AIMS and SUPPOSITIONS
The aim of Civil Defense Plan is to be prepared for unexpected
situations in MEF Schools, to improve basic catastrophe awareness of
children and adults and to provide caution that can decrease the
damages to minimum in a disaster till first-aid crew come.
MEF Schools Civil Defense Plan is created for the suppositions about
meeting MEF Schools’ needs in the first stages of the disaster.
 First-aid Crew may not reach directly after disaster,
 Fire may appear,
 Some resources like water, electricity, communication,
transportation and food might not been able to find, able to use
or not safe,
 Some building might be destroyed,
 The injuries that students and employees get during the disaster
might need help in school.
CONTENT
Civil Defense Plan is limited with MEF Schools’ boundaries. Cover the
risks in buildings and garden. Plans are emphasized in Civil Defense
Documents. For understanding the context, Civil Defense Commission
structure and position descriptions must be known.
Also, Kindergarden, Primary School, Secondary School and
International Schools’ original excretion plans and activity application
according to age groups are existent.
Chain of action might be delayed because of conditions created during
the disaster, designated meeting places or safe areas might be
damaged.
Therefore, the external factors should be considered to be effective on
decisions that will be taken, actions that will be performed.
Utilization of the information contained in the Disaster General
Information Booklet is suggested and disaster management
information should be developed by seminars and courses.

EMERGENCY GAME and EMERGENCY PRIORITY
Objective: To explain Students how to act in earthquake discharge
and how to deal with it at the school and in the class.
Operating:
 Interviewing with students to raise their awareness about
earthquake by showing and explaing with pictures.
 Information is given about what to do during the earthquake.
 Using the teacher's voice as a stimulus, teaching students how to
push chairs under the tables, how to lie next to chair in the fetal
position and hot to protect their heads with their hands.
 Students are asked to make movements shown before, by
"emergency” call.
 Explaining to the students by “emergency” call hot to get in a queu
to leave the class and making a practice.
 In order to reinforce the game, it is repeated at various times and
places.
GROUP ACTIVITIES FOR PROMOTING EARTHQUAKE AWARENESS
The purpose of this study, to increase preschool children’s levels of
awareness about the earthquake, to create and implement various
activities.
EVENT 1: Swaddling / trembling
Materials:

a small table that can move easily
 boxes full of sand / soil
 Paper plates, cups, small boxes (will be used to make the building)
Application:
1- Discussion the children with:
 What the 'Swaddling / trembling mean?
 Ask children to imitate shaking, trembling people.
 Have you ever experinced the Bosphorus Bridge shake when t-there
is a traffic jam? Or is there anyone who was near the train when it
passes through or near the railway? (Watch the children how do
they show).
48
 What do you think about what is happening in the world while there
is an earthquake?
 Is there anyone among you ever feel the earthquake? (Take the
time to express their feelings and observations).
2 - Tell your children to do a building that shows what is happened during
the earthquake.
Follow these steps:
a) a group of young children's will form a long structure by putting plates,
cups and small boxes onto each other filled with sand into the box..
b) Put the big box on the table.
c) Shake the table until building is destroyed.
d) Ask the children for a comment about what they see.
 What do Sand / soil represent? (World or the current place we live
in / the city).
 What do plates, cups, boxes, represent? (Long a building)
What moves? (Some places in the world and building).
 What happens to the building? (Various degrees of damage)
EVENT 2: Create a Class Painting
Materials:
 Paper, pencil, pastels
 Scissors
 A layer of paper for the class painting.
Application:
1 - Ask every child to draw a large circle representing the world and what
may move it from inside.
Please help to write a description of each child's the story of drawing.
2 - To create class picture each child should cut own drawing out and paste it
on large paper. Stories statements may paste by the pictures.
3 - Make sure the children tell stories to the group. End the activity witohu
explaining the reason of the earthquake. Encourage curious children's to
search children's encyclopedias and other resources. At other meeting, when
it continues to talk about the subject, you will see that they have collected
some of the information.
49
EVENT 3: Earthquakes have different strength and may lead to different
damage
Materials:
 A cardboard container filled with sand / soil in
 Paper

Construction Materials: Small, blocks, sugar cubes, legos, dough
Application:
1 - Ask Children to clap their hands loudly and to describe the tone of voice
of apploud
then, ask them to clap their hands slowly and to describe the tone of
applaud.
Is there a difference? (Yes)
Why is there a difference? (Slow claping reveals a less sound energy)
2- Ask children to rub their hands gently. They should describe how they
feel. The ask them to rub their hands quickly and ask them to describe their
feelings.
Why do you think there is a difference? (Quick rubbing reveals more heat
energy)
3- Children make pairs.
4- Ask children to to do and plan structures those have different heights and
will stay after the earthquake.. (First let them to draw what they want) and
they should explain what they plan and why the plan will be effective against
to eathquake.
5- Let them built with their pairs.
6 - After completion of construction, let them test the building by gently
shaking.
7- Let them shake 3 times more, each time the speed of shaking must be
increased and at the end the buildings will be demolished.
a) Let them to discuss with each other (pairs) in each shaking what they
saw.
Why were Buildings demolished? (Due to shakes of table)
What caused the table to wobble? (Us)
b) What happened in first shake?
What happened in second shake?
What happened in third shake?
50
Are the Earthquakes all same? (No, some are weak, some are strong.)
c) Is there a relationship between the demolition of structures and
materials we use?
(Yes)
Children shluld look to each other’s work and compare works which are
done by different materials. (For example, the blocks were placed on top
of each other, structures made of materials into each other, etc.) Which
are the most durable?
EVENT 4: Earthquake Map
Materials:
It is the map which shows which regions of Turkey are high, which regions
medium in, which regions carry a low risk of earthquakes.
1- The colored map that shows how our country is affected by the
earthquake is shown to the children and explaineded. Periodic
earthquakes are happening all over our country.
2 - Are there regions never affected? (No) Then it is important to learn to
protect ourselves. (We can not stop earthquake, but we can learn to
protect ourselves)
EVENT 5: Earthquake Game
To the attention of the teacher;
If you have children with disabilities in your classroom, you should provide
their participation in this event.
Visually and hearing impaired or physically disabled children require such
events to avoid and to cope with the dangers and increase self-confidence.
Physically disabled children can learn to react fast and get away from the
window.
They can escape from the deductible materials / objects; use their arms to
protect their heads or any other convenient things.
1- Express that you will play a dream of an earthquake. So we can
understand what may happen or what we can do if there is an earthquake.
(Show to Children pictures that people are standing next to tables / chairs /
cubboard).
Repeat the following movements:
51




Stand next to cabinet / table.
Be away from the window.
Aegean our head down near the knees.
Preserve with your one hand your eyes and hold table leg with
your one hand.
2- After this event, get the children views on this experience, encourage
them to ask questions, encourage them to debate if they have fear and
concerns.
After making sure children understand exactly what they should do, as a
teacher, enter next to the table in later games. The children also need to
know that you are safe.
While doing this activity be sensitive to children's fears and concerns,
allow them a chance to talk and ask questions.
You can tell to children:
Fear is a normal reaction in the face of any danger. When they learned
how to protect themselves, they will have less fear.
Reminders for Earthquake Prevention:
If you are outdoors during the earthquake;
 Stay-Away.
 Go to an open area away from dangers.
If you are inside;




Stand next to cabinet / desk.
Stay away from windows.
Tilt your head to your knees close.
Hold the table foot with your one hand (from top) and protect
your eyes with your other hand.
If you do not have any table near by;




Sunk knee-down.
Move away from the windows.
Tilt your head to your knees close.
Connect-your hands behind your neck.
52
EVENT 6: We should what might happen
Materials:
 Paper and paint materials
1- Explain to children:
During the earthquake, ground swings like a ship under our feet. This swing
does not lead to many personal injury or death. The real cause, falling
objects and falling parts of damaged buildings.
During the earthquake, the world does not absorb homes and the people by
cracking. If we know what to do during an earthquake and what to expect,
injuries may be reduced or disappear.
2- Ask to Children to draw when they experience an imaginary earthquake in
the classroom, what they can hear, what they can see or what they can
smell. Then everyone tell to class what they have drawn.
EVENT 7: Classroom Hazard Hunt
Materials:
 Class picture, coloring pens.
 Flip chart / paper / pen
1-
Ask to children: What may happen to items in our class if there is an
earthquake?
(Children say their ideas.)
2-
Say the definition of 'earthquake damage' to the children.
Goods can be moved by the earthquake, may fall and may be broken. If
this situation is causing harm to us, if we are getting injured, it is the
harm caused by the earthquake.
Tell to children:
To anticipate this damage, will help us to identify hazards and prevent
injuries.
3-
Do 'danger / damage hunt' with the children in the classroom. The
purpose of this, determining things that may hurt them (damage) during
the earthquake. For this purpose, distribute a class picture. They paint
the things those they see similarities between and might be harmfull for
them. They should say things those are not in the picture, but also
53
things that could harm us in the classes during the earthquake, and the
teacher writes.
4-
Ask to children:
What can we do to make our school safer? (How can we reduce losses?)
Things to do may include:
Connecting objects, remove swaying objects, put the lower shelves,
immutable objects can be fixed on the ground and can be securely connected
and so on.
Write things can be done to the board.
5- The implementation of this step is elective. If appropriate, make changes
in the class for safer place along with the children. In Environments can
not be change, help to children to become aware of hazards at the time of
earthquake.
EVENT 8: Think Together
Materials:
 Flip chart / paper / pen
Tell to children:
1-After the earthquake, we may have to evacuate our school.
In such a case, in a convenient location, we should keep some of the
necessary items in a place, so you may just take them, we can go.
2-What are the things that we really need to stay alive?
-Write the things that Children say on the board. (Example: food, water,
etc.)
(Remind to children to choose things that are easy to carry and use more
than one way)
3- Ask yo Children which items in this list must be present in the classroom,
create a class list.
54
EVENT 9: Poster Preparation
Materials:
 Poster papers, paint supplies.
 Materials are no longer necessary, can be used.
1-Say to children:
You have a lot of knowledge about the earthquake. Now draw posters to
share this information with other people.
Create posters showing what you have learned about the earthquake.
* To make this event separate the children into small groups and each group
draw anything they learned about the earthquake.
After the poster is done, can be hung on the walls of the class or can be
hung to other parts of the school. Decide where to hang up together with the
children.
* Take pictures of the results of events.

INTERNATIONAL SCHOOL SETTLEMENT AND DISCHARGING PLAN
MEF INTERNATIONAL SCHOOL
Emergency Evacuation Traffic Patterns Policy
In the case of a fire (fire drill) or evacuation you will hear a whistle
continually blowing. Move as a class immediately you hear the
whistle quickly and calmly.
In the case of an earthquake administration staff members will check
that stairways and outside buildings are not damaged or blocked
before class evacuate. Remain in your classroom until you are asked
to move or you hear the evacuation whistle to move quickly and
calmly. FOR EARTHQUAKE DRILLS YOU WİLL HEAR A BELL.
The International Primary School evaculation warden is the Primary
Principal followed by the Deputy Princiapl and then the PYP
Coordinator.
The International Secondary School evaculation warden is the
Secondary Principal followed by the two Deputy Princials and then
the MYP Coordinator.
If stairways are damaged as the result of an earthquake, it is preferrable
that faculty and students remain where they are until help arrives. During
the course of the tremors faculty and students are to crouch beside ‘secured
furniture’ or interior wall (do not stand in a door way or seek protection near
an external wall) and protect, as best as possible, vunerable back and neck
areas until the tremors stop. If outside during an earthquake go to an open
area away from trees, buildings, walls or power lines.
All classes should then assemble in the ECC PLAYGROUND “deemed the Safe
Area” in lines as far from the building as possible. The Preschool class
assembles as far from the school building as the geography of the site
allows.
THE LINING UP İN THE PLAYGROUND WILL BE AS FOLLOWS:
Pre-School will line up at the far end of the playground by the steps to the
National School (helper is Jean plus TA).
Grade 5 A will line up next to the Preschool students. (helper is Seyda)
Pre-Kindergarten will line up next to the Grade 5 A students. (helper is Tim
plus TA)

OTHER SCENARIOS
Gym
In the areas of the gymnasiums, the faculty member should quickly organize
the students and proceed to the nearest exit (which is dependent on the
gym). The faculty member will take the students by the most convenient
and safest route, where they can meet the classes in the “safe area”.
Break Times
In the playground, the duty teachers should quickly organize the students
and proceed to the playground “safe area”. The duty teacher or other faculty
member will take the students by the most convenient and safest route,
where they can meet the classes in the “safe area”.
If there is an
earthquake or an earthquake drill when you are outside, move to the most
“open” space away from any buildings, trees, walls or power lines and wait
for it to pass then walk away from the building walls to the “safe area”.
Note - In the special scenarios above or where students are separated from
their class (in the toilet, moving between rooms etc.), students and faculty
are to walk to the playground where they can meet the classes in the “safe
area” as per the instructions in this procedural outline.
HOMEROOM TEACHERS

up in the playground you:

 Count the students and make sure that all your students are there in the
line, checking off on the class list.

 Take your students down the stairs to the parking area in case of an
earthquake.
(Earthquake kits are located in the area. Here the whole school and any
