
ve ebe, 17 laborant ve 33 diðer saðlýk
personeli,Saðlýk Yardým Sandýðý bütçesinden
sözleþmeli 277 doktor, 1 eczacý, 72 saðlýk
memuru, hemþire ve ebe, 15 laborant ve 39
diðer saðlýk personeli olmak üzere
Toplam 424 doktor, 2 eczacý, 137 saðlýk
memuru, hemþire ve ebe, 32 laborant ve 72
diðer saðlýk personeli ile saðlýk hizmetleri
yürütülmüþtür.
In 2002, the health services were carried
out with 424 doctors, 2 pharmacists, 137
health officials, nurses and midwives, 32
labaratory assistants and 72 other health
personnel. Of these personnel, 147 doctors,
1 pharmacist, 65 health officials, nurses and
midwives, 17 labaratory assistants and 33
other health personnel are permanent and
contracted. And the rest of them are
contracted from the Health Aid Fund Budget.
Haberleþme hizmeti gibi zor ve yýpratýcý
þartlar altýnda hizmet veren personelimizin
dinlenme ihtiyacýný karþýlamak üzere, kamp
ve dinlenme tesislerine büyük önem
verilmektedir.
In order to meet the resting needs of
our personnel working under such hard and
exhausting conditions of communication
service, great emphasis has been given to
camping and recreational facilities.
2002 yýlý yaz sezonunda, sahil
kentlerimizdeki 8 adet yazlýk eðitim ve dinlenme
tesisimiz 425 oda 1783 yatak kapasitesi ile
hizmet vermiþtir. 3 adet kýþlýk eðitim ve
dinlenme tesisimiz ise (Çeþme-Ilýca kampý
kaplýca özelliði ile kýþýn, deniz kenarýnda olmasý
nedeniyle de yaz sezonunda sürekli hizmet
vermektedir.) 2001/2002 kýþ sezonunda 45
oda, 159 yatak kapasitesi ile hizmet
vermektedir. Yazlýk ve kýþlýk olmak üzere 10
adet eðitim ve dinlenme tesisimiz 470 oda,
1942 yatak kapasitesine sahip bulunmaktadýr.
In the summer season of 2002, 8
summer training and recreational facilities
were in service with 425 room and 1783 bed
capacity. 3 winter training and recreational
facilities are providing service in 2001/2002
winter season with 45 room and 159 bed
capacity. (Çeþme-Ilýca facility serves during
the whole year in winter with its thermal spring,
and in summer, since it is on the coast.) The
10 summer and winter training and
recreational facilities have a total capacity of
470 rooms and 1942 beds.

Kuruluþumuzca verilen posta
hizmetlerinin belirlenen ana gaye, hedef ve
ilkelere uygun olarak kýsa zamanda karlýlýk ve
verimlilik ilkeleri doðrultusunda ifasý için Yurtiçi
ve Yurtdýþý Kurum ve Kuruluþlarla iþbirliði
yaparak eðitime yönelik projeleri yürütmek
personelin modern yöntemlerle hizmet öncesi,
hizmetiçi eðitimlerini saðlamak, onu eðitip
bilgili, becerikli hale getirmek amacýyla hizmetiçi
eðitim faaliyetlerine önem verilmekte, açýlan
kurs ve seminerlerle süreklilik arz edecek
þekilde her seviye ve branþta personelin
eðitilmesi ile eðitimli personelin bilgi becerisiyle
motivasyonunu artýrarak daha verimli ve
uyumlu çalýþmasý yanýnda Kuruluþun üst
kademelerine sürekli bir þekilde eleman
yetiþtirilmesi amaçlanmaktadýr.
In accordance with the aims of the
postal services determined by Our
Establishment, in order to perform the postal
services profitably and efficiently in a short
time period to carry out the educational
projects by co-operating with National and
Foreign Institutions, to provide the pre-service
and in-service training of the personnel with
the modern methods are emphasized. With
corses and seminars it is aimed that the
personnel at every branch and level is trained
and that the skills, knowledge and motivation
of the trained personnel are increased so
that they can work more efficiently and more
coherently and that they can be trained for
the upper levels of the service.
2002 yýlý içerisinde 128 kursta 1938
kursiyerin eðitimi gerçekleþtirilmiþtir.
2003 yýlý eðitim döneminde ise 69 kursseminerde 1033 kursiyerin eðitimi
planlanmýþtýr.
A total of 1938 coursiers were trained
in 128 courses in 2002. A total of 1033
coursiers are planned to be trained in 69
courses and seminars in the education term
of 2003.
2002 yýlýnda Avrupa Topluluðu Araþtýrma
Uygulama Merkezince (ATAUM) düzenlenen
eðitim programlarýna 4 kiþinin katýlýmý
saðlanmýþtýr.

Dünya Posta Birliði (UPU) tarafýndan
31.si 2002 yýlýnda düzenlenen Mektup Yazma
Yarýþmasýnda konu olarak “Özlediðin Birine
Mektup” seçilmiþ olup, Türkiye genelinde
dereceye giren eserler belirlenmiþ ve toplam
750.000.000.-TL. parasal ödül verilmiþtir.Birinci
seçilen eser UPU’nun merkezine gönderilmiþtir.
For the letter writing competition
organised for the 31st time this year by
Universal Postal Union (UPU), the subject
“A Letter To Somebody Who Is Longed For”
was chosen, successful works were
determined and a total prize of 750 million
was given. The most successful one was
forwarded to the related office of UPU.
2003 yýlýnda 32.si yapýlacak olan, UPU
mektup yazma yarýþmasýnýn konusu “Sana
Nasýl Daha Ýyi Bir Gelecek Saðlayabileceðimizi
Anlatmak Ýçin Yazýyorum” olarak belirlenmiþ
olup, Ýl Milli Eðitim Müdürlükleri aracýlýðý ile

Competition which will be held in 2003, the
subject was determined as “I Am Writing You
To Explain How We Will Provide You A Better
Future”, and it was announced to all of the
schools in Turkey by the Provincial National
Education Directories.
Balkan Ülkeleri Posta Daðýtýcýlarý Yürüyüþ
Yarýþmasý Yunanistan’ da yapýlmýþ olup,
erkeklerde takým birinciliði ve ferdi ikincilik,
bayanlarda ise takým dördüncülüðü elde
edilmiþtir.Yunanistan’da yapýlan protokol gereði
2003 yýlýnda Balkan Ülkeleri Posta Daðýtýcýlarý
Yürüyüþ Yarýþmasýnýn Türkiye’de yapýlmasýna
karar verilmiþ ve çalýþmalara baþlanýlmýþtýr.
The “Balkan Countries Postmen
Walking Competition” was held in Greece;
first place in the team among men and
second place in the individual category; and
fourth place among women have been
achieved. As a result of the protocol in
Greece, it was decided to hold the “Balkan
C o u n t r i e s P o s t m e n F a s t Wa l k i n g
Competition” in Turkey 2003 and studies
were started.

Law of Security was presented to Ministry
of Communications in the attachment of our

the end of 2002 the expenditure was 7 trillion

whole of the investment of 7 trillion 348 billion

our own resources.

bazýnda Kuruluþumuza Haberleþme Sektörü

31 Trilyon 900 Milyar TL’lik ödenek
öngörülmüþtür. Yatýrýmlarýmýz bu ödenek
çerçevesinde yürütülecektir.
A budget of 31 trillion and 900 billion

for Communications sector, 1 trillion 150
billion TL for health sector was found
appropriate for our Institution to make
investments in 8 projects in 2003. Our
investments shall be carried out within the
framework of this budget.

On the other hand, when we look at the
balance-sheet we shall see that while the
share of main resources in total resources
was 73.6% at the end of 2001, this rate
increased to 77% at the end of 2002.

varlýklar içerisindeki payý da %53,6’dan
%57,0’a yükselmiþtir.
While the ratio of net tangible fixed
assets to the total assets was 53.5% at the
end of 2001, this ratio increased to 57% at
the end of 2002. The ratio of 43.5% of current
assets to the total assets at the end of 2001
decreased to 33.7% at the end of 2002, the
ratio of fixed assets to the total assets
increased from 53.6% to 57%.

Instituiton revenue surplus of 10 trillion 994
billion and 468 million TL has been achieved
as of late 2002.
