MEMORANDO DE ENTENDIMENTO EM COOPERAÇÃO NA A^A DE
EDUCAÇÃO SUPERIOR ENTRE O MINISTÉRIO DA EDUCAÇÃO DA
REPÚBLICA FEDERATIVA DO BRASIL E O CONSELHO DE
EDUCAÇÃO SUPERIOR DA REPÚBLICA DA TURQUIA

O Conselho de Educação Superior da República da Turquia
(Doravante denominados "Partes")
Com o propósito de cooperação no campo da educação superior e pesquisa
científica;
No espírito de fomentar a compreensão mútua e o respeito entre os povos
dos dois países;
Desejosos de reforçar as suas relações bilaterais; e
Considerando o Acordo Cultural e Educacional entre o Governo da
República Federativa do Brasil e o Governo da República da Turquia, assinado em Brasília,
no dia 10 de abril de 1995;
Chegaram ao seguinte acordo;
Artigo 1
As Partes trabalharão para fornecer as condições apropriadas ao
aprimoramento e desenvolvimento das relações amistosas e da cooperação entre o
Conselho de Educação Superior da República da Turquia e o Ministério da Educação da
República Federativa do Brasil, incluindo - mas não se limitando a - o apoio à assinatura
de protocolos de cooperação entre universidades, institutos de formação profissional,
centros universitários de pesquisa e instituições superiores em seus respeetivos países.

Artigo 2
As Partes deverão facilitar o intercâmbio de conhecimentos, informação e
publicações em todos os campos do ensino superior e da pesquisa científica em suas
instituições de ensino superior.
Artigo 3
As Partes deverão implementar a cooperação e o intercâmbio de cientistas,
docentes e alunos entre si, no âmbito de suas leis e regulamentos.
Artigo 4
As Partes trocarão todas as informações necessárias sobre a equivalência dos
diplomas outorgados pelas Partes em seus respectivos países, de acordo com a Legislação
em vigor nos dois países.
Artigo 5
Os mecanismos financeiros para cobrir as despesas para a cooperação
desenvolvida no âmbito deste Memorando de Entendimento serão mutuamente acordados
entre as respectivas Partes, caso a caso, sujeitando-se a disponibilidade de fundos
recursos.
Artigo 6
O presente MdE visa o aprimoramento e o desenvolvimento da cooperação
entre as Partes e não se constitui em um acordo vinculativo para os Estados das Partes pelo
direito internacional. Nenhuma disposição deste MdE deve ser ^^^eipretada ou
implementada como criadora de direitos ou compromissos legais para os Estados das
Partes. Todas as controvérsias deverão ser resolvidas amigavelmente.
Artigo 7

Este MdE entra em vigor na data de sua assinatura.

Este MdE permanecerá em vigor por um período de três anos e sera
automaticamente renovado por períodos adicionais de três anos. a menos que qualquer das
Partes notifique à outra, por escrito, sua intenção de rescindir o presente MdE.

A rescisão terá efeito em seis meses a partir da data da referida notificação.
A rescisão deste Memorando de Entendimento não afetará os projetos ou programas
implementados sob ele e não integralmente executados no momento da sua rescisão.

Assinado em Ancara, no dia 7 de outubro de 2011, em dois documentos
originais, ambos escritos em português, turco e inglês, todos os textos ipralmente
autênticos. Em caso de divergência na interpretação, o texto em inglês prevalecerá.

Madde 3
Taraflar i§birligini ve bilim insani, õgretim üyeleri ve õgrenciler arasinda
degiçimi kendi mevzuatlan çerçevesinde yapacaklardir.
Madde 4
Taraflar ülkelerinde düzenlenen derecelerin taninmasi ve denkligi konusunda
her iki ülkede yürürlükte bulunan mevzuatlara uygun olarak, gerekli bilgi degi§immi
yapacaklardir.
Madde 5
Anlasma çerçevesinde yapilacak içbirligi etkinliklerinin karçilanmasina
yõnelik mali düzenlemeler, taraflarin mevzuat hükümleri ile fmansal kaynak mevcudiyetine
bagli olarak, her bir durum için, karçilikli karara baglanacaktir.

Bu Mutabakat Zapti, Taraflar arasmda içbirliêini artirraak ve 8=1

Bu Mutabakat Zapti 3 yil süre ile yürürlükte kalacak ve taraflar, sona erdime
niyetlerini
yaz!h oSk bildirmedigi takdirde sonraki 3 ytlbk süre ,ç,n kend.l,g.nden
yenilenebilecektir.

Soua erdirme, süz konusu bildirimin almdig, tarihten itibaren ata ay içincle
yürürlüge gireeektir. Zaptin sona ermesi, Mutabakat Zapt, tapsaminda bulun« Zaptrn
»na erdigi tarihte tamamianmamiç olan etkinlikleri ve projeleri etkilemeyecektir.
Ankara'da 7 Ekim 2011 tarihinde Portekizce, Türkçe ve Ingilizce iki§er nüsha
halinde ve her metin èçit derecede geçerli olmak üzere imzalanmi§tir. Yorumda bir farkhlik
olmasi durumunda Ingilizce metin esas alinacaktir.

MEMORANDUM OF UNDERSTANDING ON COOPERATION IN THE FIELD
OF HIGHER EDUCATION BETWEEN THE COUNCIL OF HIGHER
EDUCATION OF THE REPUBLIC OF TURKEY AND THE
MINISTRY OF EDUCATION OF THE FEDERATIVE
REPUBLIC OF BRAZIL
The Council of Higher Education ofthe Republic of Turkey
and
the Ministry ofEducation of the Federative Republic of Brazil
(hereinafter referred to as the "Parties")
For the purpose of cooperation in the fíeld of higher education and
scientifíc research;
In the spirit of enhancing mutual understanding and respect between the
peoples of both countries;
Desiring to strengthen their bilateral relations; and
: Considering the Cultural and Educational Agreement between the
Govemment of the Republic of Turkey and the Government of the Federative Republic
of Brazil, signed in Brasília on the lO"' day of April, 1995;
Have agreed on the following:
Article 1
The Parties shall work to provide the appropriate conditions for
enhancing and developing friendly relations and cooperation between the Council of
Higher Education of the Republic of Turkey and the Ministry of Education of the
Federative Republic of Brazil, including - but not limited to - support for the signing of
cooperation protocols between universities, vocational institutes, university research
centers and higher institutes in their respective countries.

Article 2
The Parties shall facilitate the exchange of expertise, information and
publications in ali flelds of higher education and scientific research in their institutions
of higher education.
Article 3
The Parties shall implement the cooperation between and the exchange of
scientists, faculty members and students within the framework of their laws and
regulations.
Article 4
The Parties shall exchange the necessary information about equivalence
of the degrees issued by the Parties in their respective countries, in accordance with the
laws in effect in both countries.
Article 5
The financial arrangements to cover expenses for the cooperation
undertaken within this MoU shall be mutually agreed upon by the respective parties on
a case by case basis subject to provisions of legislation and the availability offunds and
resources.
Article 6
This MoU aims at to enhancing and developing cooperation between the
Parties and does not constitute a binding agreement to the States of the Parties under
international law. No provision of this MoU shall be interpreted or implemented as
creating legal rights or commitments for the States of the Parties. Ali disputes shall be
resolved amicably.
Article 7
1.
This MoU shall enter into force on the date of its signature.
2.
This MoU shall remain in force for a period of three years and shall be
automatically renewed for flirther periods of three years, unless either Party notifies the
other, in writing, of its intention to terminate this MoU.
3.
The termination will take effect six months after the date of the said
notification. The termination of the MoU shall not affect the projects or programs
undertaken under it and not completed at the time oftermination.

Signed at Ankara, on October 7, 2011, in two original copies, each in the
Portuguese, Turkish and English languages, ali texts being equally authentic. In case of
divergence in interpretation, the English text shall prevail.
